No separate time zone for NE states: Govt OPPOSITION DEMANDS JPC; GOVERNMENT OFFERS ONLY DISCUSSION NEW DELHI, DEC 19 (PTI): A panel, formed to examine having a separate time zone for the northeastern states, recommended against it for “strategic reasons”, the government informed the Lok Sabha Wednesday. In a written response to a question on demands from the northeastern states for having a separate time zone, Union Science and Technology minister Harsh Vardhan said such requests have been made on the ground that sunrise and sunset timings in these parts are much earlier than official working hours. “National Physical Laboratory (NPL) published certain reports in science journals on this issue, referring to saving of electricity,” Vardhan said. The matter was examined by a High Level Committee (HLC) comprising the secretary of the Department of Science and Technology and chief secretary of Tripura, he added. However, in response to the question, there was no mention of when the panel was formed. “The HLC, after considering the issue, recommended not to have two time zones for India for strategic reasons,” he said. A senior official of the Ministry of Science and Technology said the panel was formed several years ago. The demand for a separate time zone is not new. Last year, Arunachal Pradesh Chief Minister Pema Khandu demanded a separate time zone for northeastern states stating that several work hours are wasted as offices open late and sun rises early. France has 12 time zones, while the US has 11 and Australia has eight.
Heavy rains due to cyclone Phethai
DIMAPUR, DEC 19 (NPN): Remnants of cyclonic storm Phethai, which had formed in the Bay of Bengal and moved towards the Northeast after weakening, resulted in moderate to heavy rains over many parts of the region particularly over Nagaland. According to Skymet Weather report, in the last 24 hours, as compared to other parts of Northeast states, Nagaland received the most amount of rains at 25.2 mm of rains. However, the report said the rainfall was now expected to reduce over the state and dry weather would commence paving way for increase in temperatures also at least to a marginal extent.

NEW DELHI, DEC 19 (IANS): The deadlock in Parliament over Rafale fighter jet deal continued on the seventh consecutive day as the Congress stalled the proceedings over its demand for a JPC probe on which the government kept mum, saying it was ready to discuss the controversial deal. The Rajya Sabha was adjourned for the day minutes after its proceedings began. The Lok Sabha managed to do some legislative business amid uproar and was finally adjourned for the day after witnessing two adjournments in the pre-lunch session. However, amid disruptions by the Congress, the AIADMK
and TDP on different issues, the Surrogacy (Regulation) Bill, 2016 was discussed and passed by voice vote in the Lok Sabha. As the Bill was passed, Lok Sabha Speaker Sumitra Mahajan called Union Food and Consumer Minister Ramvilas Paswan to initiate debate on the Consumer Protection Bill, 2018. But AIADMK, TDP and the Congress members continued with their protest forcing the Speaker to adjourn the House for the day. “I can’t solve it. You have to discuss the issue. Please go back to your seats,” Mahajan said requesting the AIADMK members, but they did not relent.
Throughout the proceedings, Congress members kept raising their demand for a JPC probe into the purchase of 36-readyto-fly Rafale fighter jets deal. AIADMK members were protesting Karnataka’s proposal to construct a dam across the Cauvery at Mekadatu. TDP members, too, protested near Speaker’s podium demanding special status for Andhra Pradesh. Earlier the House witnessed two adjournments. When the House reassembled at noon, Congress leader Mallikarjun Kharge demanded a JPC probe which was not accepted by the government. “Serious apprehension of irregularities have appeared in the Rafale deal. The matter needs to be investigated and accountability needs to be fixed. That’s why we are demanding a JPC probe,” he said. He said the Supreme Court has given its judgement based on a letter provided by the government. “Kindly allow a JPC probe. Kindly ask the government to initiate a JPC
probe into the matter,” Kharge said. Parliamentary Affairs Minister Narendra Singh Tomar responded that the government was ready for a discussion on any issue, including the Rafale deal, but maintained silence over the demand for a JPC probe. Union Home Minister Rajnath Singh, too, said the government was ready for any discussion on Rafale. Communist Party of India-Marxist MP Mohammad Salim accused the government of lying in Supreme Court on the defence deal and supported the Congress’ demand for a JPC probe. Trinamool Congress’ Sudip Bandopadhyay said his party wants the House to run. He urged the Speaker to convene a meeting of the leaders to break the deadlock. The Rafale issue also rocked the Rajya Sabha as the Congress members demanded a JPC probe forcing Chairman M. Venkaiah Naidu to adjourn the House for the day within minutes after it met. It failed to transact any business.

