Historic SC ruling on right to privacy

NEW DELHI, AUG 24 (AGENCIES): In a historical ruling, the Supreme Court on Thursday held that the ‘right to privacy’ is protected as an intrinsic part of the right to life and personal liberty under Article 21 and is a part of the fundamental freedoms guaranteed by the constitution. A nine-judge bench comprising Chief Justice J.S. Khehar, J. Chelameswar, S.A. Bobde, R.K. Agrawal, Rohinton Nariman, A.M. Sapre, Sanjay Kishan Kaul, D.Y. Chandrachud and Abdul Nazeer in a 547-page verdict overruled the decisions in the 1954 M.P. Sharma case and 1963 Kharak Singh case. The issue of privacy arose in light of the Centre pushing its agenda of making the Aadhaar card, with biometric, iris and other information, mandatory for availing several services, including for banking transactions and for the filing of income tax returns. NEET issue: HASSU threatens NH-29 bandh D I M A P U R , AU G 2 4 (NPN): Reiterating its demand for cancellation of the names of three candidates from the merit list of the recently conducted NEET exam, Highway Area Sumi Students’ Union (HASSU) has threatened that state government’s failure to come up with logical conclusion would force the union to impose indefinite bandh within its jurisdiction (NH-29). In a press note, HASSU president, Kughato Achumi, and education & statistical secretary, Nikaho K Kiba, stated that despite repeated appeals, the government was reluctant to cancel the names of the three candidates hailing from Manipur-- R. Jackson Chawang, N Mathiuniung Flory and K Leah. This “clearly depicts the intense corruption and manipulation going on in the concern departments and on the part of state government,” it added.

RBI to issue `200 notes today

M U M BA I , AU G 2 4 (IANS): The new Rs 200 notes will be in circulation from Friday, the Reserve Bank of India (RBI) announced on Thursday. The Rs 200 denomination banknote in the Mahatma Gandhi (New) series will bear the signature of RBI Governor Urjit R. Patel and will be initially issued by select RBI offices and some banks. It has the motif of the Sanchi Stupa on the reverse while its base colour is bright yellow. The note has other designs and geometric patterns aligning with the overall colour scheme, both at the obverse and reverse. The

move is aimed at increasing the circulation of smaller denomination notes. The RBI said the introduction of new denomination and design is done keeping in mind factors like ease of transactions, replacement of soiled banknotes, inflation and the need to check counterfeiting. Noting that the optimal system of denominations of currency is one that minimises their number “and concurrently increase the probability of proffering exact change”, RBI said that “in the lower end of the denomination series, Rs 200 is the missing one.”

He was also posted as PRO, Raj Bhavan and Nodal Officer, Chief Minister’s Office, shouldering both assignments very capably, I&PR stated. Condolences: Nagaland Governor, P.B. The Unique Identification Authority of India (UIDAI), which was set up in 2009 by the previous Congress-led UPA government, has issued Aadhaar numbers to 1.17 billion people after collecting their biometric details. The UIDAI was set up without legal backing and later Aadhaar was made mandatory by the NDA government for delivering most welfare benefits. “The Supreme Court has affirmed what the government had said in Parliament (that privacy was a fundamental right but not an absolute right) while moving the Aadhaar Bill. Privacy should be a fundamental right subject to reasonable restrictions,” Union Law Minister Ravi Shankar Prasad said. However, the government had argued differently before the ninejudge constitutional bench. Prasad skirted questions related to the effect of the judgment on government schemes that were being rolled out on Aadhaar platform and various related issues such as the criminalising of homosexuality and the collection of data by private and government agencies.

ACAUT questions CM, Finance deptt for withholding RTI info D I M A P U R , AU G 2 4 (NPN): ACAUT Nagaland has expressed shock and dismay with the chief minister and Finance department (FD) for failing to furnish details of the additional fund allocation during 201617 and funds released to flagship programmes during 2016-17 even after it had filed an RTI on April 6, 2017. ACAUT through its media cell stated that the Finance department had so far denied the RTI information. When ACAUT team met OSD, Finance department to inquire as to why the RTI information was not being furnished, the media cell said “the OSD very honestly revealed that the RTI was with T.R. Zeliang, then Finance in-charge for review.” In this regard, ACAUT said it had filed a complaint with the Appellate Authority (Finance Commissioner) on June 8, 2017. However, even after one month, the Finance commissioner failed to respond. Once again, ACAUT said that the OSD expressed his helplessness and informed

that “the RTI file was still with T.R. Zeliang, and that there was nothing he could do about it.” ACAUT Nagaland demanded to know from chief minister T.R. Zeliang as to why he was withholding the information? What was there in the FD that he was trying to hide? Was he trying to hide all the double withdrawals? ACAUT has therefore demanded that the chief minister immediately release the RTI information and clear his name. Further, ACAUT also asked the CM and Finance department to furnish the following details-1. Copy of all the drawal authority orders issued by the FD with respect to all the departments w.e.f. 1st April 2016 to March 2017. 2. Additional Funds allotted during 2016-17 with relevant documents-- a. names of the departments, b. name of the project proposals, c. total amount project and department-wise 3. Funds released to flagship programmes during 2016-17—a. name of the department, b. amount of

Central share and c. amount of state share both current and backlog. It also sought copy each of the budget document (2016 and 2017).

