Parl overturns SC order on ST/SC Act

NEW DELHI, AUG 9 (AGENCIES): Parliament Thursday passed a bill to overturn a Supreme Court order concerning certain safeguards against arrest under the Scheduled Caste and Scheduled Tribe law, with the Rajya Sabha unanimously adopting it amid din. The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, which was passed by the Rajya Sabha by a voice vote, had got the nod of the Lok Sabha on August 6. The bill rules out any provision for anticipatory bail for a person accused of atrocities against SC/ STs, notwithstanding any court order. It provides that no preliminary inquiry will be required for registering a criminal case and an arrest under this law would not be subject to any approval. Replying to the debate on the bill in the Upper House, Minister of Social Justice and Empowerment Thaawar Chand Gehlot said all those who spoke on the bill have supported it. He said that after the implementation of the law, people belonging to SC/ST communities were able to get

justice and relief. “However, some people went to court due to some reason. On 20 March 2018, Supreme Court gave some decisions which put brakes on the Act implemented by us,” he said, referring to the provisions related to filing of FIR and arrest. “Due to these controls, the criminals started getting protection and the affected families stopped getting justice and relief,” Gehlot said. The minister said there was also scope of interference in the police procedures and therefore the government filed a review petition, which was accepted. He said the members have expressed some apprehensions about the rights of the deprived classes. During the debate, some members were of the view that the government has brought amendment bill under pressure from the opposition and coalition partners ahead of proposed nationwide protest later this month to demand restoration of the provisions of the law which, the Dalit groups allege, were diluted by a Supreme Court ruling of March 20. KOHIMA, AUG 9 (NPN): In accordance with Central government’s decision, Nagaland too was committed to upgrade all health sub-centres into health and wellness centres (HWC) by December 2022 in a phased manner, H&FW (H&FW) minister S Pangnyu Phom said on Thursday. Speaking during the formal launch of HWC– Ayushman Bharat – at Seikhazou urban primary health centre (UPHC) Kohima,

Pangnyu said the state government would upgrade 56 sub-centres, two PHCs in Kiphire and three UPHCs to HWCs in 2018-19. Pa n g n y u s a i d t h e Union ministry of H&FW had envisaged upgrade of all 1.5 Iakh health sub-centres to HWCs for provision of comprehensive primary healthcare by December 2022. He said HWCs under Ayushman Bharat would treat a host of communicable and non-communicable diseases. As the burden of noncommunicable diseases like cancer, hypertension and diabetes was very high in Nagaland, the minister said HWCs would provide a comprehensive primary healthcare, including treating non-communicable diseases. These centres would also have a space for practising wellness and spiritual activities, including physical

exercise, yoga, etc, he added. He said qualified nurses with certificate course in community health would be posted in all the HWCs and appealed to the community to utilise their services. He asked the centres’ management committees to provide full support to the community and take responsibility of the facilities. In his address, H&FW commissioner and secretary, Himato Zhimomi congratulated the officials and staff of the department for successfully launching HWC under Ayushman Bharat along with rest of the country. Appreciating Seizkhazou UPHC for outstanding maintenance and providing services to the people, he said the centre should be a benchmark for other PHCs and CHCs. DIMAPUR, AUG 9 (NPN): Nagaland deputy chief minister (Dy. CM), Y. Patton who was in Mumbai visited the Nagaland House at Navi Mumbai accompanied by adviser food & civil supplies Pukhayi Sumi, informed media cell of the Dy CM. Construction of Nagaland House was completed in 2010 but it had not been made functional till date as the Nagaland government had delayed in obtaining Coastal Regulation Zone (CRZ) permission from Navi Mumbai Corporation prior to commencement of the construction, for which the Occupancy Certificate for the completed project was not yet issued. Patton who is also incharge of home and national highways departments, claimed that due to concerted efforts of the PDA government under the leadership of chief minister Neiphiu Rio, the CRZ issue was being resolved. He said the Nagaland government was pursuing the issue with its counterpart in Maharashtra, adding that the house would be made operational very soon. Patton maintained that once the Nagaland House

