PM calls for ‘one earth, many efforts’ Launches global initiative ‘Lifestyle for Environment (LiFE) Movement’ NEW DELHI, JUN 5 (PTI): Prime Minister Narendra Modi on Sunday launched the ‘Lifestyle for the Environment (LiFE) Movement’, a global initiative, and asserted that its vision is to live a lifestyle that is in tune with our planet and does not harm it. Those who live such a lifestyle are called proplanet people,” he said in a video address, and added that “Mission LiFE” borrows from the past, operates in the present and focuses on the future. Giving the slogan of “one earth, many efforts””, he said India is ready to lend its support to actions to make environment better and improve global wellness.
Ex-PAN calls for immediate solution to Naga issue DIMAPUR, JUN 5 (NPN): With the negotiations between government of India and the Naga Political Groups in its 25th year, ExParliamentarian Association of Nagaland (Ex-PAN) maintained that the investment of 25 years on the political negotiations was more than enough for Nagas to have its logical end. Among several resolutions adopted during its executive committee meeting held on June 4 at Dimapur, Ex-PAN president Joshua Sumi and general secretary Supongmeren Jamir said that the house called for an immediate solution to the protracted Naga political issue, which must be solely determined by the outcomes of dialogues between the Government of India and the Naga negotiator. Therefore, Ex-PAN said it upheld the negotiations which concluded on October 31, 2019 between the Centre and the Naga negotiators. “The Govt. of India must give the alter call at the earliest so that the Naga political solution becomes a reality,” Ex-PAN stated. Ex-PAN asked the facilitators including the Core Committee of Naga Political Issue (CCoNPI) to be cautious enough either for “over indulgence or under indulgence in respective facilitations”, particularly unwarranted and irresponsible comments tending to mislead the general public in the media. With the launch coinciding with World Environment Day, Modi said our planet’s challenges are well-known, and the need of the hour is human-centric, collective efforts and robust actions that further sustainable development. “Reduce, reuse and recycle are the concepts woven in our life. Circular economy has been an integral part of our culture and lifestyle,” Modi said, noting that gods and goddesses in India have plants and animals associated with them, and nature equated with divinity. “Mahatma Gandhi talked about a zero-carbon
lifestyle. In our daily life choices, let us pick the most sustainable options. Let us follow the principle of reuse, reduce and recycle. Our planet is one but our efforts have to be many. One earth, many efforts,” he said. India has been able to do many good things for the environment, with its forest cover increasing and so is the population of lions, tigers, leopards, elephants and rhinos, he said. He added, “Our commitment to reach 40 per cent of installed electric capacity from non-fossil fuel-based sources has been achieved, nine years ahead of sched-

ule. We have achieved 10 per cent ethanol blending in petrol, five months ahead of the November 2022 target. This is a major accomplishment given that blending was hardly 1.5 per cent in 2013-14 and 5 per cent in 2019-20.” The Prime Minister’s Office had earlier said the launch will initiate “LiFE global call for papers,” inviting ideas and suggestions from academics, universities and research institutions to influence and persuade individuals, communities and organisations across the world to adopt an environment-conscious lifestyle.
Gov extends ‘Phom Day’ greetings DIMAPUR, JUN 5 (NPN): Nagaland governor Prof. Jagdish Mukhi has extended greetings to the people of Nagaland and Phom brothers and sisters on the occasion of Phom Day. Mukhi said “this important landmark in Phom history reminds us of the commitment of the people to shun violence.” He said the declaration of June 6 as Phom day (Peace day) marks the importance that the land was flourishing based on the spirit of universal brotherhood. “Peace, forgiveness and unity are the essence of this significant day and most importantly, our youth should continue to honour the commitment of non-violence made by our pioneering leaders,” Mukhi stated. Pangnyu: State health & family welfare minister S. Pangnyu Phom also extended greetings on the occasion of the 70th Phom Day. (Cont’d on p-8)
‘Politicisation’ reason for poor results in govt schools: RPP DIMAPUR, JUN 5 (NPN): Rising People’s Party (RPP) has cited politicisation of bureaucracy, including principal director (PD) system, attachment of teachers to VIPs/SDEOs/DEOs, proxy teaching system, etc, as the main reasons for poor performance of government schools. Reacting to a clarification of the outgoing PD regarding poor performance of government schools, which it termed as thoroughly unconvincing but still welcome, the party in a press release said it awaited the response of the adviser of Department of School Education (DoSE) and the
State government to address the issue of abolition of the post of PD. However, it termed the PD’s COVID -19 excuse for the department’s “worst performance in 6 years” as “worst excuse of the year”. It pointed out that the pass percentage from 2017 which was 42.60% had come down to 36.63% in 2022. RPP said an average person could see that the pass percentage over the years was consistently the same (slightly worse in 2022), which meant the reason for the abysmal condition of education was something else. While the PD post
must have been en-cadred by the Ministry of Personnel as explained by the outgoing PD, RPP suggested abolishment of post by the State government immediately. Once the PD post was abolished, the party reasoned that the director of Department of School Education would exercise full powers and responsibilities and, since the director was a departmental cadre officer, he or she would give his or her best for having risen through the ranks as teachers initially. It urged the DoSE adviser to address the burning issue immediately. Claiming that DoSE
had the highest number of employees (more than 26,000), the party said the PD’s wild claim that there were no sufficient eligible officers for the posts of SDEOs and DEOs was an insult to all employees and officers of the department. Perhaps this attitude of the PD and his inability was the reason why the department has gone to the dogs, it added. Claiming that there were other important reasons too, RPP asked what was the department’s policy regarding proxy teachers and whether it had adopted “zero tolerance” measures. (Cont’d on p-8)

