PAC condemns Dec 24 murder

DIMAPUR, DEC 27 (NPN): Public Action Committee (PAC), Naga Council Dimapur (NCD) has expressed deep shock at the brutal murder of Shenili Shohe by unknown persons at 7th Mile Model village here on December 24 evening. While strongly condemning such heinous crime committed on a woman, which it termed as cowardly, PAC said the incident should be condemned by one and all. In a statement issued by its convener Vekhosayi Nyekha and co-convener K Ghokheto Chophy, the committee also appealed to the investigation agency to arrest the culprits involved at the earliest and award most stringent punishment. It also urged village authorities concerned to extend all possible help and cooperation to nab the culprits. Expressing its serious concern over repeated incidences of crime, PAC further appealed to security agencies and citizens to stay alert to avoid such incidents.

AR strengthens Indo-Myanmar border areas

KOLKATA, DEC 27 (PTI): Assam Rifles, which guards vast stretches of the Indo-Myanmar border in the north east, is in the process of occupying a number of additional locations along the frontier, officials said on Thursday. The paramilitary force has taken a number of steps to increase its presence in the remote border areas of the north east, the officials said. “Assam Rifles is now in the process of occupying number of additional locations all along the Indo-Myanmar Border,” a Defence release said. The move is aimed at keeping a strict curb on illegal trans-border activities like smuggling of drugs, weapons and contraband items, and also to check unauthorised crossing of civilians in the border areas, it said. The large stretch of the border along the states of Arunachal Pradesh, Nagaland, Manipur and Mizoram is manned by the Assam Rifles, known as the sentinels of the north east. The Army, through its Eastern Command, is responsible for the operations in the north east and coordinates the operations of Assam Rilfes along this border.

OPPOSITION STAGES WALKOUT; CRUCIAL RAJYA SABHA TEST AHEAD NEW DELHI, DEC 27 (PTI): Second time in less than one year, the contentious triple talaq bill criminalising instant divorce by Muslim men was passed by Lok Sabha after a heated debate on Thursday, with the government projecting it as a matter of “Insaaniyat aur insaaf ” for Muslim women, and rejecting the contention that it was aimed at targeting a particular community. The Opposition, including the Congress, objected to many of its provisions as “unconstitutional” and claimed that its real purpose was not to empower Muslim women but to penalise Muslim men, as it demanded the revised legislation to be sent to a joint select committee of Parliament for greater scrutiny. With the government rejecting their demand, the bill was put to vote and passed after an over fivehour debate with 245 members voting in its favour and 11 against it. Prime Minister Narendra Modi was not present during the debate. The Muslim Women (Protection of Rights on

the 2019 Lok Sabha polls. BJP and its ideological affiliates, including RSS, have long railed against the practice of instant divorce, projecting it as an evidence of its Congress-led “secular” rivals’ vote bank politics. However, the bill’s fate remains uncertain as it will now go to Rajya Sabha, where the government lacks numbers and it cannot become a law unless passed by both Houses. Piloting the bill, Prasad rejected the contention of some opposition members that it was aimed at targeting any community. It is about “insaaniyat aur insaaf ” (humanity and justice), he said, adding that it should not be weighed on the scales of politics. Over 20 Islamic countries have also barred the practice, he said, adding that over 477 cases of triple talaq have been reported since January 2017. It has continued despite thLeader of Congress in Lok Sabha, Mallikarjun Kharge said the bill was against the spirit of the Constitution and has violated several articles dealing with the rights of individuals.

SHILLONG, D EC 27 (AGENCIES): Two teams of a private pump manufacturing company, which have volunteered to provide equipment to drain out water from the rat-hole coal mine in Meghalaya where 15 diggers have been trapped for nearly a fortnight, arrived at the site Thursday. Rescuers from the Indian Air Force and Coal India are expected to reach the mine in East Jaintia Hills district Friday. General Manager of CIL’s Northeastern Coalfields, J Borah said the operation will be launched soon after all the equipment and manpower arrives at the site. He said the equipment including

