RIIN needed for ILP in Dimapur: CS

KOHIMA, AUG 12 (NPN): In a bid to clear some confusions regarding extension of Inner Line Permit (ILP) in Dimapur district, state chief secretary Temjen Toy reiterated that this would largely depend on the exercise for Registration of Indigenous Inhabitants (RIIN) and exuded confidence that it would be in the interest of the people. Interacting with media persons at his official residence Monday afternoon, Toy opined that had ILP been implemented in Dimapur district after it was declared as a tribal belt in 1979, then the present issues would not have arisen. Toy also informed that enumeration for RIIN had not started but that the process would begin only after the Banuo Z. Jamir Commission submits its report after which, there would be further consultations with all stake holders for soliciting their views and suggestions. Enunciating the difference between RIIN and ILP as being separate exercises, Toy said the Commission for RIIN held its first round of consultations and was yet to
Kohima traffic on Independence D I M A P U R , AU G 1 2 (NPN): In view of the 73rd Independence Day Celebration at Secretariat Plaza Kohima on August 15, 2019, the Kohima traffic police have issued traffic regulations that would be enforced as part of the security arrangement. In a press release, Kohima police PRO stated that only vehicles with Car Pass ‘Z’ (Red) and Car Pass ‘Y’ (Blue) would be allowed entry to the Secretariat Plaza. Vehicles with Car Pass ‘X’ (Green) would drop their respective officers at the Main Gate and park outside the Secretariat Complex. Police stated that parking outside the main gate of the Secretariat Plaza would be free for all public. Further, police informed that no vehicle including two wheelers would be allowed to be parked by the roadside from 6am onwards on August 15 at the following routes: from BSNL Telephone Exchange till Classic Island; from Raj Bhavan till M.S Classic Island; from Classic Island to Tinpati via Razhü point and Tinpati to Billy Graham Road via Don Bosco Jn. Also, heavy vehicles would not be allowed to ply from Tinpati Junction to Assembly Secretariat via Don Bosco Jn.

He reiterated that this did not mean that exercise for preparation of RIIN was on hold as it was a “continuous process.” He said that though Dimapur district has been declared a tribal belt since 1979, many non-Nagas had come and settled in Dimapur, purchased land and made the place their home. Therefore, he said implementing ILP after 40 years was not an easy task. On the other hand, Toy pointed out that even though a person may be a domicile of Nagaland for more than one hundred years, it still did not qualify that person to be indigenous but that the domicile status ought not to be disturbed but protected. He also said when the Abhishek Singh Committee report on ILP had recommended RIIN as a pre-requisite, the cabinet realised
that the exercise should have been done much earlier as the government had wrongly accepted all people living in Nagaland as indigenous. Consequently, the government deemed it necessary to conduct the exercise in order to identify indigenous inhabitants of the state and therefore notified for preparation of RIIN, he said. Toy also admitted that issuing indigenous certificates in the past by various district administrations including himself when he was deputy commissioner, was a mistake since was no fool-proof system which led non-indigenous individuals being issued certificates. He said that in the past, indigenous certificates were issued to non-Nagas who took advantage of the loop hole in the system and this led to a need to identify genuine indigenous inhabitants. Toy also disclosed that at the consultative meeting, many suggestions were put forth and the government was examining each of them to ascertain which would be most effective and practical but that the government would not like to make any comment since the Commission for RIIN was still
on the job. He also assured all stake holders including tribal hohos and village councils that they would be taken into confidence as RIIN was to be a one-time exercise and also error-free. “Many organisations want ILP to be implemented in Dimapur, for which there should be a basis how to go about. But it is not available at the moment. And unless proper mechanism is worked out, things will remain the same,” he cautioned. Toy also explained that though Bengal Eastern Frontier Regulations, 1873 provided having ILP, it did not mention anything how to go about and there were no governing rules for ILP. He added that preparations were now underway to make the entire ILP system IT-enabled for effective implementation and with least inconvenience. He also said that an IT-based system would reduce human interference so as to prevent misuse of ILP. Principal Secretary, Home, Abhijit Sinha, who was also present affirmed that RIIN will not affect nor discriminate any genuine citizen. It will not harass those applying for ILP, Sinha said.
