KOHIMA, APR 13 (NPN): Nagaland chief minister, Neiphiu Rio claimed that all contentious matters regarding Naga political issue were resolved, but certain symbolic issues had emerged as “stumbling blocks”. He informed this to media persons during a brief interaction outside his office at the Secretariat here on Friday. Referring to his comment made on sidelines of the first NITI Forum for Northeast meet at Agartala recently and that appeared in a national daily that Naga peace process was in the final stage, Rio said since all NNPGs had come together, the negotiating parties should put their heads together if they wanted a solution as nothing was impossible. Rio was also quoted in the newspaper that issues related to autonomy had been settled between the Centre’s representative and Naga groups and only symbolic issues like flag and passport were to be resolved.
NSF demands verification of coaching centres DIMAPUR, APR 13 (NPN): Naga Students’ Federation (NSF) has sought strict verification of existing coaching institutes in the State, besides framing of regulations for providing approval to establish new ones. In a representation to chief secretary, NSF president Kesosul Christopher Ltu and general secretary Imtiyapang Imsong said due to increasing number of candidates appearing for competitive exams every year, many aspirants were seeking admission into the mushrooming coaching institutes in the State. NSF, however, alleged that with no proper guideline vis-à-vis functioning of these institutes and no mechanism to monitor the fee structure, candidates applying were being compelled to pay fees as set by the institutes, regardless of the facilities and faculty being provided to them. NSF, therefore urged the chief secretary to initiate necessary action and also demanded that the fee structure should be set as per the facilities made available to the students. NSF also demanded that, in order to provide a conducive studying environment, location of the institutes should be taken into account.

The chief minister pointed out that on contentious issue like integration of all Naga-inhabited areas, Government of India had already conceded that the Nagas had a legitimate right to be integrated, but physically it was not possible now and it had to go through a democratic process. He further remarked that negotiating parties understanding each other was a major departure from the past. On NSCN (K), Rio said that since majority of its cadres were from Myanmar, they could opt for a separate settlement in Myanmar. Pointing out that
Nagas in Myanmar were recognised and had a Naga Self-Administered Zone with elected representatives, the chief minister said they also had a representative in their country’s parliament, which clearly indicated that “a country cannot take a decision which belonged to another country”. In the case of Nagas of India, divided into four states, Rio was of the opinion that the inhabitants of the four states should come together. Meanwhile, The Indian Express report had quoted Rio as saying that the longawaited Naga peace accord was in the “final stages” of deliberation and issues pertaining to Naga “autonomy” had been resolved. According to Rio, the only “symbolic issues” that haven’t been resolved are the flag and passport for this “autonomous” region, the report stated. On the demand for a “Greater Nagalim,” which consists of Naga-inhabited areas both within the state
and “all contiguous Nagainhabited areas” in the adjoining states of Assam, Arunachal Pradesh and Manipur, Rio spoke of the democratic process. “The Centre has acknowledged it to be a legitimate demand of Naga people, but it has to be done through a democratic process,” Rio told the publication. A senior government official in New Delhi who is part of the deliberations said, “The demand has been opposed by adjoining states. We are consulting the leadership and political parties in these states (Manipur, Assam and Arunachal Pradesh) to find a solution.” Refusing to elaborate on the exact details of the framework agreement, Rio said, “The elected government will not stand in the way of the agreement whenever it is finalised between Naga groups and the Government of India. The accord is for the same people.” However, he refused to fix a deadline for completion of peace talks.
Gov pitches for rain water harvesting DIMAPUR, APR 13 (NPN): Nagaland Governor, P.B. Acharya has made a strong pitch for rainwater harvesting in Nagaland and even announced 50% subsidy for setting up 1000-litre water tank within Kohima town to the first 20 applicants so as to encourage citizens to take up water harvesting. T h e g ove r n o r a n nounced that the water tanks would be procured by Raj Bhavan and, once all arrangements were made by the applicants at their home or office to set up the tank, the subsided tanks would be released. Asserting that rainwater harvesting was the need of the hour, Acharya said switching to the eco-friendly system was neither complicated nor time consuming and result in a wide range of benefits for one’s home or business. Discussing the issue with chief minister Neiphiu Rio at Raj Bhavan, Kohima on Thursday, Acharya said at his initiative the Bhavan was on the verge of completing a 1.5-lakh litre water harvesting reservoir.

