President backs Modi govt’s CAB

NEW DELHI, JAN 31 (AGENCIES): President of India has backed the Centre’s Citizenship (Amendment) Bill (CAB), which has met with stiff opposition from political parties and people in the North Eastern states. “The Citizenship (Amendment) Bill will make it easier to provide Indian citizenship to those who had to take refuge in India after facing oppression somewhere else,” he said. The bill seeks to amend the Citizenship Act of 1955 in order to grant citizenship to Hindus, Buddhists, Sikhs, Jains, Parsis and Christians from Bangladesh, Afghanistan and Pakistan if they have lived in India for six years, even if they do not possess the necessary documents. Ahead of the Budget Session, President Ram Nath Kovind on Thursday addressed the Joint Sitting of both Houses of Parliament. The president also praised the introduction of reservations for the poor among upper castes. Cong dares PDA allies to sever ties with BJP DIMAPUR, JAN 31 (NPN): Questioning the decision of NDPP-led PDA government to convene a consultative meeting with political parties and civil society organisations on Citizenship Amendment Bill (CAB) 2016, the Kohima District Congress Committee (KDCC) has challenged PDA to “pull out” its alliance with the BJP if they truly stood for the rights of the Nagas. KDCC, which held a constituency wise consultative meeting with the office bearers of seven ACCCs along with their frontal organizations and KDCC general secretaries in-charge of the frontals at Congress Bhavan, Kohima also asked Lok Sabha MP Tokheho Yepthomi, who voted in favour of the Bill, to “immediately withdraw his signature”. In a press release, KDCC press secretar y, Yangertemjen, stated the at the consultative meeting KDCC officials led by its president Kevi Vizo also took note of the problems and concern shared by the party workers and officials under Kohima district. KDCC said the meeting was convened to re-strengthen the party set-up from ACCC as it was the backbone of the party.

He cited an international survey and said that 55% of all new bank accounts opened around the world between 2014 and 2017 were in India. “I am happy that our country is building inclusive societies based on morality, consistent with Mahatma Gandhi’s dreams,” Kovind added. Both Houses of Parliament were adjourned after Kovind’s speech. After the Lok Sabha was adjourned, the president’s speech was placed in the Rajya Sabha. Centre-NE CMs to meet today

The Centre has invited the chief ministers of the North East for talks on the Citizenship (Amendment) Bill, 2019 on Friday, after 10 political parties from the region, most of them allies of the ruling BJP, met at Guwahati on Wednesday and unanimously opposed the “anti-Northeast” bill. Sources said that the in the Meghalaya chief minister’s office told The Telegraph that the Home ministry called the resident commissioner, Meghalaya House, in New Delhi on Wednesday and invited chief minister Conrad Sangma for talks on the bill, which has seen widespread protests in the region since December. “Similar calls were made to other chief ministers of the region on Wednesday. The meeting will be held at 3 p.m. on Friday,” the source said.

Subsidised LPG price cut by Rs 1.46 NEW DELHI, JAN 31 (PTI): Domestic cooking gas (LPG) price was cut by Rs 1.46 per cylinder Thursday, the third straight reduction in a month’s time due to tax impact on reduced market rate of the fuel. A 14.2-kg subsidised LPG cylinder will now cost Rs 493.53 in the national capital from midnight of Thursday as against Rs 494.99 currently, Indian Oil Corp (IOC), the country’s largest fuel retailer, said in a statement. This is the third straight monthly reduction in LPG rate. On December 1, subsidised LPG price was cut by Rs 6.52 per bottle and by Rs 5.91 on January 1. IOC said non-subsidised or market priced LPG rates have been cut by a Rs 30 per cylinder “due to fall in price of LPG in international market and strengthening of US dollar-rupee exchange rate”. Meanwhile, retail petrol and diesel prices were slashed across cities Thursday. After today’s price revision, petrol became cheaper by 10 paise across four metropolitan cities of the country while diesel rates are down by 8-9 paise.