People will ‘slowly’ get Manipur journalist gets 1-year jail for calling CM ‘puppet’ of Modi Rs 15 lakh: Union minister IMPHAL, DEC 19 (AGENCIES): A Manipur journalist was sentenced to a year’s detention under the National Security Act today, nearly a month after he was taken into custody for allegedly targeting the ruling BJP and Prime Minister Narendra Modi in a social media post. According to the government, 39-year-old Kishorechandra Wangkhem was initially detained on November 27 to “prevent him from acting in any matter prejudicial to the security of the state and maintenance of public order”. The reason for his detention was a Facebook video that showed him criticising Chief Minister N Biren Singh as well as PM Modi. The video reportedly had Wangkhem calling Singh a “puppet” of PM Modi and the RSS for organising a function meant to mark the birth anniversary of Rani Lakshmibai of Jhansi despite the Rajput queen having nothing to do with Manipur. According to
sources, he also dared the government to arrest him in the clip. “Don’t betray, don’t insult the freedom fighters of Manipur,” the journalist said in one of the posts, news agency Reuters reported. “It is nothing but a blatant abuse of the law and powers of the government,” Wangkhem’s lawyer, N Victor, told Reuters by telephone. His family is expected to challenge his 12-month detention, the maximum period under the National Security Act, soon. Wangkhem had reportedly quit his job with ISTV, a local news channel, before posting the controversial remarks on Facebook. While the Indian Journalists Union and Press Council of India condemned the arrest, he received little support from All Manipur Working Journalists Union because it felt that “a social media rant does not amount to journalism”. On December 13, the board recommended that there were
“sufficient grounds” to detain Wangkhem under the provisions of the NSA, the statement said. Manipur Governor Najma Heptulla has approved the advisory board’s recommendation on detention of the journalist under the NSA. “In consonance with the opinion expressed by the Advisory Board and in exercise of the powers conferred under Section 12(1) of the said Act, the Governor of Manipur is pleased to order that the detention of Kishorchandra Wangkhem... is hereby confirmed,” the order from the office of Manipur governor stated. Many social activists have termed the National Security Act as a draconian law with a high possibility of being misused for political purposes. Manipur’s deputy home minister Th Charanjeet Singh said in a statement the state had considered the evidence and stood by its decision to detain Wangkhem.
PUNE (MAHA), DEC 19 (PTI): Union minister Ramdas Athawale has said people will get Rs 15 lakh “slowly” into their bank accounts and not in one go. Athawale said assurances were made earlier but there were “technical difficulties”. The government does not have so much money and it has sought funds from the Reserve Bank of India (RBI), but it is not obliging, he told reporters at Islampur in Sangli district on Monday. “Rs 15 lakh will not come at a time...it will come slowly... government does not have so much money and it has sought money from the Reserve Bank but it is not giving...yes, an assurance was made but there are still technical difficulties,” he said. Modi, during the 2014 Lok Sabha election campaign, had prominently highlighted the issue of black money and promised to bring it back. Termed Modi as an “active” prime minister, Athawale said the BJP-led NDA will win the 2019 elections and Modi would again become the PM. Athawale’s Republican Party of India (Athawale) is an an ally of the BJP. Congress chief Rahul Gandhi had earlier said the prime minister betrayed the people, claiming that he had not fulfilled promises of providing two crore jobs every year and “depositing” Rs 15 lakh in their bank accounts.
