Tribal hohos decline to attend December 4 consultative meeting D I M A P U R , N OV 3 0 (NPN): Apex tribal bodies of Nagaland have resolved not to attend the December 4 consultative meeting on Naga political issue until and unless the November 24, 2016 Nagaland Legislative Assembly’s Resolution pertaining to the ULB elections is revoked. In a joint statement issued for and on behalf of all tribal hohos of Nagaland, Angami Public Organisation president, Dr. Vilhusa Seleyi and Chakhesang Public Organisation president, Kekhwengulo Lea informed that the decision was taken by the tribal hohos during the meeting held on October 31, 2017 at the Angami Public Organisation (APO) Hall, Kohima. The signatories have therefore expressed regret that none of the tribal hohos will be attending the consultative meeting. It may be mentioned that the NLA speaker had convened the Nagaland Legislators’ Forum Consultative Meeting with the ex-parliamentarians and civil societies on Naga political issue at the RCEMPA, Jotsoma on December 4 at 11 a.m.
Load shedding to be eased in Dimapur D I M A P U R , N OV 3 0 (NPN): In a relief to the citizens of Dimapur, the Power department has informed that the 10 MVA transformer was successfully installed at Nagarjan power house and would ease the load shedding schedule in Dimapur, to a limited extent. Informing of this in a press note, Executive Engineer (electrical transmission division), Er. Wabangmeren Jamir said with this addition, the total capacity of the power station was increased to 30 MVA, which was still only 50% of the required 60 MVA. Jamir also said that while earnest efforts are underway to add to the current capacity, it would still fall short of the 60 MVA that was available prior to the two 20 MVA transformers having to be put out of service recently. He also said that the department anticipated the capacity addition to be completed before Christmas and should normalize power supply through the colder months. Jamir also expressed appreciation for the restraint and co-operation of the consumers and added “request is again made to bear with the inconvenience during this unfortunate turn of events and also utilize electric power judiciously.”

7 associations seek Governor’s intervention
KO H I M A , N OV 3 0 (NPN): President of India, Ram Nath Kovind has arrived in Kohima to inaugurate the 10-day Hornbill Festival and the 54th Statehood Day on December 1 at the Naga Heritage Village, Kisama. Kovind was received by Nagaland governor, P.B. Acharya and chief minister, T.R. Zeliang accompanied by a host of legislators and officials at the helipad. The President was also accorded with the guard of honour by the Assam Rifles. As the festival day drew closer, hectic preparations were seen at the venue with tribal hohos giving facelifts to their respective Morungs, and the entrepreneurs setting up their various exhibition stalls. Along with the festival, Kohima town was also compensated with at least some improvement of the roads - where the potholes were filled, while the road from Kohima to Kisama was also widened and lightly black-topped and huge pillars erected
D I M A P U R , N OV 3 0 (NPN): Seven associations have written to the Governor, seeking his intervention into the matter of requisitioning vacant posts, in various departments, filed through contractual basis (Class I, Class II, Class III) to NPSC for early advertisement. The seven associations consists of-- Association of Electronics and Communication Engineering Nagaland, Association of Mechanical Engineers Nagaland, Agricultural Students Association of Nagaland, Civil Engineers Association of Nagaland, Forestry Graduates Association of Nagaland, Graduate Electrical Engineers Association of Nagaland and Horticulture Graduates of Nagaland. Referring to an appeal letter sent to 16 departments on Nov 11, and a letter from NPSC secretary on March 2017, to AHoDs requesting requisitioning of vacant posts to commence recruitment processes, they pointed out that CTSE under NPSC was being delayed for years due to delay in requisition of posts from the departments.

The President will also visit the Morungs and exhibition Halls which will be followed by a state lunch hosted by chief minister T.R Zeliang.
NH,NMA demand withdrawal of NIA
D I M A P U R , N OV 3 0 (NPN): Naga Hoho (NH) has come out in support of the Confederation of All Nagaland State Services Employees’ Association (CANSSEA) demand for removal of the National Investigating Agency (NIA) probe against state government officials while Naga Mothers’ Association (NMA) in a representation to the President of India, RN Kovind urged the latter “to withdraw the NIA during the peace talks, if the Government of India was serious in finding a final solution to the Naga issue.” In press communiqué, Naga Hoho general secretary Mutsikhoyo Yhobu and assembly secretary, K. Elu Ndang said it was an undeniable fact that various agreements/MoUs and accords had failed miserably, since the British colonial times, to suppress the self determination rights of the Nagas. NH stated that the post Indian independence administration had attempted to subjugate the Nagas and their territories under the guise of a law and order problem, but later realized the need to deal with the issues politically and peacefully towards a permanent solution.
