Delimitation panel orders freeze on new admin units MEDICAL EMERGENCIES EXEMPTED; PHARMACIES SHUT FROM 6 A.M. TO 6 P.M. NEW DELHI, AUG 25 D I M A P U R , AU G 2 5 (NPN): Nagaland In-service Doctors’ Association (NIDA) has called for a 24-hour total shutdown of all medical services from 6 a.m. of August 26 till 6 a.m. of August 27, throughout the state. However, medical emergency services will be functional. Speaking to Nagaland Post over phone, NIDA president Dr. Ritu Thurr said that the shutdown has been called to show solidarity and in protest against the “repeated assault on health providers by erring police personnel”, the latest being the alleged assault on Dr. Atoka Wotsa on August 21. Thurr said that this was the third such incident against medical personnel. Meanwhile, it was learnt that the IRB personnel had also filed an FIR against Dr. Atoka Wotsa at West Police station. It may be recalled that the state government had overturned the one-man inquiry set up by the DC Dimapur on August 22 when it constituted another 3-member inquiry commit-
tee to probe into the August 21 incident. The committee has been directed to submit its report within seven days of the date of issue of this notification (August 23, 2020). NEW DELHI, AUG 25 (IANS): The Supreme Court on Tuesday reserved the verdict on the quantum of sentence to be given to advocate Prashant Bhushan, convicted for contempt of court for his tweets against the judiciary. A bench comprising Justices Arun Mishra, B.R. Gavai and Krishna Murari reserved the verdict after a detailed hearing on the matter. Senior advocate Rajeev Dhavan, appearing for Bhushan, contended before the bench that the top court can say that it does not agree with Bhushan and exercise restraint while making statements in the future. Justice Mishra said, “We thank you, Dr Dhavan. Even Prashant Bhushan has shown respect in some part of his statement.” Attorney General K.K. Venugopal submitted before the bench that his suggestion would be to close the matter without punishing Bhushan. Justice Mishra observed that for how long the system would suffer this. The bench noted that judges are condemned and their families are humiliated. “They cannot even speak,” noted the bench.

The order says the freeze is effective from June 15, a senior officer aware of the development said. An administrative unit may include a district or a tehsil. The commission is carrying out delimitation exercise and if a new administrative unit is created then it also will have to be made part of a constituency. For every new such unit created, the commission will have to go back to the drawing board. To avoid that, the freeze has been ordered, explained the officer. The Commission headed by former Supreme Court judge Justice Ranjana Desai (retd) was set up in March.

LLP 2020 was conducted as proper and quality data was the prerequisite for proper planning at different levels. Acknowledging the service rendered by officials and staff of the village level development indicator (VLDI) section despite the challenges of COVID-19 pandemic, Ovung exuded confidence that the report would be useful to the administrators, planners, research scholars, stakeholders and general public at large. He urged officials and staff of the department and statisticians to devote time to provide reliable statistics
Minister H&TE responds to CSOs demand D I M A P U R , AU G 2 5 (NPN): Higher & Technical Education and Tribal Affairs minister, Temjen Imna Along, who is minister in-charge of Peren district for COVID-19, has said that though the concerns of the Civil Society Organisations (CSOs) were understandable yet incorrect and not based on facts as the matter has been blown out of proportion. Responding to the demand by the CSOs for his removal as minister incharge COVID-19 for Peren district, Along in a rejoinder said it was unreasonable to blame him for the incident when a COVID-19 positive person was sent to Peren along with 16 returnees tested negative. Along recalled that the H&FW department had clarified that two persons, one positive and one negative, having the same name got mixed up and for which he need not clarify further.