pumps, pipes and survey tools will take some time to arrive as those are being sent by road from different CIL establishments. SP Sylvester Mongtynger said two teams from Kirloskar Brothers Ltd arrived Thursday to help in rescuing the miners trapped in the 370-foot-deep illegal mine. NDRF, SDRF and district administration have been trying to rescue the trapped miners but to no avail as the water level in the mine remained very high despite pumps being used to flush out the water. The search-and-rescue operation was suspended on Saturday after water pumped out of the mine

did not lead to a drop in the water level. On Thursday, NDRF contradicted media reports which quoted it as saying that the trapped minors were suspected to be dead on the basis of the “foul odour” the force’s divers had smelt when they had gone inside the mine. Meanwhile, sources said Meghalaya Chief Minister Conrad K Sangma discussed the incident with Union Home Minister Rajnath Singh in Delhi Thursday. The details of the meeting were not available. Senior state minister Lakmen Rymbui and Disaster Management Minister Kyrmen Shylla are scheduled to visit the site on Thursday.

The current process of claims and objections to the draft NRC will come to an end on December 31 and after that the final list is expected to be published. For the claims and objections process, forms are available in 2,500 Seva Kendras in Assam, where people can file their appeal in their respective areas. The Supreme Court-monitored NRC exercise, aimed at identifying illegal immigrants in the state that borders Bangladesh, was carried out only in Assam, which faced influx of people from Bangladesh since the early 20th century.

NEW DELHI, DEC 27 (PTI): The Centre has given an extension of six months to complete the ongoing exercise for updating the National Register of Citizens (NRC) in Assam by June 30. In a notification, Registrar General of India said the decision has been taken as the exercise to enumerate citizens in the NRC, a list of Assam’s residents, could not be completed within the specified date of December 31, 2018. “The central government has considered it necessary and expedient in the public interest to complete the said enumeration in connection with the updation of the National Register of Citizens, 1951, by the 30th day of June, 2019,” the notification, issued by Registrar General of India, Sailesh, said. On December 6, 2013, the government had issued the first notification setting a deadline of three years for completion of the entire NRC process. However, since then, five extensions were

DIMAPUR, DEC 27 (NPN): Even as the State Vigilance Commission continues its inquiry into irregular appointments in the Legal Metrology & Consumer Protection (LMCP) and Tourism departments, People for Democratic Rights (PDR) has appealed to the State government to withhold all post pension benefits of officials who are already under investigation. In a press release issued by its media & publicity affairs, People for Democratic Rights also warned of taking recourse to seeking legal remedy in case the probe turned out unsatisfactory or appeared to have shown leniency to any accused official. Stressing that the current head of Legal Metrology & Consumer Pro-

tection department and former commissioner & secretary of tourism department, were also under investigation and that they would retire in 2019, the rights group explained that it made the appeal as it was a government practice to issue release order of a government servant months ahead of retirement so that pension papers and other retirement papers could be processed in advance. The rights group pointed out that if the officials got their release orders, then it would tantamount to the government almost giving them a clean chit even as the Vigilance Commission was still investigating the cases involving them. “Therefore, any such release order should be with the condition that

their post pension benefits be withheld until the ongoing case involving them is cleared,” it emphasised. People for Democratic Rights cautioned that if the state government discreetly issued the release orders without any such condition, then it would be absolving them from the serious charges of practising nepotism in appointments, promotions, regularisation and violating various government orders. Urging the state government to withhold their pension benefits until their cases were cleared by the Vigilance Commission, the rights group said, if the release orders had already been issued to them without the above mentioned conditions, then these should be rectified.

DIMAPUR, DEC 27 (NPN): A herd of wild elephant numbering around 30-35 reportedly wandered inside the farmland area at Haili, some 7km away from Mekokla village under Wokha district, and rampaged rubber and sugarcane plantation on the intervening night of December 25 and December 26, 2018. In a press release, Mekokla village council (MVC) chairman Nyamo Z Yanthan said wild elephants also caused damage to farm houses and properties belonging to more than 25 farmers of Mekokla village. However, MVC said loss of lives was averted as most of the farmers were away in the village for Christmas. According to MVC, similar incident took place earlier also and the matter was reported to the district administration to initiate remedial measures. However, MVC said so far the responsible department seemed not serious about the matter. MVC has, therefore, urged upon the district administration and the department of forest to activate wildlife controlling machineries and initiate remedial measure. The council also appealed to the responsible department to depute departmental officials to the village at the earliest and assist the damages and grant adequate compensation to the innocent farmers for the damages of plantation, farm house and properties.

