NEW DELHI, APR 12 (AGENCIES): Eight-yearold Asifa was grazing the cattle owned by her nomadic Muslim herder family when she was kidnapped. A week later, her raped and mutilated body was found in the woods of Kathua in Jammu and Kashmir. Since the incident came to light less than two days ago, the country has been reeling from shock and outrage. Anger is also building over inaction against the accused in the Unnao rape case, with the Allahabad high court reprimanding the state government for ‘collapse of law and order’ and the Centre ordering CBI
4-lane works: JD (U) asks company to follow norms DIMAPUR, APR 12 (NPN): Nagaland JD (U) unit has urged the ECI Engineering and Construction Company Ltd, engaged in executing a portion of Dimapur-Kohima four-lane project, to fully comply with the laid down norms while executing allotted contract. In a press release, JD(U) media secretary, Mhademo Shitiri, said the party supported Medziphema Town Youth Organisation, which had accused ECI Company of causing dust pollution in Medziphema area. Expressing the view the NHAI allotted the contract work after having been examined the reputation and integrity of the company, the JD(U) said it was, therefore, now upon the company to uphold the commitment with integrity and comply with the terms and condition. Stating that the company had obligation to address health issues caused due to dust pollution, JD(U) said ECI should therefore follow all national, state and local environmental laws. Further, expressing concern over the plight of the people, the party appealed to ECI to take up corporate social responsibility activities that would benefit the people of the affected areas.

One of the rapists is a student who
travelled all the way from Meerut in Uttar Pradesh after being invited to “satisfy his lust”. The child’s mutilated body was found in the forests on January 17.

As the public outcry raged amid growing demands by political parties and civil society for the legislator’s arrest, protests were also held outside Adityanath’s house while the police put the onus on the CBI to arrest the MLA, who has remained defiant and has dubbed allegations as a political conspiracy. FIR was registered against Sengar hours before the high court was to hear the matter, and so was the UP government’s decision on transferring the case to the CBI late last night.
Governor moots setting up cancer care centre in Nagaland

DIMAPUR, APR 12 (NPN): At the initiative of Nagaland Governor, P.B. Acharya, a meeting for setting up a cancer care centre in Nagaland by Tata Trust was held between representatives from Tata trust and chief secretary and Health & Family Welfare (H&FW) department officials at Raj Bhavan on Thursday. Principal secretary to governor Piyush Goyal said Acharya had convened the meeting with the objective to hold interaction with H&FW department officials and representatives from Tata Trust to work out a modality to take the idea forward. from Tata Trust explained that the idea was to structure the system in such a way that the treatment for cancer reached doorsteps of the patients so that people need not go out of their States for cancer treatment and their livelihood was not disturbed. He added that 70% to 90% cancer care could be handled by doctors and nurses after training, while super specialists were required only for treatment planning and complicated surgeries. He stated that the project was not about building a new cancer hospital, but to address the issue of cancer care in the entire length and breadth of Nagaland in
partnership with the H&FW department. Earlier, Acharya had written a letter to Ratan Tata for setting up an advanced cancer care centre in Nagaland. Stating that cancer cases were on the increase, Achrya invited Tata Trust to consider setting up an advanced cancer care unit in the State. Acharya also discussed the issue, along with other public welfare issues, with chief minister Neiphiu Rio during their meeting at Raj Bhavan later. Rio expressed his happiness at the governor’s initiative on the matter, a press note issued by PRO to the governor stated.

