ENCSU objects to appts in HE deptt DIMAPUR, APR 26 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has expressed strong opposition to the appointment of seven posts out of 120 new post creation under the Higher Education (HE) department. In a press note, ENCSU president M Longre Chang and general secretary Wangnei C Jessuhu questioned the manpower rationalization committee (MRC) and HE department on what grounds those seven new appointments were made. ENCSU also accused MRC and HE department of “manipulation” and indulging in “corruption” by depriving Backward Tribe (BT) job reservation policy. The union described as “illogical and baseless” the higher education directorate statement dated November 16, 2018 that recent re-designation of posts of officers in the directorate was not a case of fresh appointment. CNC calls for spl prayer

DIMAPUR, APR 26 (NPN): Council of Nagalim Churches (CNC) Friday announced that all its units and regional churches would hold a special prayer moment in the first hour of Sunday Worship Service on April 28, 2019 in their respective Churches to show solidarity with the Sri Lankan Christians and citizens and share their pains, sorrows and grief that they received on Easter Sunday (April 21, 2019) from the “hands of God’s enemies”. KOHIMA, APR 26 (NPN): With no violence being reported from any corner of the State, Nagaland has recorded the most peaceful Lok Sabha polls in the country so far. This was confirmed by Ceasefire Monitoring Group (CFMG) and Ceasefire Supervisory Board (CFSB) chairman, Lt. Gen. (Retd) Shokin Chauhan. Interacting with media persons at his office here on Friday, Chauhan also expressed happiness that various underground groups (UGs) have accepted the request to re-enter into and renew the ceasefire agreement. He said on April 15, NSCN/GPRN (K) re-entered into ceasefire agreement, while NSCN (R) and NSCN (U) renewed the ceasefire. And as chairman of CFMG and CFSB, he

said he was bound to ensure that the groups did not violate the ceasefire rules. Stating that he had completed eight months after taking over as chairman, Chauhan claimed to have reduced violence in the State and pointed out that there was no fighting in Nagaland. He said “monitoring of ceasefire was more important than the negotiation”. On reports of extortions, Chauhan said when he asked the UGs on this during the review meetings, the latter explained that it was “voluntary tax donation” and denied any forcible collection. As per the ceasefire ground rules, the CFMG and CFSB chairman stressed that the UGs should refrain from forcible extortions and intimidation of individuals and government officials.

Prime Minister Modi’s movable assets have grown by 52 per cent between 2014 and 2019, shows his affidavit filed on Friday in Varanasi. The affidavit was filed as part of the nomination papers that PM Modi submitted in Varanasi, the seat from where he is contesting the 2019 Lok Sabha election. Much of his movable assets come in the form of fixed deposits worth Rs 1.27 crore in the State Bank of India. In the affidavit, Narendra Modi has stated that he has total assets worth Rs 2.51 crore. His movable assets are worth Rs 1,41,36,119 (Rs 1.41 crore) and unmovable assets are estimated to be worth Rs 1.10 crore. Modi’s movable assets have seen a rise of 114.15 per cent in comparison to the assets he owned in 2014 when he contested his first Lok Sabha election. In 2014, Modi had movable assets worth Rs 65,91,582 (Rs 65.91 lakh).

CNTC red flags Zubza railway line project DIMAPUR, APR 26 (NPN): Central Nagaland Tribes Council (CNTC) has red flagged the Zubza railway line project by expressing apprehension that this could lead to a surge in influx of illegal immigrants into the State. In a statement issued by its media cell, CNTC asked what precautionary measures will be implemented in light of the “chronic” immigrant problem the State faces. CNTC said Dimapur, with unabated influx of illegal immigrants as it is an Inner Line Permit (ILP)-free zone, has porous borders and a railway line, should have served as an excellent lesson for Naga people. “But our short-sightedness and craze for short-term monetary benefits has resulted in this present situation for which our coming generations are going to pay a very high price,” it cautioned. The council called it a paradox that when there is a cry to implement ILP in all districts, the government has given its nod to this railway line, which will “act as a hindrance and again bring many complications” to ILP regulations.

CNTC stated that the amount received as land compensation and any type of anticipated and imaginary developments from this railway project will never replace the security and safety of the coming Naga generations. Further, according to CNTC, the railway line seems to be economically not viable, susceptible to landslides and impracticable for such a short distance when a four-lane highway is already being constructed. Though railways are believed to bring development, from the perspective of Nagas, it will threaten their existence and futures of their children will be at stake, it warned. Pointing out that Nagas, along with other indigenous people of the NE, had risen up against the CAB recently, CNTC cautioned that this would all be futile if the railway connectivity becomes a reality as the railway will be transporting hordes of immigrants into interior parts of Nagaland. Nagas really need to rethink on such projects before extending support as these could adversely affect them, it stressed.

He made this remark while addressing a one-day meeting of district educational officers (DEOs), assistant district education officers (ADEOs) and subdivisional education officers (SDEOs) held at Secretariat Conference Hall here on Friday for strengthening the department. He also expressed concern over the poor performance of government colleges in the State and lamented that the performance index of the State has not improved over the years. John remarked “We are very good in receiving funds and spending them, but when it comes to submission of monthly

expense report, we are very weak.” He expressed astonishment that some officials are even deducting teachers’ salary for attending meetings at the directorate that, according to him, “demeans” the office itself. LV Thotnganing became the first Sr. Division cadet to fly a sortie in Virus SW-80 aircraft, while Senchumbeni became the first girl cadet of NCC Na-

galand to fly a sortie with Commanding Officer Wing Cdr. Ganesh Sawant of No. 1 Nagaland Air Squadron, NCC Dimapur. It had been a long wait of almost one-and-half years for the NCC cadets of Nagaland. Though the two Virus SW-80 aircrafts that are of Slovenian origin had arrived at Dimapur airport in August 2017, flying by the cadets could not commence due to non-availability of a