NEW DELHI, DEC 27 (NPN): Kiphire district of Nagaland has been placed among the five least improved aspiration districts, as per the Second Delta ranking for Aspiration Districts released by the NITI Aayog on Thursday. Aspirational Districts were ranked on improved performance over the months of June-October 2018. Ranking includes, for the first time, validated data from Household Surveys. Ranking measures the incremental progress made by Aspirational Districts between June 1, 2018 and October 31, 2018,

across six developmental areas of Health and Nutrition, Education, Agriculture and Water Resources, Financial Inclusion, Skill Development, and Basic Infrastructure. The ranking factors in validated data from Household Surveys conducted by NITI Aayog’s knowledge partners, namely, TATA Trusts and Bill & Melinda Gates Foundation (IDInsight). The Surveys were carried out in all Aspirational Districts during the month of June 2018 covering more than 1,00,000 households. These surveys were used to validate critical data-points and provide inputs for nine further data-points for which

district-level data is not readily available at regular intervals. Releasing the Second Delta Ranking, Amitabh Kant, CEO, NITIAayog said “We have constantly endeavoured to ensure transparent, real-time measurement of qualitative development in Aspirational Districts through the use of third-party validated data. This will strengthen the spirit of competitive and cooperative federalism on the foundations of evidence-based policy making.” The delta ranking is computed in a transparent manner for combined improvements made during June and October 2018. In the overall ranking, the most improved districts included Virudhunagar (Tamil Nadu), Nuapada (Odisha), Siddharthnagar (Uttar Pradesh), Aurangabad (Bihar) and Koraput (Odisha). Least improved districts included Kiphire (Nagaland), Giridih (Jharkhand), Chatra (Jharkhand), Hailakandi (Assam) and Pakur (Jharkhand). The districts which have shown great initiative and dis-

played a qualitative jump in their scores between June and October 2018, have been dubbed as ‘Fast Movers’: The delta ranking of the Aspirational Districts combines the innovative use of data science with pragmatic administration, keeping the district at the locus of inclusive development. This positioning is expected to aid the District Magistrates/Collectors to focus more on these sectors and improve their ranking in future. Launched by the Prime Minister in January this year, the ‘Transformation of Aspirational Districts’ programme aims to quickly and effectively transform some of the most underdeveloped districts of the country. The broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and Competition among districts driven by a Mass Movement or a Jan Andolan. With States as the main drivers, this programme will focus on the

case: Family seeks justice

DIMAPUR, DEC 27 (NPN): Family members of late H Wanang Konyak (46) from Totok Chingnyu village, who was killed in an accidental firing on December 21, have appealed to the law enforcing agencies to “take exemplary action upon those responsible for the crime and show to the world that law is equal for all.” Hangnyei Konyak father of the deceased and Hinglong Konyak, wife of deceased, in a joint statement, said late H Wanang Konyak is survived by his wife, a daughter and five sons. The incident took place during the inaugural programme for the newly built residence of the Chief Angh of Totok. According to the signatories, Wanang Konyak was killed in an accidentally firing by M Longna Konyak, the personal body guard of N. Thongwang Konyak, MLA of 46 A/C Mon town, with his service pistol. Quoting eyewitness accounts,

they claimed the MLA initially fired five live rounds with the service pistol of the bodyguard, without any reasons. When the bullet got jammed, the MLA reportedly handed over the pistol to his body guard and asked him to fire the gun. When the bodyguard did so, the bullet accidentally hit and killed H.Wanang Konyak, the said, adding the deceased was the sole bread earner of the family. The family resented the fact that after the incident, the MLA and his entourage fled from the scene and did not even return to attend the funeral. They instead alleged that the MLA had arranged police protection around his private residence, which not only humiliated the dead more, but also deeply hurt the sentiment of the family. They said that even after undergoing the tragedy, the bereaved family remained hopeful that the law enforcing agencies would deliver justice. K Y M C
