Govt committed to develop NE: Shah

NEW DELHI, AUG 19 (AGENCIES): The Centre is committed to all-round development of the North East region, Union Home Minister Amit Shah said on Monday. Shah, who laid the foundation stone of Karbi Bhavan and Dimasa Bhavan here, said development in the region had curbed terrorism. Karbi and Dimasa Bhavans, being built in Delhi’s Dwarka area at a cost of Rs 146 crore, will cater to the needs of people from Assam’s Karbi Anglong and Dima Hasao districts. People from these districts visit the national capital for various purposes, including education and healthcare. “The Narendra Modi government is committed to the all-round development of the northeast. Our government has attached unprecedented importance to the development of Assam and other northeastern states,” he said. Shah said the NDA government has been working very sincerely to facilitate equal development of all sections of people living in the northeast. Shah said the devel-

opment initiatives in the northeast have curbed terrorism and brought peace to the region. “The northeast is now well connected via roads, rail and air. This change has come due to the love and respect for northeast in the heart of our prime minister,” he said. The home minister said the practice of at least one central minister making visits to the northeastern states every 15 days has been adopted by the NDA government. of various central schemes on ground, he added. Speaking about the enhanced fund allocation for North east, Shri Shah said that there has been 258 % rise in the funds allocated for North East between 13th and 14th Finance Commissions, with amount rising from Rs 87,000 crore to Rs 3,13,375 crore. He said that the country is proud of its culture and the aim is to take forward North East while preserving its rich cultural identity, along with its development. Union Minister of

State for Development of North Eastern Region Jitendra Singh said with the foundation stone laying for the two bhavans, a task which was pending for years has been completed. He said the land for the two bhavans was transferred by Delhi Development Authority in June this year. Speaking about the initiatives taken by the Government in the last five years, the Minister said that the focus of the Prime Minister Narendra Modi, after taking charge in 2014, was to develop the hitherto neglected areas and bring them at par with other regions. Speaking on the occasion, Assam Chief Minister Sarbananda Sonowal said the “momentous occasion” symbolised the compassion and commitment of the NDA government to the welfare of the people of the northeast and the region’s faster development. “Construction of the Karbi and Dimasa Bhavans will enable people belonging to hills of Karbi Anglong and Dima Hasao along with people of the plains to stay in Delhi and do their jobs,” he said.

Petrol, diesel prices slashed D I M A P U R , AU G 1 9 (NPN): State-run oil marketing companies Monday lowered the retail prices of petrol and diesel for the second successive day across four metro cities. The retail prices of petrol were lowered by 7 paise while diesel prices were reduced by 8-9 paise. Petrol prices were cut in New Delhi by 7 paise to Rs 71.84 a litre on Monday as against Rs 71.91 on Sunday. Diesel in the national capital became cheaper by 8 paise to Rs 65.18 a litre as compared with Rs 65.26 yesterday’s price. In Dimapur, petrol was retailing at Rs. 69.87, decrease by 7 paise from Rs. 69.94 a litre on Sunday while diesel price went down to Rs.63.06 on Monday from Rs.63.13 a litre on Sunday. In the state capital, a litre of petrol and diesel was retailing at Rs. 70.39 and Rs.63.53 respectively. On Monday, International Brent crude oil futures were trading at USD 59.28 per barrel, up 64 cents, or 1.1 per cent, from their last close. The domestic fuel prices are determined broadly by the global crude oil and rupee-dollar forex rates.

Jamir maintained that Naga society currently finds itself in a state of confusion by ignoring the truthwhich has prevented them from the ability to decide on their future. The veteran Naga politician and living signatory of the 16 Point Agreement, said this while speaking as guest of honour at the 38th Foundation Day cum Day of Prayer Programme at Discipleship College, Mount Miracles in Signal Angami on Monday. He also reminded the Board of Governors, faculty and 283 students present that things have undergone a sea change from what it was 38 years ago (when DBC was founded), and urged upon them to keep abreast with the changing time by constantly reinventing and evolving. Drawing attention to the prevailing situation, he appealed to the students, faculty and college administration to “design a new Nagaland which is contemporary and made by people of integrity, honour, commitment and vision. in which the aspirations of the young generation can be met.” Dr. Jamir lamented on the people being stuck to the past and added that it was rare today to find politicians and public figures talking about the present and the future. Dr. Jamir opined that the present generation of Nagas have unwittingly replicated the ‘Tower of Babel’that symbolised confusion and the broken walls of Jericho that represented “an entire system of governance which has collapsed thereby resulting in a society which is free for all but where no one is free.” Elaborating further on the ‘Tower Babel’ and the ‘broken walls of Jericho’ Dr. Jamir said, “There are many voices but very few speak for the people. There are many authorities and governments but no governance. All of

