NPRAAF asks Centre to monitor CSS in Nagaland Pushes for setting up of CBI office DIMAPUR, APR 8 (NPN): A five-member delegation of Nagaland Public Rights Awareness & Action Forum (NPRAAF) had met central officials at Shastri Bhawan and Krishi Bhawan in New Delhi between April 2 and 6 and demanded monitoring of central schemes. NPRAAF information & publicity cell, said the delegation apprised the Central government officials of dismal implementation of Centrally-sponsored schemes in Nagaland without following Government of India (GoI) guidelines in most cases and without transparency and accountability, all of which allegedly resulted in massive misuse of public funds. The delegation urged the officials to monitor the Centrally-sponsored schemes to ensure that no such schemes were implemented in the State without following proper GoI
Swarajya magazine apologizes to former CM Zeliang DIMAPUR, APR 8 (NPN): In response to the ultimatum by former chief minister and opposition leader T.R. Zeliang served on the editor of Swarajya magazine over the report filed by associate editor Jaideep Mazumdar, the magazine has issued an apology on Sunday. Jaideep Mazumdar had filed a report titled ‘NIA’s Naga terror funding probe reveals insidious role of top bureaucrats, politicians and Church leaders’ on April 2 in which he accused the church and T.R. Zeliang of collecting money for Naga nationalist group. The magazine in its apology wrote “While checking and verifying the sources, we found that much of what was stated in the article was not true.” “Swarajya sincerely apologises to T.R. Zeliang, leader of the opposition in the Nagaland Legislative Assembly, for any aspersions that the article may have cast on his honour and integrity,” it stated. The magazine further stated that they have taken down the article from the website and also had Google delete it from its cache.

According to the press release, NPRAAF delegations would meet officials of the Home Ministry and Ministry of Health & Family Welfare in May this year to apprise them about the real picture of development in both the departments in Nagaland so that every fund sanctioned to the State was properly scrutinised, unlike in the past. Meanwhile, NPRAAF informed the public that it was fully pursuing its demand for setting up a CBI office in Nagaland and that it would be meeting the Central investigation agency’s joint director in Guwahati in this regard. The forum said it saw no reason why a CBI office could not be set up in Nagaland when all States,
including Union Territories, had CBI branch offices. The forum stated that politicians and bureaucrats had a mistaken notion that CBI had limited legal jurisdiction in Nagaland and that, without cabinet sanction, it (CBI) could not take up cases directly. However, the Delhi Special Police Establishment Act, 1946 vested all power to CBI to carry out its duty anywhere in India, even in a State like Nagaland, and that it could investigate, arrest, prosecute and sentence corrupt persons, the release pointed out. NPRAAF would explore possibilities to provide land to establish CBI office in Nagaland if the State government was not willing to facilitate the process for any reason, the release declared. Reiterating that its crusade against corruption would continue in order to safeguard public interest, the forum pointed out that unless the corrupt were arrested and put behind bars, it would be very difficult to stop corruption.
Cong to observe nationwide ‘fast’ today NEW DELHI, APR 8 (PTI): Congress president Rahul Gandhi will lead a protest at the Raj Ghat here on Monday (April 9) as part of a nationwide “fast” of the party to protest against the Narendra Modi government and non-functioning of Parliament. Congress workers will hold a day-long fast at all state and district headquarters to protest against the BJP government and promote communal harmony and peace across the country. In the national capital, Gandhi will sit with Delhi Congress chief Ajay Maken and party workers to protest against the government and its failure to hold discussion in Parliament on key issues such as the CBSE paper leak, the multi-crore PNB scam, Cauvery issue and Special Category Status to Andhra Pradesh. The Congress will also take up issues related to alleged dilution of the SC/ ST Act, farm distress and disillusionment among the youth. The BJP has also announced that its MPs will observe a fast on April 12 to protest the impasse in Parliament.
