D I M A P U R , AU G 2 2 (NPN): Nagaland Governor and Government of India’s Representative and Interlocutor for Naga Peace Talks, R.N. Ravi, reiterated that his sudden appointment was due to Prime Minister Narendra Modi’s desire to conclude the ongoing talk within three months and that his mission was to help Nagaland become a “normal functional state.” In an exclusive and maiden interview after being sworn-in as Nagaland Governor on August 1, Rave expressed disappointment that Nagaland government was not functioning normally and stressed that mere political resolution of the Naga issue was not enoughunless benefits reach the people. FNR affirms commitment to Naga reconciliation
D I M A P U R , AU G 2 2 (NPN): Forum for Naga Reconciliation (FNR) has affirmed its commitment to Naga Reconciliation without any bias or prejudice towards any faction. In a statement, FNR said it remained open and willing to facilitate a reconciliation meeting among the Naga political groups. Expressing concern over the recent spurt of factional violence, FNR said the hard earned “Covenant of Reconciliation”, which began the cessation of bloodshed among the Nagas, must be upheld. Night curfew along border
D I M A P U R , AU G 2 2 (NPN): Additional District Magistrate (ADM) Sivasagar, Assam has reinforced night curfew from 6pm to 6am in the 5 km belt in Assam side of Sivasagar district bordering Nagaland state with effect from August 22, 2019 for a period of 60 days. According to an official bulletin, during the period of night curfew movement of any person/group of persons/any vehicular traffics are prohibited. However, magistrate, security personnel of army/CRPF/police and civil officials deployed on duty were exempted from the purview of the prohibitory order.

to improve the situation. Referring to the ongoing talk which remained static in the last one year, Ravi likened it to a “switched on car engine in a neutral gear”. He also dismissed NSCN (I-M)’s claim that the talk has been degraded to the level of a “mere governor”. Rather he said it has been elevated to a higher level. “As a Governor of Nagaland holding certain constitutional position, I would be in a position to iron out some of the wrinkles in the Peace Process more effectively than a mere Interlocutor.”

NP: At this point of time when the Naga Talk is at final stage, your appointment as Governor of Nagaland came as a big surprise for many, especially for Nagas. What was the reason for the sudden appointment? Ravi: Since the talk is almost at the concluding stage, Prime Minister wants me to devote my full time to its earliest pos-

sible conclusion. Hence, I should live in the midst of Naga people and work full time. Besides there are a number of issues, largely related to governance; it is a public knowledge that at the functional level Nagaland government does not appear normal. Mere political resolution of the Naga issue is not enough. Its benefits must reach the people. NP: What are your priorities as the Governor of Nagaland? Ravi: To help Nagaland become a normal functional state. Currently it looks dystopian. Many Institutions of the state are not functioning the way they should. There is great
deficit of transparency, accountability and fair play in governance. Political economy of or care of insurgency is deeply entrenched. Corruption is pathological. Within limitations of a Constitutional head of state I will try my best to improve the situation. NP: What do you say when many people find a conflict between the role of a Governor of Nagaland and that of Government of India’s Interlocutor for Naga Peace Talks?. Ravi: There is no conflict or contradiction between the two roles. All of us play multiple roles in our lives, as Governor I have certain Constitutional role with respect to Nagaland state. As an Interlocutor, my mandate is to have the best possible deal for all the Nagas. An Interlocutor is a Representative of Government of India; it depends on the Prime Minister’s trust and confidence on him and her. Having conducted the Peace Process for last five years my coming over to Nagaland is to give desired positive impetus to the Peace Process
DIMAPUR, AUG 22 (NPN): The Core Committee on Rationalisation of Reser vation Policy (CCoRoRP) has suggested redefining the reservation policy based on the “situational realities” of the state and submitted sixpoint charter for review of reservation policy to the government-constituted Review Committee on Job Reservation Policy in the state of Nagaland. CCoRoRP comprising five tribal student bodies – All Sumi Students’ Union (SKK), Angami Students’ Union (ASU), Ao Students’ Conference (AKM), Lotha Students’ Union (LSU) and Rengma Students’ Union (RSU) – was formed in the year 2016 to study and address on the existing Reservation Policy in the State. In a representation addressed to the chairperson of Review Committee on Job Reservation Policy, the CCoRoRP convenor N Ejanthung Ngullie and secretary Zakie Khate asserted that the Nagaland Reservation Policy (NRP), (Cont’d on p-7) which was introduced on

In fact in many sense it is an elevation to a higher level. As an Interlocutor I am carrying forward the Peace Process with respect to all the Nagas, even those beyond the Nagaland state. It is a fact that the Naga Peace Process covers all the Nagas. As a Governor of Nagaland holding certain constitutional position, I would be in a position to iron out some of the wrinkles in the Peace Process more effectively than a mere Interlocutor. I will be a force for the good of the Naga people. I am surprised that some people see my appointment with a tunnel vision and preconceived notions.