these groups and factions are at loggerheads. They have conflicting voices and do not speak in unison.” Dr. Jamir said he had come specifically to have a discourse with the youth and deliberate on building a future which is peaceful and conducive for youngsters to progress fairly. He also lamented on how people today have begun to worship Mammon (god of money) and how corruption has become a lifestyle. He then asked the students if they had the conviction and commitment to study theology or if it is just a pass time. Also calling for an overhaul in attitude, mindset and approach, Dr. Jamir expounded on the four features of the world today: First, while living in an era of knowledge which is changing very fast and self-propelling technology is altering daily tools we need in our work life, yet people in Nagaland are talking about the past. Secondly, in a world where there is stiff competition and only those who excel will have a place in the job market, adding that one should work hard and be committed and devoted to one’s occupation. Nagas of Nagaland need a common platform: CNTC

D I M A P U R , AU G 1 9 (NPN): Central Nagaland Tribes Council (CNTC) has stated that it believed that like in other neighbouring State where Nagas have their own common platform, Nagas of Nagaland too needed a common platform. In a statement, the Central Nagaland Tribes Council media cell also asked Naga Hoho to clarify that when the latter was calling for shedding narrow tribalism, regionalism, groupism and egoism, why it was so much against a Nagaland State platform that could work hand in glove with other platforms from neighbouring States. “If Nagas truly needed to come together as one, they should also realise where they stand,” the council added. Meanwhile, CNTC has clarified that the news that appeared on Monday should read as “CNTC directs its Dimapur-based units– Ao Senso Telongjem Dimapur, Lotha Hoho Dimapur and Western Sumi Hoho – to send 10 representatives each on August 20 for the installation programme of the second Nagaland Tribes Council (NTC)”, and not as appeared.

N E W D E L H I , AU G 19 (NPN): Minister of State(I/C) for Civil Aviation, Housing & Urban Affairs, Hardeep Singh Puri, chaired a meeting via video conference on regional connectivity scheme (RCS-UDAN) with chief ministers, state chief secretaries/advisors of Assam, Meghalaya, Mizoram, Manipur, Nagaland, Arunachal Pradesh, Andaman & Nicobar Islands and Daman & Diu here today. The focus of the VC was to discuss and resolve issues concerning effective roll out of Regional Connectivity Scheme (RCSUDAN) and take stock of progress being made. D I M A P U R AU G 1 9 (NPN): The first of its kind in the state, Dimapur Municipal Council (DMC) launched the mobile road dust cleaners in Dimapur. Talking to Nagaland Post, DMC administrator

Moa Sangtam said the road dust-cleaners were much needed in Dimapur as the road/road-sides, despite being cleaned by the DMC, continue to be piled with sand particles. He said the Dimapur Municipal Council could purchase four machineries

from the amount collected from the parking fees at Nyamo Lotha Road. ‘A Better Dimapur’ team member said this was a much needed thing for Dimapur and under the initiative of Moa Sangtam, it has been made possible. Despite all the complaints against collection of parking tax along NL Road, he said, as promised Moa Sangtam had used the money for the right purpose. Another member urged the public to keep the city clean, saying “we are all responsible to ensure that our surroundings are kept clean, not only at home but wherever we go.” The road-dust cleaner machine cost around Rs. 32000. The machine is used not only to vacuum the roads, but would greatly help in controlling dust pollution and bring down the overall pollution level in area.