In this regard, NH said no sensible person could expect to have conducive atmosphere in Naga areas since the people’s resistance movement had been “guerrilla warfare” in nature. “As such any struggling nation or people cannot survive without depending on the people’s contribution and cooperation. The need of the hour is to focus seriously towards early political settlement,” NH stated. It called attention to the activities of the NIA in Nagaland, investigating almost all government departments and arresting officials for providing financial aid to different Naga political groups/national workers. While stating that these actions may be to fulfil constitutional provision and the laws, NH urged the Indian agencies to look at the problems from a social and political perspective. NH strongly felt that be it government employees or businessman, they were providing assistance “willingly or unwillingly but under compulsion.” Therefore, NH said the arrested officials should not be treated as law breakers. It appealed to the NIA to ponder these things and “avoid misdemeanours
while dealing with such issues”. NH further called the conduct of the NIA, with the accused officials, as uncalled for and beyond tolerance. It recalled that the arrests of innocent Nagas by the armed forces, under various sections of infamous laws, where many were tortured mercilessly and executed in the past, were unacceptable. NH fervently urged the authorities to stop the investigations and drop the cases against the officials as demanded by CANNSEA and further, to “look beyond the horizon by realizing the plight and rights of the people.” NMA appeals: In a memorandum to the President of India, Naga Mothers’ Association (NMA) urged the latter to withdraw the NIA if the Centre was serious in finding a final solution to the Naga issue. The memorandum signed by NMA president, Abieu Meru, joint secretary Sawmi Leyri, advisor Sano Vamuzo and Dr. Rosemary Dzüvichü, NMA placed on record of its serious concern over the arrest made by NIA on state government officials who it said were victims of duress for collections of taxes by NPGs over the (Cont’d on p-5) years.
Nagaland drops to 7th from UNTABA reacts to eviction drives along border FGN kedahge writes to Kovind 2nd in tobacco prevalence DIMAPUR, NOV 30 (NPN): Global Adult Tobacco Survey 2016 (GATS) for north-eastern states, showed that there is a 14% drop in the overall use of tobacco among citizens 15 years and above in Nagaland, during the last 5 years. This was revealed in the results of GATS-2, which was declared in a function at Guwahati on November 24. A press release signed by NTCP, district nodal officer, Dr. C. Tetseo, said that the prevalence of tobacco use was 57% in 2010 and it has come down to 43% in 2016 and Nagaland’s tobacco prevalence ranking dropped from the 2nd position to 7th. Dr. Tetseo said that this was a significant drop because the situation in Nagaland was different from states like Mizoram and Sikkim where the will to control
tobacco was strong. “The success is attributed to the awareness created by the health department and the role played by the media”, Dr. Tetseo said. But above all, he credited the intuitions, who played an important role by integrating anti-tobacco measures into their institutional systems and “are sustaining it on their own”. He lamented that although the prevalence has dropped, 43% is still very high, way ahead of the national average of 29%. “There are some real concerns and we need to sustain the campaign in order to bring it down to an acceptable level”, he said. Dr. Tetseo stated that the need of the hour was political will and a proactive role by the churches which would help reducing social acceptance of tobacco in our society.
D I M A P U R , N OV 3 0 (NPN): Reacting to the eviction drives that were carried out by Assam government along the Nagaland-Assam border, United Naga Tribes Association on Border Areas (UNTABA) said the eviction drive particularly in the Daldali Reserve Forest in the Lahorijan sector was “too little and too late.” UNTABA chairman Hukavi T. Yeputhomi and general secretary Imsumongba Pongen alleged that the initiative was “driven by ulterior motives based on the inter-personal rivalries between the powers that be from Assam.” UNTABA said it was nothing but “a mere eye-wash on the bigger lapses on the part of Assam government over its illegal occupation and random exploitations of thousands of square miles on the rich and fertile Reserve Forests areas of the Naga people inside Assam.”

Scholarship issue: ANCSU 10-day ultimatum on govt Correspondent
KOHIMA, NOV 30 (NPN): All Nagaland College Students’ Union (ANCSU) on Thursday set a 10-day deadline for the State government to release second installment of scholarship, failing which the organization threatened of taking its own course of action, for which the government would be solely responsible. ANCSU also submitted a letter to President Ram Nath Kovind, who is in the State Capital, through Chief Secretary and sought his immediate intervention to ensure justice to the students. Addressing media persons later at its office, ANCSU president Katho P. Awomi expressed displeasure over the silence of chief minister, T.R. Zeliang and his cabinet colleagues and ignoring the interests of students. Awomi urged the CM to intervene and resolve the matter by releasing the remaining amount by December 10, failing which ANCSU would take its own course of action, he warned. The student leader also asked the State government to streamline the Centre’s Post Matric Scholarship and set a target date for its release so that students also knew when to expect their scholarship amounts.
