Dimapur, Apr 10 (NPN): Amid controversy generated by Nagaland Dy.CM in-charge of home, Y. Patton’s letter dated March 28, 2018 to union Home minister Rajnath Singh for appointment of an IPS officer of Assam-Meghalaya cadre (Lungriading Zeliang) as DGP Nagaland over current officiating DGP Rupin Sharma IPS, it has come to light that the request was also made by Nagaland chief minister Neiphiu Rio to Rajnath Singh (March 24, 2018) and also by chief secretary Temjen Toy (March 27) to the union home secretary. What has apparently led to resentment against the government was that the letters had described officiating DGP as lacking in experience and not fit to hold the post. However, since the letter from Y. Patton had been “leaked” and widely published, the Dy.CM has come under scanner for a letter he wrote to union home
ANPWDFWA sets deadline to regularise W/C employees D IMAPUR , APR 1 0 (NPN): All Nagaland PWD Field Workers’ Association (ANPWDFWA) has set a 30-day deadline for PWD to regularise work charge (W/C) employees under the 68% reserved quota. In a reminder letter to PWD engineer in-chief, ANPWDFWA president K Atovi Awomi and general secretary Zubemo Ngullie referred to the association’s letters of 04/10/2016 and 18/5/2017 on the issue and pointed out that the work charge employees were serving in PWD since many years. But they lamented that several genuine work charge employees were still awaiting regularisation under the 67% reserved quota. Alleging that many fresh appointments were being made by higher-ups in the 67% reserved quota at the cost of regularisation of senior work charge employees, the association appealed to the engineer in-chief not to make any more new appointments and utilise all vacancies by regularising work charge employees as per their seniority division-wise and as per a State government decision (memorandum No.AR-3/ Gen-201/2009, Kohima, March 17, 2015).

Rio impressed upon Rajnath that law and order situation and challenges to policing in Nagaland required an officer of sufficient seniority. CS: In his letter, dated March 27, 2018 addressed to the union home secretary, Nagaland chief secretary Temjen Toy, also cited the same arguments in favour of an IPS officer of sufficient seniority and one who is aware of local issues be posted as DGP Nagaland.
DGP Rupin Sharma victimized by Patton: NPF Opposition NPF party has expressed alarm over the alleged move by deputy chief minister Y Patton, who is also in charge of home department, to replace Rupin Sharma ostensibly over the latter’s refusal to allegedly make backdoor appointments in the police department as desired by the former. Patton, however, dismissed the allegation. Clarifying that
the NPF was not against the officer proposed to replace the incumbent, it said that ill-designs of Patton were obvious and cautioned that the kind of changes Patton had in mind would surely not augur well for the department or the State. NPF in a press statement alleged that Patton had a track record of flouting all norms and procedures to get
his candidates appointed or allot them contract and supply works. His wayward behaviour whilst running the administration was a major source of embarrassment for the last regime and he was dropped from the TR Zeliang ministry, albeit at the fag end of the tenure, and severely reprimanded, the party claimed. Road repair work begins; Ozukum seeks cooperation

He exuded confidence that with the cooperation of all stakeholders, PWD would be able to achieve its target within the next 28 days. Ozukum informed the media that as the target covered district headquarters, the work would touch colonies and wards, and he appealed to ward authorities and committees to extend all possible help to the department as it was not possible for the department alone to carry out the task. He said once the first phase was completed, the next phase
would depend on release of funds. O n t h e d e l ay t o start the work, Ozukum clarified that as the new government had inherited huge deficit, it had to start everything from the scratch on resource and material mobilisation. He said material mobilisation was a major task as in some district like Mokokchung stone chips had to be transported from other districts. Chief Engineer (CE) R&B Limadongdang Jamir, who was also present at the press conference, said 217 km of road in 12 district headquarters would be repaired at a cost of Rs 102 crore. He said the State government had agreed to release Rs 50 crore and had already sanctioned Rs 25 crore for initiating the work. Stating that PWD executive engineers of 12
districts had already listed out priority roads in district headquarters, Jamir added that repairs and filling of potholes would be taken up in the first phase. He claimed that materials and labourers were already in place and they would begin work as soon as bitumen reached the sites. Jamir said machineries were expected to reach Dimapur on Wednesday and thereafter these would be sent across to all the district headquarters. Admitting that finishing the assignment within the deadline would be a challenge for the PWD, the CE, however, asserted that it would try to live up to the promise of the government. He added that drainage system too would be improved as roads get badly affected without proper drains.

AGARTALA, APR 10 (AGENCIES): NITI Forum for North East on Tuesday outlined five development missions for promoting sectors like horticulture, tourism and food processing in the region, NITI Aayog vice chairman Rajiv Kumar said here on Tuesday. Other missions will cover bamboo-based handicrafts and medium scale industries with focus on ‘Make in North-East’, he said. Kumar said it was Prime Minister Narendra Modi’s vision to establish a regional NITI Aayog forum for the northeastern states. A regional forum for Himalayan and Coastal states will also be set up soon, he said. Kumar was addressing the first meeting of the newly constituted forum here. NEW DELHI, APR 10 (IANS): Prime Minister Narendra Modi will fast on Thursday against the washout of the second edition of the budget session of Parliament that ended on April 6 due to protests by opposition parties. “The Prime Minister will observe a fast even while engaged in his official duty and official engagements,” BJP spokesperson G.V.L. Narsimha Rao told IANS. This will be part of the BJP’s day-long hunger strike that day to protest against the disruption of Parliament by the opposition. Tinpatti-NHAK road closed in Kohima D IMAPUR , APR 1 0 (NPN): Citing unsafe condition of the road, DC & RTA Kohima chairman, Rajesh Soundararajan, has ordered the closure of bypass road connecting Tinpatti-Naga Hospital Authority Kohima (NHAK) with immediate effect till further orders. In an order, Soundararajan, stated that the district administration carried out spot verification based on the reports received from PWD regarding the potential caving-in of the stretch of road near Soul Harvest Church where construction of retaining wall was on. In this regard, all the commuters have been requested to take note of the same and use other alternate roads and be mindful of the resultant traffic jam in other roads because of the same and plan their movement accordingly.
