SC to hear plea against AFSPA dilution on Aug 20

NEW DELHI, AUG 14 (IANS): In the midst of the BJP’s push for “One Nation, One Poll”, the Election Commission on Tuesday appeared to rule out simultaneous polls to assemblies and the Lok Sabha given the present logistics and constitutional provisions. Chief Election Commissioner O.P. Rawat said, however, the commission would continue to deliver its responsibility of conducting polls whenever the term of a state assembly comes to an end. “On the issue of One Nation, One Poll, the commission had given inputs and suggestions in 2015 itself. Logistics arrangements with reference to 100 per cent availability of voter verified paper audit trail (VVPATs) will be a constraint,” Rawat told the media. He also said if the term of some state assembly needed to be curtailed or extended then a constitutional amendment would be required. NEW DELHI, AUG 14 (IANS): Supreme Court will hear on August 20 a plea by a group of serving Army officers against the dilution of Armed Forces (Special Powers) Acts (AFSPA) that gives immunity to military personnel from prosecution for actions in disturbed and insurgencyhit areas. A bench headed by Chief Justice Dipak Misra agreed to hear the plea after advocate Aishwarya Bhati sought an early hearing. The petitioners have sought specific guidelines to protect military personnel from criminal proceedings for bona-fide actions done in the discharge of official duties in areas infested with insurgents and witnessing proxy wars against India. Drawing a distinction between routine policing and military operations in disturbed areas, they contended that absolute protection for bona-fide actions of soldiers in extraordinary situations is imperative to enable them to carry out their duties effectively and efficiently.

NEW DELHI, AUg 14 (IANS): Asserting that India was at the cusp of achieving many of its long-awaited goals, President Ram Nath Kovind on Tuesday said “contentious issues and extraneous debates” should not distract the people. In his address to the nation on the eve of 72nd Independence Day, he referred to various issues and said these may have held true 10 or 20 years ago or even earlier to some extent but “even so we are at a juncture in our history that is different from any period that we have so far experienced”. “We are at the cusp of achieving many of our long-awaited goals. Universal access to electricity, the elimination of open defecation, the elimination of homelessness, the very elimination of extreme poverty is achievable and attainable. We are at a pivotal moment. Let contentious issues and extraneous debates not distract us,” he said. Kovind said if freedom was defined in narrow politi-

cal terms, then August 15, 1947 marks a closure. “But freedom is a broader concept. It is not fixed and finite. Freedom is a constant and relentless endeavour. Even decades after 1947, each one of us can contribute in the manner of a freedom fighter. ANCSU issues one week ultimatum on state government

D I M A P U R , AU G 1 4 (NPN): All Nagaland College Students’ Union (ANCSU) on Tuesday threatened to prevent movement of all government vehicles across the state from August 20, if their demands were not fulfilled. This was disclosed in a statement by ANCSU president Katho P Awomi and general secretary Vimeyiekho Vitso who also maintained that the college students consider or accept any verbal assurances. They said even if the meeting with the chief minister was inconclusive, the students were asked to attend regular classes. ANCUS also asked the college authorities to conduct all necessary examinations and activities within this week. During such time, ANCSU urged upon the government respond to their demand and give a written assurance in order to avoid confrontation. ANCSU has warned that in case the government failed to accept its demands within a week, it will be compelled to prevent movement of government vehicle and ignoring it would be at the government’s own risk. ANCSU further called upon all college students to be prepared to take part in the agitation.

DIMAPUR, AUG 14 (NPN): Nagaland Governor, PB Acharya has appealed to all sections of Naga people, particularly tribal hohos, civil society groups, NGOs, youth and hard-working womenfolk and farmers to come forward and support the ongoing Naga peace process with a spirit of understanding, brotherhood and unity. In his Independence Day message, the governor also hoped that people’s efforts would help Nagaland in scaling new heights of development, which would contribute significantly to the progress and prosperity of the nation. Acharya expressed his appreciation and gratitude to armed forces, paramilitary forces, State police and other security agencies for their concerted efforts in securing lives and property of the people, adding “We are proud that Northeast has also contributed equally for the freedom of our country.”

NLRBA objects to paid parking on NL road DIMAPUR, AUG 14 (NPN): Nyamo Lotha Road Business Association (NLRBA) has objected to the decision of the Regional Transport Authority (RTA) Dimapur to initiate paid parking of Rs. 10 per hour for all categories of vehicles along Nyamo Lotha Road in Dimapur. In a press note, NLRBA general secretary, Khekishe Aye, pointed out that at present autorickshaws were allowed entry only for specific hours making it difficult for common people to shop at NL Road. On top of that, it said if the vehicles were charged Rs 10 per hour for parking then that would affect the business along the stretch. Further, NLRBA stated that for businessmen, who arrive early morning and park their cars until late evening, would have to pay at least Rs 120-150 per day for parking tax, which it maintained would take a toll on their daily expenses.