DIMAPUR, JAN 31 (NPN): The consultative meeting of the State government with civil society groups, tribal organisations, political parties, NGOs, etc, held at Rhododendron Hall, Chumukedima here on Thursday unanimously resolved to oppose the Citizenship (Amendment) Bill, 2016 and rejected it outright its implementation in Nagaland. Speaking on the occasion, chief minister Neiphiu Rio opined that Nagas need to recognise their rights and fight for them, explaining that the privileges were clearly defined in the 16Point Agreement. He said all Nagas have to fight united for protecting their rights under Article 371(A). Noting the opposition

of Nagas to the Citizenship Amendment Bill (CAB), Rio remarked, “There is nothing more to discuss. Now, we have to strengthen our voice by taking appropriate decisions and by passing a resolution in the Assembly.” He also emphasised on extending Inner Line Permit (ILP) to entire Nagaland, including Dimapur. On NPF boycotting the consultative meet, the chief minister termed it as unfortunate and felt that CAB was an important issue that needed to be deliberated with one voice. In his speech, deputy chief minister Y Patton assured the House that the State government was taking all necessary steps to safeguard the interest of the people of the State.

NEW DELHI, JAN 31 (AGENCIES): India’s unemployment rate hit a 45year-high of 6.1 per cent in 2017-18, as per the National Sample Survey Office’s (NSSO’s) periodic labour force survey (PLFS) of the Ministry of Statistics and Programme Implementation. The latest data on unemployment in India, which is yet to come in public domain, is the first comprehensive survey on employment conducted by a government agency after Prime Minister Narendra Modi announced demonetisation move in November 2016. The unemployment rate was at its highest level since 1972-73 - a period from when the jobs data is comparable, the news agency quoted as saying. However, NITI Aayog vice chairman Rajiv Kumar was quick to respond saying the report

was “not verified” and the “veracity of the data is not known”. The report further said unemployment was higher in urban areas (7.8%) as compared to 5.3% in rural areas of the country, as mentioned in a report in Business Standard. The unemployment rate among youth reached a record high level in 2017-18 as compared to previous year and ‘much higher compared to that in the overall population,’ the report stated. “For educated rural females, the unemployment rate ranged between 9.7% to 15.2% between 2004-05 to 2011-12, which rose to 17.3 per cent in 2017-18,” the report said. In case of rural educated males, the joblessness rate surged to 10.5 per cent in 2017-18 from 3.5-4.4% between 2004-05 to 2011(Cont’d on p-5) 12.

KOHIMA, JAN 31 (NPN): NPF president Dr Shurhozelie Liezietsu said the party has survived as its basic principle was deeply rooted in the unique history of Nagas. Addressing the party’s Central Executive Council (CEC) meeting here Thursday, Dr. Liezietsu asserted that NPF was the only regional political party that has survived against all odds for the last 56 years, adding it was the oldest regional political party of the Northeast and the second oldest in the country. He claimed that the party has a declared policy that the problem in Nagaland is a political problem requiring political approach for its solution, a human problem that requires human approach. He said the stand of the party was to defend fundamental rights of the people of Nagaland. mistakes and accept defeat as our destiny”. He said the NDPP-BJP alliance did not have the magic figure and were ruling the State with the help of one JD (U), one independent and two NPP MLAs from a very shaky platform that could collapse any time. Govt school textbooks arrive on time, finally Staff Reporter

DIMAPUR, JAN 31 (NPN): Apart from grappling with the problems of dilapidated buildings and lack of teachers, government school students from classes A to 8 in far flung areas of the State have to often contend with free textbooks reaching them late, sometimes even as late as April or even June. This time though, for the first time in many years, the consignment of textbooks from New Delhi has reached the godown near Government College here on time – in the last week of December 2018 – and before the start of the new academic session. Last year, the consignment had reached Dimapur only in the month of March on account of the Assembly elections. consignment to over 1000 primary, middle, high and higher secondary schools under 37 subdivisions across 11 districts, informed Nagaland Post that distribution of the textbooks would commence on Monday, with schools in Mon and other eastern parts being accorded priority. On Thursday, a twomember team consisting of NSF general secretary Imtiyapang Imsong and information and publicity secretary Shilukaba Longchar inspected the godown where