He said the Central ministry had sanctioned the first instalment of Rs 13,44,00,000 on December 28, 2016 against the required projected amount of Rs 50,69,21,139 for 44,048,084 students in the State. The ANCSU president said he wrote a letter to Union Ministry of Tribal Affairs on August 23 stating that the students’ body would not accept partial payment even as the Department of Higher Education had also written to the ministry on June 8, August 1 and September 19 to sanction the second instalment. He regretted that during the course of “appeal” by the department and State government to the Central ministry to release the remaining amount some unknown organization had alleged mismanagement in the Department of Higher Education, which made the Centre suspicious and reluctant to release the remaining amount and instead demanded utilization certificate (UC) from it. Clarifying that ANCSU was not defending the Department of Higher Education, Awomi added that money was not with the department either. He said such allegations would only break the trust and Naga students would ultimately (Cont’d on p-8) suffer.
ENCSU to resume protest Eastern Nagaland College Students’ Union (ENCSU) Thursday walked out of the Higher & Technical Education, as directed by the chief minister. A press release signed by ENCSU president, M.Longre Chang and general secretary, Wangnei C.Jessuhu, said that the department was not able to meet the demands of the ENCSU “and it has only come to light about the manipulation in the system.” ENCSU said that they were not in a position to accept the presentation as it was a repetition of the same old “lame excuses that has been published time and”. ENCSU expressed amazement at, what they termed as, the department only trying to clarify on the cabinet’s admission of misuse of scholarship funds and the setting up of the SIT. In this regard, ENCSU said it was compelled to resume its temporarily suspended protest and that the poster campaign will resume from December 1.
D I M A P U R , N OV 3 0 (NPN): Maintaining that it was the only legitimate organisation representing Nagas, FGN Kedahge ‘gen.’ (Retd) Viyalie Metha has cautioned that the IndoNaga conflict will not be resolved unless government of India reached a definitive understanding with NNC and Federal Government of Nagaland based on mutual respect, saying India could not indefinitely evade taking the final step. In an open letter to President Ram Nath Kovind on Thursday, ‘gen.’ (Retd) Viyalie Metha also termed the former’s proposed visit to Nagaland in connection with the Statehood Day celebrations as “illogical” and “self exposure of another cheap trickery”. CM greets on 54th Statehood Day
D I M A P U R , N OV 3 0 (NPN): Nagaland chief minister, T.R. Zeliang has extended greetings to the citizens of Nagaland on the occasion of the 54th Statehood Day. In his message, Zeliang recalled that on December 1, 1963, the second president of India, Dr. S Radhakrishnan, formally declared Nagaland as the 16th state under the Indian Union at Kohima local Ground. “Today, as we celebrate Nagaland Statehood, I appeal to the citizens of Nagaland to join hands to make Nagaland a great and prosperous State” it added. He wished the citizens of Nagaland peace and prosperity and prayed that the state scale new heights. “I also take this opportunity to welcome the President of India, Ram Nath Kovind to the ‘Land of Festivals’ and ‘Falcon Capital of the World’” it said.

NSF memo to President ‘for solution before polls’ D I M A P U R , N OV 3 0 (NPN): Naga Students’ Federation (NSF) has called for resolution of the Naga political issue before the Assembly elections scheduled early next year. In a memorandum to President Ram Nath Kovind, NSF president Kesosul Christopher Ltu and general secretary Imtiyapang Imsong said Nagas’ struggle for sovereign rights not only involved the political leaders but also affected the entire Naga community. They said students and youth of Naga society, who would eventually inherit the future, were perplexed with the current scenario, which had led them to doubt the sincerity of parties involved in the dialogue process. NSF regretted that despite lapse of more than 20 years of negotiations and even after the signing of
Framework Agreement on August 3, 2015 they were yet to see light at the end of the tunnel. They said exasperation and desperation were setting in owing to hopes being raised on various occasions and by way of announcements by eminent leaders that a solution was around the next corner. “Now, with the elections to the Nagaland Legislative Assembly due early next year, skepticism runs deep given a retrospective look when elections create havoc negating the spirit and concerted efforts of the people, more particularly by the political parties,” they added. “Besides, it is envisaged that once the process is prolonged and the matter procrastinate to a certain time the present day Indian leadership may be bogged (Cont’d on p-5) K Y M C