taxi link from the aircraft hangar to runway at Dimapur airport. After completion of the taxi link in the first week of April, test flights of both the aircrafts were carried out. And once the aircraft were declared flight-worthy, April 26 was chosen as the D-day for the historic mission. The cadets were given an air experience sortie wherein they also handled the aircraft control for the first time. All the cadets were thrilled to fly over Dimapur and get a bird’s eye view. NCC officials said it was a proud moment for all the five cadets to be part of the first batch to fly this aircraft. It was one of the most memorable days of their lives and all of them are looking forward to get airborne once again. Ex-officer spends 6 years to compile 1.6 lakh words DIMAPUR: A new Lotha to English language dictionary with 1.6 lakhs words was compiled and released recently. The author, Marius Yanthan, in a press release stated that he started work on the dictionary in 2013 and it took him six years to complete the first edition. Marius further stated that this dictionary is the first of its kind and all efforts have been made to include all possible words in general use, in the written form and the conversational Lotha dialect. “… many Lothas, especially

this among other things, the author stated that the dictionary has been designed to meet needs of first time learners. “This is the first comprehensive Lotha-English dictionary out until now,” he added. He joined Nagaland Police Service through competitive examinations conducted by the Nagaland Public Service Commission and retired as an officer of the Indian Police Service. Child rights meeting held in Kohima KVK Peren trainings on maize cultivation

DIMAPUR: District Child Protection Unit chairman and Kohima DC, Anoop Khinchi, convened a meeting of all concerned departments and stakeholders on April 25 at the DC’s office to discuss Child Rights and Child Protection issues. According to DIPR, the meeting was held to review the system in place to protect rights of children and ensure that they are not exploited in any way. Among the many issues related to child rights and child protection deliberated during the meeting included the need to focus on sensitizing the general public regarding prevailing situations and the need to take more concrete steps to ensure no child is exploited in any way or form. The meeting was attended by the Labour department, District Education Office, CMO, District Child Protection Unit, Child Welfare Committee, Kohima and Child-line Kohima.

In a condolence message sent through PS to minister, Chopiba Z Thongru, the minister stated that his heart was heavy on learning of the tragic incident and said that it must be impossible for any parent to bear such a large measure of pain losing the young souls in the prime of their lives. “I want you to know that I share your pain and grief at this difficult time” Kashiho added. DIMAPUR: A Memorial to Captain Neikezhakuo Kengur use, Maha Vir Chakra (Posthumous), was unveiled at St. Xavier Higher Secondary School (SXHSS), Jalukie, Peren district in a ceremony organized by the Assam Rifles in collaboration with Ahthibung Region Club (ARC) on April 26. The memorial was unveiled by his parents Neiselie and Dinuo who were chief guests of the event. The unveiling ceremony was also attended by DC Peren, DIG 6 Sector AR, SP Peren, principal of St. Xavier Higher Secondary School, village heads of Jalukie, Athibung and Peren, and others. Wreaths were laid by the guests at the memorial. The ceremony ended with singing of the National Anthem.

Altogether, 20 students graduated from the nursing school. Exhorting the gathering, Health and Family Welfare (H&FW) principal director, Dr. Vikeye Losu, congratulated the graduating students for successfully completing their academic endeavour in the school. He reminded the students that as they embark on a new life there will be many challenges ahead in their professions and he encouraged them to keep updating their knowledge to meet these challenges. KMC to resume issuing dog licenses

KOHIMA: Kohima Municipal Council will resume issuing pet (Dog) licenses under its jurisdiction from May 1 as per the Nagaland Municipal Act 2001 Part IV, Chapter VII, Section

179(1) (C). KMC administrator, Kovi Meyase has informed dog-owners under the KMC jurisdiction to obtain or renew their dog licenses to be issued every Monday from the KMC Office

and every Friday from the Dog Pound Office, KMC Chaii Parking (Old ministers Hill). Dog vaccination will be available every Friday at the Dog Pound Office.

DIMAPUR: An awareness campaign on plastic waste management was organized by the Mokokchung Municipal Council (MMC) in collaboration with the Clean Mokokchung Campaign (CMC), in Mokokchung town on April 24 and 25. A press release from CMC convenor, Lemaonen Imchen stated that the awareness campaign programs were held at Jubilee Memorial School, Queen Mary Higher Secondary School and Mayangnokcha Government Higher Secondary School, Mokokchung. On both days, the MMC members led by W. Manpai Phom, ADC and administrator MMC, and CMC members visited the three schools. The key note ad dress was delivered by W. Manpai Phom in all three schools. In his keynote address, the ADC gave a gist of efforts the MMC and

the State government were making to curb the problem of plastic pollution. He also encouraged the students to work towards a cleaner and a plastic free environment. The three resource persons, members of the CMC were Limasenla Jamir, assistant professor Jubilee Memorial College; Sashinungla Nathan, proprietor, Blossoms Pre-School; and Hannah Imchen, phonetics trainer. The resource persons gave detailed presentations on the use of plastics and its harmful effects on the environment and on human health. They also laid stress on ways by which people can refuse, reuse and reduce plastics. MMC and CMC members also put up posters on the school notice boards. The posters portrayed images showing the impact of plastic in the world, national and local contexts.

Miscreants torch school in Manipur

Catholic Youth Organisation in a condemnation note said “such barbaric act of vandalism on an educational institution is against the cause of humanity.” The school has around 1400 students in the current academic year and recently a disciplinary action was initiated against six students but they were allowed to at-

tend the class as usual. According to reports, one of them took to social media to malign the school and insult the teacher. Manipur Catholic Youth Organisation (MYCO) while condemning the incident said, “such barbaric act of vandalism of an educational institution is against the cause of humanity which aims at peaceful education.” It added that it was an unfortunate event that the temple of learning, the harbinger of hope could be so brazenly reduced to ashes by some “unscrupulous” people in the society. The MYCO said that they will extend full support and cooperation to the investigating authority till the culprit is brought to justice as per law. The Senapati District Catholic Union (SDCU) has also condemned the incident. Meanwhile, state IFCD minister Letpao Haokip today visited the school. While strongly condemning the burning down of the school at the strongest term, the minister announced Rs 5 lakh and half of his monthly salary for reconstruction of the class rooms.