KO H I M A , AU G 1 9 (NPN): To obtain accurate weather data in the state, the Land Resources department (LRD) has built a prototype automatic weather station (AWS) and installed it at the directorate here. LRD joint director Albert Ngullie told Nagaland Post Monday that the AWS would mainly benefit planners and the implementing agencies that were engaged in Argi and allied sectors. Ngullie said that manual rain gauges were installed in about 30 places in the state, but that was not accurate and not reliable because of human error. He said this necessitated the department to develop the AWS, which has less human intervention and more reliable. Ngullie disclosed that AWS was expected to be officially launched towards the end of 2019. He said the department intends to install the same in all district

ZNP(N) rejects formation of interim panel D I M A P U R , AU G 1 9 (NPN): Zeliang People’s Organization (Nagaland) has rejected the formation of an interim committee, which was formed to reorganise ZPO into one unified body at consultative meeting of the two groups of ZPO at Hotel Saramati, Dimapur on August 13, 2019. In a statement, ZPO (N) president Kezen Zeliang and secretary Kerang Dumtta said the decision was taken at an emergency meeting of the executive council held at Jalukie town on Monday. headquarters, sub-divisions and RD blocks to collect accurate weather data, such as rainfall, humidity, temperature, wind speed, sunshine duration/meter etc. Ngullie said AWS works on Global System of Mobile (GMS)/EDGE/2G network and did not require internet connectivity. AWS has an inbuilt battery which gets charged from mounted solar panels that could back up the system for a week on cloudy days. The joint director said that data was collected over

a period of 24 hours and was sent to the server daily. He said the data was also saved on the onboard MicroSD card for backup purposes in yearly sub-folders with separate monthly files. According to Ngullie, AWS that was available in the market costs Rs. 2.5 lakh on delivery, but the custom built machine costs hardly Rs. 1 lakh with same functionalities. He informed that the rainfall data would be placed in public domain once it was officially launched through

the department website. Technical expert (IT) Richard Dawman, who constructed and built the machine, said the department was currently doing research and developing from the scratch. He said that for now the AWS was functioning perfectly, adding that if modification was required they would continue to work on it. With the central government focusing to solve the water scarcity issue in the country, Dawman said the department was on the task to see how much impact AWS would have on water projects. He also said AWS could be used as a benchmark tool for water project. LRD director, T Renben Lotha, said that there was a need for management of the existing resources in the state, adding that AWS was installed to understand the climatic conditions in the state to take up different activities.

All CAPF personnel to now retire at 60 yrs

NEW DELHI, AUG 19 (PTI): All personnel working in the Central Armed Police Forces (CAPFs) will now retire at a uniform age of 60 years, a government order said on Monday. The Union home ministry order, accessed by PTI, corrected the anomaly where personnel between the ranks of Constable to Commandant in four forces -- CRPF, BSF, ITBPF and SSB-- superannuated at the age of 57, rather than 60. Officers from the rank of Deputy Inspector General upto the top-most rank of Director General in these four forces retired after attaining the age of 60. However, in two other forces of the CISF and the Assam Rifles all personnel retired at the age of 60, and some officials had moved the court pointing out anomaly among the forces that function under

the uniform command of the Ministry of Home Affairs. The latest home ministry direction comes in the wake of a January order of the Delhi High Court where it had called the policy of different age of superannuation as “discriminatory and unconstitutional”, and said it created two classes in the uniformed forces. The Monday order also directed all the forces to “comply with the court order and amend provisions of rules.” It said that those who have retired (at 57 years) in between the court order and Ministry of Home Affairs directive issued on Monday will have two options -- either to join service after returning all pensionary benefits (if received) or straightaway get all pension benefits as due to them as on completion of 60 years

of service. Those personnel who had retired and approached court for clarification or were granted stay will be deemed “not superannuated” and will continue to serve till 60 years of age, it said. The court order had also noted that the Seventh Central Pay Commission, which had examined the issue, by a majority of 2:1 had favoured enhancement of the retirement age of Commandant and below ranks in the four forces, on the lines of the other two. These forces had recommended to the government that “in case retirement age is raised to 60 years, it may be explored if a system is put in place to make yearly assessment to weed out those who are not fit to continue in the force consistent with its objective.” K Y M C
