Govt working on Mallya’s extradition

New delhi, Apr 18 (IANS): After liquor baron Vijay Mallya, wanted in India for defaulting on bank loans of over Rs 9,000 crore, was arrested and granted bail in London on Tuesday, the Indian government said the legal process for his extradition is underway in Britain. Responding to a query, External Affairs Ministry spokesperson Gopal Baglay said Mallya’s arrest in London was in connection with the request by India to British authorities for his extradition “Legal process in this regard is underway in the UK,” Baglay said. “The two governments are in touch in this context.” Metropolitan Police said Mallya, 61, was taken into custody after attending a central London police station. The Westminster Magistrates’ Court later gave him bail on a 650,000-pound bond. The next hearing of the case will be on May 17. A Metropolitan Police statement said officers from the Extradition Unit arrested Mallya on an extradition warrant from India. “Mallya was arrested on behalf of the Indian authorities in relation to accusations of fraud,” the statement said. After getting bail, Mallya tweeted: “Usual Indian

Vijay Mallya media hype. Extradition hearing in court started today as expected.” Mallya fled to Britain in March 2016 after being pursued in courts by Indian banks seeking to recover Rs 8,191 crore owed by his now defunct Kingfisher Airline. The banks had been able to recover only Rs 155 crore. Despite multiple injunctions, Mallya failed to appear before investigators -- and then flew out of India. In February, the Indian government handed over to British authorities a formal request for Mallya’s extradition, saying it had a legitimate case against him on charges of financial irregularities and loan default.

Vijay Mallya case: Top developments

Proclaimed offender industrialist Vijay Mallya was arrested in London by Scotland Yard on India’s request for his extradition. “Officers from the met-

ropolitan police’s extradition unit have this morning arrested a man on an extraction warrant. He was arrested at about 3 pm IST. The Metropolitan Police said Mallya was arrested after attending a central London police station. He was produced at the Westminster Magistrates’ Court in London and was later seen walking out with his legal team a few hours later after being granted bail. “It was a voluntary action. He will be out in a few minutes,” a member of Mallya’s team was quoted as saying by the news agency PTI. Soon after getting bail from the Westminster Magistrates’ court, Mallya took a swing at the media accusing them of ‘hyping’ the development. “Usual Indian media hype. Extradition hearing in Court started today as expected,” Mallya tweeted. India had made an extradition request in February to Britain to deport absconding businessman to face trial. Mallya had fled from India on March 2, 2016. Last month, Britain cleared India’s request to extradite Mallya to India after special request from the Ministry of External Affairs, Union Finance Minister Arun Jaitley and his ministry. “Vijay Mallya will be

brought back to India, due process of law will be followed,” BJP leader and MoS Finance Santosh Gangwar said. Meanwhile, Union Law Minister Ravi Shankar Prasad said that India had put up “a strong case against Vijay Mallya in England.” Former CBI Director Anil Sinha said the arrest of Vijay Mallya was a “success” of law enforcement agencies and that efforts to bring him back would “fructify”. He also said the arrest signifies the strong resolve of law enforcement agencies and the government. “After relentless campaign by Congress, finally extradition request was submitted by government in February,” Senior Congress leader Randeep Surjewala told news agency ANI. “...but within one hour, Vijay Mallya got bail. So, the government should stop misleading the people of India,” Surjewala added. Mallya is branded a willful defaulter by United Bank of India. He is facing legal proceedings for defaulting on loans of over Rs 9,000 crore and being tried for cheque bounce. In November, 2015, Finance Minister Arun Jaitley claimed that the total amount owed by Kingfisher owner is Rs 9,091.40 crore. And interestingly Mallya use to takes a salary of Rs 33.46 crore from now defunct Kingfisher Airlines.

Govt redressed 99% of 11.92 lakh complaints: DoPT NEW DELHI, Apr 18 (agencies): The central government has said that it redressed 99% of citizens’ grievances in 2016, even as the number of complaints grew 35% over the previous year to the highest ever. In contrast, the state governments managed to dispose of just 15% complaints, the Department of Personnel and Training said in its annual report for 2016-17. The report said that the Centre received a record 11.92 lakh complaints against its departments in 2016 while another 2.86 lakh grievances pertaining to state governments were sent to the states for redressal. The Centre is now planning to adopt ‘Twitter Sewa’ facility to monitor grievances on social media too, the report said. In 2014, when the Modi government took office in May, the Centre had received just 2.7 lakh complaints against its departments. Officials attributed the spike in the number of complaints subsequently to faster disposal by the Modi government and its efforts to enhance awareness among citizens in this regard. The Centre disposed of 11.82 lakh complaints in 2016-17, with the four departments topping the charts including the telecom department, financial services (banking division), railways and the human resource development ministry.