Nalbari/Guwahati, Apr 26 (PTI/IANS): Two journalists, including a woman, have come under attack in separate incidents in Nalbari and Tinsukia districts of Assam, a police officer said on Friday. Rajen Deka, a correspondent with Assamese daily ‘Dainik Asom’, was assaulted with sharp weapons Thursday night allegedly by BJP activist Ripul Deka alias Baba at Tegheriattari village of Nalbari, he said. “Rajen, who was on his way home, sustained serious injuries on his head, chest, wrist and arms. He is currently undergoing treatment at Gauhati Medical College and Hospital,” the officer said. The BJP activist, accompanied by some youths, managed to escape in an auto-rickshaw after the attack, he said. “One of the youths, identified as Jintu Medhi, uploaded a post on social media Friday mor ning, threatening to kill the journalist. In another incident, Tinsukia-based television journalist Upasana Barua Goswami was assaulted by a group of four miscreants in a restaurant. The journalist, employed with News18 Assam-Northeast, claimed that she visited a restaurant late on Thursday, where the miscreants tried to misbehave with her. “The men, in an inebriated state, tried to misbehave with me, but the owner of the restaurant immediately intervened. One of them suddenly slapped the female manager and others started attacking me and my husband. “I recorded the entire incident on my mobile phone and informed the police,” she added. According to IANS, Sarbananda Sonowal said on Friday that the state government is committed to the safety and security of journalists. He described the attack on the two media

persons as highly condemnable and said the state government would take strict action against the perpetrators. Sonowal also directed Assam Director General of Police (DGP) Kuladhar Saikia to take immediate steps in this regard. ULFA-I kills fleeing members in Myanmar

Guwahati, Apr 26 (Agencies): Paresh Baruah-led proscribed militant outfit ULFA-I have reportedly killed three of its rebels in Myanmar for allegedly planning to escape from its bases in the neighboring country and surrender before security forces. According to Northeast Now, the three ULFA (I) cadres–Lalit Asom, Ashwini Asom and Rhino Asom alias Rubul Moran–were killed for trying to flee from one of the outfit’s camps at Taga in Myanmar. Intelligence officials said arrested ULFA (I) rebel Mridul Mahanta alias Nibir Asom revealed this before security agencies during interrogation. Mridul was nabbed by a joint team of Army and police in Arunachal Pradesh on Wednesday. “The incident took place 20 days ago when three ULFA (I) cadres were killed inside Myanmar by their own commander. The trio were escaping from the Taga areas of Sagaing region in the neighbouring country following an attack of the Myanmarese Army,” News 18 quoted an unnamed intelligence official as saying.

Goalpara, Apr 26 (Agencies): The Rural Road Division (RRD) of PWD in Goalpara district of Lower Assam has begun the first ever satellite survey of roads in Northeast to construct rural roads under the Prime Minister’s Gram Sadak Yojana (PMGSY) Phase 2. Goalpara district was in the third spot in Assam vis-a-vis successful completion of rural roads under the PMGSY scheme 2018-19, Northeast Now reported. It is because of this achievement that Goalpara district has been accorded priority in undertaking the survey. A total of 99 roads will be taken up under second

phase of PMGSY wherein 539.05 length of roads will be constructed under the eight development blocks of Goalpara district. Out of the 539.05 km under Balijana development block, 21 roads will be constructed measuring 109.539 kms. In the rest of the development blocks like Jaleswar, 54.95 km of roads will be constructed under the 10 Road Projects. Similarly, in 13 Road Projects under Kahrmuja Development Block measuring 61.43 kms, 12 roads under the Krishnai Development Block measuring 59.99 kms, 13 roads under the Kuchdhowa Development Block measuring 59.70 kms, 12 roads under Lakhipur

Development Block measuring 82.661 kms, 6 roads of Matia Development Block measuring 40.350 kms, 12 roads of Rongjuli Development Block measuring 70.43 kms, will be constructed. The information was given by Banajit Adhikary, Nodal Officer, PMGSY, in Goalpara district. “At least 15 to 20 kms of new road construction from each development blocks will be undertaken as per Phase-2 of PMGSY,” informed Padmananda Choudhury, Executive Engineer, PWD, RRD, Goalpara district. The PMGSY was launched in India to provide connectivity to unconnected habitations as part of poverty reduction strategy.

Gauhati HC reinstates Nagaon DSP Sabita Das

Guwahati, Apr 26 (PTI): The Gauhati High Court on Friday set aside the suspension of Nagaon district Deputy Superintendent of Police Sabita Das, as Assam authorities failed to frame charges against her within the stipulated time in an alleged bribery case. Justice N Kotiswar Singh reinstated the senior police official with her rank and post as the state government did not frame charges against Das within the threemonth period. “The court set aside the suspension order. Her salary and other components will remain as earlier. The detailed judgement is being drafted,” Additional Senior Government Advocate Dipankar Nath told PTI here. Das had filed a writ petition on October 10 last year, after she was placed under suspension for an alleged bribery case in Nagaon district. She had claimed in the petition that she is a victim of departmental rivalry as she had raised questions over the “nexus of some of the police officials with criminals”. Iftiquer Rafique, advocate of Das, said the government must serve notice and frame charges of any wrong doing by a public servant, who is facing disciplinary action, within the stipulated time. “Forget framing of charges, even notice was not served to Das in these

months. The government failed to show any step taken in this case. So, the suspension order was set aside by the court,” he added. Earlier, the court had ordered that Das be paid subsistence allowances, but she claimed she had not received it yet. The complaint was filed against eight parties and the high court had issued notices to the Assam government, home secretary, home and political secretary, Director General of Police, Additional DGP (Administration), Additional DGP (Law and Order), Nagaon Superintendent of Police and Nagaon Sadar Police Station Officer-inCharge. Das claimed in the petition that “she is a victim of departmental rivalry and the whole alleged complaint is an outcome of the intolerant attitude shown by the petitioner towards illegal activities of some of her subordinate officers, who are the blue-eyed boys of some of her superior officers”. “The petitioner (Das) has every reason to believe that the complaint filed against her and the subsequent departmental inquiry is an outcome of the conspiracy done by some of the officials of her department,” the writ petition stated. Das charged that the whole procedure of conducting the inquiry against her, based on which the

suspension order was issued, was “arbitrary and adopted with malafide intention”, making it liable for setting aside and quashing. “The petitioner through her inquiry reports... has raised questions over the

nexus of some of the police officials with criminals, and also about undisciplined behaviour of some of her subordinate officers, but till date no action has been taken against those police officers,” she alleged.

