NCD urges NSCN (I-M) to lift ban on Sunday market DIMAPUR, FEB 24 (NPN): Pointing out that the complete ban imposed on Sunday markets in and around Dimapur by NSCN (IM) based on its national principle of “Nagaland for Christ” had affected the people of Dimapur district, Naga Council, Dimapur (NCD) has appealed to the outfit to consider immediate lifting of the ban, especially on perishable commodities like meat, fish, poultry, green vegetable, etc, in the interest of general public. As other district headquarters and towns in the State had been left out from such a ban, NCD felt targeting only the commercial centre of the State appeared unreasonable. Due to the ban, the people of Dimapur had to spend lakhs of rupees in bordering areas like Dillai Gate, Lahorijan, Khatkhati and other adjacent markets in Assam for meeting their essentials needs every Sunday, NCD vice president (Adm) K Ghokheto Chophy pointed out. KOLHAPUR, FEB 24 (PTI): Calling the CRPF jawans killed in the Pulwama terror attack “political victims”, MNS chief Raj Thackeray claimed on Sunday that the “truth” will come out if National Security Advisor Ajit Doval was questioned. “If NSA Ajit Doval is investigated, then all the truth about the Pulwama terror attack will come out,” Thackeray said in Kolhapur district of Maharashtra. “At the time of the Pulwama attack, Prime Minis-

The communities are Deoris, Sonowal Kacharis, Morans, Adivasis, Mishings and Gorkhas. Most of them are recognised as Scheduled Tribes in neighbouring Assam. The protesters contend that the committee- headed by Environment and Forest minister Nabam Rebiasubmitted its report without verifying the facts properly, and it should be rectified before being tabled in the assembly.
Modi launches PM-KISAN scheme
Gorakhpur, Feb 24 (IANS): Prime Minister Narendra Modi on Sunday rolled out the ambitious PM-KISAN (Pradhan Mantri Kisan Samman Nidhi), a cash-transfer scheme, here in the presence of Uttar Pradesh Chief Minister Yogi Adityanath. The Centre had announced the PM-KISAN scheme in the 2019-20 Interim Budget. Under this, Rs 6,000 will be paid to 12 crore small and marginal farmers holding cultivable land of up to two hectares per year in three instalments. Officials said the funds will be electronically transferred to the bank accounts of beneficiaries. In his public address, the Prime Minister said that various previous governments had drafted similar schemes but never empowered the farmers. (Full report on p-5)
NNQF files petition against ‘backdoor’ appointments DIMAPUR, FEB 24 (NPN): Nagaland NET Qualified Forum (NNQF) has filed a writ petition (no.12 (K)/2019) with Kohima Bench of Gauhati High Court (GHC) challenging the alleged backdoor appointments of 175 assistant professors by the higher education department. The forum alleged that out of the 175 appointments made between 2009 and October 2018, 84 assistant professors were appointed who had no qualification, 75 were qualified but appointed without general advertisement and 16 regularised. NNQF also sought directive from the High Court for advertisement of 68 assistant professor and librarian posts created (vide notification no. HE/ ESTT/2-6/2007, dated 9.8.18 for 2018-19) followed by 42 posts within
2019-20 through Nagaland Public Service Commission (NPSC). The forum further expressed surprise to find that after filling the writ petition, the higher education department did not furnish all names of the assistant professors appointed backdoor in reply to the Right To Information (RTI) query and announced to file more writ petitions. Nagaland NET Qualified Forum questioned the public information officer concerned why complete information regarding appointments to various posts in the higher education department was not furnished in the RTI response. In this regard, the forum said it would approach the State Information Commission for necessary punitive action at an appropriate time. During the interim hearing, the forum alleged
that the Nagaland government was continuing to appoint and regularise services of the backdoor appointees by invoking Office Memorandums of August 8, 2008 and August 11, 2016, which have been declared unconstitutional by the court. According to the forum, the court ruled “The learned Addl. Sr. Government Advocate also fairly admits the aforesaid Office Memorandums (OMs) having already declared invalid by the court. Accordingly, let there be no further regularization or appointments in terms of the said 2 (two) O.Ms.” Nagaland NET Qualified Forum, therefore, cautioned the department that if any appointment or regularisation was resorted, it would invite contempt of court leading to more litigation. The forum went on to
explain in the press statement that it was formed comprising assistant professor aspirants in the backdrop of rampant backdoor appointments and nonadvertisement of 68 assistant professor and librarian posts that were to be recruited in 2018-2019. And with various appeals in the form of memorandum, open letter and joint press release with PSAN (Public Service Aspirants of Nagaland) having gone unheeded, the NNQF said it was compelled to seek legal course of action. Mentioning that the fund mobilised till now to meet legal expenses had come from the pockets of aspirants and common people who believe in the fight for justice amidst despair, the forum appealed for public support in all possible ways in the fight for justice.
Video claims BPL rice sold as Andhra Parimal in market

