Fuel prices cut for 2nd straight day NEW DELHI, DEC 22 (AGENCIES): Petrol and diesel prices were slashed for the second straight day on Saturday as international crude prices made fresh lows and the Indian rupee appreciated against the US dollar. After Saturday’s price revision, petrol became cheaper by 19-20 paise across major cities of the country while diesel prices came down by up to 22 paise per litre. In the national capital Delhi, petrol is sold at Rs 70.27 as compared to Rs 70.46 on Friday and diesel is priced at Rs 64.19 as against Rs 64.39, according to data available on Indian Oil Corporation website. Meanwhile, petrol is retailing at Rs. 68.03 per litre and diesel was priced at Rs. 61.76 per litre on Saturday while in Kohima a litre of petrol and diesel was sold at Rs. 68.84 and Rs. 62.38 respectively. International crude oil prices fell again on Friday. Brent crude futures closed 0.98 per cent lower at $53.82 a barrel yesterday, its lowest level since the third quarter of 2017. Meanwhile, the rupee has also appreciated over 2 per cent against the US dollar this week. The recent fall in crude oil price and the appreciation of rupee bode well for retail fuel prices in India.

NST chopper service

DIMAPUR, DEC 22 (NPN): Nagaland State Transport (NST) department has informed the commuters and the public that the state helicopter service would not be available for regular schedule/sortie as well as for catering in view of Christmas and New Year and for technical maintenance of the Helicopter on December 24 and December 25 and December 31, 2018 and January 1, 2019.

PAC NCD issues corrigendum, apology

DIMAPUR, DEC 22 (NPN): Public Action Committee (PAC) of Naga Council Dimapur (NCD) while affirming its resolution on non-interference into land disputes whatsoever Saturday issued “corrigendum and apology for the inadvertent over statement while referring to the case of Sangtamtilla land dispute on Hokato Vusshe chaplee kilonser NSCN (U).” PAC through its media cell also acknowledged the apology tendered by the kilonser for “violating the bandh called by PAC.” Meanwhile, PAC NCD has wished everyone a Merry Christmas and a Happy New Year.

GST Council cuts rates on several goods

NEW DELHI, DEC 22 (AGENCIES): In a relief to the common man, the GST Council Saturday cut rates on 23 commonly used goods and services, including TV screens, movie tickets and power banks. The annual revenue implication of the rate cuts would be Rs 5,500 crore, Finance Minister Arun Jaitley said. The council rationalised the 28% slab by bringing down tax rate on seven items in the highest tax bracket, thereby leaving only 28 items in the slab. Briefing reporters after the 31st GST Council meeting, Jaitley said rate rationalisation is an ongoing process. “28% bracket is gradually moving to sunset...The next target will be rate rationalisation in cement as and when affordability improves,” he said. Now, the 28% slab is restricted to only luxury and sin goods, apart from auto parts and cement -- tax rates on which could not be cut due to the high revenue implication. GST on movie tickets costing up to Rs 100 was cut to 12% from 18%, while tickets over Rs 100 will attract 18 per cent tax, against 28% earlier. Monitors and TV screens up to 32-inches and power banks will attract 18% GST, as against 28% earlier. The new tax rates will come into effect from January 1, 2019.

THE LIST OF items that will get cheaper

GST slashed from 28% to 18%: Pulleys, transmission shafts and cranks, gear boxes etc., falling under HS Code 8483, monitors and TVs of up to screen size of 32 inches, re-treaded or used pneumatic tyres of rubber, power banks of lithium ion batteries. Lithium ion batteries are already at 18%. This will bring parity in GST rate of power bank and lithium-ion battery. Digital cameras and video camera recorders, video game consoles and other games and sports requisites falling under HS code 9504. 28% to 5%: Parts and accessories for the carriages for disabled persons GST rate reduction on services: GST rate on cinema tickets above Rs. 100 shall be reduced from 28% to 18% and on cinema tickets up to Rs 100 from 18% to 12%. GST rate on third party insurance premium of goods carrying vehicles shall be reduced from 18% to 12% Services supplied by banks to Basic Saving Bank Deposit (BSBD) account holders under Pradhan Mantri Jan Dhan Yojana (PMJDY) shall be exempted. Services supplied by rehabilitation professionals recognised under Rehabilitation Council of India Act, 1992 at medical establishments,

educational institutions, rehabilitation centers established by Central Government / State Government or Union Territories or entity registered under section 12AA of the Incometax Act shall be exempted. Services provided by GTA to Government departments/local authorities which have taken registration only for the purpose of deducting tax under Section 51 shall be excluded from payment of tax under RCM and the same shall be exempted. Exemption on services provided by Central or State Government or Union Territory Government to their undertakings or PSUs by way of guaranteeing loans taken by them from financial institutions is being extended to guaranteeing of such loans taken from banks. Air travel of pilgrims by nonscheduled/charter operations, for religious pilgrimage facilitated by the Government of India under bilateral arrangements shall attract the same rate of GST as applicable to similar flights in Economy class (i.e. 5% with ITC of input services). IMPHAL, Dec 22: Detained Manipuri journalist, Kishorchandra Wangkhem has Saturday vowed to fight the government order in the Supreme Court of India. Kishorchand was arrested on November 21 last after he uploaded a video on social media criticising the BJP and RSS and for calling chief minister N Biren Singh a “puppet of Prime Minister Narendra Modi.” He was arrested on charges of sedition but court granted him bail. However on the next day, he was rearrested and detained for 12 months under the National Security Act (NSA). Talking to media persons on the way to JNIMS hospital, former desk editor and anchor of ISTV English news Wangkhem said that he was ready to fight against government order detaining him under NSA in the court and he will go to Supreme Court