SC raps RBI in final warning over annual report

New Delhi, Apr 26 (IANS): The Supreme Court on Friday gave the RBI “one last opportunity” to disclose annual inspection reports of banks as it just stopped short of issuing a contempt notice against RBI Governor Shaktikanta Das, and ordered the Reserve Bank of India to diclose the wilful defaulters’ list under the Right To Information Act. The top court also ordered the central bank to withdraw its non-disclosure policy, which the court concluded is in violation of the apex court’s judgment in 2015. Taking a serious view of the continued defiance, the court came down heavily asking the RBI to make full disclosure of its annual inspection reports on the financial health of banks, including position of NPAs, and also withdraw its disclosure norms as it came in the way of making public informations on the state of banks under the RTI. A bench of Justice

Supreme Court of India. (File) L. Nageswara Rao and Justice M.R. Shah said the banks are “duty bound to furnish all information relating to inspection reports and other material apart from the material that was exempted in para 77 of the judgement. Any further violation shall be viewed seriously by this Court.” Pronouncing the judgment, Justice Nageswara Roa said, “Though we could have taken a serious view of the Respondents (RBI and the Banks) continuing to violate the direc-

tions issued by this Court, we give them a last opportunity to withdraw the disclosure policy insofar as it contains exemptions which are contrary to the directions issued by this Court.” Referring to paragraph 77 of the December 16, 2015 judgement, the court said that the only exception that was carved out by the top court in its 2015 judgment was relating to the disclosure of information having bearing on “security of the State.”

Referring to the new disclosure policy that was uploaded by the RBI on April 12, 2019 replacing the earlier policy of November 30, 2016, the court said, “The respondents (banks) in our opinion, have committed contempt of this court by exempting disclosure of material that was directed to be given by this court.” However, it recorded the submission by RBI that the new policy would be deleted from its website. The top court by its December 16, 2015, judgement had said that banks and their apex regulatory body Reserve Bank of India could not withhold information on defaulters, losses and alleged illegalities of the banks by invoking the exception under the Right to Information Act. “The ideal of ‘Government by the people’ makes it necessary that people have access to information on matters of public concern. The free flow of information about affairs of Government

paves the way for debate in public policy and fosters accountability in Government. It creates a condition for ‘open governance’ which is a foundation of democracy”, the bench of Justice M.Y.EqbalAand Justice C. Nagappan (since both retired) had said in their 2015 judgement. The RBI, as per 2015 judgement, was supposed to disclose the annual audit report of the banks, status of NPAs and action taken there on. The top court by its 2015 order had asked the RBI to share information on the annual audit of the banks including on NPAs under the Right to Information Act. However, this was stalled after RBI introduced disclosure norms that blocked the disclosure of information on the financial health of the banks under the RTI. An RTI activist Subhash Chander Agrawal had moved the top court seeking contempt action against RBI Governor for not complying with its 2015 judgement.

Andhra CM threatens Election Commission with legal action Amaravati, Apr 26 (IANS): Angry over the Election Commission preventing him from holding review meetings on ongoing projects, Andhra Pradesh Chief Minister N. Chandrababu Naidu on Friday indirectly threatened the poll body with legal action to recover cost overrun. Stepping up his attack on the Election Commission, Naidu alleged that it was usurping powers of a democratically elected government. In a nine-page letter to the EC, the Telugu Desam Party (TDP) lashed out at the poll body saying it was intentionally paralysing the state administration. Stating that the review of ongoing projects like Polavaram and construction of the new capital city was required for completing of the works in a timebound manner, Naidu said the Election Commission would be solely responsible for the cost overrun and loss of time of these projects. “The people of

chise, the poll panel had no jurisdiction to stop any review meeting by him or briefing by the officers. Naidu said the Chief Electoral Officer’s comments that the Chief Minister did not have powers to review the departments was surprising and shocking and alleged that the CEO was exceeding his jurisdiction. “Comments by CEO were absurd and arbitrary and also belittle relevance and primacy of political governance in a democratic polity.” Naidu also took strong exception to the CEO directing Additional Director General (Intelligence) not to report to the Chief Minister and wondered if Director (IB) and National Security Advisor were are also prohibited from functioning under the Prime Minister. “Have you issued similar orders in other states? If not, why this discriminating orders in case of the chief minister of Andhra Pradesh?”

He charged Prime Minister Narendra Modi of accusing them (SP) of being casteist. Yadav was targeting the BJP for its allegation that the SP had favoured only the Yadavs and ignored the rest of the Backward Castes (BCs). In Jhansi, where the OBCs (Other Backward Classes) are in a sizeable number-sitting BJP MP Uma Bharti (denied ticket) is herself a Lodh OBC-- Yadav’s remarks appear to be an appeal for unity among the

BCs who are aggressively wooed by the BJP. Yadav said his party was wrongly defamed and accused of caste discrimination in distribution of welfare benefits, for instance, laptops. “We didn’t discriminate. The BJP says it was a government of Yadavs. The BJP people should tell us if there is even a single Yadav DM or SP in Uttar Pradesh,” said the former Chief Minister. Referring to the members of the Dalit and OBC castes--Prajapati, Nishad, Ku r m i , Va l m i k i , Pa l , Rathore, he said that though these communities were more in numbers (in comparison to the upper castes), they were deprived of their due rights and honour. “The election is also about this, that if we Samajwadis get an opportunity, we will count everybody [caste census] and provide

