KOHIMA, AUG 28 (NPN): Union Ministry of Food Processing Industries (MoFPI) will work closely with entrepreneurs of Nagaland and help in establishing food processing industry the State, ensuring that it becomes commercialised, viable and creates employment. This was stated by Dr Rakesh Sarwal, additional secretary in MoFPI during a workshop on Pradhan Mantri Kisan Sampada Yojna (PMKSY) at State Capital Convention Centre here on Wednesday. GHS Anatongre students protest non-availability of teachers
D I M A P U R , AU G 2 8 (NPN): To protest against non-availability of science and mathematics teachers at Government High School (GHS) Anatongre, the students of Class 9 and 10 have stopped attending classes for the past few days. In a joint representation addressed to the principal director, school education, the Anatongre Students’ Union (ASU) president Sutsuthong K, village council chairman Tsulimthong and village education committee chairman Musumong sought the intervention of the responsible authority and demanded immediate deployment of science and mathematics teachers. The signatories stated that the despite of numerous demands since the start of academic session, the department was yet to deploy the required teachers. They also said that despite encouraging the students to be patient and wait for the subject teachers to arrive, their patience of students and community has run out. Therefore, the ASU, VCC and VEC have urged the department to intervene and resolve the issue so the students return to attend their classes.

According to him, Nagaland had the potential to compete globally in the food processing industry as raw materials were available locally. Referring to PMKSY that was launched in 2017, Sarwal explained that 50% subsidy was provided to the entrepreneurs under the scheme. For instance, for a project worth Rs 1 crore, Rs 50 lakh would be provided by MoFPI as subsidy, Rs 40 lakh would be financed by bankers and Rs10 lakh would have to be invested by the entrepreneur. Thus any entrepreneur, farmers producer organisation (FPO), NGO or government entity with the ability to shell out Rs 10 lakh and having good business idea was welcome to establish a food processing industry, he added. Further, he encour-
aged entrepreneurs to set up cold storages from farms to the markets, for which 50% subsidy would be provided, while cold storage having processing facility would get 75% subsidy. Besides one lab already setup in the state under H&FW department, Sarwal said the government could establish more laboratories as there was 100% assistance available. He also urged the State government to establish training centres in district headquarters for capacitybuilding of prospective entrepreneurs, for which ITIs or any private entity can apply for support as 50% funding was available under MoFPI for building infrastructure of such centres. In his address, chief secretary Temjen Toy said 70% of the State’s total population depended on agriculture for livelihood, though agriculture practised in Nagaland was conservative and traditional in nature that required urgent attention for increasing productivity. He pointed out that taking their produce from farms to markets was the major challenge for the farmers as market linkages and cold
storage were absent, while ignorance where to sell the produce also acted as another hurdle. He said though many studies were conducted by the academia and State government, a proper solution to the problem still appeared elusive. He added that the farmers too needed to add value. Citing instances of Naga King Chilli, ginger and other spices, vegetables, coffee, etc, Toy observed that Nagaland had the potential of not only becoming a major producing State in the country, but also could compete globally. Highlighting the hardships faced by the State in following the funding pattern for such projects, he hoped the funding would not be in the ratio of 50:50, but 100% or at least in the ratio of 90:10 to implement any Central scheme. In his brief introduction, Federation of Industry & Commerce for North East Region (FINER) president Pabitra Buragohain sought views of 10 to 15 entrepreneurs of the State, besides becoming members of the federation so that a local unit could be set up in Nagaland.

The house also resolved to approach NSCN (I-M), NNPGs and Governor & Interlocutor, RN Ravi to share the contents of the negotiations for information and in order to dispel unwanted suspicion. However, the house decided to meet the groups only after a meeting with ENPO tribes. Further, the house also agreed to hold a meeting with ENPO tribes on August 31 at Acacia hotel, Dimapur.

