NPF petition awaits Speaker’s nod

KOHIMA, APR 28 (NPN): After disqualification petition moved by NPF against seven of its MLAs on April 24, the speaker of Nagaland Legislative Assembly (NLA) is expected to give a decision in the next four months in keeping with a Supreme Court ruling. The disqualification process was made by the NPF legislature on being okayed by the NPF party president. The seven were earlier served with show cause notices after they had on March 25 announced support to rival NDPP/ PDA candidate for the state’s lone Lok Sabha seat in defiance of their party’s decision to support Congress candidate. Speaking to Nagaland Post, NPF spokesperson Achumbemo Kikon said the suspension of the seven MLAs remains in force till further notice. He also said the disqualification petition was addressed to the Speaker through the NLA secretary. NEW DELHI, APR 28 (AGENCIES): Most parts of North Eastern Region (NER) and Sub Himalayan West Bengal have been observing moderate rain and thundershower activities, associated with isolated hailstorm and squall since the last 24 hours. According to the data available with Skymet, the Trough which was extending from East Uttar Pradesh, now lies over Northeast Bihar up to Manipur across Sub Himalayan West Bengal. As a result of this Trough, rain and thundershower activities will continue over Arunachal Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura and Sub Himalayan West Bengal during the coming days. However, due to the approach of the Cyclonic Storm ‘Fani’, wind pattern will change around May 1. The change in winds will help to reduce humid conditions over the region. These on and off rains and thundershower activities will continue for the next four to five days as the Depression will intensify into a Cyclone and move towards NE states in the first week of May.

NNC (PB) supports NSCN (I-M) stand DIMAPUR, APR 28 (NPN): Naga National Council (Parent Body) has appreciated and supported the stand of NSCN (I-M) against Islamic state (IS), if the latter carries out terror attack in Nagaland. According to information & publicity wing of NNC (PB), this is the right step taken for Naga people and their land and that everyone in Naga homeland should support this decision of NSCN (I-M) for protection of Nagaland. In a statement, NNC (PB) said all Naga people and organisations should coordinate to protect and safeguard “our people and land when our faith in Jesus Christ our Lord and Christianity” is threatened and innocents, even children, were mercilessly killed in Church. It also extended support to Kohima Village Council, Western Sumi Hoho, Naga Students’ Federation, ACAUT, NTC, etc., for standing firm against illegal immigrants in the interest of “our people and land”. Urging Christians of the Northeast to coordinate and support each other when their faith in Jesus Christ is threatened, NNC stressed that they should protect “our people, our land and our faith when our survival is threatened by outsiders before it is too”.