He however expressed the wish that insinuations and aspersions be not cast on any particular person as it was not easy to distinguish between the two returnees having same name, same gender and from the same district. Along also said that even though he could not travel to Peren on a daily basis, he visited Tening and Jalukie community health centres (CHCs) on April 9 and again visited the district on May 21 . In the latter date, Along said he held a coordination meeting with leader of opposition TR Zeliang, adviser Namri Nchang, Peren District Task Force (DTF), department officials and representatives of CSOs and church bodies of the district. He also said after initiating upgrade of Tening health centre and Peren district hospital he visited the district again on May 30. (Cont’d on p-5)
We did not challenge leadership: Cong’s ‘Group of 23’ Met NPGs, Naga bodies to NEW DELHI, AUG 25 (PTI): A day after being dissed at a stormy Congress Working Committee meeting over their letter seeking urgent organisational reforms, several members of the ‘group of 23’ said on Tuesday they are “not dissenters” but “proponents of revival”. Many of them also backed Sonia Gandhi remaining at the helm. The letter was not a challenge to the leadership but a parchment of action to strengthen the party, Congress MP Vivek Tankha said. Former Union minister Mukul Wasnik said those who saw the letter as an “offence” will also soon realise that the issues raised are worth consideration. Senior Congress leader M Veerappa Moily said it is an “admitted fact” that the organisation is not in a position to take forward ‘the Congress philosophy
and protect democracy’. He also asserted that Sonia Gandhi’s leadership is always required. The former union minister further said the intention of the letter was to keep the party ready for the 2024 Lok Sabha polls as also for assembly and local bodies elections in the country. Senior Congress leader Kapil Sibal, another signatory to the letter, posted a cryptic tweet, saying: “It’s not about a post. It’s about my country which matters most.” Tankha took to Twitter to address the controversy surrounding their letter which led to a high drama at the CWC meet where many leaders, including former party chief Rahul Gandhi, lashed out at the letter writers. The CWC unanimously urged Sonia Gandhi to continue as its interim chief
till an AICC session can be convened to start the process of electing a full-time president and authorised her to effect necessary organisational changes to deal with the challenges facing the party. “Friends, we are not dissenters but proponents of revival. The letter was not a challenge to leadership but a parchment of action to strengthen the party. Universally, truth is best defence whether it be Court or Public Affairs. History acknowledges the brave & not the timid (sic),” Tankha said in a tweet. Replying to Tankha, Wasnik tweeted, “Well said. Sooner than later those who saw the letter as an offence will also realise that the issues raised are worth consideration.” Senior party leader Anand Sharma also tagged Tankha’s tweet and said,
“The letter was written with the best interest of the party in our hearts and conveying shared concerns over the present environment in the country and sustained assault on the foundational values of the constitution.” Another Congress leader, belonging to the group which wrote the letter, said they were satisfied with the outcome of the CWC meet. Some leaders who signed the letter were present at the CWC meeting and agreed to the proposals, said the leader, who wished not to be named. Many members from the ‘group of 23’ refused to comment on the matter officially, while some of them referred to the CWC resolution for the innerparty issues being raised only within the party and not in media or public fora “in the interest of propriety and discipline”.
to the government as wrong statistics would be very dangerous. Presenting a brief report on the survey, joint director of economics & statistics Neidilhou Angami explained that the main objective of the survey was to collect data on basic amenities available in all the 1,238 villages under 74 rural development (RD) blocks in 11 districts that have been recognised and registered under the rural development department for inclusive system of planning in the State. In the course of the survey, he said it was found out that Dikoi village under Chümukedima block in Dimapur district was placed under suspension, hence 1,237 villages were sur(Cont’d on p-5) veyed.
appeal for consensus: ENPO
D I M A P U R , AU G 2 5 (NPN): Eastern Naga People’s Organisation (ENPO) said it met all Naga tribal bodies, including United Naga Council (Manipur), Tirap Changlang Longding Public Forum (Arunachal) and Nagas of Assam, on different dates to make an appeal in one voice for an overall political consensus amongst the fragmented Naga political groups for an acceptable and lasting unified political solution. Having submitted an appeal letter to both NSCN (I-M) and NNPGs, ENPO clarified that its initiative should not be construed otherwise by any Naga political group, stressing that threat, intimidation and blame game would only create further division and misunderstanding. Realising the urgent
need for the Nagas as a whole to unite in the interest of peaceful and lasting Naga political solution, ENPO explained that it had met NSCN (I-M) president and NNPGs convener on April 13 and 19 respectively and submitted a written appeal urging both groups to come together to have the final agreement acceptable to all and in the best possible interest of the Nagas. Therefore, with all good intention and without favouring any particular group engaged in the peace talks with Government of India (GoI), ENPO said it continued to pray and appealed to both GoI and different Naga political groups to deliver the final agreement at the earliest acceptable to all and in the best interest of the people.
Peren issue resolved on Aug 9, says NZPO
Nagaland Zeliang People’s Organisation (NZPO) said the controversy arising out over sending of COVID19 positive patient along with negative returnees to Peren was amicably resolved on August 9. In a release, NZPO president Kevipele Iheilung said during the initial stage of residents of Nagaland returning from other parts of the country, there was some misunderstanding between the Peren district administration and the JAC for COVID-19, which consists of 18 social organisations, including various churches. He said this happened due to some communication gap between the general administration and the medical department and primarily mainly due to the callous attitude by the two doctors, who were ultimately transferred out from the district. RSU reiterates demand for govt college at Tseminyu D I M A P U R , AU G 2 5 (NPN): Reiterating its demand for setting up a government college at Tseminyu, the Rengma Students’ Union (RSU) has that the demand still remains to be fulfilled “due to weak political will of the time” despite several efforts made in the past by the then Governor of Nagaland, PB Acharya and the state government. In a press release, RSU president Heiko Kent and general secretary Kegwalo Magh have, however, expressed optimism on the outcome of its recent meeting with Minister Higher & Technical Education and Tribal Affairs on August 24, 2020.