NEW DELHI, AUG 28 (AGENCIES): In only the second instance of providing funds for a gas pipeline, the government is considering shelling out about Rs 5,400 crore in viability gap funding for a proposed Northeast gas grid, officials said. The 1,656-km NorthEast Natural Gas Pipeline Grid will connect Guwahati in Assam to major cities in the region such as Itanagar, Dimapur, Kohima, Imphal, Aizwal, Agartala, Shillong, Silchar, Gangtok, and Numaligarh. However, in the absence of anchor customers, the Rs 9,000 crore pipeline is not economically viable. “A viability gap funding of 60 per cent of the project cost has been sought,” an official. The oil ministry is supporting the proposal and it is likely to be considered by the Cabinet soon, he said. The Northeast pipeline grid is to be implemented by Indradhanush Gas Grid, a joint venture of state-owned GAIL India,
Indian Oil Corp (IOC), Oil and Natural Gas Corp (ONGC), Oil India Ltd (OIL) and Numaligarh Refinery Ltd (NRL). The consortium has pitched for a 60 per cent funding support from the government and would raise the rest via equity and debt, the official said. Without the government support, the pipeline would not be viable. This is a second time that a gas pipeline project in the country would be funded by the government. In 2016, the government provided a capital grant of Rs 5,176 crore, or 40 per cent of the project cost, of the 2,655-km Jagdishpur-Haldia and Bokaro-Dhamra (JHBDPL) gas pipeline project, which GAIL is currently executing. GAIL is also laying a 750-km line from Barauni to Guwahati as part of the Rs 12,940 crore JHBDPL project, which is also known as the ‘Pradhan Mantri Urja Ganga’ project. The adviser said the venue for Hornbill music festival would be Dimapur like last year, while there would be concerts in multiple venues like hotels, cafes, halls, etc, in Kohima for which a brochure containing all details of venues, timings, artistes, etc, would be shared later.

Meru also announced that the first ever Nagaland Choir Olympics would be organised by TaFMA to encourage choral music in the State. He said choral auditions would be held across the State’s 11 districts on September 27, while the grand finale would be held on October 23 at Kohima. Stating that choir groups with 16 to 20 members would be allowed to participate in the competition, he added that more auditions would take place after the finale as efforts would be made to help the choir group represent Nagaland at the 11th World Choir Games to be held in Belgium from July 5 to 15, 2020.

NEW DELHI, AUG 28 (PTI): Lok Sabha speaker Om Birla on Wednesday announced that a committee of speakers of state assemblies will be formed to frame “code of conduct” for members of legislative assemblies and councils to make them more efficient and reduce adjournments. Birla chaired a meeting of the presiding officers of legislatures attended by more than 30 speakers of state assemblies and chairpersons of legislative councils. Addressing the media about the meeting, Birla said it was very fruitful and all presiding officers agreed that there is need to frame rules for improving the efficiency of state legislatures. The participants unanimously decided that for the smooth conduct of proceedings and fruitful session with less adjournments, a code of conduct for the legislators was needed. “A committee of state assembly speakers will be formed which will hold deliberations with speakers all state legislative assemblies and chairpersons of state legislative councils. It will give its report in November and a final decision will be taken thereafter,” Birla said.

NSCN (R) reiterated its stance that it would take action upon any NSCN (R) members, irrespective of ‘rank, files or status’ according to the ‘National Ahza and party discipline.’ NSCN(R) affirmed that it would neither condone nor abet crime or criminals. The official said oil companies will not be able to execute the Northeast grid project without the viability gap funding. The project is critical towards implementing the government’s Hydrocarbon Vision 2030 for Northeast. The Vision envisages the development of the region by leveraging its hydrocarbon potential, enhancing access to clean fuel and accelerating the growth. This is a part of a broader goal of the government to raise the share of natural gas in the country’s energy mix to 15 per cent by 2030 from current 6.2 per cent. The government has envisaged developing the National Gas Grid. At present, about 16,788 km natural gas pipeline is operational and about 14,239 km gas pipelines are being developed to increase the availability of natural gas across the country.
DTP to effect new traffic regulation D I M A P U R , AU G 2 8 (NPN): Dimapur traffic police (DTP) have declared the newly constructed concrete stretch road from Zion Hospital Junction to Purana Bazar SBI Branch as “No Parking Zone” with effect from September 2, 2019. In a press note, Dimapur police PRO said that single lane parking would, however, be allowed on the unconstructed side of road. Informing that the arrangement was done for smooth flow of traffic and for public convenience, DTP has requested all to abide by the new regulation.
Norms for idol immersion
D I M A P U R , AU G 2 8 (NPN): As per the Central Pollution Control Board (CPCB) directives, the Dimapur Municipal Council (DMC) has directed all responsible stakeholders to effectively follow its guidelines for idol immersion. In a notification, DMC administrator Moa Sangtam directed use of eco-friendly idols with herbal colours or biodegradable chemical dyes and immersion of idols only at designated idol immersion spots. Among others, DMC has also prohibited burning of solid waste at the idols immersion areas. DMC has expressed concern that water quality has deteriorated due to idol immersion during celebration of Ganesh Chaturthi and Durga Puja during the month of September & October every year.