The BJP had sought votes by levelling charges of cow slaughter during the SP tenure and promised that it would protect the cow. “It was to defame us, but later we came to know that the BJP is providing benefit to the (beef) trade in Pakistan and Bangladesh,’ he said. To highlight the stray cattle menace in the State, Yadav mentioned an incident on Thursday of a stray bull ‘venturing’ into a makeshift helipad of the mahagathbandhan (grand alliance) rally in Kannauj. It ran amok and injured two persons, including a policeman who desperately tried to grapple with it. Photos of the bull tossing the two men with its horns were widely shared on social media. “What has BJP made Uttar Pradesh? [Stray] bulls are roaming around here and there,” he said. Narrating the incident jocularly, he said the bull had come to the helipad with a darkhwast [plea] to register its pareshani [grievance] with Chief Minister Yogi Adityanath. It mistakenly entered the SP-BSP rally thinking it would find Mr. Adityanath there. But after creating a ruckus that lasted for 30 minutes, it left realising that it had come to the wrong helipad.

Patna, Apr 26 (AGENCIES): In a show of unity by the grand alliance, Congress president Rahul Gandhi on Friday shared the stage with Rashtriya Janata Dal leader Tejashwi Yadav for the first time in this election season, along with other coalition leaders, at Samastipur to canvass for Congress’s nominee Ashok Kumar from the reserved Samastipur parliamentary constituency, which will go to poll in the fourth phase on April 29. In his speech, Gandhi attacked Prime Minister Narendra Modi and accused him of only patronising fugitive businessmen, while neglecting the country’s poor classes, including farmers. He also spoke of the Congress’s NYAY scheme - the common income scheme - one of the party’s main poll promises of giving Rs 6,000 each month to poor families to eradicate poverty. On his part, Tejashwi praised Gandhi and said that the Congress president does what he says and the country needs a prime minister like him. Praising Congress’s NYAY scheme, he described it as a programme that had the

potential to bring a turnaround in the country. “Bihar would be one of the biggest beneficiaries of the scheme. Total 25 crore families will benefit, including 5 crore women by getting Rs 6,000 in their account, which would translate to Rs 72,000 a year and Rs 3.60 lakh in five years. Has PM Modi given Rs 15 lakh? It cannot be given because it is not realistic,” Gandhi said. He also asked the crowd whether they wanted a pro-poor government at the Centre or a capitalistoriented government run by the BJP. In the same vein, he accused the PM Modi-led government at the Centre of allowing fugitive businessmen like Mehul Chowksi and Nirav Modi - who had defaulted on repayment of loans worth thousands of crores - to leave the country. “We will take back the money from these defaulters and give it to the poor,” he said. Extortion industry

M

okokchung Chamber of Commerce and Industry(MCCI)has taken a very courageous and principled stand in vowing not to allow the cancer of extortion to thrive in the town when the body at its meeting, resolved not to entertain extortion from any quarter and under whatsoever circumstances. MCCI had reiterated its resolve after a section of Mokokchung town’s business community received an extortion demand from a particular Naga Political Group(NPG) for an amount of Rs.10,00,000 that was ordered to be handed over on or before April 30,2019. By taking a clear and unambiguous stand on extortion, the MCCI has left no doubt about its stand and no space for those who have made extortion a thriving cottage industry of Nagaland. Not long to also speak up was the voice of youths of the town represented by Mokokchung Town Lanur Telongjem(MTLT). The youth group also took serious note of the “demand letter” and deemed such practices as “detrimental to the growth of Mokokchung town” including its economy. MTLT has also vowed not to allow the peaceful environment of the town and its market economy to “rot under the fear of threats.” Every right thinking and law abiding citizen will not only agree with the stand taken by the two organizations but would also demand a proactive approach by the state government to respond to such daily threats faced by people, especially those doing business. Any responsible government will not look the other way when its citizens are subjected to threats from those who have made extortion a habitual profession. Extortions have destroyed Nagaland’s economic progress and with increase of groups, the problem mounts. The problem of extortion in Nagaland has only brought about a symbiotic relationship between dubious business and extortionists. Many families trying to run business and which now also includes Nagas themselves, are harassed and threatened for money. At times, extortionists go to the houses of the victims without any sense of shame or fear of the law to demand money with threat of dire consequences. It is only those who involve in illegal business who can afford to pay extortionate amounts demanded. Those who are carrying out legitimate business with restricted profit margins live in perpetual fear. The situation in Nagaland has crossed the danger mark as anyone can pose as a member of any particular group and believe in the “right” to demand “tax” from even pan shops. The cottage industry had damaged not only the state’s economy but also people’s trust in their government. Prices of commodities in the market have sky rocketed since sellers who are forced to pay taxes to nearly a dozen groups have to pass on the burden to the end user or buyer. Evolution of crime has seen to it that extortion helped create business syndicates. This had led to massive protests in Dimapur- the capital of extortion of the north east- first under the aegis of Naga Council and later ACAUT Nagaland. Needless to say, having raised the expectations to lofty levels, the fight against unabated and unauthorized or illegal taxation seems to have ebbed. The stand taken by the two prominent organizations of Mokokchung town reflects the deep concern of all right thinking and law abiding citizens. It is hoped that the district authorities including the apex tribe will seriously consider adequate measures.

There are many such beliefs which must be removed– for example, that God removes a child because his mother loves him too much. That is the devil’s lie and a travesty on the true nature of God! If the devil can hinder us from taking the supreme climb and getting rid of our wrong traditional beliefs about God, he will do so. But if we will stay true to God, God will take us through an ordeal that will serve to bring us into a better knowledge of Himself. The great lesson to be learned from Abraham’s faith in God is that he was prepared to do anything for God. He was there to obey God, no matter what contrary belief of his might be violated by his obedience. Abraham was not devoted to his own convictions or else he would have slain Isaac and said that the voice of the angel was actually the voice of the devil. That is the attitude of a fanatic. If you will remain true to God, God will lead you directly through every barrier and right into the inner chamber of the knowledge of Himself. But you must always be willing to come to the point of giving up your own convictions and traditional beliefs. Don’t ask God to test you. Never declare as Peter did that you are willing to do anything, even “to go …both to prison and to death” (Luke 22:33). Abraham did not make any such statement— he simply remained true to God, and God purified his faith.