was made functional, it would facilitate the people of Nagaland and bridge the gap between Mumbai and Nagaland. He said the State government would give preference to the student community, sick and needy people. He hoped that once made functional, the house would have a tremendous positive impact and benefit to the people of Nagaland. Meanwhile, it may be recalled that besides non receipt of CRZ, the Nagaland House at Navi Mumbai has already been birthed with controversy like the Nagaland House Kolkata. It was reported that there was a proposal to take over the functioning Nagaland House in Mumbai submitted to the Nagaland State Government by a private company. As per inputs the proposal would flout existing laws. The private firm had proposed in 2017 to take over the ‘management, maintenance and development’ of the yet nonfunctional Nagaland House . NESO to push for NRC in other NE states GUWAHATI, AUG 9 (AGENCIES): North East Students’ Organization (NESO), an umbrella organization of the students’ bodies of the states of the region, has decided to formally place a demand before the Central Government for preparing National Register of Citizens (NRC) in all the states of North East. Meanwhile, the constituents of the NESO will also place the demand before the respective State governments. Talking to The Assam Tribune, NESO chairman Samuel Jyrwa said that the problem of infiltration of foreigners has affected not only Assam but also the other states of the region. He pointed out that a few states are comparatively in better position because of the Inner Line Permit (ILP) system, but there is need for preparation of NRC in all the states of the region for protection of the interests of the indigenous people. He said that the indigenous people of Tripura have already been reduced to minorities in their

own homeland, while, Assam is facing a similar situation. If the problem is not dealt with immediately, the other states of the region may face the same situation in the days to come, he added. Jyrwa pointed out that since its formation in the early part of 1990s, the North East Students’ Organization has been demanding preparation of NRC in the states of the region and the organization would soon place the demand formally before the Central Government. The NESO chairman hailed the publication of the draft of the NRC in Assam and described it as a positive step. He said that the NRC would reflect the gravity of the situation arising out of illegal migration of foreign nationals. Jyrwa said that after the publication of the draft of the NRC in Assam, there was apprehension that there could be a major exodus of illegal migrants from Assam. He also demanded that the entire international border with Bangladesh should be sealed without further delay.

Health sub-centres to be upgraded to HWC

Correspondent/Agencies NEW DELHI, AUG 9 (NPN): Following recent cases of sexual abuse of children in shelter homes, ministry of Women and Child Development has directed all the state governments to submit inspection reports of every child care institutions (CCIs) by September 15. In this regard, the ministry has asked the chief secretaries of all states to give directions for inspections of all CCIs as prescribed under section 54 of the Juvenile Justice Act immediately. “The inspection to be conducted under the supervision of the district magistrate being the officer in-charge of law and order in the district,” WCD secretary, Rakesh Srivastava said in a letter to the chief secretaries. He also said that necessary measures to support and rehabilitate children should be taken immediately, in case they are found distressed due to any “unbecoming and improper activity” of the institutions. “Strict action as per law may also be initiated against the perpetrators of abuse,” he added.

Temjen Toy also wondered whether the education system was geared to bring up new generation of not just engineers and doctors, “but also conscious and responsible global citizens”. said it must be through convergence and collaborative actions that were both innovative. He stressed the need for becoming realistic by not just remaining blinded by data, statistics, economics or science alone. Toy stressed on “climate proofing” for development which, he said, was a tool designed to support integration of climate change impacts as well as awareness on the challenges and opportunities in development planning at national and local levels. He said national policies like National Action Plan on Climate Change (NAPCC) along with State Action Plan on Climate Change (SAPCC) should guide the nation and the States in planning strategies and development activities. DIMAPUR, AUG 9 (NPN): Nagaland University Students’ Union (NUSU) Kohima campus Meriema has said that the students were facing problems in travelling to campus as the road that leads to the University has been damaged by rain triggered landslides. In a press release, NUSU president, Chongrokhum, said the roads were sinking and the trees have been uprooted at several locations. The union said the students have expressed concerned over the instability of the road condition, which was posing a threat to their education. The union pointed out that even as the roads were being swept away by rainfall, the problem of the damage caused was aggravated by the poor quality of roads.
