M. Karunanidhi laid to rest

CHENNAI, AUG 8 (IANS): DMK patriarch and former Tamil Nadu chief minister, M. Karunanidhi was buried beside his mentor C.N. Annadurai on the sands of Marina beach here on Wednesday after his party clinched a midnight legal battle as lakhs of commoners wept, pushed and jostled for space to bid adieu to their leader, causing a stampede that killed two mourners and injured many. After a two-hour funeral procession covering a distance of less than 3 km headed by the late leader’s son and DMK working president M.K. Stalin wound its way from Rajaji Hall to the Marina shores, the tricolour wrapped body with his trademark black shades and yellow stole still intact was interred in a freshly dug grave with soldiers giving him a state funeral with full military honours. A military band played “Honouring Those Who Served” as the casket was taken from the cortege to the grave. Buglers sounded the last post and gunners fired a 21-gun salute after the body of five-time chief minister was lowered at 7 p.m. amid a crescendo of slogans.

ANCSU peaceful dharna Aug 10

D I M A P U R , AU G 8 (NPN): All Nagaland College Students’ Union (ANCSU) has announced to hold a peaceful dharna outside its office in Kohima on August 10, 2018 at 11 a.m. to register their protest against the state government for “continuously failing” to address its genuine demands including Kohima Science College land encroachment issue, post-matric scholarship issue etc. In a press release, ANCSU president, Katho P Awomi, and general secretary, Vimeyiekho Vitso, said the union would oppose any government officials attending functions in any of the colleges on the day of the proposed dharna. In this regard, the union has asked government officials to abstain from attending such programme to avoid any kind of consequences. (Cont’d on p-7)

Thousands pay their last respects to Karunanidhi as his cortege passes through the streets of Chennai.

As Karunanidhi’s body on a flower-decked military vehicle began its last journey from Rajaji Hall, tens of thousands of emotionallycharged men and women lined up on both sides of the road to Marina, shouting slogans hailing the departed leader for his services to the poor and the downtrodden. In keeping with his rationalist beliefs, Karunanidhi’s body in a sandalwood casket was lowered into the earth without religious rituals. As per his wish, the wordings-- “The person who had worked without rest is resting here” -- were sculpted on the casket.

Prime Minister Narendra Modi, Congress President Rahul Gandhi and a galaxy of national opposition leaders joined the sea of mourners from across Tamil Nadu who swelled outside Rajaji Hall where the body was kept since morning for public homage. There was a complete shutdown in the city and across the state. The government declared a public holiday as a mark of respect to Karunanidhi. In Delhi, as the two Houses of Parliament paid homage to the last link of the Dravidian era and adjourned for the day, the central government observed a

day of national mourning. The national flag flew halfmast and all government functions were cancelled.

2 dead in stampede

Chaos struck near Rajaji Hall, the British-built banquet hall in the sprawling government estate, where lakhs gathered eager to have a last glimpse of the leader. Their attempts to get near the casket resulted in commotion. Police used force to bring the situation under control but two people, including a 60-year-oldwoman, lost their lives in the stampede. At least 35 people were also injured.

Rio, Along call on Javadekar D I M A P U R , AU G 8 (NPN): Nagaland chief minister Neiphiu Rio with minister of Higher & Technical education and state BJP president, Temjen Imna Along, “congratulated and thanked” union minister of Human Resource Development, Prakash Javadekar at New Delhi on Wednesday for considering the first ever professional engineering college in Nagaland . CMO said both Rio and Along had called on Javadekar at his residence Wednesday. At the meeting Rio appraised Javadekar of difficulties in implementing the national flagship programmes such as SSA and RMSA under the school education department. Rio said there was a gap of Rs.194 crore between the estimated outlay of the Project Approval Board (PAB) and the fund committed by the Centre for 2018-19 while the figure for 2017-18 was Rs.179 crore. Rio also raised the issue of 1379 CSS Hindi teachers recruited during 12th Five Year Plan ending March 31,2017 and the imbalances caused on state finances to maintain status quo in funding salary for CSS teachers under SSA and RMSA.