One Nagaland appeal: Against plastic pollution N ow that the election hullaballoo is over, it is time to for both the Government and the Public to face one of the emerging challenges with which we are being plagued today. It’s a challenge that is all pervasive and an undeniable reality to our survival. There is global movement to address this challenge as the world is being gripped by an avalanche of plastic pollution. About 8.3 billion tones of plastic has been produced since the 1950s, which is roughly equivalent to the weight of a billion elephants. Where do these plastics go? Nowhere. Every single plastics ever produced still exists in some form or other today, negatively impacting our environment, soil, water, wild life, domestic animals, make verdant forests uninhabitable dumps, and ultimately effecting humans. Nagaland does not have any specific data on its total waste generation. But from the scanty data collected, it is estimated that from Kohima, as per the KMC, around 80 tons of waste is generated everyday. That would be approximately 28,800 tons annually. Dimapur generates about 100 tons per day (DMC) and Mokokchung about 1800 kgs per day (MMC). These figures are only of the municipal areas. There is no data about the other 16 ULBs and the villages and rural areas where plastic pollution has penetrated as well. More than 95% of these non-biodegradable waste are plastic trash.( taking the yardstick of the Himalayan Clean Up Report of 2018). Most of these trash are multi-layered

plastics (mostly popular junk food, chip packets, sweets/biscuits wrappers, gums, gutka etc), Single use plastics /styrofoams (cups, plates, spoons, forks, plastic bags, ) PET Bottles (packaged water and soft drinks) Tetrapaks, (juices and milk), and others like cigarette butts etc. LIFE, a Dimapur based NGO, has done the waste auditing/assessment of Chumukudima town, and of all the wards in Dimapur, with the support of the DMC. Their findings has been compiled and could be a good reference to a better understanding of the type and volume of waste that is being generated. Such efforts need to be lauded and Government could use these data for their plan of action on solid waste management for the state. Without an in-depth assessment of a situation there cannot be a practical attempt to a solution. Nagaland a resource crunch state, does not have the means to handle and mange the waste that is being generated. The Kohima (Lerie) Solid Waste management (SWM) Unit, costing Rs.45 crores as loan from the Asian Development Bank is the only SWM unit in the state. The facility was commissioned in February 2016, but how effectively the Kohima waste are being tackled is yet to be visible. Recently the Government had constituted a Kohima Solid Waste Management Authority (KSWMA), under the KMC, for taking up the operation and maintenance of the facility. We hope in the days to come there will be a visible facelift of Kohima to a really

Smart City, in every sense. It is doubtful, whether such facilities can be replicated in other cities/towns of Nagaland, especially in the commercial city of Dimapur, where it is most needed. We may have to wait a long time. The setting of such facilities are not only exorbitant, but requires technical skills and competence, continuous power back up, adequate manual force and public supports for effective waste segregation at source. In the meantime without any proper disposal mechanism, the waste accumulation is increasing at an alarming scale. In any case plastic waste can never be disposed, it can only be up scaled/recycled, that too only a very tiny percentage, the major junk of it will continue to remain in our environment. Major portion of the plastic waste are the “single use plastics”, such as the plastic carry bags, pet water/soft drink bottles, and Styrofoam dining items. All the garbage litters that we see around us, mostly comprises of these items. These are the waste products of a “throw away culture”. During festive seasons of marriages, and other celebrations these pile up are even more prominent. More than 99% of plastics are produced from chemicals derived from oil, natural gas and coal- all of which are dirty, nonrenewable resources. A whole lot of carcinogenic, neurotoxin and hormone disruptive chemicals are the standard ingredients and waste products of plastic production. Many plastic items never disappear, they

just get smaller and smaller (micro-plastics). Many of these micro-plastics, are swallowed by farm animals or fish who mistake them for food and thus can find their way onto our dinner plates. Micro-plastics also been found in a majority of the world’s tap water. These garbage pile ups are not only an ugly sight, but plastic waste causes a plethora of problems when it leaks into the environment. Plastic bags can blocked waterways and exacerbate natural disasters. By clogging drains and providing breeding grounds for mosquitoes and pests single use plastics can increase the transmission of vector borne diseases like malaria/ dengue etc. There is evidence that toxic chemicals from plastics items transfer to animal tissues eventually entering the human food chain. Styrofoam products which contain carcinogenic chemicals like styrene and benzene are highly toxic if ingested, damaging the nervous system, lungs and reproductive system. The toxic in Styrofoam items can leach into food and drinks. Plastic when burned causes air pollution. Water shortage is already a concern in many parts of the state, but this water is in great danger because of leaking plastics . If you’ve ever seen a garbage dump, imagine what happens every time it rains – then imagine that being in your drinking water. Groundwater and reservoirs are susceptible to leaking toxic chemicals from plastic. Our rivers have become garbage dumps. Thus water and air, the most essential elements on which all life

depends, have become garbage cans. 99% of plastic also causes climate change (WWF) Everything suffers: tourism, recreation, business, the health of humans, animals, fish and birds— because of plastic pollution. The financial damage continuously being inflicted is inestimable. To clean up the plastic mess will be very expensive and unaffordable for want of resources and technical skills. The Government of Nagaland, last November 2018, notified the ban on single use plastics, but this ban has remained on paper only. One does not see the reduction of any single use plastic anywhere. The Budget Speech 2001819 of the Government of Nagaland, categorically states, that “the state will formulate an anti-plastic policy in a practical and a realistic manner” . but as of date there is no such policy. The recently notified Nagaland Integrated Solid Waste Management Policy (ISWMP) 2019, does have a section on Plastic Waste Management. Will this be promise of the above statement of 2018-19 budget speech? The Rules on plastic pollution will have to more elaborate, with strict penalties. Hopefully this crucial Policy will not gather dust in the government achieves as is the case of many policy documents.. The Government’s Budget Speech 201920 however does not make any reference on the issue of plastic pollution or solid waste management. For any policy to be made effective, adequate budgetary provision will be required. It is