DIMAPUR, FEB 24 (NPN): Complaints from consumers, that of late the quality and taste of popular ‘Andhra Parimal’ rice has deteriorated was confirmed after a raid on a godown in Dimapur, which exposed how ordinary BPL rice was repacked from gunny bags into plastic bags used for Andhra Parimal rice. The video that went viral on social media allegedly shows a godown where rice from jute sacks being transferred into green-coloured synthetic bags used for packaging better quality Andhra arham/parimal rice. An employee of Food Cooperation of India (FCI), speaking on condition of anonymity said that there was a wide and unholy nexus involving people at various levels. He alleged that everyone involved were from government officials to carriage contractors. The FCI staff, however, clarified that the godown shown in the video did not belong to the corporation, but was a private godown belonging to a non-Naga rice contractor. The footage on Facebook, mentions the
name of the person from a business community. When asked how rice got to the private godown, the FCI staff explained that the corporation awards contracts to transporters to deliver supplies to different districts. He admitted that these contractors/transport companies often did not take food supplies to their intended destinations, but instead to their godowns like the one shown in the video. So far, there has been no response from law enforcement on the video. He revealed that while contracts were in practice benami transactions since non-Nagas with power of attorney carried on business in the name of Nagas. A large number of business activities under FPS are dealt by non-Naga businessmen under benami transactions. Such transactions are very common where there is avoidance in paying taxes besides enjoying the relaxations/subsidies from the government. It was believed that though people in Dimapur were aware about their rights and benefits, those in remote areas were not ignorant about their entitlements.
LH rebuts Toshi’s claim DIMAPUR, FEB 24 (NPN): Reacting to Information & Public Relations (IPR) adviser, Toshi Wungtung statement in the assembly, Lotha Hoho (LH) has clarified that it had filed PIL at Gauhati High Court over Nagaland Petroleum & Natural Gas Rules (NP&NGR), 2012 in pursuance of rights conferred by Article 371(A) on ownership and transfer of land and its resources, and not in any contravention. The IPR adviser had stated that village councils would have authority in spite of Citizenship Amendment Bill (CAB), besides claiming that the hoho was appealed to withdraw its PIL against NP&NGR. In a statement, Lotha Hoho chairman Mhondamo Ovung and general secretary S Aben Ngullie clarified that LH had withdrawn the PIL, not because it infringed on any legal provision, but only after negotiating with the state government for nearly two years. The hoho claimed that only after the state government had agreed to amend NP&NGR did they withdrew the PIL, “with liberty to revive it”. Contrary to Toshi’s statement, the hoho asserted that no appeal could have made LH withdraw the PIL, had it not been the State government agreeing to amend the rules, as per terms of the hoho. The amendment would involve removal or correction of provisions in NP&NGR, which LH felt were contrary to interest of land owners, they added.
Even in the earlier rice pilferage scam involving FCI rice for FPS, the modus operandi was to divert the FPS items to first to private godowns. It was also learnt that a tacit understanding exists between those in charge of FCI godowns in different districts and transporters. Those in FCI godowns furnish details of the quantity of supplies received to the State government. On the role of FCI in the entire process, it was learnt that the corporation receives release orders (ROs) from the Food and Civil Supplies department and distributes the quantity mentioned in ROs to different FPS. The quantity allotted is based on the number of beneficiaries in the locality/area. The supplies for the whole state are imported mainly by trains and then stored at FCI godowns. Instead of supplies being unloaded at the godown and then reloaded for delivery to different places, the trucks directly proceed to different districts to save time and effort of unloading and reloading, adding the contractors could also take advantage of this.
Gov’s Sekrenyi greetings DIMAPUR, FEB 24 (NPN): Terming Sekrenyi as “one of the most significant festivals of the Angamis”, Nagaland Governor, P.B. Acharya extended greetings to the Angami community on the occasion of Sekrenyi and expressed confidence that the festival would “help to purify one’s heart and soul in the truest form.” Acharya observed that such festivals give everyone the opportunity to sanctify and purify themselves as he called for the festival be a “source for building unity to come together and make the atmosphere conducive in towns and villages for peaceful co-existence and all round development in the State.” Acharya further stated that Sekrenyi festival is an occasion for merry making providing a welcomed break from daily routines and to rededicate oneself with renewed vigour to achieve peace, progress and prosperity. “May the festival of Sekrenyi bring peace, unity and prosperity to the Angamis in particular and Nagas in general,” the Governor added.

DIMAPUR, FEB 24 (NPN): Petrol and diesel prices continued an upward trend on Sunday. After Sunday’s price revision, petrol prices went up by 6-7 paise, while diesel price also went up by 7-8 paise across major cities in the country. In Dimapur, petrol prices went up to Rs 69.15 a litre against Rs 69.08 on Saturday while diesel price went up to Rs 64.10 per litre compared to Rs 64.01 on February 23. It may be noted that among all metros and most state capitals, petrol and diesel prices in Delhi are the cheapest due to lower taxes. However, in Kohima the petrol price on Sunday saw a cut of 38 paise (Rs. 69.52 as compared to Saturday- Rs. 69.90 per litre) and diesel was Rs. 64.44 per litre on Sunday as compared to Rs.64.64 on Saturday.
Correspondent SHILLONG, FEB 24: Indian Navy divers have detected a third body, in an excessively decomposed state, inside a 370 feet deep flooded coal mine in Meghalaya’s East Jaintia Hills district, where over a dozen miners remain trapped since December 13, an official said on Sunday. “They (Navy) detected another body on Saturday night at 9.30 p.m. with the help of an underwater remotely operated vehicle (UROV),” a senior rescue official who wished not to be named said. The rescue official said the third body was detected in the same rat-hole coal mine where the UROV found the first body of a miner on January 16 and the second body on January 26 after the miners were
trapped inside the mine as water gushed in. However, an official said that the present state of the body would disintegrate if any attempt of retrieval is made “On inspection of the body by the ROV, it has been found that the body is highly decomposed. The flesh is tearing off when the ROV tries to grip it with the ROV,” he said. Of the 15 trapped miners, the Navy could retrieve only one body of a coal miner from the flooded coal mine on January 23 identified as Amir Hussain of western Assam’s Chirang district.