Govt mulls engineering college for Nagaland Correspondent
KOHIMA, APR 8 (NPN): Higher and Technical Education minister Temjen Imna Along has asserted that the State government was seriously considering setting up a full-fledged engineering college in Nagaland. Talking to media persons on the sideline of the ongoing 4th Regional Workshop on Technical Education for Directors and Principals of North Eastern States here, Imna Along said a detailed study was on to convert Atoizu Polytechnic into a full-fledged engineering college. Stating that the Higher and Technical Education department needed some more time to deliberate on the matter, he added that the matter had been taken seriously by the department and that it was seriously working on it.
On the delay in establishing polytechnic college in Wokha district despite laying its foundation stone many years ago, Imna Along said the department was trying to find out the reason for the delay and why it could not be started in time. The minister also denied allegations of poor infrastructure in the State’s polytechnics and asserted that the existing infrastructure was good enough. Claiming that the three polytechnics in the State were functional and that another one was inaugurated recently in Seithekima, he informed the media that two more polytechnics would be inaugurated within this month – one each in Tuensang and Pfutsero. Imna Along also assured that the polytechnics would be made functional during the PDA govern-
ment’s tenure, and that the government would ensure that contractors were on their job. He said a policy on technical education would be drafted with the help of chief minister Neiphiu Rio. On the issue of nonpayment of salary to teachers during the previous regime, Imna Along declared that he would ensure that such a situation was not repeated. Meanwhile, the second day of the workshop deliberated on the action taken report on the third regional workshop, activities of National Institute of Technical Teachers’ Training and Research, Kolkata and challenges in achieving excellence through accreditation. It also discussed implementations of accreditation and pathways to build excellence in technical education.
4-lane road work: MTYO accuses firm of causing dust pollution in Medziphema DIMAPUR, APR 8 (NPN): Medziphema Town Youth Organisation (MTYO) has accused ECI Engineering and Construction Company Ltd currently engaged in executing four-laning of Dimapur-Kohima road of causing dust pollution in Medziphema area. In a press communiqué issued by its president Asazo T Kuotsu, vice president Pekhoubikho Yalie, general secretary Mhasilevi Kuotsu, legal adviser Visa Vüprü and information & publicity secretary Kevisetso Rino, MTYO explained that it was compelled to publish grievances of the people, particularly of the hazardous dust pollution caused from the ongoing four-lane project works due to continued lackadaisical and self-centred attitude of the ECI company, which was working between Patkai bridge and Piphema. NEW DELHI, Apr 8 (Agencies): Amid huge anger over the leak of the CBSE Class 10 and Class 12 board exam papers that has left lakhs of students across India angry and confused, the government’s top education officer said the mafia and the rot in the education department runs deeper than in the coal mining industry. Union Education Secretary Anil Swarup, an IAS officer who was previously the Coal Secretary, told NDTV, “In coal, the mining was underground and the mafia was above that. In education, the mafia is underground. We are grappling with that.” Swarup defended the chief of CBSE, Anita Karwal, who has been facing flak ever since the question paper leaks were reported.

EVM skeletons: Contradictory numbers from EC, suppliers raise questions on polls MUMBAI, APR 8 (IANS): Indiscriminate acquisition of Electronic Voting Machines (EVMs) by the Election Commission, inexplicable mismatch in numbers of machines from producers and buyers, and insecure transportation have emerged as major concerns from official replies to Right to Information (RTI) queries. Mumbai RTI activist Manoranjan S. Roy -- who painstakingly pursued the matter for nearly a year -said the RTI responses may have severe repercussions on the conduct of free, fair and credible elections in the country. Terming the revelations “extremely grave”, Roy said the poll panel and the EVM manufacturing companies need to be asked to explain these discrepancies as it “affects the very foundation of the Indian democracy and its election system”. Used in India since 1989, the EVMs -- com-