Congress dares PM to dissolve LS

Amid talks of simultaneous polls, the Congress has dared Prime Minister Narendra Modi to dissolve the Lok Sabha early and announce general elections along with polls in four

states where the terms of the assemblies end this year. Congress general secretary Ashok Gehlot Tuesday said postponing the upcoming state assembly elections and conducting these with Lok Sabha polls in 2019 is “not possible” under the Constitution or the law. He said elections in Mizoram, Rajasthan, Chhattisgarh and Madhya Pradesh will have to be conducted before the terms of these assemblies end. “There is only one way of holding simultaneous elections. The prime minister should dissolve the Lok Sabha and hold polls along with the four state assembly elections,” Gehlot told a press conference. Gehlot said the ‘one nation, one election’ slogan is just a gimmick to deflect attention of people from government’s failures. On the other hand, Congress legal cell head Vivek Takha said the party will move court if the government attempts to postpone upcoming state assembly elections. “This cannot be done without a constitutional amendment,” he said.

KOHIMA, AUG 14 (NPN): A massive landslide occurred on Tuesday at Kigwema village along the road connecting Zakhama and Sakhabama army camps, affecting commuters and nearby villagers, especially farmers and students. According to the villagers, the landslide started a few weeks ago but worsened on Tuesday as a result of the prevailing inclement weather, cutting off the area completely. DIMAPUR, AUG 14 (NPN): A retaining wall along NH-36A, erstwhile Dimapur-Lumding- Halflong-Silchar road, within Thahekhu village has been damaged due to incessant rain Tuesday morning. According to Thahekhu Village Council chairman, I. Khekuto Yeptho the road which also connects Dimapur -Kohima-Manipur has been completely cut-off. Yeptho said all vehicles were now being diverted through the village approach road, even though it was not viable for heavy vehicles. Dimapur city bus service from Sept D I M A P U R , AU G 1 4 (NPN): A proposal to reintroduce bus services within Dimapur City has been approved by the District Planning and Development Board (DPDB) Dimapur at its meeting in the DC’s Conference Hall on August 14. The meeting was attended by Adviser Power and chairman Dimapur DPDB Tovihoto Aye, deputy speaker NLA Zhaleo Rio and Moatoshi MLA. According to an official bulletin, the City Bus service will become operational with effect from the first week of September 2018. Tovihoto informed that initially four buses will ply between Dimapur to Chumukedima and Chumukedima to Dimapur. He said ten more buses presently under renovation will also be pressed into service. The DPDB also agreed to extend the bus services to Medzhiphema, Niuland, Doyapur etc. NST assistant general manager, Thomas informed the board that two “pink buses” will ferry only ladies from Dimapur to Kohima. Re falls to historic low

M U M BA I , AU G 1 4 (AGENCIES): Reversing all its early gains, the rupee on Tuesday collapsed to a life-time low of 70.09 against the US dollar, falling 16 paise amid fears that Turkish economic crisis could lead to a global financial meltdown. This is the biggest single day fall for the rupee in the past five years. Previously, the rupee had dropped 2.4 percent or 148 paise in a single day in August 2013. The ongoing currency turmoil in Turkey has dampened investors’ sentiments globally.

Metha affirmed to stand in protecting Naga sovereignty and independence. Commenting on the issue of integration of contiguous Naga areas, Metha remarked that “Nagas were an integrated nation even before the official proclamation of their Federal Repub-

lic on March 22, 1956”. In this connection, he said Nagas had always been “an integrated nation occupying a continuous Naga territory throughout all the aeons of human history.” Kedahge said that NNC and FGN would consider any acts of integrating Naga territory under the constitution of any foreign country as “acts of treason against the nation.” In her presidential message, NNC president Adinno Phizo said the national foundation was laid by her organisation and, with the national foundation in place, Nagas had been able to uphold “our right up to this day.” Whether others acknowledge it or not, Nagas have a unique history because they never entered into any treaty that has bound them in any legal connection to any other country, she claimed.

Earlier, Metha unfurled the Naga national flag which was followed by the anthem. The cadres were presented with awards of recognition while various cultural troupes presented folk songs and dances on the occasion. (Retd)’ Kholi, in his speech on the occasion of 72nd Independence Day, has asserted that final solution to the Naga political issue “will come as and when God is pleased with us.” Kholi’s speech was read out by NSCN (I-M) Kilo Kilonser, Hukavi Yepthomi, during the 72nd Independence Day held at Council Headquarters (CHQ) Hebron on Tuesday. Stating that Naga political struggle began with God and would be accomplished with God, NSCN (I-M) vice

president said they had done what they could in all these years of political negotiations with the Government of India, and there was not much to be done now. He, therefore, called upon the Nagas to examine their lives and see whether or not God finds reasons to be pleased with them. “Let us remind ourselves of the Gospel truth that, with God everything is possible, and that God is the answer to every problem of a believer,” he said. Reiterating that Naga history and political rights have been acknowledged and recognized by the government of India, Kholi, however, said the problem that still remained to be resolved was the danger of self-destruction. “Nagas are bound to perish together until and unless we realize that our greatest enemy is within ourselves in the form of egotism, jealousy, selfishness, hatred, self-righteousness

(Retd.)” MB Neokpao, asserted that the Naga Plebiscite of May 1951 would be the basic foundation of any political solution. Stating that the essence and spirit of Naga plebiscite was duly acknowledged by the government of India, Neokpao said “It is with this strength that we signed an Agreed position with the GOI on 17th Nov 2017.” Further, he stated that the November 17, 2017 Agreed position document bears testimony that the two entities, firmly retaining the essence of Naga plebiscite of 1951, were determined to take the “Indo-Naga” issue to a logical conclusion.