DIMAPUR, APR 13 (NPN): Lamenting that many Naga farmers abandoned their projects after availing the projects’ initial benefits from the government, Horticulture department adviser Mhathung Yanthan remarked “majority of Naga farmers cultivate the scheme rather than crops”. He said this during a field study he had made to get first hand information on horticultural activities in Dimapur district. The adviser visited a floriculture farm at Naga United Village and pine(Cont’d on p-7) apple farm at Molvom vil-
lage to study the kind of facilities being provided by the government and how these were being utilised by the famers. Yanthan also had indepth discussions with famers and self-help groups on marketing aspects of pineapples and flowers. He later said that interaction with the famers had given him a broad idea on how to implement strategies so that the farmers could be benefitted. He also urged the famers not to solely depend on the government but to continue with their current activities. “Farmers and self-help groups should not abandon their projects
citing lack of funds from the government,” he added. The adviser also inaugurated a “Pack House (Lefthang Misao)” at Molvom village constructed under Mission for Integrated Development of Horticulture scheme 2016-17. The pack house will collect and pack agricultural and horticultural produce for selling these later in the market. The advisor was accompanied by horticulture director Dr Elithung Lotha, Dimapur district horticulture officer Temsu Longkumer and other officials. Yanthan is scheduled to visit other horticultural farms across the districts.

DIMAPUR, APR 13 (NPN): Minister of Health & Family Welfare (H&FW), S Pangnyu Phom, suggested weekly cleanliness drives should be held in all health units and establishments under Swachh Bharat mission. He was speaking at a one-day state level departmental review meeting in the Conference Hall of the H&FW directorate, Ko-
hima on Friday. Pangnyu Phom also urged all the doctors and nurses to be more dedicated and sincere in their work. He sought cooperation of all health personnel for effective delivery of healthcare services and timely provision of all assured entitlements to beneficiaries, especially women and the differently-abled. Stressing on the problems and issues of all districts, he said that although all the problems could not be solved in a year, they could be addressed in a phased manner. Phom stated that distribution and allocation of resources would be done rationally so people across the state were not deprived of much need healthcare facilities. He further stated that Service Rule amended recently would be implemented to streamline placement
of doctors and ensure that all doctors get equal opportunities. Commissioner & secretary H&FW, R Ramakrishnan, in his concluding remarks stressed on the need to update the departmental website so as to receive latest updates. He also informed about enforcing biometric attendance system within 100 days in all the districts. During the meeting, all chief medical officers shared their problems and grievances. Earlier, the inaugural function commenced with a welcome address by principal director (H&FW), Dr. Meguosielie Kire followed by an overview of departmental activities by H&FW director, Dr. Vizolie Suokhrie, NHM mission director, Dr. Kevichusa Medikhru, and NSACS project director Dr. Ngangshimeren.

NEW DELHI, APR 13 (NPN): Law Commission of India which is examining the subject matter of Uniform Civil Code (UCC), has extended till May 6 the deadline for stakeholders to submit their comments and suggestions on the issue. The extension was necessitated considering the overwhelming continuous responses and the requests made by many stakeholders seeking extension of time for submission of their suggestions etc., an official communiqué stated. On March 19, 2018 the Commission had issued a public appeal seeking views and objection from individuals/organisations (governmental and nongovernmental) on any of the issues pertaining to UCC (except the issue relating to Triple Talaq, which is pending before parliament) by April 6, 2018. However, a fresh notice was
issued earlier this week, extending the time frame by 30 days (May 6, 2018) for submission. For this, the commission has reminded that the views, suggestions and objections can be communicated to-- Member Secretary, Law Commission of India, 4th Floor, Lok Nayak Bhawan, New Delhi or by email: lci-dla@nic.in. The commission’s term ends in August. It was reported that the commission had so far received over 60,000 responses on the issue. In June 2016, the Law Ministry sent a reference to the commission asking it for an indepth examination of “matters in relation to the Uniform Civil Code” and whether the time was ripe for bringing it in. The UCC has been a longstanding poll promise and ideological position of the ruling BJP but many minority groups have opposed it because they see it as an effort to erase their cultural and religious identities.
DIMAPUR, APR 13 (NPN): Angami Public Organisation (APO) has expressed serious concern over the quality of work in the ongoing DimapurKohima 4-lane road project. In a letter to chief secretary (CS), APO president Kepelhousie Terhüja and general secretary Neisakholie Ziephrü said they had spoken to several Border Roads Organisation officials in the past over the quality of construction, but the latter had responded that national highways (NH) in Nagaland were being constructed just to provide connectivity for security forces and not as per the NH norms/standard. APO, therefore, urged the CS to ensure that the quality of construction be as per NH standards as was being done in other States. APO also expressed fear that with the onset of monsoon, NH-29 would fall prey to mudslides. It particularly drew attention of the CS to the stretch from Patkai to Piphema that passed through steep rocky hills and mountains. Pointing out that this particular stretch could become dangerous for driving, APO stressed that the timely construction before or after the monsoons held the key to safety. It also urged CS to direct all companies, contractors, etc, involved in the project to ensure safety and also continuous connectivity between the two places. APO also declared that it would fully cooperate with the chief secretary for the betterment of society.
Cong holds candlelight vigil against rape cases DCCF alleges embezzlement of village devp fund DIMAPUR, APR 13 (NPN): In line with the party’s directive, to hold candlelight march at different parts of the country to protest against the Kathua and Unnao rape cases, Nagaland Pradesh Congress Committee (NPCC) also staged a candlelight vigil at District Congress Committee office complex Dimapur Friday. NPCC through its media cell stated the candlelight vigil was held over the issue of violence against women across the country, which it claimed continued unabated under the patronage of BJP government. Speaking at the event, NPCC general secretary, Capt. G.K. Zhimomi, enlightened the gathering on the cases of violence against women that have rocked the nation. He highlighted the recent rape cases in Unnao (UP) and Kathua (J&K). Zhimomi said that instead of delivering justice to the victims, the accused were shielded and the victims and their families have “borne the brunt of an indifferent government ma-