Fate of 14 trapped in M’laya mine remains uncertain SHILLONG, DEC 19 (IANS): The fate of 14 miners, who have been trapped in a flooded coal pit in Meghalaya’s East Jaintia Hills district for a week, remains unknown as rescuers are battling with the surging water level inside the 370feet coal pit, an official said on Wednesday. The Meghalaya Human Rights Commission (MHRC) has filed a Suo Motu case against the state government for compensation for the trapped miners inside the illegal mine. A government official, who is overseeing the rescue operations at the Lumthari mining site, about 130 km from here, said the trapped miners are feared dead as the water from nearby Lytein stream is gushing into the pit. “Only a miracle can save these miners. None of us knows where these miners are. They need oxygen

and food to survive,” the official told IANS on condition of anonymity. The National Disaster
Response Force (NDRF) has used sonar system and underwater camera to detect the trapped miners. How-
ever, the system failed to locate any of those trapped in the main well due to poor visibility. Experts from Coal India Limited, geologists have visited the site. Meghalaya Police arrested Jrin alias Krip Chulet, the owner of the coal mine from Narwan village. Police said that a hunt is on to arrest the other members of the illegal mining nexus. The accident inside the coal pit on December 13 morning was of significance, especially after the National Green Tribunal (NGT) had ordered an interim ban on “rat-hole” coal mining in the state from April 17, 2014. “The State Human Rights Commission has issued a notice to the Chief Secretary Y. Tsering to conduct an inquiry into the entire matter and submit a detailed report before the
State Commission within 30 days,” MHRC Secretary Aldous Mawlong said. The State Commission is of the firm opinion to grant interim relief to the next of kin of those unfortunate miners, Mawlong said. “We are putting all efforts to evacuate the trapped miners. We are using all available technolog y,” Assistant Commandant NDRF, Santosh Kumar Singh, told IANS. More than 100 rescuers including 72 members from the NDRF, 23 from State Disaster Response Force (SDRF) and five members of the Fire and Emergency Service were deployed at the site. “We suspect the miners are trapped inside the lateral mining chambers of coal pit. It is difficult to know as to how many chambers are there because of poor visibility,” Singh said.

Governor flays murder
DIMAPUR, DEC 19 (NPN): Governor of Nagaland, PB Acharya, has expressed grief over the sudden demise of a prominent leader Kevi Zakiesatuo, was found murdered near the boundary wall close to his office of his residence, ‘Zakiesetuo Manor’ on December 18, 2018 in Dimapur. Strongly condemning the “heinous act”, Acharya said he was very much concerned about the reasons behind the crime. “I am sharing my concern with the law enforcement agencies to bring the culprit into book, so that justice is delivered to the bereaved family,” governor said. He also expressed hope that the machinery of state government would leave no stone unturned to ensure that justice is delivered. In a condolence message, Acharya said late Kevi Zakiesatuo’s contribution as a public leader in various positions for the welfare of the people of Dimapur and the State would be ever remembered. Governor also said that his demise was a great loss to the people of Dimapur in particular and Nagaland in general. Acharya conveyed heartfelt condolences to all the members of bereaved family and prayed to Almighty to grant strength and solace to bear this irreparable loss.
Expelled NSCN (R)’s army chief clarifies DIMAPUR, DEC 19 (NPN): Terming Makury region chairman Tuitimiu’s allegation against him of trying to form a parallel organisation as “ a lie”, expelled NSCN (R) Naga Army chief Jackson Pochury accused organisation’s chief Wangtin Naga of banishing him without proper reasoning and constitutional steps. In a rejoinder, Jackson claimed that Tuitimiu orchestrated the entire move to get him expelled from NSCN(R). According to the expelled NSCN (R) army chief, Tuitimiu informed him that there were 11 home-comers led by an unidentified lieutenant colonel and that they had huge arms and ammunition in their possession that were to be submitted to GPRN. He claimed that GPRN, trusting his words, gave him transportation expenses and financial aid
for distribution among the home-comers. However, Jackson said he got information that Tuitimiu was staying in Dimapur and so he asked him to report to his station so that he too could go along with him. But, instead of reporting to him, Tuitimiu allegedly vanished from Dimapur. Hence, out of curiosity, Jackson said he decided to visit Makury region (East Burma), adding that he set out for Makury on December 8 and reached there on December 10. He claimed to have discovered that Tuitimiu’s reports about arms and home-comers were all lies and baseless.