time this issue of plastic pollution and waste management be taken as a priority sector in the government’s planning. The Government alone cannot act in tackling this challenge. The public also need to realise that as consumers we need to reduce our plastic usage in our daily life., and make lifestyle changes from a throw away mentality to responsible consumers. Refuse plastic bags, by carrying reuseable bags for shopping. Carry your own drinking re-useable water bottles. Avoid using the disposable Styrofoam dinner aware in all evens/functions. Do not throw garbage in public places, drains, rivers etc. but segregate and responsibly dispose them. Changes must come from the people and as concerned citizens of the state we must demand from our lawmakers for stricter plastic regulation policies. Extensive advocacy and awareness generation in spreading the harmful effects of plastic pollution at all levels is needed. In this the Church, which has the largest out-reach net work can be an effective means to be a part of this challenge and make it as one of their mission activity. After all loving the environment is also a Christian responsibility for God entrusted us with the care of His creation. We all need to come together to make our world a better place. The EC in its report said that the movie is pivoted on popularizing the character Narendra Modi, and also portrayed him as a leader with no-compromise approach. “The content of the movie is uni-dimensional,” said a source. Earlier, the poll body had said that release of the film is not justified after the model code of conduct has been put in place. The film producer has said that EC’s ban is simply overexaggeration.

New Delhi, Apr 26 (IANS): The Supreme Court on Friday refused to interfere in the Election Commission’s order imposing a ban on the release of a film on Prime Minister Narendra Modi during the ongoing elections. The producer of the film contended before the court that the poll body order suppresses the right to freedom of expression, and that it also opposes the clearance granted by Censor Board, the authority which grants permission for public screening. The bench observed that if the poll body is convinced that the film could tilt the balance, the film could influence voters,

EPF was hiked to 8.65 per cent for the last fiscal from 8.55 per cent provided in 2017-18. The EPFO had earlier reduced the interest rate in 2016-17 to 8.65 per cent from 8.8 per cent in 2015-16. After the Finance Ministry concurrence, the Income Tax Department and the Labour Ministry would notify the rate of interest for 2018-19. Thereafter the EPFO would give directions to its over 120 field offices to credit the rate of interest into subscribers’ account and settle their claims accordingly. According to the EPFO estimates, there would be a surplus of Rs 151.67 crore after providing 8.65 per cent rate of interest for 2018-19 on EPF. There would have been a deficit of Rs 158 crore on providing 8.7 per cent rate of interest in EPF for last fiscal. That is why the body decided to provide 8.65 per cent rate of interest for 2018-19. New Delhi, Apr 26 (PTI): The Finance Ministry has approved 8.65 per cent rate of interest on Employees’ Provident Fund (EPF) for 2018-19 as decided by retirement fund body EPFO, benefitting more than 6 crore formal sector workers. “The Department of Financial Services (DFS), a wing of Finance Ministry, has given its concurrence to Employees Provident Fund Organisation’s (EPFO) decision to provide 8.65 per cent rate of interest for 2018-19 to its subscribers,” a source privy to the development told PTI. “The DFS has approved the proposal subject to fulfilment of certain conditions related to efficient management of the retirement fund,” the source said further. Earlier in February, the EPFO’s apex decision making body Central Board of Trustees headed by Labour Minister Santosh Gangwar had decided to raise the interest rate on EPF to 8.65 per cent for 2018-19, which was the first increase in the last three years. Mumbai, Apr 26 (PTI): After rising for the past many weeks, the country’s foreign exchange reserves declined by USD 739.2 million to USD 414.147 billion in the week to April 19, RBI data showed Friday. In the previous week, the reserves had increased by USD 1.105 billion to touch USD 414.886 billion. In the reporting week, foreign currency assets, which are a major component of the overall reserves, fell by USD 728.6 million to USD 386.033 billion. Expressed in US dollar terms, foreign currency assets include the effect of appreciation/depreciation of non-US currencies like the euro, pound and yen held in the reserves. The forex kitty had touched a life-time high of USD 426.028 billion in the week to April 13, 2018. Gold reserves remained unchanged at USD 23.303 billion, according to the data. The special drawing rights with the International Monetary Fund was down by USD 3.2 million to USD 1.455 billion. The country’s reserve position with the Fund also decreased by USD 7.4 million to USD 3.354 billion, RBI said.

New Delhi, Apr 26 (IANS): After being rapped by the Supreme Court, the Reserve Bank of India (RBI) is likely to withdraw its 2016 policy of nondisclosure of information on big loan defaulters under the Right to Information (RTI) Act. The move will allow the central bank to disclose the annual inspection reports of the banks and the list of wilful defaulters under the RTI Act. The Supreme Court on Friday ruled that the RBI was duty bound to disclose information related to wilful defaulters. The banking regulator has not officially responded to the SC order so far. Sources said the RBI would discuss the SC order to decide the next course of action on disclosure of information under the RTI Act. An email sent to the apex bank did not elicit any response. The RBI also did not reveal whether it would straightaway share the information sought by the RTI applicants or will seek time to review the SC order before acting upon it. According to another source, considering that the SC has said it was giving the RBI “one last oppor-