More security at rly stations in NE GUWAHATI, AUG 12 (PTI): Northeast Frontier Railway has beefed up security at all major stations in the region ahead of Independence Day, officials said on Monday. The railway stations are being guarded by respective state police personnel and other security agencies, NF Railway spokesman P J Sharma said here. “The security of Guwahati Railway station is of paramount importance as it is the biggest station of the northeast with a footfall of 40,000, and more than 30 pairs of trains pass through daily,” he said. A quick reaction team comprising fully-armed RPSF jawans along with RPF personnel are on shift duty at the station, Sharma said. Track patrolling in vulnerable stretches by motor trolleys, random frisking and anti-sabotage checks are also being carried out, he added. S eve r a l i n s u r ge n t groups from the Northeast have appealed to people to boycott the Independence Day celebration and observe the general strike on August 15.
NEC sanctions Rs. 188.61 cr for Longleng-Tuensang road Correspondent
LONGLENG, AUG 12 (NPN): North Eastern Council (NEC) secretary Ram Muivah Monday disclosed that NEC has approved and sanctioned an amount of Rs. 188.61 crore for upgradation of 51km Longleng-Tuensang road under North East Road Sector Development Scheme (NERSDS). Speaking as the special invitee at consultative meeting on rehabilitation and upgradation of Longleng-Tuensang Road under NERSDS held Monday at Sakshi EAC Headquarters, 30km from here, NEC secretary also disclosed that Rs.75 crore has been released as first instalment to the state government recently to enable the state government and PWD to complete the formality at the earliest so the execution of road construction take place without much delay. Declare Dimapur as ILP zone: JCPI Flood toll over 200 in 4 states; rescue ops intensify DIMAPUR, AUG 12 (NPN): Joint Committee on Prevention of Illegal Immigration (JCPI) Monday demanded that the state government “announce” the declaration of Dimapur as ILP zone and begin its pre-implementation exercise from now so by the time the Register of Indigenous Inhabitants of Nagaland (RIIN) exercise was done and over by September, the full and official implementation of ILP in Dimapur and elsewhere would begin without delay. I n a p r e s s r e l e a s e, JCPI convenor K Ghokheto Chophy and secretary Tia Longchar stated that the state government cannot fool the people by simply adopting a Cabinet resolution to implement the ILP in Dimapur. JCPI also stated that the opposition to RIIN by “some defunct organisations” should not give the government the excuse to delay announcement of implementation of ILP in Dimapur. “If this
happens, the people will take to the streets to protect the integrity of the state at any cost,” JCPI cautioned. At the moment, the committee stated that the state government appeared “running scared” of “un-mandated and faceless organisations” rather than protecting the demographic position of the state. Admitting that RIIN was indispensable for effective implementation of ILP in Nagaland, JCPI, however, stated that the government cannot afford to be “bogged down by the voices of busybodies and their negative posturing.” It maintained that whoever stood for BEFR of 1873 must welcome RIIN. According to JCPI, establishing the identity of indigenous inhabitants was a basic necessity, which should have been done since the inception of statehood. Stating that the present exercise of RIIN has been taken up after many collateral
damages, JCPI, however, said it was never too late and all the stakeholders irrespective of political party, ethnicity or organisational affiliation, must “unequivocally support” the identification process. Further, JCPI appealed that none should confuse the general public on RIIN. It affirmed that cut-off date of December 1, 1963 was only for the purpose of identifying non-Nagas and Nagas from other states who may be qualified to be called indigenous inhabitant of Nagaland. Otherwise, JCPI said Nagas (and Kacharis, Kukis, Garos, Mikirs) of Nagaland were indigenous to the state and the cut-off criterion did not apply. “Similarly, on the pressure from certain quarters to set the cut-off date as 1977, the JCPI will be on warpath if this is even mooted by the government,” the committee warned. At a time when the status of J&K has been downgraded, JCPI said “only traitors will be ranting against RIIN.”
