Impeachment of CJI Misra After VP rejects motion, Cong to move SC NEW DELHI, APR 23 (AGENCIES): Congress on Monday said it will file a petition in the Supreme Court to challenge the Rajya Sabha Chairman’s order rejecting the impeachment notice against Chief Justice of India (CJI) Dipak Misra. Earlier in the day, Vice President M. Venkaiah Naidu, who is also the Chairman of the Upper House, rejected the impeachment notice submitted to him by Opposition members of Rajya Sabha led by the Congress. The CPI, the CPI(M), the NCP, the SP, the BSP, and the IUML were the parties that had agreed to the motion. In a press conference in New Delhi on Monday, Congress leader and former Law Minister Kapil Sibal said the Chairman’s order was “ill-advised and illegal.” Claiming that the Chairman’s discretion was limited, Sibal said “he (Naidu) shouldn’t have disposed
Dmu: Mobile food testing lab to visit markets today DIMAPUR, APR 23 (NPN): Mobile food testing laboratory christened as “Food Safety on Wheels” will be visiting markets here on Tuesday and Wednesday to collect samples of edible substances, including edible oils, water, milk, beverages, spices, etc. According to food safety officer of Dimapur Sendong Jamir, this is part of the newly-launched scheme “Strengthening of Food Testing System” of Food Safety & Standard Authority of India (FSSAI) to create a network of modern food testing laboratory at the State level. The main aims of this scheme are to create awareness and sensitise vendors and consumers on food safety, check for common adulterants in food and transport samples from remote areas to the food testing laboratory. Earlier, Dr K Vikato Kinimi formally launched t h e “ Fo o d S a f e t y o n Wheels” here on Monday. He urged the public and local authorities to extend their support and co-operation to the initiative to ensure that safe and nutritious food are sold and consumed in the State’s commercial hub.

On April 20, 64 members of the Rajya Sabha submitted a motion to Naidu alleging five charges of “misbehaviour” against the CJI including conspiracy to pay illegal gratification in a case relating to an educational trust and the alleged violation of code of conduct for judges by presiding over every bench that heard the case and passed orders. “I have also gone through the comments made by former Attorney General, constitutional experts and editors of prominent newspapers which are unequivocal and nearly unanimous that the present notice of motion before me is not a fir case for removal of judges,” Naidu said in his order. “I have considered each of the allegations individually as well as collectively in the light of annexures annexed to the notice of the motion but also in the light of cogent, relevant material available in the form of judicial orders passed the apex court of the country. Based on all this, I have come to the conclusion that this motion does not deserve to be admitted.”

State govt sets up committee on royalty collection
Centre relaxes PAP in NE states; gates open to foreign tourists
DIMAPUR, APR 23 (NPN): State government has constituted a six-member committee for review of royalty collection relating to minor minerals such as sand, stone boulders, gravel, stone chips and other minor minerals. The committee would be headed by principal secretary environment, forest & climate change (EF&CC) as chairperson, secretary EF&CC as member secretary and principal chief conservator of forest and head of forest force, secretary finance, secretary justice and law department and director geology and mining as members. A government notification dated April 17, 2018, which laid down terms of reference of committee (ToR), stated that the committee would examine the applicability of NMMCR 2004 vis-à-vis various Acts/ Rules and directions from the Supreme Court and National Green Tribunal. The committee has also been tasked to recommend regulatory measures in consonance with the

NEW DELHI, APR 23 (PTI): Foreign tourists, except those from Pakistan, China and Afghanistan, would now be allowed to visit some of the most pristine locations of the country which, so far, were out of bounds for them without a special permit, officials said Monday. The Home Ministry has decided to relax the six-decade-old Protected Area Permit (PAP) regime from Nagaland, Mizoram and Manipur for five years with effect from April 1, a ministry official said. Under the Foreigners (Protected Areas) Order, 1958, all areas falling between the Inner line and the International Border of some states were declared as protected areas. The protected areas currently include whole of Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim, besides parts of Himachal Pradesh, Rajasthan, Uttarakhand and Jammu and Kashmir. Some parts of Sikkim fall under the protected area regime while others under the re(Cont’d on p-8) stricted area.
As per the guidelines, a foreign national is not normally allowed to visit a protected or restricted area unless the government is satisfied that there are extraordinary reasons to justify his or her visit. Every foreigner, except a citizen of Bhutan, who desires to enter and stay in a protected or restricted area, is required to obtain a special permit from a competent authority having the power to issue such permits.
AFSPA removed from Meghalaya AFSPA has been removed completely from Meghalaya and its area of operation in Arunachal Pradesh has been restricted to eight police stations bordering Assam and three districts neighbouring Myanmar, officials said today. The Armed Forces (Special Powers) Act, which empowers security forces to conduct operations, arrest anyone anywhere without prior notice, has been removed from all areas of Meghalaya from March 31. The decision has been taken due to a significant improvement of security situation in the state, a Home Ministry official said. In Arunachal Pradesh, areas under the controversial act have been reduced from 16 police stations areas bordering Assam to eight police stations besides Tirap, Changlang and Longding districts, the official said. There have been demands from various organisations in the North East as well as in Jammu and Kashmir for repealing the act, which, they say, gives “sweeping powers” to the security forces to act against “civilians”.