Rafale ‘biggest defence scam’, Bofors nothing before it: ex-BJP ministers NEW DELHI, AUG 8 (AGENCIES): Former BJP Union ministers Yashwant Sinha and Arun Shourie on Wednesday teamed up with activist-lawyer Prashant Bhushan to assert that the Rafale fighter aircraft deal was the “biggest defence scam ever”, and accused the BJP-led Centre of “compromising national security”. The trio told a press conference here that the purchase of 36 Rafale jets from France is a “textbook case of criminal misconduct” by the government. Shourie said the deal was a “scandal much bigger than Bofors” and needs an urgent forensic audit to fix accountability. He said the secrecy clause in the agreement with France only binds India from revealing the technical specifications and operational capabilities of the aircraft, but does not restrain the government from disclosing the price. Quoting a February 16, 2017 press release by French manufacturer Dassault Aviation and Reliance Defence, and a financial press release statement of Dassault for 2016, Bhushan,

Shourie and Sinha said the total price of 36 aircraft is about Rs. 60,000 crore, which works out to be Rs. 1,660 crore per plane. “This is more than double the price of the aircraft under the original 126 Medium Multi-Role Combat Aircraft (MMRCA) and almost Rs. 1,000 crore higher per aircraft than the price furnished by the government itself, to Parliament on November 18, 2016,” they said in a joint press statement. Shourie urged the opposition parties to raise the issue in the “same manner as the BJP had raised Bofors, which pales into insignificance when compared to the Rafale scandal”.

Bhushan said the original Request for Proposal (RFP) was clearly aimed at equipping the Indian Air Force with 126 aircraft and getting the State-run Hindustan Aeronautics Limited (HAL) 70 per cent of the offset work. “But just days before the new deal was signed, two companies were incorporated...on April 10, 2015, the Prime Minister announced that India would be buying 36 Rafales in ‘flyaway’ condition.” Shourie added: “This announcement had four startling features: No one could make out what happened to the original RFP and the protracted negotiations in pursuance of that. IMPHAL, AUG 8: In a landmark event, India’s border with Myanmar was formally opened on Wednesday to facilitate trade between the two countries. A function was held in the morning on the Myanmar side near the international gate at Tamu. Myanmar was represented by U Aye Win, the permanent secretary in the Labour ministry and Consul Gen-

eral of India in Myanmar, Nandan Singh Bahisora and Manipur’s additional chief secretary S. Akhtar represented Manipur state. On the occasion, Myanmar government also opened the visa on arrival facility by suspending the special land entry permission. An integrated check post was also made functional from Wednesday. It may be mentioned that the traditional barter system among tribals on

either side of the border was legalised in 1995, but it did not generate much revenue for the government. Myanmar’s Permanent Secretary U Aye Win said that after opening the border, Indian traders and tourists can visit up to 16 km inside Myanmar and stay there for 14 days. “This is a historic day for both the countries, a giant step in our bilateral relations and Act East policy,” said Nandan Singh Bahisora, Consul General of India, in Myanmar. According to official sources, the agreement on land border crossing was signed between the two countries at Nay Pyi Taw, Myanmar during the visit of External Affairs Minister Sushma Swaraj on May 11 last month. Wednesday’s event not only opened land border point at Tamu-Moreh (India) but also Rikhawadar (Chin state) and Zowkhawthar (Mizoram).

DIMAPUR, AUG 8 (NPN): Civil society organisations (CSO) in Nagaland have upped their ante against possible influx of illegal immigrants following publication of complete draft of National Register of Citizens (NRC) in Assam and announced formation of a Joint Committee on Prevention of Illegal Immigration. The committee will have one member from each of the CSOs that participated in a meeting held here on Wednesday to evolve logistics coordination and assist the State government in formulating standard operating procedure (SOP) for effective implementation of the Bengal Eastern Frontier Regulation (BERF) Act, 1873, under which there is provision for Inner Line Permit. Convened by Nagaland Tribes Council (NTC), the meeting was attended by