NEW DELHI, AUG 12 (PTI): Over 120 people were airlifted from an inundated road in Kutch as rescue operations were stepped up on Monday in flood-hit Gujarat, Kerala, Karnataka and Maharashtra, the four states where over 200 people have perished so far, while nine people were killed in landslides in Uttarakhand and Jammu following heavy rains. Rains subsided in many parts of the floodhit states where over 12 lakh people have been affected and the water level has started receding in the deluge-ravaged areas, officials said. The death toll in Kerala rose to 83 on Monday, while in Karnataka, Gujarat and Maharashtra, 122 people have lost their lives so far due to monsoon fury, as per official data. D I M A P U R , AU G 1 2 (NPN): Along with rest of the world, members of Muslim community celebrated Eid al-Adha in Nagaland on Monday with traditional fervour and gaiety. In Kohima, hundreds of the Muslim community celebrated Eid Ul Zuha at Kuochiezie Local Ground in Kohima. The State’s commercial hub too wore a festive look on the occasion, while many shops owned by Muslims, particularly in New Market area, remained closed. Muslim Council Dimapur acting president A Rahman told Nagaland Post that about six to seven thousand people offered Eid namaz (prayers) for peace and prosperity of mankind. They also exchanged greetings with one another.

The state emergency operation centre in Dehradun said the debris of landslides fell on three houses in Banjabgad, Aligaon and Lankhi villages in the district’s Ghat area trapping occupants. The six people suffocated to death, the centre said. In Jammu and Kashmir, three members of a
family died after they came under a boulder during a landslide in Resai district. In states hit by floods, several roads were cleared on Monday, allowing partial movement of traffic, with priority being given to trucks carrying essential goods. In Kerala, the death toll increased to 83 and 2.55 lakh people have sought refuge in relief camps, official said, fearing the toll is may go up as 50 people are still missing in Malappuram. In Karnataka, the state government has put the death toll at 42 and those missing at 12. In Maharashtra, the death toll increased to 43 on Monday. In Gujarat, nearly 31 people have died in rain-related incidents in the last five days. Also, five people were killed in West Bengal and Odisha in rain-related incidents on Monday.

NEW DELHI, AUG 12 (AGENCIES): India’s maiden voyage to the Moon is firmly on track and Chandrayaan 2 is expected to be around Earth’s permanent natural satellite on August 20. The landing on Moon is expected on September 7. K Sivan, chairman of Indian Space Research Organisation (ISRO), gave out the details of the plans on Monday and said that Chandrayaan 2 is on schedule. “On August 20, the spacecraft will be reaching moon and we’ll be carrying out lunar orbit insertion. By this process, Chandrayaan 2 will be around Moon on August 20. We plan to have a series of manoeuvres around Moon. Finally, on September 7, we’ll be landing on Moon. This is our plan.” Sivan also said that
Chandrayaan 2 will close the distance with the Moon from August 14. “On (August) 14th early morning, around 3:30, we are going to have a manoeuvre called trans-lunar injection. By this process, Chandrayaan 2 will leave Earth and move towards the Moon,” he said. India created history on July 22 when ISRO launched the country’s second lunar mission. Chandrayaan 2 seeks to explore the far side of the Moon, a feat no other country has achieved yet. A landing on Moon will also make India only the fourth country - after the US, Russia and China - to achieve this feat. If this landing is successful, the 10billion-rupee ($146-million) mission will allow scientists to carry out studies regarding the presence of water at the Moon’s south pole.
(NPN): Naga Hoho (NH) Monday strongly condemned what it described as “dastardly act” of the 32 Assam Rifles personnel, who on August 7, 2019, “physically assaulted” innocent public in Zunheboto. NH through its communication cell stated that the “barbaric and inhuman act” of the Assam Rifles not sparing even women deserved condemnation from all right thinking citizen.