January 11, 1977 as a good law aimed at alleviating the ‘educated and economically backward section of the Naga society’, has now been implemented for more than four decades with little or no modifications by the Nagaland government. CCoRoRP stated that NRP had been enacted with good intentions and it surely has benefitted the target section in the Naga society. However, the core committee maintained that even after more than forty years, the NRP was once again put forth among the Naga students for debate. CCoRoRP, therefore, stated that a systematic and pragmatic approach to the issue was needed because it encompassed every aspect of the Naga society from the highest to the lowest, from the most urban to the most rural society. It suggested that a thorough systematic and academic study on how the Reservation Policy was contributing to the targeted people and areas in Nagaland should be under-
taken at the earliest. “This can be done in an unbiased manner by the government in collaboration with various agencies/ tribal apex bodies for systematic collection of the actual data and further policy formulation by the government,” it stated. Besides, CCoRoRP also submitted six-point charter, which included implementation of ‘creamy layer’ policy on reservation, pocket wise reservation, equal criteria on educational qualification for all jobs, category options for all competitive exams, cut off mark on reservation quota and time framed review of reservation policy. Affirming that it was not against genuine reservation, the core committee, however, stated that it needed to be streamlined. CCoRoRP said that reservation policy should benefit those intended people all over Nagaland and once it has served its purpose there should be a time when the Nagaland Legislative Assembly should declare that the reservation policy was done with.
DRDA employees to begin Chidambaram sent NCD urges NPGs to restrain themselves pen-down strike from today to 4 days CBI custody Correspondent
KOHIMA, AUG 22 (NPN): Employees of District Rural Development Agencies (DRDA) in 11 districts of the State will go ahead with their scheduled pendown strike from Friday in protest against non-payment of their salary for several months. DRDA project directors (PDs) had a meeting with rural development (RD) minister Metsubo Jamir and other senior officials of the department on Thursday, but the PDs later declared that they were not satisfied with the meeting’s outcome as they were given only verbal assurance, adding they would go ahead with the agitation. Sources in the RD department confirmed that a coordination meeting was held between the minister and the PDS in the presence of RD principal secretary and secretary & commissioner (MGNREGA) and director at the conference hall of the RD directorate here on Thursday. During the meeting, Jamir is
said to have apprised the gathering about the initiatives and actions taken by the department in its effort to resolve the issue. He is travelling to New Delhi next week to apprise and seek support from the Union RD ministry for the State. The minister claimed that the process of releasing part salary of DRDA employees had been initiated and that the file was with the government now. Restructuring of DRDA and redeployment of employees were other subjects discussed at the meeting, sources added. While appreciating the gesture of the minister and officials in taking up the matter seriously, sources said the PDs reiterated their core demand for release of salary and declared that their stir would till their bona fide demand was met. In their earlier phase of agitation, the DRDA employees had worn black arm bands and hosted black flags in their respective district offices. The pen-down strike that will begin on Friday will continue till August 30.
