Suicide bomber kills 44 CRPF troopers
S R I NAG A R , F E B 1 4 (AGENCIES): In the worst ever terror attack in Jammu and Kashmir since militancy erupted in 1989, a suicide bomber on Thursday rammed his SUV packed with explosives into a CRPF bus on the Srinagar-Jammu highway in Pulwama district, killing at least 44 troopers and leaving the security established stunned. “There was a vehicle— either it was parked on the side or driving along the convoy. It was a suicide attack, because the driver rammed the vehicle which triggered the blast. IED (improvised explosive device) jammers are not foolproof so they could not thwart the blast. Chances of a getaway are very high for terrorists and casualties are minimal on their side. But this shows that the expertise of creating IEDs is back in J&K and explosive materials have found their way into Kashmir from Pakistan or are locally developed,” a senior intelligence official said, putting the death toll at 44 and those injured at 70. ILP panel submits report to state govt D I M A P U R , F eb 1 4 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) acknowledged the government constituted ILP committee for submitting recommendations to the state government. The committee headed by Abhishek Singh was formed on August 18, 2018 and was asked to submit an interim report within 15 days on comprehensive action plan and mechanisms to streamline ILP, to effectively curb illegal immigrants and to bring out a strong policy to safeguard the rights and security of indigenous inhabitants Nagaland. In a press release issued by its media cell, the JCPI has, however, stated that it was yet to receive a copy of the committee report, adding that it cannot comment on the findings. The committee, however, affirmed that the non-negotiable aspect of its demand was bringing the entire Dimapur district with the purview of ILP regulations. NEW DELHI, FEB 14 (PTI): The Central government has spent Rs 2,374 crore on its publicity in electronic media and Rs 670 crore on outdoor publicity in the last five years, according to an RTI reply by the Bureau of Outreach and Communication under the Ministry of Information and Broadcasting. Giving a break up of expenditure on electronic media, including social media platforms, television and radio, it said Rs 470.39 crore was spent in 2014-15, Rs 541.99 crore in 2015-16 and Rs 613.78 crore during 2016-17. The sum was Rs 474.76 crore for 2017-18,and Rs 273.54 crore from April 2018 to December 2018. It added up to Rs 2,374.46 crore being spent on electronic media between April 2014 and December 2018, the Bureau said in reply to a Right to Information query by bureaucrat Sanjiv Chaturvedi. The expenditure was done on All India Radio, DD National, internet, production, radio, SMS, theatre, TV and on miscellaneous heads among others, the
RTI reply said. The expenditure was made on different types of advertisements in various categories such as employment notices, tenders, other notices and advertisements of various schemes through the Bureau on behalf of various client ministries/ departments/public sector undertakings, it said. A sum of nearly Rs 670 crore was spent on outdoor publicity during 2014 and November 26, 2018, the Bureau said without specifying details of what constituted outdoor publicity. A total of Rs 75.08 crore has been spent on outdoor publicity during April 2018 and November 26, 2018, it said. Bureau provided details of the amount spent on electronic media and outdoor publicity. However, it gave a CD containing the amount paid to newspapers since 2014 without mentioning the exact total amount, ether year-wise or of the past five years. In case of outdoor publicity, the Bureau of Outreach and Communication also gave details of expenditure since 2009-10.
Lok Sabha MP hits out at critics NDPP counters NPCC, NPF charges
DIMAPUR, FEB 14 (NPN): Under fire from various quarters, State’s lone Lok Sabha member Tokheho Yepthomi from NDPP has lashed out at his critics for suggesting that he supported passage of the controversial Citizenship Amendment Bill (CAB) in Lok Sabha. In a rejoinder, the Lok Sabha member asserted that all Naga citizens were equally responsible and aware about the interests of Nagas and Nagaland. No party or individual should write or speak as if he or she was the only person or representative for all Nagas, he added. Tokheho explained that the Bill was introduced in Lok Sabha in 2016, but was referred to a Select Committee where MPs cutting across party lines were members, including two Congress MPs from Assam. He said CAB came
to Lok Sabha after the Select Committee gave clearance for its introduction and tabled on January 8, before being passed by a voice vote. As per records available, he said there was no division of vote, for and against the Bill, he added. The MP claimed that as there was no important business listed, and especially nothing pertaining to Nagaland, he scheduled engagements in Zunheboto and Aghunato from January 4 to 8. Agreeing with NPF spokesperson that he represented all Nagas in Lok Sabha, Tokheho said he was thankful to God and people for the opportunity. DIMAPUR, FEB 14 (NPN): War of words has intensified between the NDPP-led PDA government and the opposition over the Citizenship Amendment Bill (CAB). Following accusations by NPF and Congress that the ruling coalition had connived with the Centre on the issue, NDPP categorically stated that it had always opposed the controversial Bill. In a communiqué issued by its media & communication committee, NDPP alleged that the statement of Nagaland Pradesh Congress Committee (NPCC) president K. Therie had only once again brought to light the double standards of Congress. It clarified that the vote on CAB on January 8 was a voice vote and not a division of vote, but alleged that the Congress party very conveniently decided to walk out of the House without participating in the vote. an insult to the process of democracy and mandate of the people. He asserted that he was not elected to Lower House with NPF or its spokesperson’s vote. He admitted that he had lost the last general election, which was his sixth election, but elected in five consecutive general elections from 1993 to 2013 “by the grace of God and blessing of my constituency people”. He said he had no comment on the NPF spokesperson who had not even won a civic election and that it might be a reason as to why he thought that losing an election needed to be compensated for. On NPF’s allegation of him “loitering” in the State, Tokheho asked the opposition party to check attendance records of all MPs and see for itself as to who was “loitering”.