New Delhi, Apr 26 (IANS): Indian economy will grow below its potential in 2019-20, said a report from the Hong Kong-based The Economist Intelligence Unit (EIU) while warning it is set to lower its own current estimate of 7.2 per cent for the country’s GDP growth rate in its next forecast round. “The government’s continued expansionary fiscal stance will remain broadly suppor tive of growth. James Bond 25: Rami Malek joins cast

scar-winning actor Rami Malek is to play a villain in the 25th official James Bond film - but the movie still does not have a title. The cast and creative team have been unveiled at a launch event in Jamaica, with Fleabag creator Phoebe Waller-Bridge confirmed as one of the writers. The unnamed film, which will be released next April, will be Daniel Craig’s fifth and final outing as 007. Malek won an Oscar for playing singer Freddie Mercury in Bohemian Rhapsody. The official plot summary mentions “a mysterious villain armed with dangerous new technology”. Details of Malek’s character haven’t been revealed and he wasn’t at the official launch on Thursday, but he sent a video message confirming he will play a villain. “I’m stuck here in New York in production but I’m very much looking forward to joining the whole cast and crew,” said the Egyptian-American actor, who is currently filming TV show Mr Robot. “I will be making sure Mr Bond does not have an easy ride in this, his 25th

We asked Jack Saddler to have a listen… Taken at face value, Dadabots – the endless YouTube stream of AIgenerated death metal – is the success story of two University graduates. Zack Zukowski and CJ Carr created AI-software that uses a “recurrent neural network” to interpret music and learn patterns from the data it acquires, which in this instance, is death metal. By feeding it different segments of music, the AI learns to reproduce multiple detailed samples of riffs, solos and beats. Dadabots’ creators have previously released AI-created albums,

including one based on The Dillinger Escape Plan’s Calculating Infinity. It’s at least reassuring to know they’re bolstering the robot’s musical canvas with one of the most forward-thinking heavy releases of the last two decades. While it’s unlikely that AI will be the go-to method of producing new chart

music anytime soon, it’s an interesting (and frightening) look at what the future of music could look like. Zukowski and Carr have said their next step is to create a form of audience interaction, so who knows where this concept could end up in, say, 2040. “Relentless Doppelganger” has been live for

Yet one thing is for sure: a human would struggle to write songs at this pace. Within 10 seconds of hitting play, a breakneck guitar solo resembling Slayer at quadruple the speed, coupled with the fastest blast-beat drums you’ll hear. “Relentless Doppelganger” doesn’t let up from here; features stop-start, fractured riffs that range from mathcore to meaty death metal; and is dragged along by ferocious pig-squealed vocals that give Corpsegrinder a run for his money. C h e nna i , A p r 2 6 (Agencies): It was touted as the El Classico of the IPL but the match ultimately turned out to be a one-sided affair as Mumbai Indians beat Chennai Super Kings by 46 runs at the MA Chidambaram stadium to move up to second place in the points table and take one step closer to qualifying for the IPL 2019 playoffs. K o h i m a , APR 2 6 (NPN): The department of Higher Education will be organising the first inter-government college Olympics 2019 at Kohima College, Kohima under the theme ‘Bridging the Gaps’ from May 2 to 4. Thirteen colleges will be taking part in the event. The sporting activities include athletics track and field’s event, football and volleyball, badminton and table tennis. Minister for Higher and Technical Education, Temjen Imna Along will grace the three-day event as chief host. The inaugural program will kicked off with an event called Olympic race from Old MLA junction to Kohima College, Kohima on May 2 at 6:30 am, followed by opening ceremony in the college.

Ba n g ko k , A p r 2 6 (IANS): Boxers Pooja Rani and Amit Panghal gave India two gold medals at the Asian Boxing Championships here on Friday. Pooja defeated reigning World Champion Wang Lina in the final to claim top honours in the 81-kg weight category. This was her third medal at this prestigious

tournament after a silver in 2012 and a bronze in 2015. Meanwhile, Simranjit Kaur Baath had to remain content with silver after losing to reigning world champion Dou Dan of China in the finals of the 64-kg category. Last year, Simran had lost to the Chinese in the World Championships in the semi-finals.

In the men’s event, 2018 Asian Games champion Amit Panghal clinched gold in the 52-kg category after defeating Korea’s Kim Inkyu in a unanimous decision, thereby winning his second gold of the year. The 23-year-old, who was participating in his maiden international competition since moving up to 52kg from 49kg earlier this year, had come into the tournament on the back of a gold at the Strandja Memorial Tournament in February. However, national champion Deepak Singh, Kavinder Singh Bisht and Ashish Kumar had to settle for silver medals after losing in the finals. While Singh lost to Nodirjon Mirzahmedov of Uzbekistan in the 49-kg category, Bisht went down fighting in the final of the 56-kg category against current Asian Games champion Mirazizbek Mirzakhalilov of Uzbekistan. Kumar also lost in his maiden final in the 75-kg category. India finished the Asian Championships with 13 medals in total which included two gold, four silver and seven bronze. While the men won one gold, three silver and three bronze, the women bagged a gold, one silver and four bronze medals.

Shooter Divyansh secures Olympic quota Beijing, Apr 26 (PTI): India’s 17-year-old teenager Divyansh Singh Panwar Friday secured the country’s fourth Olympic quota place in shooting by winning a silver in the ISSF World Cup here. Competing in only his second senior competition, Divyansh shot a total of 249.0 in the 10m air rifle event to finish a creditable second in the International Shooting Sport Federation World Cup for pistol and rifle shooters. In fact, he missed out on the gold medal by just 0.4 points, which eventually went to China’s Zicheng Hui, who shot 249.4. Grigorii Shamakov of Russia settled for bronze with a score of 227.5. This is India’s fourth 2020 Tokyo Olympic quota after Anjum Moudgil and Apurvi Chandela (10m air rifle women) and Saurabh Choudhary (10m Air Pistol

The England attacker has just one year remaining on his current United contract and while the club are ready to reward him with a new £300,00a-week deal until 2024, that has not stopped the likes of Barca showing a firm interest in the 21-year-old. A report in The Sun claims that Rashford is stalling on a new deal due to the current chaos at United, who have lost seven of their last nine games since Ole Gunnar Solskajer’s permanent appointment. The report goes on to add that Barca are keen to take advantage of Rashford’s current stance, with the forward clearly not pleased after the midweek derby defeat to Manchester City.