NEW DELHI, AUG 22 (IANS): A special CBI court here on Thursday granted the probe agency four days of custody of former Union Minister P. Chidambaram for questioning in the INX Media case. Special Judge Ajay Kumar Kuhar announced the order after reserving it for some time following the custodial hearing. The court also said that Chidambaram’s family members and his counsel would be at liberty to meet him at a time feasible to both sides. Appearing for the CBI, Solicitor General Tushar Mehta sought custody of the senior Congress leader as he was brought to the Rouse Avenue court under heavy security from the CBI headquarters where he had taken after his arrest on Wednesday night. The prosecution said the investigation has revealed that a payment of $5 million US was made by INX Media case co-accused Indrani Mukherjea. But interestingly, Chidambaram denied being asked this question by CBI. The prosecution argued that when he was shown the said document, Chidambaram remained silent and evasive, and stressed on the need to confront him further with more documents. Citing the Delhi High Court order that denied Chidambaram anticipatory bail and called him “kingpin”, Mehta also gave the case diary to the court for perusal to make a strong case for getting Chidambaram’s custody.
People keen for an early solution: NPCC DIMAPUR, AUG 22 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie called on governor RN Ravi at Raj Bhavan in Kohima on Wednesday afternoon. And in the meeting that lasted about 45 minutes, Therie welcomed Ravi to Nagaland with the added responsibility as governor. Reacting to the governor’s recent statement that Prime Minister Narendra Modi was keen on concluding the negotiations within three months, the NPCC president said the people were equally keen for an early solution. Drawing strength from past history on the role of Congress and its erstwhile founding fathers on Statehood and the role of late Prime Minister Rajiv Gandhi in enabling the present peace and negotiations by assuring talks without pre-conditions 28 years back
on May 19, 1991 at DDSC ground, Therie expressed satisfaction that peace had dawned in Nagaland and “we are nearing final settlement that has been awaited for decades”. Admitting the difficulties and realities of negotiations, he also stressed that 22 years of negotiations without solution was unreasonable. Elaborating on the difficulties in negotiations due to the issues of sovereignty and integration, he said Nagas had lost many lives, wealth, health and opportunities. Mentioning that what was giveable by Indian Parliament was equally important to what was desired by the Nagas, Therie emphasised that the solution to the vexed Naga issue lay within the framework of better political structures, resettlement and both long and short-term economic
packages while respecting the genuine sentiments of the people. Urging the governor to proclaim solution of the Naga problem, Therie assured support of the entire rank and file of Congress in this regard. He also requested Ravi to help youth pursuing professional courses obtain bank loans for their studies as enjoyed by students in rest of the country. He expressed happiness on the governor’s assurance to take up the issue. Therie further expressed happiness at the governor giving him a patient hearing and assuring him of an early solution. Ravi told Therie that “hearings” were over and that he was waiting to hear from the Naga national workers after their consultations. He also hoped that three-month timeframe was realistic. This was stated in a press release by communications department of NPCC.
D I M A P U R , AU G 2 2 (NPN): Condemning the recent killing and standoff between factions in and around Dimapur, Naga Council, Dimapur (NCD) has urged the warring factions to restrain themselves. Mentioning that peace
was under threat due to organised crimes and killings, NCD, a conglomeration of 19 tribes, said it totally condemned and abhorred the gun culture that was now spreading in Dimapur area. In a statement, NCD general secretary Thsapong-
kyu Sangtam said, “We do not condone the gangster attitude, combat operations against each other, killing people in front of their family members and children and criminal activities in crowded public places and residential areas.” (Cont’d on p-7)
DADDU clarifies D I M A P U R , AU G 2 2 (NPN): Dimapur District Autorickshaw Drivers’ Union (DDADU) has termed as “very unfounded” the report that autorickshaw fare from Dimapur to Chumukedima was Rs. 100 and has requested the passengers facing harassment from such auto drivers to contact its head office with the auto Reg.No so necessary actions could be taken against the erring auto drivers. In a press note, DADU president Tito Yeptho has directed local auto drivers to obtain their union identity card, uniform and proper vehicle documents failing which DDADU would not be responsible for any untoward incidents. DADDU president has also warned local auto drivers that they should have all the necessary documents and uniforms if they want to earn like their non-local counterparts. (Cont’d on p-7)