if necessary. Wangkhem was brought to JNIMS hospital for medical check-up after he complained of pain in the arms and shoulder. While stating that his arrest was arbitrary and the charges leveled against him were baseless, Wangkhem said that he had not said nothing which will affect the national security or to disintegrate the nation. “I strongly denounced my detention under NSA. This is autocracy, dictatorial rule, it might happen only during Hitler regime. They (government) have done it because I raise my voice against them,” he said. He also called the people to wake up and raise voice against injustice meted out by the government. While terming the statement of the SP as “sugar coated story,” Wangkhen said, “who will believe such cooked up story when water for bathing was not provided.” He said that inmates had to buy water. “We collect Rs 1000 to Rs 1500 ourselves (inmates) for buying water,” he said. NEW DELHI, DEC 22 (PTI): Three suspected members of an international drug cartel have been arrested here with 30 kg of heroin worth Rs 120 crore, the biggest seizure of the narcotic substance in the national capital this year, police said on Saturday. Abdul Rashid (26), Arbaj Mohammad (21) and Mohammad Nazim (22), natives of Rajasthan’s Bhilwara district, used to procure narcotics from a supplier in Imphal. The supplier used to smuggle the drug from Myanmar in containers loaded with betel nuts, the police said. On the intervening night of Sunday and Monday, a trap was laid near Ambedkar Park at R K Puram and the accused were arrested. Thirty kg of heroin worth Rs 120 crore and an SUV car was seized. The vehicle was used for carrying heroin from Manipur to Rajasthan, said P S Kushwaha, deputy commissioner of police (special cell). During interrogation, the trio revealed that they were associated with an international drug cartel and had been supplying heroin in Rajasthan, Madhya Pradesh and Uttar Pradesh from Manipur for the past four years.

M’laya: Govt announces interim relief for trapped miners’ kin 1 die in accidental firing; LU M T H A R I , D E C 2 2 (PTI): Meghalaya government Saturday announced an interim relief of Rs 1 lakh each to the families of the 15 miners trapped in an illegal rat-hole coal mine and sought high power submersible pumps from the Coal India Ltd to rescue them. The coal mine is located in East Jaintia Hills district and the miners have been trapped there since December 13. The relief was announced as per directions of the National Green Tribunal Committee (NGT), a state government official said. NGT committee, during a meeting with state government officials Thursday, had asked them to pay compensation to the next of kin of all the miners who have either been injured or killed in the incident. “We have announced an interim relief of Rs 1 lakh for the families of the trapped miners,” DC East Jaintia Hills F.M. Dopth told

Superintendent of Police (SP) East Jaintia Hills Sylvester Nongtynger said that seven of the trapped labourers hail from West Garo Hills district, five from Assam and three from remote Langthari village, where the

accident took place. On December 13, around 20 labourers entered the 370-foot mine at about 8 AM. After reaching the bottom of the pit, they entered the horizontal manholes, often termed as ‘rat-holes’, as each just about fits one person to get in. According to villagers, one of the diggers could have accidentally punctured the walls of the cave and the river water gushed in immediately,

trapping the miners inside. Only five persons managed to climb out of the mine. Of them, two are locals and police are after the remaining three who had fled to West Garo Hills district. About 100 rescue personnel from National Disaster Response Force (NDRF), State Disaster Response Force (SDRF) and the state police are involved in the rescue operation. Chief Minister Conrad K Sangma had said Friday that it will take 200 pumps to flush all the water out. Currently, only two pumps are engaged in flushing the water out of the shaft. NDRF Assistant Commandant S K Singh, who had been camping at the site since December 14, said water level is going down as desired. “Our divers are not able to go in since there is no significant drop in the water level. It was established that

the water from Lytein river had flooded the mine as the pH level is the same,” he told PTI. On Saturday, a team of experts from survey department also arrived at the village to take stock of the water level at different points along the 2 km stretch of the Lytein river. One person has been arrested in the case so far and the police are on the lookout for the mine owner, the SP said. The arrested person, identified as Krip Chullet, was allegedly involved in hiring labourers, overseeing the work and sending them down the shaft. Meghalaya government had sought the Union Home Ministry’s help to rescue the miners. NDRF teams, which are involved in the rescue operation, had earlier suggested the district administration to ask the ONGC to deploy submersible water pumps to reduce the water level.

DIMAPUR, DEC 22 (NPN): Following an incident where one person was accidentally shot and killed by the service weapon of a local MLA’s bodyguard in a village in Mon district, the state government Saturday banned firing of live rounds while celebrating marriages, religious functions or social gatherings and deemed as illegal and liable for legal action as per provisions of the Arms Act. In a notification dated December 22, 2018 issued by Home secretary Rovilatuo Mor, the state government also directed all heads of district police establishments to ensure strict compliance and to take prompt action against offenders. The video of the accidental shooting went viral on social media. It initially showed the local MLA firing the service pistol a bodyguard (PSO) in celebratory mood. However, when the pistol got jammed, the MLA handed it over the PSO. The bodyguard is seen trying to clear the chamber but in the process, the gun went off and the bullet hit one person who was among the celebrants. Meanwhile, in another notification issued by Home secretary Rovilatuo Mor, the state government banned use of service weapons for any purpose other than those for which they were meant.
