NEW DELHI, APR 26 (PTI): With 3,52,991 people testing positive for coronavirus infection in a day, the highest so far, India’s total tally of COVID-19 cases has climbed to 1,73,13,163 while active cases have crossed the 28-lakh mark, according to the Union Health Ministry data updated on Monday. NPF question govt over vax shortage DIMAPUR, APR 26 (NPN): After health authorities stopped administering first dose of COVID-19 vaccines due to shortage of vials, opposition NPF has questioned how far the state government was preparing to tackle the second wave “when the vaccine has run out of stock”? NPF through its press bureau stated that the state government should be prepared with the vaccine for its eligible citizens. “But instead, it appears that the vaccine has run out of stock,” NPF said. Even as the Centre announced vaccination for citizens above the age of 18 years starting May 1, NPF said citizens in Nagaland were, however, disappointed on learning that the vaccine was out of stock, and the remaining ones vaccine were only got for the second phase. In this regard, NPF asked the government what alternative have been made for those who were denied their dose due to the shortage. NPF urged the government to be serious enough in the health sector particularly dealing the present pandemic and to do justice for its citizens with outmost care and sincerity and immediately make the vaccine available. Further, NPF appealed to the government to sensitize the people about the importance of vaccine so no eligible persons were left out.

RBI assures to open sub-office in Kohima Correspondent
KOHIMA, APR 26 (NPN): Planning & coordination, land revenue and parliamentary affairs minister Neiba Kronu on Monday informed that the Reserve Bank of India representative has assured to open a branch office in Kohima. Talking to Nagaland Post, Kronu said he had written to RBI regional director in November 2020, on the need for an RBI sub-office in Nagaland. He said the same issue was also raised during the meeting of Select Committee on Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest (SARFAESI) Act held at Chümoukedima, on Monday where a representative from RBI was also present and assured to open a branch office in Kohima. The letter addressed to the RBI regional director, Guwahati reminded that it was nearly a decade ago that the bank had in pursuit of its policy to strengthen financial and banking development, especially in the Northeast, announced opening a suboffice in the State capitals of all the seven North-eastern States, adding that this was declared by Surekha Maran-
di, then RBI regional director on February 7, 2011. Subsequently, he said the sub-offices were opened and operationalised at Agartala, Shillong, Imphal and Aizwal by December 2015, while modalities were worked out for the sub-office at Itanagar and it was in final stage “according to reliable source”. Unfor tunately, the minister pointed out that Nagaland was the only State in the region that lacked this facility, thus depriving the State of a crucial component required for financial and banking development. In the past, he said due to unavoidable circumstances and perhaps oversight, Nagaland could not implement the project. However, with a progressive and stable government in the State and “conducive environment today”, the minister in his letter invited RBI to extend its reach to Nagaland by opening and operationalising its sub-office at Kohima at the earliest. The letter assured providing infrastructure and removing all bottlenecks to ensure smooth and hasslefree way to establishment of the facility on behalf of the State government.

C H E N NA I , A P R 2 6 (AGENCIES): Madras High Court on Monday said that the Election Commission of India (ECI) is singularly responsible for spreading Covid-19 and murder charges should probably be imposed on it for its “irresponsible” behaviour, the NDTV report stated. Criticising the EC for not stopping political parties from violating Covid protocols, the first bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy said, “You (ECI) are the only institution responsible for the situation that we are in today.” “You have been singularly lacking any kind of exercise of authority. You have not taken measures against political parties holding rallies despite every order of this court saying ‘maintain Covid protocol, maintain Covid protocol’,” the court said, asking whether the poll watchdog “was on another planet when poll rallies were held”.

Centre on Monday issued fresh guidelines to States on enforcing lockdowns and containment zones to try and flatten the curve amid spiraling Covid cases. In a letter to the chief secretaries, Union Home secretary Ajay Bhalla called for an intensive, local and focused containment network in districts, cities and areas based on the parameters specified by the Ministry. Where or when to go for a lockdown, or what the home ministry calls a “large containment zone”, has to be based on evidence and analysis of the population affected, the geographical spread, hospital infrastructure, manpower and the ease of enforcing boundaries, says the home ministry note. States have been given a broad framework for an “objective, transparent, and epidemiologically sound decision-making” on imposing a lockdown. The main criteria are when positivity is 10% or more for a week meaning one in 10 samples
are testing positive - and if more than 60% beds, either oxygen-supported or ICU, are occupied by Covid patients. Restrictions have to be enforced for at least 14 days. Once identified for containment, the next steps, according to the home ministry are: Night curfew: Movement banned at night except for essential activities. Local administration will decide the duration of curfew. Banning social, political, sports, entertainment, academic, cultural, religious, festivalrelated and other gatherings-the guidelines say “the spread of the infection has to be controlled by restricting the mingling of people, the only known host for the Covid-19 virus”. Weddings to be limited to up to 50 participants and funerals, 20 people. Shopping complexes, movie theatres, restaurants/ bars, sports complexes, gym, spas, swimming pool and religious places will be closed.

DIMAPUR, APR 26 (NPN): Nagaland on Monday recorded 55 fresh Covid-19 positive cases from across the State-- 38 in Dimapur, 9 in Kohima 3 each in Mokokchung and Mon and 1 each in Kiphire and Longleng, taking the total caseload to 13238. With this the active cases also rose to 727 while three more patients recovered from the infection. Further, with regard passengers arriving Dimapur by air and having tested positive, it has been reported that 47 passengers out of 74 samples (total 258 passengers arrived) that were taken on April 21 had tested positive for Covid. On April 22, out of 139 samples that were taken from 383 passengers, the reports of 103 returned positive. On April 23, out of 49 samples taken from 231 passengers, the reports of 2 persons had returned positive. Meanwhile, altogether 1,86,350 beneficiaries have been administered the Covid vaccine. State immunization officer (UIP), Dr. Ritu Thurr said 147656 persons received the first dose and second dose administered to 38694 till April 26.