Oram calls Mamata, Naveen ‘sinners’ of chit fund scam Bhubaneswar, Apr 18 (IANS): Senior BJP leader and Union Tribal Affairs Minister Jual Oram on Tuesday said West Bengal Chief Minister Mamata Baner jee and her Odisha counterpart Naveen Patnaik have an “unholy nexus” and dubbed both as “sinners” of the multi-crore-rupee chit fund scam. O r a m ’s s t a t e m e n t came ahead of the threeday visit of Banerjee, also the Trinamool Congress chief, to Odisha on Tuesday. “ N ave e n P a t n a i k and Mamata Banerjee are equally sad following the arrest of their leaders in the chit fund scams. So, they are meeting repeatedly to share their sorrows. Perhaps, both may enter into an alliance,” said Oram. The minister said they were meeting frequently to console each other and evolve ways and means to counter the Bharatiya Janata Party (BJP). Some of their chit fund-tainted leaders were either in jail or on bail. “Their leaders, cine-stars and party workers have duped the people. They would be punished for their sin,” he added. Reacting to the meeting of the two leaders for a possible alliance to counter the BJP at the national lev-

H owe ve r, O d i s h a Chief Minister Naveen Patnaik on Tuesday said there was no plan yet to meet his West Bengal counterpart. On the allegation of BJP dubbing the frequent meetings as an “unholy nexus”, Patnaik said: “That’s absolutely false and baseless.” Banerjee, scheduled to arrive in Bhubaneswar on Tuesday evening, will visit Puri to have darshan of Lord Jagannath on Wednesday morning. She will also meet the arrested party MPs in hospital. Trinamool MPs Sudip Bandyopadhyay and Tapas Pal, who were arrested by the Central Bureau of Investigation for their alleged links with the Rose Valley chit fund scam, are in hospital, said sources.

Check train delays or face action: Prabhu NEW DELHI, APR 18 (AGENCIES): With a number of complaints being received over late running of trains, railway minister Suresh Prabhu has cracked the whip on officials concerned, asking them to improve punctuality rate or “face action”. Zonal heads have been asked to deploy a seniorlevel officer in the night shift between 10 PM and 7 AM immediately to monitor the situation and address the problems, if any, to prevent delay in train running. Besides, Prabhu has also taken note of discrepancies between train timings data available on national train enquiry system (NTES), the official website of Indian Railways, and actual train timings being experienced by passengers. The punctuality rate has deteriorated further to 79 per cent during April 1-16 period, as compared to 84 per cent in the corresponding period last year, a decrease of 4 per cent. Analysis of performance of zonal railways reveals that punctuality has registered a sharp drop over Eastern Railway (-8.9 per cent), North Eastern Railway (-11 per cent), East Central Railway (-10 per cent), South East Central Railway (- 11 per cent), West Central Railway (-8 per cent) and Konkan Railway (-6.9 per cent).

Khanwilkar and Justice Mohan M. Shantanagoudar sought the government’s response, it modified its earlier November 30, 2016, order to exempt a certain category of

The court had then ordered that the National Anthem would be played in cinema halls across the country before the start of a movie. This, it said, would instil a feeling of “constitutional patriotism” and a sense of “committed patriotism and nationalism”.

India cautions Nepal on getting aid from China ADMISSION GOING ON NEW DELHI, APR 18 (AGENCIES): In an apparent reference to China, India on Tuesday cautioned Nepal not to depend upon nations that provide assistance on their own terms and do not encourage capacity building. Addressing a conference along with Nepal’s President Bidya Devi Bhandari, Minister of State for External Affairs V K Singh said India’s model of aid is different as it does not making anyone dependent. “Let me tell you, there are countries in this world who follow a different model where they would like to identify projects which will showcase them not you. “They would like to give you assistance which is termed in very expendable terms and they would like to run those projects themselves, so that you do not become capable of running those projects,” Singh said at the conference organised by industry chambers CII, Ficci and Assocham.
