NSF, PSAN demand end to ‘backdoor appts’ Health officials worry as untraceable clusters NSF serves 15-day ultimatum to fulfil charter of demands DIMAPUR, FEB 22 (NPN): Resentment against backdoor and ad-hoc appointments under various government departments which have surfaced again has led the NSF and PSAN to demand immediate end to the illegal practise and revocation of appointments deemed unconstitutional, failing which both have warned of taking up their own course of actions. NSF: Naga Students’ Federation (NSF) Saturday served an ultimatum on the state government to fulfil its four-point charter of demands within 15 days. NSF informed that the resolution addressed to the state chief minister was adopted at its second presidential council meeting at its Conference Hall February 20, 2020 after considering the rampant practice of backdoor appointments in all the government departments. In its charter of demands, NSF asked the state government to - ap-

prove and implement the Nagaland Staff Selection Board (NSSB) policy forwarded to the government by NSSB committee; issue notification scrapping all departmental exams; issue notification banning direct recruitment to all Group C posts and issue notification stating that ‘Group C’ posts shall be requisitioned through open recruitment by the soon to be set-up NSSB. Further, the NSF said the meeting also resolved to, henceforth, boycott all departmental exams. It said the federation would also be maintaining a strict watch over any new developments pertaining to the above stated demands and “any actions in contravention to the same by any department shall be dealt with in a befitting manner by the Federation.” NSF has therefore, urged upon the state government to comply with its demands and enforce the same. It warned that failure to do so would compel the federation to take up its own course of “stern action” until its demands were met. PSAN: Taking serious note of alleged backdoor appointments under various departments, the Public Ser-

vice Aspirants of Nagaland (PSAN) reminded the state government to uphold the court orders and rules set in place against such practices. PSAN in a press note reminded that despite tireless effort to cleanse favouritism and nepotism in the recruitment process, most of the departments continue to make a mockery of their effort and also court order(s). It, therefore, warned the departments that the educated youth of Nagaland will be compelled to protest and take their own course of action if the same practice continues. PSAN asked the government to adhere to P&AR Office Memorandums dated 4.8.08 and 11.8.16-- “ban on appointment on contract basis”. It also reminded about the PIL No. 11(K) filed by ACAUT against backdoor appointment, where the court through an order dated 5.8.16 disposed off on the basis of OM.6.6.16 notifying “ban on appointment on contract basis,” which was also placed before the court on oath by the state government. Further, PSAN said based on the writ petition W.P. (C) No.145(K)/17 and the subsequent judgment

order dated 26.7.18 passed in this case, through which the court had banned all backdoor appointments in the state. PSAN therefore, maintained that “any backdoor (illegal) appointment made after the court order 5.8.2016 would tantamount to blatant undermining of the judiciary and contempt of court.” Citing the April 10, 2006 landmark judgment in Uma Devi’s case, PSAN also pointed out that the Supreme Court and all High Courts in the country upheld the same judgment. Therefore, it reminded the state government to take note that any appointment made without advertisement was not only unconstitutional, but also null and void. PSAN stated that the forum has been unceasingly fighting against anomalies in the recruitment process in the state. Citing few instances, PSAN said, due its efforts the state cabinet was in the process of setting up Staff Selection Board. It said significant changes were also made in the NPSC-- downgrading of viva-voce marks from 75 to 55, declaration of answer keys (MCQ), increase of intake ratio etc.

NPCC appeals Centre for early solution DIMAPUR, FEB 22 (NPN): Nagaland Pradesh Congress Committee (NPCC) has appealed to the Centre to “execute an early settlement( of Naga political issue) keeping in view the repeated assurances and promises” made by Prime Minister Narendra Modi to Nagas and to the nation on different occasions. NPCC’s Political Affairs Committee (PAC) recalled that Nagaland Governor R.N. Ravi had concluded the prolonged negotiations on October 31, 2019 and inking of the final agreement remains, but yet nothing is known as the negotiating parties have been working out the competencies for inking a solution to the Naga issue. Taking note of this, NPCC’s Political Affairs Committee (PAC) held a meeting on February 20, 2020 at Dimapur to deliberate on the impending Naga political settlement.

DIMAPUR, FEB 22 (NPN): Union Minister for Road Transport and Highways, Nitin Gadkari, has reportedly told Member of Parliament (Lok Sabha) Tokheho Yepthomi that the delay in Dimapur-Kohima four-lane road project was due to acute cash flow shortage faced by the contractors. The fourlane road is being constructed by two contractors – M/s RAMKY – ECI (JV) & M/s Gayatari projects Ltd. In a statement, Tokheho Yepthomi said NHIDCL has already taken various steps to mitigate the cash flow problems being faced by the contractors. He said that the contractors have also assured that two-lane road up to Dense Bituminous Macadam (DBM) level would be constructed by February 2020 and four-lane road by April 2020. Further, MP said that the Union Minister has also informed that contractors have already been asked to rectify defects in the DBM layer immediately. Senapati blockade lifted as NSCN cadre released

IMPHAL, FEB 22: The indefinite blockade in Senapati district was called off on Saturday following the release of the NSCN (I-M) cadre who was apprehended by Assam Rifles on Friday. Tension ran high in Senapati town after AR troops arrested the NSCN (I-M) cadre. The incident was reportedly a fallout of Thursday’s incident where a captain of the Assam Rifles was overpowered by NSCN cadres while the AR team was in pursuit of NSCN cadres. Following the arrest of the NSCN functionary, local residents came out to the streets in protest and blocked the Imphal-Dimapur highway and business establishments were also forced to down their shutters.

As regards, CNTC has urged the commissioner of police to take some exemplary action on those police personnel who were seen collecting their daily quota from these outlets. “These policemen are bringing disrepute to uniform service by becoming cheap purchasable commodities of being by made a buyable item by some few bottles of adulterated liquor,” CNTC maintained.

Missing trader returns home DIMAPUR, FEB 22 (NPN): A 70-year old nonNaga businessman who reportedly went missing on February 21 returned home on February 22 around 11 p.m. According to reports, proprietor of Nagaland Cold Drinks located at New Market-- Parimal Ghosh reportedly went missing on February 21. Sources said that Gosh, after closing down his shop, took an autorickshaw to go home but did not turn up. The family members then lodged and FIR at West Police Station. As police swung into action to locate his whereabouts, sources said that only his leather chappal was found in one location. Investigation was on to ascertain the reasons behind the incident.