the books had been kept. The duo appealed to the official in-charge to ensure that efforts were made from the SDO level to make sure that textbooks reached students at the earliest, while also thanking the education department for arrival of the consignment on time. Takowati informed this reporter that the transportation of consignments by trains and trucks took around 8 to 15 days to reach Dimapur. He said, as per the agreement in the work

order, publishers often did not specify details of the SDOs on the parcel. This year though, the godown in-charge called the publishers from Delhi to ensure that details of the SDOs were mentioned in the parcel. Only after doing so, the textbooks could be arranged district-wise. Around 40% of the consignment is meant for Dimapur, he added. When asked how teachers and students, particularly in remote parts of the State, coped with textbooks reaching them late, the language officer said the teachers would collect textbooks at the end of academic session and use them for the next session. He, however, expressed immense satisfaction with the textbooks arriving on time this time and hoped that students would be able to use brand new textbooks by the time the classes start.

India on brink of communal violence before LS polls: US NEW DELHI, JAN 31 (AGENCIES): There is a strong possibility of communal violence in India if the ruling BJP stresses on Hindu nationalist themes in the run up to the general election, America’s top spymaster told US lawmakers. This comment on the upcoming general election in India is part of the US intelligence community’s assessment of worldwide threats in the year 2019. The assessment was presented in the form of a written document to the Senate Select Committee on Intelligence by Dan Coats, Director of National Intelligence. “Parliamentary elections in India increase the possibility of communal violence if Indian Prime Minister Narendra Modi’s BJP stresses Hindu nationalist themes,” Coats told members of the US Senate Select Committee on Intelligence. Coats made this assessment with the assistance of a few other prominent members, including CIA Director Gina Haspel, who has just returned from a trip to India, FBI Director Christopher Wray and Defense Intelligence Agency Director Robert Ashley. “BJP policies during Modi’s first term have deepened communal tensions in some BJP-governed states...,” Coats said in his written statement.

“If the proposed amendment Bill goes against the interest of the Nagas, the government will oppose it,” he asserted. Patton said the consultative meet was called to gather different shades of opinions on CAB and assured that the PDA government would continue to take measures to further strengthen rights and interest of the people. BJP State president Imna Along, who is also a minister in Rio cabinet, endorsed the State cabinet’s decision of January 18 opposing CAB. Muivah to arrive Dmu on Feb 4

DIMAPUR, JAN 31 (NPN): NSCN/ GPRN general secretary, Th. Muivah, will be returning to Nagaland where he is expected to hold a series of meetings with high level functionaries of his government. Muivah who is 85, is likely to reach Dimapur on February 4 along with senior leaders of the NSCN/GPRN from New Delhi. Sources said that during his visit, the general secretary will be taking crucial decision on appointment/induction of NSCN/GPRN chairman and vice chairman, the two posts which have fallen vacant. It maybe be noted that the posts was left vacant following the demise of NSCN/GPRN founding leader late Isak Chishi Swu in the year 2016 and later then vice chairman, late ‘Gen’ (Rtd) Khole Konyak in the year 2018. Names of two leaders are doing the rounds for the two top posts. When contacted NSCN/GPRN sources neither confirmed nor denied but said mentioning names at this stage was not appropriate. The invited organisations include ENPO, Naga Hoho, NTC, CNTC, CNSA, Christian Forum, FNR, NSF, ENSF, APO, CPO, Ao Senden, Lotha Hoho, Sumi Hoho, NMA, ZPO, Naga Council, Konyak Union, Chang Tribal Union, Khiamniungan Tribal Council, Phom People’s Council, Yimchunger Tribal council, Rengma hoho, Pochury hoho, Kuki Inpi, Kachari Union, Sangtam hoho, and all district GBs associations.

Nagas are sovereign: Raising

DIMAPUR, JAN 31 (NPN): Affirming that sovereignty was an inherent right of every people, the NSCN (I-M) Thursday said the Naga people were also a sovRh. Raising (MIP) ereign people by right.
