Load shedding in five districts DIMAPUR, DEC 19 (NPN): Owing to power shortage in the grid, load shedding will be imposed in five districts- Mokokchung, Tuensang, Mon, Zunheboto and Longleng, for one hour each in the morning and evening. In a statement, executive engineer Mokokchung transmission division, Er. Mhonlumo Kikon, informed that load shedding will continue till the power situation improves. The executive engineer also informed that load shedding hours may be extended if the power shortage in the grid increases. In this regard, affected consumers have been asked to bear with the situation.

DIMAPUR, DEC 19 (NPN): State BJP Unit president, Visasolie Lhoungu and all rank and file of the state unit congratulated Prime Minister, Narendra Modi and national BJP president Amit Shah for winning the Assembly polls in Gujarat and Himachal Pradesh. In a press note, BJP media cell said that the results have once again proven that the people had voted for development and economic agendas, and also reposed their trust in the leadership of Narendra Modi and Amit Shah. “The organisational skills and strategies adopted by the party chief have worked with success,” the unit stated. Further, the party also appreciated the sincerity, loyalty and dedication of the booth-level party workers who worked tirelessly throughout the process and those who voted for “good governance and development.”
‘Around 40000 Rohingya in India’ NEW DELHI, DEC 19 (AGENCIES): Around 40,000 Rohingya migrants were illegally living in India and none of them had been deported so far, Union minister Kiren Rijiju informed Parliament Tuesday. In a written reply to a question, Rijiju informed the Lok Sabha that the entry of illegal migrants was clandestine and surreptitious and thus, an accurate figure of how many of them were currently living in the country was not available. Rijiju said though India was not a signatory to the 1951 UN Convention on the Status of Refugees and the 1967 Protocol thereon, the country’s track record in dealing with or providing protection to refugees had internationally been acclaimed. He further pointed out that there was no legislation to deal with refugees and asylum-seekers in India.

CM allocates portfolios; appoints 10 advisors

K o hima , D ec 1 9 (NPN): Nagaland chief minister T.R.Zeliang who was sworn-in twice (in May 2014 and then in July 2017) on Tuesday, effected the fourth reshuffle of his ministry when he appointed ten Advisors in addition to six and also allocated portfolios to the six who were inducted into the cabinet. The present DAN-III legislature has 59 members( after the passing away of late Kiyanilie) out of which there are 12 cabinet ministers including the chief minister, 16 Advisors and 16 Parliamentary Secretaries. Thus a total of 44 NPF, BJP and Independent legislators are in the ministry. NPF president Dr. Shürhozelie Liezietsu is not in the ministry. The remaining 14 NPF legislators not in the ministry had been dropped during the recent reshuffle-- six former ministers, three former advisors and five former parliamentary secretaries.
Meanwhile talking to media persons after the oath taking ceremony, chief minister, T.R Zeliang when asked about the eventual fate of parliamentary secretaries and advisors as in other states, clarified that the appointments were made till such time the court did not intervene. Also asked about Rengma Hoho asking legislators to resign in order to pave way for Naga political solution, Zeliang said an NGO cannot issue such diktat as such a matter was not discussed. Zeliang however questioned how one tribal hoho can ask legislators to resign just like that since the government was established by the constitution of India and will continue in accordance with the constitution. On the response of the government, Zeliang said the situation will depend on Government of India and NNPGs on whether they will come to a conclusion. Regarding Lotha Hoho’s recent statement
against dropping of a member from the Cabinet, the chief minister said ministry formation was decided by the elected members and the party . Therefore, when anyone member was dropped or expelled from the party, tribal hoho should not get involved, he said. In lighter vein Zeliang said when any member of a church was removed or expelled, no tribal hoho ever intervened or interfered. Advisors: In a departure from the past, all 16 advisors have not been given cabinet status. The ten who were administered oath of office by the chief minister as Advisors were-- E.E. DIMAPUR, DEC 19 (NPN): Nagaland chief minister, T.R. Zeliang on Tuesday called upon the people of the state to change their mind-set in order to make the economy as our strength. Speaking as the chief guest, at the Golden Jubilee celebration of the establishment of New Jalukie Village, Peren, T.R. Zeliang said “if our economy improves, our lifestyle will change too. Change of mind-set for economy development comes from within and not without.” He also cited the example of the White Revolution of Rajasthan and the
meat production of Korean people, which transformed the lifestyle of its people. Zeliang was also of the view that the villagers should set a specific target to enhance its economy with the help of the government funded projects such as NERLP, World Bank etc. He stressed on the need to retrospect on the past fifty years and take corrective measures to build better future. “Our youth’s potentials should be utilized within our state and should not hire experts from outside the state for construction purposes etc. (Cont’d on p-7)
Power deptt clarifies to CTAN Army builds alternate bridge over Chathe river Patton appeals to CM
DIMAPUR, DEC 19 (NPN): Power department has clarified that there were 53 sanctioned posts of SDOs (Electrical) in the department, in which a ratio of 60:40 is maintained as per NESR 2012, meaning 32 are direct recruits and 21 promotees. And that, at present, there were 30 direct recruits and 21 promotees, while the remaining two vacancies had been requisitioned to Nagaland Public Service Commission (NPSC) for direct recruitment. The clarification was issued by Power department’s Engineer-in-Chief, Er. G Chishi on Tuesday in response to the statement by Combined Technical Association of Nagaland (CTAN), published in local dailies on December 15 regarding requisition of the posts of SDOs (Elect) and JEs (Elect) in the Power department.
Chishi further stated that out of the 139 sanctioned posts of JEs (Electrical) in the department, a ratio of 90:10 was being maintained, where 90% of the posts were filled by direct recruit and 10% by promotion from the serving employees who had completed at least seven years in the immediate lower grade and possessing a minimum qualification of diploma in engineering strictly on the basis of merit-cum-seniority. He added that currently there were 131 serving JEs (Electrical) and that out of the eight vacancies, seven had been requisitioned to NPSC for recruitment and one reserved for promotion. The Engineer-in-Chief also asked anyone having any doubt on maintenance of ratio in the department as per NESR 2012 to visit his office for further clarification.