prising a Balloting Unit (BU) and a Control Unit (CU), and recently, Voter Verifiable Paper Audit Trail (VVPAT) -- are currently manufactured by only two PSUs -- Electronics Corp of India Ltd (ECIL), Hyderabad, and Bharat Electronics Ltd (BEL), Bengaluru. Roy’s RTI queries revealed that from 1989-90 till May 15, 2017, the Election Commission procured a total of 1,005,662 BUs and 928,049 CUs from BEL, plus another 1,014,644 BUs and 934,031 CUs from ECIL. An RTI query to the Union Ministry of Law and Justice showed that the government received intimation of purchase of 1,395,306 BUs and 930,716 CUs in 2016-17. BEL said on June 9, 2017, that it supplied 125,000 CUs and 190,000 BUs to EC, from 2010 to 2017. ECIL said it provided 222,925 BUs and 211,875

CUs to EC from 2010 to 2017, and another 497,348 BUs and 307,030 CUs for the same period. According to Roy, against the figures provided by the EC on the number of EVMs received, BEL and ECIL have submitted data with huge differences in the numbers they have supplied, at times ranging from several thousands to lakhs of EVMs, raising questions on “where the excess number of EVMs are going, what is being done with them”. Roy says all this “indi-
cates something very suspicious is going on between these organisations”. On the questions of payments too, major discrepancies came out in the figures from 2006-07 to 2016-17. Against the EC’s “actual expenditure” of Rs 5,360,175,485 (spent) on EVMs, the BEL RTI reply said it received from EC a payment of Rs 6,525,644,000 -- a difference (excess) of Rs 116.55 crore. On the mode of transportation, the capacity of trucks vis-Ã -vis the di-
mensions of the EVMs, BUs and CUs -- figures provided by both BEL and ECIL also were way off. “In many instances, the transportation details are at complete variance with the purported capacity of the trucks vis-Ã -vis the EVM dimensions and the carrying load of the containers that are disclosed,” Roy said. “According to the standard calculations, a 32x8x8 feet container can accommodate 199 BUs or 261 CUs, and a 20x8x8 feet container can take 124 BUs or 163 CUs, but the BEL says it has dispatched between 320 to 400 units per container. Were extra machines dispatched to EC? If so, what happened to them,”?asked Roy. Even on the question of voter and candidates capacity of the EVMs, the figures thrown up points to non-standardisation from both the manufacturers. “Between 1989 and
2000, the ECIL EVMs capacity was 64 candidates and voter capacity 3,902. It was modified in 2014-15 to accept 384 candidates but only for 2,000 voters. In 2014-15, its EVM’s capacity was for 60 candidates and 8,000 voters. But the capacity of VVPAT EVMs was a mere 1,500 voters,” said Roy. BEL said in its reply that, till 2005, its EVMs had a capacity of 3,824 voters which was later reduced to 2,000 from 2006. At present, their EVMs have capacity for only 16 candidates. “There is absolutely no logic or standardisation applied. Who authorised these design changes,” Roy asked. Roy has filed a writ petition in the Bombay High Court, seeking directions to all parties to provide all records/documents pertaining to EVMs, setting up of a suitable probe panel to ban use of EVMs till the logical outcome of the probe.

DIMAPUR, APR 8 (NPN): Nagaland University Students’ Union (NUSU), Lumami has set April 13, as deadline for the Nagaland University to resolve the “genuine grievances” faced by the students’ community. Failing to resolve the issue within the given deadline, the NUSU (L) president, K. Chumseli Anar and general secretary Esther Lohe warned that the union will be compelled to go ahead with a “Gandhian peaceful demonstration”. The demand of NUSU (L) was immediate resumption of eight buses services during weekly outings and bus service to girls’ hostel. The union also demanded that Chief Medical Officer (CMO) to remain in station immediately, medical facilities in the university must be improved and health service provider to remain open even during national holidays and weekends.
AICC restrains NPCC
DIMAPUR, APR 8 (NPN): All India Congress Committee (AICC) secretary in-charge of Nagaland K. Jayakumar has asked the Nagaland Pradesh Congress Committee (NPCC) to restrain from taking any action against Congress veteran leaders I. Imkong and Ayangba Aonok till further notice. This was stated in Jayakumar’s letter dated April 2, 2018, in which he not only advised NPCC president K. Therie to not take any action against the two but also asked the NPCC to send all details of the cases to AICC for further action. It may be noted that on March 12, NPCC had suspended I. Imkong, former minister and former NPCC president, and Ayangba Aonok, NPCC working president, for their alleged anti-party activities. NPCC said that the party’s Executive Committee resolved on March 10 to take disciplinary action against the duo, following which showcause notices were issued to them. K Y M C
