NEW DELHI, APR 19 (NPN): Centre has directed all states and union territories to re-train their police officers on various aspects of sexual offences particularly those related to collection and preservation of evidence. In a letter addressed to all the chief ministers, Union Minister for Women and Child Development (WCD), Maneka Sanjay Gandhi highlighted necessary steps for dealing with sexual offences and outlined various steps to be taken by the states/UTs in preventing and curbing the crimes against women and children. States have been asked to issue instructions to all police officers that utmost priority is to be given to complete the investigation of cases of sexual offences against children strictly as per the timelines of Law. State governments have been directed to take strict action against those police officers who are found to be obstructing the investigation
NPA flays attack on Shillong Times editor DIMAPUR, APR 19 (NPN): Nagaland Press Association (NPA) has strongly condemned attack carried out by miscreants, at the residence of the editor of The Shillong Times, Patricia Mukhim in Shillong on April 17 evening. In a condemnation note, NPA said that the sole intention of the attackers were to create fear in the minds of those serving the Fourth Estate. NPA viewed that such attack on journalists in the country was an attempt to silence the voice of those, who speak for the truth, espousing the cause of democracy and a free society that believes in peace and dialogue. “Attacks on journalists are also a reflection of growing intolerance in the country”, NPA added.

WCD minister said that forming a special cell only for sexual offences, particularly for sexual offences on children would be a significant step in this regard. The minister has also offered help to state governments in establishing Forensic Laboratories, which can be used for forensic analysis of evidence in the investi-
gation of sexual offences. Maneka has requested the states to generate awareness among the children in using the e-box set up under POCSO with child-help line number 1098. She informed that till date 175 ‘One stop centres’ have been set up by the ministry to help those women who have no access to either police or medical facilities or unable to visit a police station in times of distress. The letter also stressed that ‘Section 21 of the POCSO Act’ may be invoked in all cases wherever failure to report or record is noted. According to Sect 21, any officer who fails to report or record the commission of an offence under section 19/20 of the Act is liable for punishment. The minister also sought suggestions from the state governments on dealing with the crimes against women and children. In the wake of recent rape incidents in Kathua and Unnao, the role of police as the first investigative agency has been questioned.
ECI recognizes NDPP, Cabinet decides to hold ‘Miniallots ‘globe’ as symbol Hornbill Fest’ in all districts
DIMAPUR, APR 19 (NPN): In a boost to the new party- Nationalist Democratic Progressive Party (NDPP)- the Election Commission of India (ECI), has accorded recognition as a state political party besides being allotted “globe” as party symbol. Disclosing this through a press release NDPP media & communications committee, said ECI had issued the notification vide letter F. No. 56/Review/LET/ECI/ FUNC/PP/PPS-II/2017, dated April 17, 2018. The ECI notification pointed out that after reviewing NDPP’s poll performance in the recently-held Assembly election, the party was found to have fulfilled the conditions laid down in Para 6A (i), (iii) and (v) of the Election Symbols (Reservation & Allotment) Order, 1968, for recognition as a State party in Nagaland and accordingly recognised under the provisions of the Elections Symbols (Reservation & Allotment) Order, 1968. ECI further informed that the request of NDPP for allotment of “globe” as reserved symbol had been
accepted and allotted it as the party’s symbol. NDPP press release also explained that after its formation on May 17, 2018 and notified as a registered political party by ECI on October 13, 2017 by ECI, NDPP participated in the Assembly election held on February 27 this year. NDPP said with popular support and mandate of the people, it was given the opportunity to be part of the People’s Democratic Alliance (PDA) government. Expressing sincere appreciation to ECI for passing necessary orders in a prompt manner as laid down by rules, NDPP said that despite being a new party it had crossed major milestones and reached significant landmarks due to “committed and loyal efforts” of its functionaries and popular support of the masses. The par ty also expressed its deepest appreciation to citizens of the State and the electorate for reposing faith and confidence on party leadership and for supporting its ideologies and principles.