chinery.” Also, addressing the gathering, NPCC president, K Therie, said that crimes against “our daughters, sisters and mothers” have increased after the BJP came to power. State Congress president stated that people should also “keep in mind the doctrine RSS cadres adhere to discouraging marriage.” He said such cadre did not empathize with women and were largely insensitive to their problems. Therie said the nation’s daughters, sisters and mothers have been objectified under BJP’s rule. He said that criminals responsible for the atrocities on women were
shielded while the victims were further victimized. NPCC president urged the state government and civil society groups to raise their voices against the heinous crimes committed against women across the nation. Therie particularly expressed concern for the safety of Naga and north east women studying and living in different parts of the country and demanded that the state government assure their safety and security. The programme ended with a mass prayer for the victims and for the safety of women across the nation.
DIMAPUR, APR 13 (NPN): Alleging misappropriation of fund meant for village development allegedly by members of Diphupar village council (DVC), GBs and Village Development Board (VDB) members, the Diphupar Communities Chairmen Forum (DCCF) has urged the responsible authority to initiate prompt action against them and dissolve the existing village council of Diphupar with immediate effect. In a representation to the extra assistant commissioner (EAC) C h u mu k e d i m a , t h e chairmen of eight communities of Diphupar – Angami, Tangkhul, Rongmei, Lotha, Rengma, Chakhesang, ENPOD and Ao – alleged that Rs.2,94,50,00 sanctioned for the purpose of
the village development was misused and misappropriated by present functionary of DVC, GBs and VDBs. DCCF stated that the fund was distributed among themselves to the tune of 1,10,50,00. DCCF said it had convened a joint meeting on three occasions and thoroughly deliberated on the issues. However, the forum said DVC, GBs and VDBs “intentionally” did not turn up in the last two meetings. During the one meeting they attended on March 29, 2018, the forum said DVC members, chairman, GBs and VDBs verbally admitted before the joint general meeting about distribution of Rs.2 lakh each among the 33 council members and some exmembers and thereafter
further distribution of Rs.44.50 lakh among the eight individual members. DCCF said a notification dated April 5, 2018 was also served to all DVC members, GBs and VDBs asking to surrender the “misappropriated money amounting to Rs.66 lakh and Rs. 44 lakh respectively” on April 7, 2018 at the joint meeting convened by the forum. However, DCCF said they not only failed to attend the subsequent meeting reconvened on April 11, 2018, but also did not surrender and deposit misused fund. As such, the forum said the general public/house resolved that all sanctioned funds meant for village development misused by DVC members, VDB members and GBs must be surrendered
and deposited to village council account. Further, it was resolved that DVC members, Village Development Board members and GBs must be placed under suspension and village council dissolved immediately. The forum said that the house also decided to appeal the competent administration to constitute a new village administrative body at the earliest by inclusion of all communities’ chairmen as its members for smooth functioning and convenience of the general public of Diphupar village. The forum also demanded that appropriate and stringent action be initiated against Diphupar village council members and other individuals involved in misappropriation of village development fund.