DIMAPUR, DEC 19 (NPN): Understanding the inconvenience of residents of Dimapur and Niuland, Engineers Unit of Indian Army’s Spear Corps has begun construction of an alternate bridge over Chathe river at 4th Mile, Dimapur. According to a press release issued by PRO defence, the bridge would be built on a priority basis and opened for public use by Christmas and kept operational till the main bridge that collapsed during the
monsoon this year was repaired by the civil administration. PRO said the initiative by the Spear Corps was symbolic of the genuine concern and its close association with the people of Nagaland. Severe damage to the existing bridge at 4th Mile across the Chathe river on July 11 this year has severely disrupted normal life of locals living in the area of Niuland. Disruption of communication caused immense inconvenience and hardships for
the population of over 100 villages who regularly used the bridge for their daily commute, especially the students and local traders. It was under such circumstances that the civil administration, several local communities and civil society organisations, including Naga Ex-servicemen Association headed by retired Col. S. Rengma, approached GOC 3 Corps, Lt. Gen. Anil Chauhan, for assistance, the PRO added.
Dimapur, Dec 19 (NPN): Former Home minister, Y. Patton, who was recently dropped along with five other ministers from the T.R Zeliang-led DAN ministry, has appealed to the chief minister to induct at least one legislator from Wokha district in his cabinet. In a letter to Zeliang on Tuesday, Patton regretted that sudden political developments in the State had led to sacking of so many Ministers. Y. Patton said that, while doing so, sentiments of Lotha tribe of Wokha district was deeply hurt as no cabinet minister representing the district had been inducted in the ministry in spite of being a major tribe of Nagaland. Patton appealed to Zeliang on behalf of the Lotha community and “in the interest of equal and balance representation in the government” to consider inducting at least one Cabinet minister from Wokha district in the latter’s ministry from amongst the remaining two MLAs “even as myself and Mmhonlumo Kikon have been dropped”.
Media attack: 189 FIRs, 114 arrested in 3 years AAP promises to bring ‘change’ in Nagaland NEW DELHI, DEC 19 (AGENCIES): Altogether 114 people were arrested for attacks on journalists for which 189 cases were registered in different parts of the country in the last three years, the Lok Sabha was informed on Tuesday. Minister of State for Home Hansraj Ahir said 41 people were arrested and 47 cases registered for the attacks on media persons in 2016. As many as 41 people were arrested and 28 cases registered for similar incidents in 2015. A total of 32 people were arrested and 114 cases registered in various parts of the country for attacks on media persons in 2014, the minister said. Ahir said in Uttar Pradesh, 67 cases were registered in last three years for attacks on media persons in which seven people were arrested. In Madhya Pradesh, 50 cases of attacks on media persons were registered, while 56 people arrested in last three years, he added.
States asked to ensure security of journalists The Home Ministry had issued directives to all states to ensure safety and security of journalists in exercising freedom of speech and expression, in the wake of incidents of attacks on media persons. In an advisory to the states, the Home ministry also said all cases of attacks on journalists should be investigated promptly to ensure that criminals get “persecuted in a time- bound manner”. “Fourth Estate is an important institution of the democracy. It ensures that citizens are able to express their opinions freely without any fear and coercion as provided under the Constitution of India. “States should also take all preventive and deterrent action as deemed required. States are already empowered to provide security to individuals based on threat perceptions,” it said. The ministry said while
police and public order are state subjects under the Constitution, in view of its importance, it is drawing the attention of the state governments and Union Territory administrations from time to time towards the need for a robust criminal justice system with emphasis on prevention and control of crime. “The state administrations are requested to... ensure that a peaceful environment prevails, allowing journalists/media personnel to exercise freedom of speech and expression in their professional pursuit; ensure that the investigations are concluded in a time-bound manner and public trust in criminal justice system is maintained,” it said. “It is the duty of the state to ensure safety and security of the journalists who ensure that the Fourth Estate discharges this key duty,” the advisory said.