DIMAPUR, APR 19 (NPN): People’s Democratic Alliance (PDA) cabinet has decided to hold ‘Mini-Hornbill Festivals’ in all the districts, coinciding with the respective tribal festivals. The decision to this effect was taken during the cabinet meeting held on April 16, as follow-up to the chief minister’s proposal in his budget speech. In this regard, respective tribal hohos have been tasked to organize the ‘minihornbill’, culminating to the main Hornbill Festival which is the “Festival of Festivals,” a DIPR report stated. Accordingly, the cabinet has proposed to hold the mini-Hornbill Festivals district-wise. In Dimapur, deputy commissioner, Sushil Patel informed that the social work will commence from 7 a.m. sharp in all the 23 wards. DMC has been directed to collect the garbage from all the wards. DC said that the district administration would strictly monitor and inspect all the wards during the time of social work.
DIMAPUR, APR 19 (NPN): Mokokchung Town Lanur Telongjem (MTLT) has noted with concern many complaints from citizens about alleged sale of expired products, especially packaged edibles, in shops of Mokokchung town. MTLT vice-president Martoshi Longkumer and its grievance cell member Temsu Kichu stated in a press release, that MTLT has been receiving complaints from various quarters sale and purchase of edible goods having information about expiry period like “best before……(date)”. The duo said MTLT members who are regular customers also experienced the practice where shopkeepers knowingly or unknowingly sold expired goods over the counters. They said it was beyond doubt that sale of expired edible goods over the shop counter was prevalent.
MTLT pointed out that while the public of Mokokchung town may be aware of the matter since they were educated and also of businessmen from nearby areas and villages who bought such goods in bulk from such shops for sale in their respective areas. They expressed fears that the general health and well-being of consumers buying such edible goods after expiry would imperil their health after consuming them. The signatories said MTLT had written to ADC Mokokchung, who is also the administrator of Mokokchung Municipal Council (MMC), to take immediate stock of the situation and take corrective measures. at least three villages, cultural performances from at least two other tribes, cultural performances from neighboring states and other states from mainland, handicrafts exhibition and music festival by local and outstation bands, sports, adventure sports and traditional sports. It was also decided that the financial package for the three-day event will be Rs. 15 lakhs and Rs. 10 lakhs and 5 lakhs each for two-day and one-day festival. The committee will raise funds through sponsorships, as also grants from relevant ministries and departments of Government of India. On the other hand, the best performers from the mini-Hornbill Festivals will be invited to perform at the annual Hornbill Festival held in December. Similarly, winners of the music events will also qualify for the final auditions of the Hornbill Music Festival. A detailed action-plan for the mini-Hornbill Festivals will be prepared by the Tourism department, DIPR stated.

A statement jointly issued by MHA joint secretary, Satyendra Garg and GPRN/NSCN supervisor, Jack Zhimomi said that the cease-fire was extended “to bring about a lasting peace in the state of Nagaland with the involvement of the Naga people.” “The cease-fire will be subject to adherence of the cease-fire ground rules (CFGR), mutually agreed and signed by the two sides,” it said, adding that the CFGR will also be subject to mutual review and amendment with the involvement of both the sides.

Former DTC member passes away DIMAPUR, APR 19 (NPN): Former Dimapur Town Committee (DTC) member and social activist, Lanu Longchar passed away in the wee hours of April 19. Several organizations have mourned the demise of Longchar. SCD: Sumi Council Dimapur (SCD) has expressed shock on the sudden demise of Lanu Longchar, resident of Bank Colony and former member of the erstwhile DTC due to cardiac arrest. In a condolence message, chairman of SCD, Kuhoi Zhimo said late Longchar was a public leader of repute and represented the Railway Colony area in the DTC. His oratory skill was popular amongst the public of Dimapur, particularly non-Naga community for his fluency to speak Hindi. In his death, the people of Dimapur have lost a fatherly figure and pioneer and the void created by his departure will be difficult to fill,