Questions R&B deptt

In a separate statement, ACAUT has questioned the Roads & Bridges department for contradicting its claims over funds allocation, Referring to the May 21, 2016 reports published in section of the media, AUCAT said R&B at a press conference had pointed out that one of the factors responsible for the bad road conditions in the state was due to change in funding pattern and due to which the department’s fund for maintenance had come down to just Rs. 40 crore since 2015. However, ACAUT said the Finance department drawal authority had shown that just two months prior to the press statement, R&B-on March 7 and March 16, 2016 had made two drawals of Rs 3242.50 and Rs. 2 crore, totalling to an amount of Rs.52.42 crore for maintenance for roads under various divisions. CSUTT holds peaceful rally in Tuensang D I M A P U R , AU G 2 4 (NPN): To protest against the failure of the state government and the department of health & family welfare to address its charter of demands, the Chang Students Union Tuensang Town (CSUTT) organized a “peaceful rally” on August 23, 2017 at Tuensang town. In a press release, CSUTT president, Bhukyim Chang, stated that the rally was attended by Chang Khulie Satshang, Changsao Thangjam Satshang, Tuensang Village Citizen Union, Confederation of Chang Students Union, All Ward Union, students from GHSS Tuensang and mass public. NE has 63,000 people living with HIV CM reviews status of roads in Nagaland SHILLONG, AUG 24 (AGENCIES): Out of the total 21.17 lakh people living with HIV in the country, the North Eastern region has around 63,000 people living with HIV. This is according to the data presented by the National AIDS Control Organisation (NACO) during the North East Regional Review meeting which was held at the State Convention Centre here. As per the data of NACO, around 6.54 percent out of the 21.17 lakh people belong to age group of below 15 years even as the HIV infections among female is around 40.5 percent. As per the data, adult HIV prevalence is estimated at at 0.30 percent among males and at 0.22 percent among females in 2015. The three North Eastern States has the highest estimated adult HIV prevalence with Manipur has the highest HIV prevalence of 1.15 percent

Even though the technical report of the the India HIV Estimations 2015 revealed there is a steady decline from an estimated peak of 0.38 percent in 2001-03 through 0.34 percent in 2007 and 0.28 percent in 2012 to 0.26 percent in 2015. Declining trends in adult HIV prevalence are sustained in all of the high prevalence States which in-

clude Andhra Pradesh & Telangana, Karnataka, Maharashtra, Manipur, Nagaland and Tamil Nadu) and other States such as Goa, Odisha and West Bengal. It was revealed that the stable adult HIV prevalence has been noted in States such as Bihar, Chhattisgarh, Gujarat, Mizoram, Rajasthan and Uttar Pradesh. However, rising trends in adult HIV prevalence has been observed in some of the hitherto relatively low

prevalence states and union territories like Assam, Chandigarh, Delhi, Jharkhand, Punjab, Tripura and Uttarakhand. The data of the India HIV Estimations 2015, states that the country has around 86 thousand new HIV infections in 2015, showing 66 percent decline in new infections from 2000 and 32 percent decline from 2007-the year set as baseline in the National AIDS Control Programme-IV. Meanwhile, in his inaugural address, Additional Secretary, Ministry of Health and Director General, NACO, Sanjeeva Kumar, said that there is a silver lining with regards to HIV in the north east since the civil society in the region is strong. “This part of the country has strong sense of community therefore there is a need to leverage the schemes to get maximum result from the community,” Kumar said.

D I M A P U R , AU G 2 4 (NPN): As a follow-up to suggestions and feedback received online concerning the deteriorating road conditions in the state, the state chief minister, TR Zeliang, on Thursday convened an emergency meeting at his residential office to oversee the status of road maintenance and renovation in the state. According to CMO media cell, the state government was “all revved up” to streamline the working system for infrastructure development, transparency and good governance. In this connection, a seminar was slated to be held during which government departments like PWD (Road & Bridges), National Highway, Nagaland State Disaster Management Agency, National Highways & Infrastructure Development Corporation Limited, Border Roads Organisation etc would high-

The chief minister has reportedly asked government officials to take up individual responsibility and identify road development works while categorizing them into completed and ongoing projects. CMO said the chief minister announced that “the purpose of organizing the seminar is to bring to the knowledge of the general public, which implementing agency is responsible for which road, and also to identify the number of roads under respective implementing agency during which various civil societies, tribal hohos and NGOs will also be invited.” The chief minister, who officially joined social media platforms on August 21, 2017, said the problem with road connectivity was the one issue mostly raised by the public on social media. departments concerned with roadways were bound to make their activities public to maintain transparency. Zeliang also appealed to the citizens to be “more positive in their approach while questioning the government”. He stated that the genuine problem faced by the public will be addressed on priority basis. Further, the chief minister directed “all the nodal departments particularly related to road connectivity to fully utilize the available machinery and manpower under their respective department.” Earlier, Zeliang said that the idea of his entry into social media was focussed on good local governance with the motive to set a precedent for a new era of government-citizen engagement and to move the society towards a more transparent and collaborative future.