Kikon said the MLAs had no power to defy the decision of the party at any cost. He said that while the disqualification petition was in Speaker’s court now, Achumbemo also said the Speaker’s decision cannot be unchallenged. He cited the judgment of Supreme Court (SC) in Kihoto Hollohon Vs Union of India case of February 18, 1992 wherein the apex court had set a principle that Speaker’s decision was subject to judicial scrutiny. Kikon said that prior to Kihoto Hollohon’s case, the Speaker’s decision could not be challenged in any court– High Court or Supreme Court. However, since 1992, the Speaker’s decision is not final since it is now subject to judicial scrutiny. He also said Speakers used to delay the matter even after filing of disqualification petitions and take time to decide. Kikon said the Supreme Court in yet another decision had stated that Speakers cannot keep the disqualification petitions pending for more than four months. Whether the decision goes either way, he said a
Speaker has to give his decision within four months. Kikon also said while commenting on the Tenth Schedule, the apex court had ruled that Speaker’s decision was not final because many a times the speakers gave biased decisions. Thus, a Speaker’s decision can now be challenged in the courts, he added. Kikon said that as NLA rules stipulate that the disqualification petition has to be filed through the NLA secretary by a member of the Assembly, he said the NPF party followed the rule and authorised its legislature wing to file the petition. He also said the party had waited for one month for the seven MLAs to return back to the party fold. Kikon said NPF has reports from various divisions that the rebel MLAs went against the party and had even directed the division office bearers and central office bearers representing their constituencies to vote against the Congress candidate supported by NPF. Regretting the move of the seven MLAs, Kikon said though the party has soft corner for them, the
MLAs have to know that they were bound by rules and conventions. Kikon exuded confidence that the Speaker will deliver fair judgment within the given time frame. Meanwhile, when contacted, one of the seven rebel MLAs said their stand remained unchanged as announced through a statement issued on March 25. He said they decided to support the PDA consensus candidate as NPF did not put up its own candidate. NLA officials could not be contacted till the time of filing this report. It may be recalled that the seven NPF MLAs-Kejong Chang, (54 Tuensang Sadar II A/C), E.E. Pangteang (48 Moka A/C), Eshak Konyak (47 Aboi A/C), C.L. John (45 Tehok A/C), B.S. Nganlang (Tamlu A/C), N. Thongwang Konyak (Mon Town A/C) and Toyang Chang (53 Tuensang Sadar-I A/C) in a joint statement had also declared their appreciation of the PDA government for all the developmental and progressive initiatives carried out till date under the leadership of chief minister, Neiphiu Rio.
72 Lok Sabha seats in 9 states go to polls in 4th phase today NEW DELHI, APR 28 (IANS): A total of 72 Lok Sabha constituencies spread over nine states, mostly in Hindi heartland, will go to polls in the fourth phase of the elections on Monday. An estimated 12.79 crore electorate will be eligible to exercise their franchise in 13 seats each in Rajasthan and Uttar Pradesh, five in Bihar, eight in West Bengal, three in Jharkhand, six in Madhya Pradesh, 17 in Maharashtra and six in Odisha. Polling will also be held in the second of the three phases in Jammu and Kashmir’s troubled Anantnag constituency. In the fourth phase, the BJP will be defending 45 of the seats it won in the 2014 Lok Sabha battle-- 13 in Rajasthan, 12 in Uttar Pradesh, five in Madhya Pradesh, three in Bihar, three in Jharkhand, eight in Maharashtra and one in West Bengal. In Maharashtra, all the remaining nine were won by the Shiv Sena while in Bihar, the remaining two seats were bagged by BJP’s ally Lok Janshakti Party.
The Congress got only two -- one in Madhya Pradesh and one in West Bengal. Among other parties, the Biju Janata Dal won all six in Odisha, the Trinamool Congress six in West Bengal and the Samawadi Party one in Uttar Pradesh. With the end of the fourth round of polling, over 61 crore of the electorate would have taken part in the democratic exercise, the largest in the world. The fourth round will also mark an end to staggered voting in Odisha and Maharashtra. Odisha is also electing its state Assembly. In Madhya Pradesh, the VIP Chhindwara Assembly constituency will go the polls, with Chief Minister Kamal Nath in the race to become a member of the legislature. Campaigning for Monday’s polling ended on Saturday evening amid allegations and counter-allegations bordering on personal affairs, making it one of the most bitterly fought elections in the country. The police Special Task Force also recovered a German-manufactured air gun and two swords from Ahmed’s possession. Following the bombings, the police took spice trader Mohamed Ibrahim into custody after his two sons were found to have been among those who carried out the attacks that killed over 300 people.
NEW DELHI, APR 28 (IANS): Unemployment remains the leading concern for the people as they are far more worried about economic issues than security, according to the CVOTER-IANS tracker. In a survey carried out on April 26, 28.42%% of respondents identified unemployment as their main concern. In a sample of 11,672, 57.04% felt economic issues as one of the major problems in the country and 11.74% expressed security concerns as the main worry. The poll tracker in the first week of March had shown that terror attacks had overtaken unemployment as the top issue for the voters. On March, 26.12% of respondents had identified terror attacks as main concern while 21.74% had said unemployment. The concerns about security has gradually come down as unemployment poses challenge. On April 27, there was a difference of 45.3 percentage points between economic and security issues with balance tilting heavily in favour of the former. Even among states, the voters in Punjab are most worried about jobs as 49.21% of respondents said unemployment was top most concern. Among the states where unemployment was voted most include Jammu and Kashmir (44.63% in a sample of 698), Uttarakhand (43.10% in a sample of 562), Jharkhand (39.72% in a sample of 403), Delhi (37.11% in a sample of 316) and Madhya Pradesh (33.95% in a sample of 413).
IMPHAL, APR 28 (AGENCIES): Tension gripped the tiny village of Sihai in Manipur’s Ukhrul district on Sunday morning when security forces apparently tried to evacuate the Southern Command of NSCN (I-M). Sources told Northeast Now that villagers were surprised when a team of Assam Rifles personnel were approaching the village on Sunday and were apparently planning to evacuate the NSCN (I-M) camp in the area. The Tangkhul frontal organisation leaders immediately arrived at the spot, and tried their best to douse the tension as the Assam Rifles jawans were almost caught face to face with the Naga Army soldiers at Khamasom village. While the NSCN (I-M) is in the peace-mode for over two decades, the civil society leaders immediately intervened as they did not want any confrontation and blood bath as it would de-
rail the ongoing peace process. They said that the villagers in the area were worried with the movement of the Assam Rifles column in the area on Sunday as most of the villagers spend their time in the churches. Though the NSCN (I-M) was yet to issue any statement on the issue, the villagers remained extra cautious during the day. Despite several attempts, senior officials of Assam Rifles were not available for comments on the issue of troops movement in the area. M e a n w h i l e, S u p e r i n tendent of Police of Ukhrul, Ningshen Worngam said there was specific information of movement of armed insurgent in and around Sihai, and attempts were on to evacuate them from the area. “Situation is totally under control, and there is no tension in the villages,” Worngam said.

DIMAPUR, APR 28 (NPN): As one drives from Dimapur city to neighbouring Lahorijan or Khatkhati in nearby Karbi Anglong on a Sunday, the difference between them reveals the effect of the Sunday market closure. After the ban on Sunday shopping in Dimapur, markets in Lahorijan and Khatkati areas have become the destination of shoppers from Dimapur. Though pharmacies and bakeries/eateries etc. are relaxed from the purview of the ban, a number of the latter choose to play safe by remaining shut. It was also noticed that many vendors from Dimapur shifted base to Khatkhati and nearby areas in order to ensure they did not suffer breaks in busi-

closed. When this Reporter spoke to six shopkeepers in Lahorijan and Khatkhati, they disclosed that they had more customers on Sundays than other days. Butchers, fish and poultry vendors had high sales since the markets had more than double the number of shoppers on Sunday and
most of who were from Dimapur. There were long queues in several fish and meat stalls as the demand outstripped supply. This Reporter spoke to a government servant from Medizpehma, who drove all the way to Khatkhati just to refill fuel in his car. This was confirmed
