Kerala flood situation worsens, death JCPI wants entire state under BEFR Act toll reaches 357; 11 dists still on alert
DIMAPUR, AUG 18 (NPN): A recently formed body under the aegis of Nagaland Tribes Council (NTC) and styled as Joint Committee on Prevention of Illegal Immigrants (JCPI) and representing Civil Society Organizations, tribal Hohos, NGOs, and pressure groups of Nagaland, has expressed apprehension about the consequences of ongoing NRC exercise in Assam where 40 lakh people had their names deleted from the NRC. JCPI through its convenor K.Ghokheto Chopy, Co-Convenor Joel Naga and secretary Tiatemsu Longchar, pointed out that out of the 40 lakh a substantial number could eventually be declared nonIndian citizens after the ongoing exercise by the end of the current year. JCPI expressed deep concer n if those who failed to get their names in the NRC Assam, decide to seek citizenship from neighbouring states including Nagaland by taking advantage of loopholes. Assam: Indefinite stir by petroleum workers from Aug 27 GUWAHATI, AUG 18 (AGENCIES): Assam Petroleum Mazdoor Union (APMU) will go a Statewide indefinite strike from August 27 over an alleged illegal syndicate that has surfaced in the Digboi marketing terminal. According to INSIDENE report, APMU general secretary Ramen Das said the union decided to carry out this strike as it felt that the State government was ignoring the matter. He alleged that some people were illegally collecting money from oil tankers, which load oil from the Digboi terminal. These gangsters collect lakhs of rupees from these tankers every month, he added. Das said the APMU had even informed the district administration about the matter, but alleged that no action had been initiated so far and hence the decision to go on an indefinite strike till the issue was resolved.

In favour of the spontaneous response by public organisations at the meeting convened by Nagaland Tribes Council at Tourist Lodge Dimapur on August 8, 2018 and then by JPCI at De-Oriental Hotel Dimapur on August 14, 2018 it was unanimously resolved to submit a representation to the state government in order to reflect the “voice and sentiments of the stakeholders” related with the fundamental issue over influx of illegal immigrants. JPCI has urged upon the state government to create a separate cell or a separate department under home department to competently deal with strict enforcement of BEFR Act of 1873 and Foreigners Act 1946 on a daily basis. In order to achieve this, JPCI urged upon the government to boost morale of the enforcers through proper training
and reorientation with legal strategy. JPCI has urged upon the government to extend BEFR 1873 to the entire state and especially Dimapur district. It said so long as Dimapur was out of the purview of Inner Line Permit (ILP), it will continue to remain as feeder district of illegal immigrants to interior areas. The state government was urged to strengthen implementation of prevailing ILP and immediately issue operational guidelines to the enforcers such as disabling ILP holders residing in ILP zone from renewing permit after expiry without first going/moving out of the ILP zone. JCPI has insisted that ILP should differentiate between tourist, transit passenger and manual or skilled labour. The ILP should also be for limited period and those ILP holders should be allowed to do business in the state. He was 80. An official statement from The Kofi Annan Foundation was shared on Mr. Annan’s Twitter handle: “It is with immense sadness that the Annan family and the Kofi Annan Foundation
announce that Kofi Annan, former Secretary General of the United Nations and Nobel Peace Laureate, passed away peacefully on Saturday 18th August.” Annan played a central role in the creation of the Global Fund to fight AIDS, Tuberculosis and Malaria. He launched the Global Compact initiative, the world’s largest effort to promote corporate social responsibility, in 1999. “His wife Nane and their children Ama, Kojo and Nina were by his side during his last days,” said the statement on Mr. Annan’s Twitter handle. Prime Minister Narendra Modi on Saturday condoled the death of former UN Secretary General and Nobel laureate Kofi Annan and called him a conscience keeper of international peace and security.
Mizoram enforces ILP. It said Mizoram has two sets of guidelines- Temporary ILP: where tourists, visitors, labourers and business representatives are issued only 15-day entry permit while for Regular ILP, the visitor is allowed six months of stay. JCPI said Regular ILP can only be issued if there is a local guarantor but that the permit cannot be renewed beyond two times. JCPI also urged upon the state government to issue notification for Village Councils and Urban Wards/Colonies to assist state agencies to enforce BEFR Act particularly in the border and vulnerable areas and to maintain 24x7 strict vigil. It also suggested that state authorities issue notifications directing village authorities and GBs/ licensing authorities such as RTAs and Municipal / Town Councils not to issue residential certificates/ permanent resident certificate/driving license/trade license to anyone without establishing the antecedents of the applicants. In order to formulate cohesive and collective
measures for prevention of inter-State influx of illegal immigrants, the JCPI urged the state government to tie up with neighbour states. It also impressed upon the state government to establish Foreigner Tribunals under the Foreigners (Tribunals) Orders, 1964 and Foreigners Act, 1946, without which, the coverage and the legal system for effective enforcement of the laws would always be found wanting.

Dimapur District GB Association (DDGBA) has resolved to extend its “full support” to Joint Committee on Prevention of Illegal Immigrants (JCPI) during a joint meeting with eight administrative units and Lotha and Ao GB unions on August 18, 2018 at its office. THIRUVANANTHAPURAM, AUG 18 (IANS): Death toll due to rains and floods in Kerala has gone up to 357 this monsoon season, as 22 more deaths were reported on Saturday and red alert continued in 11 districts following prediction of more rains. Meanwhile, India Meteorological Department forecast on Saturday afternoon that widespread rains, with heavy rains at isolated places, is likely to continue over Kerala following low pressure area very likely to develop over northwest Bay of Bengal and the neighbourhood during the next 24 hours. Barring Thiruvananthapuram, Kollam and Kasargode, the remaining 11 districts of Kerala continued to be on red alert following prediction of more rains. The worst affected places include Aluva, Chalakudy, Chengannur, Alappuzha and Pathanamthitta, where massive rescue operations were on as scores of persons were rescued. A research has revealed that smartphone screens have three times more germs than a toilet seat. More than a third of people (35 per cent) have never cleaned their smartphones with wipes, a cleaning fluid or a similar product, according to the study done by Insurance2Go, a gadget insurance provider based in Portsmouth, England. “The average smartphone screen has been found to be more than three times dirtier than a toilet seat,” sky.com reported on Saturday, citing the findings. D I M A P U R , AU G 1 8 (NPN): Drawing attention to the issue over land encroachment in Kohima Science College, Jotsoma, the Kohima Science College Students Union (KSCSU) issued a statement to highlight the actual issue in order to avoid any misunderstanding and in the greater interest of the public. In a press note, KSCSU general secretary Vibeizotuo Tetso acknowledged that, since four decades ago, the Jotsoma Village Council (JVC) had initiated the move against illegal occupation and allotment of college land to various parties. Similarly, Tetso said that the union had urged ANCSU to take up the issue since 1990’s. In this regard, Tetso said ANCSU had officially tabled the land encroachment issue during its 2013 General Assembly, and endorsed time and again in subsequent Assembly sittings. Therefore, Tetso said

While acknowledging all concerned individuals and citizens for tirelessly working for the welfare of the student community, Tetso said there had been some doubts due to lack of communications. KSCSU hoped that the issue would be resolved through the process of peaceful dialogue mechanism. Tetso said KSCSU firmly believe in the constitutional values and the rule of law, and therefore urge all the parties concerned to amicably resolve the issue in an inclusive manner and at the earliest possible time in the greater interest of the student community. The union further urged the government to expedite the process to solve the issue in order to fulfill the vision of the college as envisioned by the founding fathers and land donors.