Conveying its solidarity to citizens of Assam, the meeting resolved to urge villages and urban colonies in Dimapur district in particular and in all vulnerable areas to maintain strict vigil in their respective jurisdiction 24X7. The meeting also urged the village authorities not to issue resident certificate or permanent resident certificate to anyone randomly without ascertaining antecedents of any such applicant. The meeting further urged the respective apex tribal bodies, village councils and GBs to closely monitor, supervise and effectively check illegal inhabitants and illegal entries into their villages and colonies. Resolving to urge the State government to gear up its entire machinery and bring out a comprehensive

action plan to check illegal immigrants without wasting any more time, the meeting urged the government to extend BEFR Act, 1873 coverage to the entire State, besides bringing out a comprehensive mechanism to regulate and monitor the Act and Passport Act in letter and spirit with competent SOPs in place for effective checking and deportation of illegal immigrants. The CSOs requested the State government to create a separate cell under the home department to monitor strict enforcement of BEFR Act, 1873, Foreigners Act and Indian Passport Act on day-to-day basis. For the purpose of effective enforcement of the existing laws to the desired level, government agencies, including Nagaland Police, have to be reoriented and equipped with legal aspects, the organisations opined. State govt partners with Tata Trusts for cancer care NSF, ASU hold joint exercise to check ILP Correspondent

KOHIMA, AUG 8 (NPN): Nagaland government and Tata Trusts signed a memorandum of understanding (MoU) on Wednesday to implement a programme for providing comprehensive cancer care in the State. The MoU was signed by health & family welfare commissioner & secretary Himato Zhimomi and Tata Trusts senior advisor Burzis Taraporevala. The collaboration will build on public healthcare system to make cancer care accessible and affordable. The State government and Tata Trusts will establish a joint entity, the Nagaland Cancer Care Foundation. The programme will integrate with the existing plans of the State on aspects related to cancer screening, palliative care, and tobacco control. It proposes a three-

tiered model of treatment delivery. In addition to developing the Naga Hospital Authority in Kohima, the model envisages building capabilities in select district hospitals at Mon, Mokokchung, Phek and Tuensang by equipping them to offer confirmatory diagnostics and follow-up treatment, including palliative care, so that patients do not have to travel more than a few hours for accessing the full suite of cancer care services. The model is centred on the use of technology and building capabilities of the existing workforce to facilitate operations in remote areas, and patientcentric design principles to provide a good in-hospital experience to patients and care-givers. Latest medical equipment will be installed to ensure that prevalent evidence-based treatment can be provided as per latest

globally accepted treatment standards, which will be ably supported by an extensive awareness, screening and early detection programme. Following signing of the MoU, Zhimomi said, “Today is an important day for healthcare in Nagaland. I look forward to this programme taking off as envisaged and creating much-needed services closer to patients’ homes so that cancer is no longer thought of as a terminal disease.” Tata Trusts has convened a diverse group of top oncologists from renowned institutions globally, leading cancer hospitals attached to the National Cancer Grid and international architects to design the infrastructure and services within the centres that are needed to provide screening, diagnosis and treatment of cancer. Taraporevala said, “Nagaland is amongst the

States that have the highest per capita burden of cancer in India. Through the partnership, we aim to provide the much-needed impetus by making cancer care accessible and affordable, and help in awareness and early diagnosis.” Tata Trusts has been pioneers in developing cancer care infrastructure since 1942 with the establishment of Tata Memorial Hospital, Mumbai, and the more recently established Tata Medical Centre, Kolkata, in 2011. Partnering with various State governments, the Trusts has been working to set up a comprehensive cancer care network. Tata Trusts had recently partnered with the Government of Assam to operationalise the Assam Cancer Care Foundation by laying foundation stones of 19 upcoming modern cancer care facilities.

KOHIMA, AUG 8 (NPN): After a daylong thorough verification of Inner Line Permit (ILP) at the office of Angami Students’ Union (ASU), Naga Students’ Federation (NSF) said the government mechanism had failed to check influx of illegal immigrants into Nagaland.NSF and ASU jointly conducted massive verification of ILP here on Wednesday to segregate genuine Indian citizens from illegal immigrants. Addressing media persons at ASU office later in the evening, NSF president Christopher Kesosul Ltu said the exercise was part of the first phase of initiative to prevent influx of illegal immigrants into Nagaland. from Dimapur for not having documents.He asserted that even with expired ILP, the defaulters continued to stay in Nagaland without any obstacle since there was no mechanism to check validity of their ILPs. Ltu insisted that the district administration should not only issue ILPs, but also introduce a mechanism to check their validity. He said even Aadhaar cards, which was supposed to be the most genuine document for identification, were manipu-

lated as some non-locals possessed the cards that did not belong to them. Stating that the defaulters would be handed over to the police and district administration, he regretted that names written on the ILPs were found to erroneous when compared with the documents issued by local panchayats, pointing out that such clerical errors made by the administration only showed lack of seriousness while entering records.