NEW DELHI, APR 26 (PTI): As a second wave of the coronavirus pandemic rips through the country, the government on Monday said it is time people start wearing masks inside their homes as well, and refrain from inviting guests. Addressing a press conference here, NITI Aayog member (Health) Dr V K Paul said if there is a COVID-positive person inside the house, he or she must wear the mask so as to prevent other family members from getting infected. “Rather, I’ll say that the time has come that we start wearing masks even
otherwise inside our homes. We used to talk about wearing it outside homes, but the way the infection has spread, it will be better if we wear mask inside our homes if we are sitting with someone,” he said. “But, definitely, if there is a COVID-19 positive person, that person must wear the mask and others inside the house also must wear a mask and the positive person should be kept in a different room,” Paul underlined. He added that people should also avoid stepping out of their home unnecessarily and not invite guests at home.

On the increasing demands for Remdesivir, Dr Guleria said benefits of this drug in treating COVID-19 patients are not well established. The drug has not shown mortality benefits, it is wrong to think of it as a magic bullet, he said.
SARFAESI Act: Panel to consult funding agencies Nagaland to get Correspondent
KOHIMA, APR 26 (NPN): Select Committee on Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest (SARFAESI) Act on Monday decided to consult each respective funding agency and come back again for more clarity. This was decided during the meeting held at Chümoukedima Monday, under the chairmanship of chief minister Neiphiu Rio, and attended by committee members.
While chief secretary J Alam was present as a special invitee, officials from law & justice and finance departments, Reserving Bank of India deputy general manager Haridas Sarode and SBI assistant general manager Abinash Hembrom, who is also convener of SLBC Nagaland State, too attended the meeting. Later speaking to Nagaland Post, Kronu said the chief minister gave the opening remarks and thereafter all the members shared their opinions on SARFAESI Act, 2002 with
special reference to Article 371 (A) and Nagaland and on Nagaland Land and Revenue Regulation Act, 1978 and 2002 and deliberated how to finance the State’s entrepreneurs. He claimed that the meeting was very fruitful and concluded with a decision to consult each funding agency and come back again for more clarity. S H I L LO N G, A P R 2 6 (PTI): Centre has decided to setup 13 oxygen generation plants in five North Eastern states to boost availability of the life-saving gas amid its shortage in several states, an official said. “Meghalaya, Nagaland and Mizoram will get three oxygen plants each while Arunachal Pradesh and Manipur will get twounits each,” the official told PTI. In Nagaland, the plants will be set up in Dimapur, Kohima and Mokokchung districts.
Govt given 45 days to reconstitute panel on NLTP Act Schools shut in Guwahati, summer break in Mnp DIMAPUR, APR 26 (NPN): A consultative meeting between excise, sericulture & minority affairs adviser Zhaleo Rio, secretary excise and other officials and Dimapur Naga Students’ Union (DNSU) representatives unanimously decided that a 45-day time frame would be given to the State government, effective from the date of publication of this press release, to reconstitute the committee studying implementation of Nagaland Liquor Total Prohibition (NLTP) Act, 1989 with a new chairman and revamp it, if required, and table a report at the earliest.

Informing this in a press note Excise commissioner Hotolu Swu said that the meeting was held at the office chamber of the excise commissioner here on Monday against the backdrop of the 20-day ultimatum served by DNSU recently to the
government for review/revocation of the NLTP Act. At the meeting, were apprised of the existence of the committee constituted by the cabinet in November 2018 to study the issues relating to implementation of the Act. They were told that
the committee had already held two rounds of meetings on December 7, 2018 and March 7, 2019 on the issue. However, with the untimely demise of the chairman, the government was yet to appoint the new chairman. The main concern of DNSU was the failure and the incapability of NLTP Act, which was unsuccessful in saving the young and upcoming generations. While appreciating the points shared by DNSU, the adviser reiterated that ample time should be given to the government as the process involved a lot of consensus building and dialogue involving all stakeholders.
GUWAHATI/IMPHAL/ SHILLONG, APR 26: As the number of COVID-19 cases in Kamrup Metropolitan district crossed the 1,000-mark, all educational institutions including hostels in Guwahati will remain shut for next 15 days. Assam health minister Dr. Himanta Biswa Sarma advised the deputy commissioner to close down educational institutions in Kamrup Metropolitan as the district reported 1,153 fresh Covid cases on Monday. “With cases in Kamrup Metro exceeding 1000, I’ve advised DC to shut down all educational instns including hostels for 15 days for now. All other districts, where the numbers
reach a threshold that require such measures, shall follow suit...,” he tweeted. Summer break in Manipur: In view of the surge in Covid cases in the state, Manipur government on Monday declared summer vacation for all schools affiliated to Board of Secondary Education Manipur and Council of Higher Secondary Education Manipur from May 1 till May 31. This was stated in an order issued by commissioner School education) T Ranjit Singh. Night curfew extended: Night curfew has been further extended in East Khasi Hills district, including Shillong effective April 26 to May 2 from 10 p.m. to 5 a.m. With Covid cases mounting by the day, with the State detecting 130 new cases and one more fatality on Monday, Meghalaya chief minister Conrad Sangma urged citizens, especially of Shillong city to strictly adhere to Covid protocols. “The situation is very serious and if we do not take the right steps in this point in time, we could see the situation getting from bad to worse,” Conrad said after holding a review meeting.