Referring to NPCC’s accusation that State’s lone Lok Sabha member from NDPP Tokheho Yepthomi had voted for CAB despite the MP’s clarification that
he had not done so, NDPP remarked that it would bode well for Congress to first set its house in order and gain access to the floor of the House by getting a representative elected before pointing its fingers at the government. “It is an open secret as to how the Congress functioned when it was at the helm of affairs and, sadly today, the State is still reeling from mis-governance under the Congress regime,” it added. NDPP said it was also amused at the statement of opposition NPF daring the government to “introduce a Bill for streamlining ILP” in Nagaland Legislative Assembly, adding the party should first question its leader T.R. Zeliang as to why he had decided to turn a deaf ear to the pleas of various student organisations and civil society organisations to implement ILP and BEFRA in the entire State when he was the chief minister.
NNC, FGN withdraw support to Keyho
DIMAPUR, FEB 14 (NPN): NNC and FGN at a joint meeting held in Dimapur February 13, 2018 have resolved to withdraw support to the leadership of ‘gen.’ (Retd) Thinoselie M Keyho as president of NNC from February 13, 2019. In a press release, cabinet secretary to the FGN Ghuvishe V Zhimomi stated that the meeting in order to strengthen and restore the organisation entrusted NNC vice president Senka Ao with the responsibility of managing the affairs of the NNC. Even as the government of India and the NNPGs have agreed to resolve the Naga political issue through negotiation, the joint meeting noted Keyho chose to oppose the talks even before the talks have reached any logical conclusion. NNC and FGN stated that the organisation under the leadership of Keyho failed to serve the interest of the Naga people as it “failed to make any policies to give political guidance to the nation.” The joint meeting also noted that Keyho also did not extend his co-operation to the FGN activities. Therefore, NNC and FGN “in the interest of the Nation” have resolved to withdraw support to his leadership.

KOHIMA, FEB 14 (NPN): Power department, Generation Sub-Division Likimro has informed that 11KV dedicated line (Likimro HEP– Ponglefo MHEP) and 11 KV line (Salomi Feeder–Project Colony, Panglefo) passing through the jurisdiction of Moya village and Salomi village would be test charged at the rated voltage from 9am of February 22, 2019 and would remain charged thereafter upto 250KVA, 11/0.43 s/s at the ongoing Panglefo MHEP and 25KVA, 11/0.43 s/s at Project Colony respectively. In this regard, the department has informed the general public not to touch or go near the line. It cautioned that anybody doing so shall be doing at their own risk and the department shall not be held responsible (Cont’d on p-13) for any untoward incident.

will be allowed. Dr. Tetseo said within the yellow line nobody would be allowed to sell or use tobacco products. He added that this campaign would cover all Tobacco free institutions in Dimapur district and would be replicated in other districts also.