KOHIMA, APR 12 (NPN): Election Commission of India (ECI) has directed the State government to suspend Peren’s additional deputy commissioner (ADC) and 6-Tening A/C returning officer (RO) and general observer, besides ordering initiation of disciplinary action against the duo, over the issue of overturned poll verdict on March 3 that led to a controversy. Chief electoral officer (CEO) Abhijit Sinha informed that the ECI directive to the State government came in the last week of March to suspend ADC & RO Tening A/C, Warren Hollohon Yepthomi and general observer Rajkumar Beniwal. Sinha explained that certain procedures were required to be carried out for initiating disciplinary action
against the erring officials, and hence the ECI order was released only now. NPF candidate N.R Zeliang was declared winner from 6 Tening A/C in Peren district on March 3, having said to have defeated his nearest rival by a margin of 32 votes. Zeliang was even issued the winning certificate. However, on the same evening, the result was overturned and NDPP candidate Namri Nchang was declared a winner (by 168 votes). The RO had cited “tabulation error” as the reason for the confusion, Sinha said. Subsequently, the issue was forwarded to ECI and the latter directed cancellation of the “declaration of wrong result issued in favour of NPF candidate” and confirmed Nchang as the winner. NPF then registered a complaint against the RO, objecting to the verdict.
KOHIMA, APR 12 (NPN): Claiming that there are chinks within the PDA coalition government, former minister and NPF legislator Yitachu said that the newly floated NDPP though registered is not yet a recognized party and therefore, its MLAs are like independents. Yitachu said this made the PDA coalition government unstable and that was why the coalition partner BJP felt insecure. Speaking to Nagaland Post, Yitachu said under the Representation of the People Act, NDPP can apply for recognition to Election Commission of India (ECI) only in 2023 on the basis of the votes it had polled in the recently held 2018 Assembly Election Yitachu further pointed out that while filing nomination papers, each NDPP candidate had to submit
proposals from ten persons like in the case of any independent candidate. He said though all NDPP candidates chose a similar symbol yet they had to contest like a group of individuals and not from a recognized political party. While not ruling out the possibility of NPF again taking over the government, Yitachu however added that NPF was not desperate for power and would rather prefer to let PDA meet its own fate. On Naga political issue, he said so long as BJP was the backseat driver in the PDA coalition, solution cannot be achieved. He explained that the PDA government will not be able to sincerely push for early solution since Naga issue was not in the BJP’s national agenda. KOHIMA, APR 12 (NPN): Nagaland State Disaster Management Authority (NSDMA), home department, would be conducting a state wide mega mock drill of Nagaland Emergency Preparedness Exercise (NEPEx) on April 26, 2018 to test the capability of the government of Nagaland to respond to and manage disaster. The drill would be conducted in collaboration with the National Disaster Management Authority (NDMA).
In this regard, a review meeting on NEPEx was held at ATI Kohima on Wednesday organized by Home department in collaboration with NDMA. Delivering the keynote address at the review meeting, Home commissioner, Abhishek Singh, said the natural calamity was beyond anybody’s control, adding that everyone had to be prepared and play their own role. Nagaland being under Zone V of earthquake prone areas, Singh said the State needed to be prepared.
He said disaster alone did not cause loss of life and property but the prime reason was because of how unprepared the people were and also because of how poorly the buildings were constructed. Citing an example, Singh said due to the rampant expansion in Kohima district it was difficult for the rescue teams to reach the victims. He, therefore, said that the only way to prevent and reduce the loss of life and property was to conduct mock drills and impart basic awareness to everyone.
Singh said that disaster management should not be confined to the departments and offices alone, but must be available on websites and should be accessible to everyone. He suggested that short videos on prevention of earthquakes, fire, flood etc. should be created and shared on channels like youtube and whastapp. NDMA with the support of the Nagaland government and the media could work together in reaching out to the citizens, Singh said and expressed hope that the proposed mock drill would be a success in preventing future disasters. In his opening remark, joint advisor (ops) NDMA, Dhirendra Singh Sindhu, said that the main objective of the mega mock exercise was to test the adequacy and efficacy of the emergency response plans of the state and district against disasters.
Neiphiu Rio was made the chief minister only to fool the Nagas. To buttress his claims, Yitachu pointed out that BJP got the lion’s share of six cabinet berths and portfolios, while Rio could not say anything more about the Naga political issue. Yitachu claimed that national parties were never keen on talking about the Naga political issue and therefore, since his hands were tied, Rio could not take up the issue seriously. “This is the major fundamental difference between NPF and NDPP-BJP,” he added. On ECI’s directive for suspension of the Returning Office and General Observer of 6 Tening constituency Yitachu said it was not the law to invalidate a result after it was declared by the RO after counting and recounting after which certificate was issued to NR Zeliang on March 3.
DIMAPUR, APR 12 (NPN): NPF has accused the PDA government of misusing Central fund by deducting high percentage, instead of disbursing it to village development boards (VDBs) for development. In a statement issued through its press bureau, NPF said it was dismayed with the “brazen favouritism” of PDA government and vehemently condemned the “shameless act” of depriving villagers their due share of funds. The statement claimed that then NPF-led DAN government led by former chief minister T.R. Zeliang had ensured release of Rs 285 crore under MGNREGA by Government of India, but the same could not be released to the VDBs due to election model code of conduct coming into effect (Cont’d on p-11) in the State. NPF also alleged
that new Rural Development (RD) principal secretary Abeio Kire was implementing MNREGA at his own whim and fancies due to which the department and VDBs were facing difficulties. It further alleged that out of the total amount of Rs 285 crore, the PDA government had released only Rs 140 crore to the VDBs recently. According to NPF, Dimapur district was allocated Rs 13,24,11,351, out of which the normal total allocation for Nagarjan (Kuda) VDB was Rs 10,73,800 for implementation of village development schemes under MGNREGA. But the principal secretary allegedly allocated an additional amount of Rs 1,45,00,000 as per his discretion to his own village Nagarjan (Kuda) village, taking the total amount to Rs 1,55,71,800, NPF stated. Scientists uncover cancer risk associated with epigenetic changes
NEW DELHI, APR 12 (AGENCIES): New science of Epigenetics has enabled us to track, how our lifestyle and surroundings affect the behavior of genes in our body, without altering the underlying DNA sequence (commonly called ‘mutations’). According to India Science Wire, these epigenetic changes may stop aged cells and damaged cells from forming any new cells–akin to forced retirement, scientifically known as senescence, thereby preventing chances of cancer. However, unusual epigenetic changes might help rogue cells to escape senescence and steer towards formation of tumors. Now, to be able to predict aging-related cancer risks, researchers are trying to identify those genes (Cont’d on p-11) which undergo the most
epigenetic changes during normal aging and in early tumor development. In a collaborative study, a team of researchers from India and USA (Dr. Subhojit Sen of University of Mumbai and Dr. Hariharan Easwaran of John Hopkins University, USA) have identified two sets of genes: one that may help human cancer cells to progress by rejecting forced retirement or senescence due to unusual DNA methylation, while a different set which might be responsible for cancers from normally aging cells. The results of this study have been published in the Journal ‘Cancer Cell’. In this study, researchers have performed experiments on mice and cells from human skin samples. To analyze e pigenetic changes, they observed patterns of DNA methylation,
a process by which cells add tiny methyl chemical groups to a beginning region of a gene’s DNA sequence, thereby dictating how that gene is used. “Some groups have suggested that epigenetic changes may promote tumour formation. It was puzzling us...Hence we investigated the differences in epigenetic changes that occur in both events,” said Dr. Easwaran. The authors observed that although the process of DNA methylation appeared similar for both senescent and tumours cells, the genes that got methylated and the way it occurred were different between the two. They found that DNA methylation in senescent cells occurred in metabolic process related genes and appeared to be programmed and reproducible. K Y M C