AGARTALA, APR 23 (IANS): Centre has asked the North Eastern states to expedite the computerisation of the Public Distribution System (PDS) to ensure greater efficiency and transparency, and to check large-scale fraud. “After the digitisation of ration cards and computerisation of PDS, transparency and performance of the government-sponsored food supply system will improve and various fraudulent acts and falsification will be curbed,” Union Food and Public Distribution Department Director D.K. Gupta told IANS here. He said: “After full operationalisation of the computerised PDS and digitisation of ration cards, infiltrators and fake beneficiaries will not be able to benefit from PDS. Infiltration of
people in the North Eastern region from across the borders is a major issue.” The official said that while digitisation of ration cards in most states, including in the Northeast, was completed, progress of Aadhaar seeding in ration cards was very poor in most of the states in the region, except Tripura and Sikkim. He said seeding of Aadhaar in ration cards in Tripura and Sikkim was at over 90 per cent, but in the other North Eastern states this was on an average only at 30 per cent. “The situation is extremely bad in Meghalaya, Nagaland, Manipur and Mizoram.” Gupta, who was here to address a two-day workshop on “Digital Transformation and Automation of PDS Operations”, said that the Central government had
asked all the North Eastern states to complete digitisation of ration cards and computerisation of PDS by June this year. He said the Centre had introduced “Integrated Management of Public Distribution System (IM-PDS)” to integrate the PDS system, portals of states and Union Territories with the Central System and portals, introduction of National Portability and de-duplication of ration cards and beneficiaries. “ T h e n ew s c h e m e would bring more transparency and efficiency in the distribution of food grains as it would improve the mechanism to identify fake and duplicate ration cards and provide the option to PDS beneficiaries to lift their entitled food grains from Fair Price Shops of their choice.
DIMAPUR, APR 23 (NPN): Department of Power (DoP) has informed all electricity consumers under Tuensang, Mon, Zunheboto and Longleng districts and also Changtongya and Tuli area under Mokokchung district that supply of power in thier districts would be disrupted occasionally from April 24-28, 2018 due to maintenance work to be carried out at 132/66/33KV Aolichen sub-station, Mokokchung. In a press release, Mokokchung transmission division assistant engineer stated that the proposed maintenance work would affect 66KV Tuensang, Zunheboto and Tuli line and, therefore, requested affected consumers to bear with the inconvenience.
DIMAPUR, APR 23 (NPN): Shamator Town P u b l i c Fo r u m ( S T P F ) has stated that community health centre (CHC) Shamator with no doctor, insufficient staff and poor infrastructure was functioning even below the standard of sub-centres. In a press release, STPF president, S Mukamchim, said that to evaluate and assess the availability of its facilities, services and staff strength, the forum officials conducted a physical verification of the CHC Shamator on April 23, 2018. During verification, STPF said it found out that the lone doctor posted at the CHC Shamator was “wilfully absenting” from the duty since November 2017. The forum said the health facility was merely being shouldered by three GNM (one GNM from NRHM), one ANM, one pharmacist, one lab techni-
cian, two lab attendants, one dresser, seven MAs, two vaccinators, one SW, one SI, one ASHA coordinator, one counsellor, one block programme manager, one family welfare assistant, one MDS (malaria), one LDA and few other grade-iv personnel. STPF pointed out that one LHP got attachment at Kiphire, one ANM got attachment at Tuensang while another one ANM got transferred out. Besides, it stated that one pharmacist, one vaccinator transferred out and one LDA were transferred out. Further, the forum stated that after the demise of one GNM in the year 2017, the appointment of a replacement was yet to be made. STPF lamented that building structure of 12bedded CHC was nearly in a dilapidated state, adding that there was also no ambulance since July 2017.
Besides, CHC has only one stretcher, two radiant warmers of which one was badly defected. The health centre it has two oxygen cylinders but no generator, blood storage, X-ray, ultra sound, telephone connection and computer. The forum also said that there was complete scarcity of water despite installation of stock tank. It said that the facility suffers from unhygienic surrounding due to careless dumping of garbage, adding electric wire connection was also all worn out. Because of the congestion of building structure, the forum said many essential rooms could not find desired accommodation besides lack of room for night duty staff personnel. STPF underlined that people faced immense sufferings due to lack of proper services, facilities and medicines, especially those in emergency or casualty cases. K Y M C