Avoid ‘loose remarks’ on Naga political issue: TR Zeliang to Naga leaders DIMAPUR, JUN 5 (NPN): Seeking to cap statements in the media and debates on social media over the Naga political issue, chairman of United Democratic Alliance (UDA) T.R. Zeliang has appealed to all Naga leaders to refrain from airing their views “based on personal speculation of the Indo-Naga political issue in public domain.” Zeliang in a statement said that as chairman of UDA, he was reminding “over-ground Naga leaders who are under oath of allegiance to the constitution of India” that they must refrain from “making loose remarks on the matter.” Zeliang said it is understood that every Naga leader has the right to give suggestion and advice but this should not be “shaped out of one’s desire to make an impact on the state political scenario and at the expense of the Indo-Naga political issue.” While noting that lawmakers and public leaders had the right to speak out for the common welfare of Nagas, Zeliang reminded that, in the 1960s “overground groups were part of the negotiation” and today the Naga nationalist groups are part of the negotiation. He also said in 1960, the negotiation was between the government of India and the Nagas where the 16 Point Agreement was executed between the two parties. However, the agreement was “without the consent of the undivided Naga National Council (NNC)” and therefore, the armed conflict continued till today. Zeliang said the UDA government was focussed on
“inclusiveness-which means all the Naga nationalist groups, should be part of the long-awaited Peace Accord” in order that the same mistake was not repeated. “Any unwarranted statement” by Naga leaders “outside the parameters of the ongoing negotiation” between the Naga negotiating groups and government of India, “will mislead the Naga people” even before the draft agreement is formulated by the government of India and place before the Naga leaders, Zeliang said. On scepticism over the secrecy of the competencies, Zeliang said it cannot be believed that such “a complex and sensitive issue” will be inked secretly and imposed on our people” . He said as desired by the Nagas and trusting that once the negotiating parties have arrived at a common ground, they “will surely consult all the apex tribal leaders and state government before inking the final accord.” He said it was “widely understood, that the two sides have agreed to most of the competencies and have arrived at a meeting point”, therefore, it was premature to conclude that some key issues, that Nagas aspired for, “will not be included in the Agreement.” Zeliang dismissed as absolutely wrong “speculations that post-solution, the present state of Nagaland will cease to exist” and speculation that Ntangki National Park will be deforested “by the government of India and allotted to Naga nationalist workers for resettlement” as “outside the box of negotiation.” Zeliang said this was
confirmed “from both sides” who said such a demand was never placed before the government of India by either of the negotiating group and that it was “totally a work of fiction” without an iota of truth. He said even if such a demand came up in future, the government of India “will never agree to such a proposal, as we were made known by the Indian Representative of the Peace Talks.” He said all 60 legislators of Nagaland are committed to “pave way for smooth transition, as and when a final settlement to the protracted Indo-Naga issues takes place”, but the demand for resignation of “democratically elected members at this juncture by individuals and certain section of society is uncalled for.” In view of the above, Zeliang said the present UDA government requests all Naga organisations and Naga leaders to avoid issuing public statements “based on speculation and hearsays” since this was “bound to confuse and mislead the Naga people at this crucial juncture when the IndoNaga peace talks are at the threshold of a final breakthrough.” He said after formation of UDA government under the leadership of chief minister Neiphiu Rio, the coalition began working “more vigorously towards Naga political settlement by consulting negotiating parties and central leadership like the prime minister and home minister” adding that presently, “things are moving with positivity.” (Cont’d on p-8)
DAYO backs govt’s decision to remove check-gates NVCO against review of blanket ban on tax DIMAPUR, JUNE 5 (NPN): While extending support to the State government notification of May 19, 2022 that ordered removal of all check-gates, which curbed illegal collection of money, the Dimapur Ao Youth Organisation (DAYO) however appealed to the government not to succumb to any pressure groups or various vested interest groups that tried to confuse people for their ends. In a statement, DAYO vice president Imkongsungkum Aier and general secretary Mangyang Jamir said that if any genuine modification or changes had to be made in the notification, appropri-
Says appropriate stakeholders should be consulted for any modification to May 19 order ate stakeholders, especially business and transport associations, should be taken into confidence including leaders from various tribal apex bodies and communities of Dimapur. DAYO termed the move as one of the best public welfare decisions made in recent memory, claiming that the citizens were already reaping
its fruits as prices of most essential commodities had drastically reduced. The youth organisation said the historic step taken by the government in tackling the issue of illegal and multiple taxation would go a long way to make a vibrant economy and a revenue-generating State. Calling upon local entrepreneurs to take this opportune moment to take control of the economy as they compete in an atmosphere of free trade and enterprise, DAYO reiterated its resolute stand against any monopoly or syndicate practices that would not allow new and young entrepreneurs to venture into business.
In order to make Dimapur safe and secured in collaboration with the authority, DAYO said it had been operating helpline no. 8974851911 with monitoring members to response to genuine grievances. Mentioning that it was the bounden duty of every rightthinking citizen and genuine civil organisations to extend their support and cooperation for such decisive and bold notification, the youth organisation appealed to the general public to stomp their feet and say enough was enough to bear the burden of hyper inflation due to illegal collection of taxes. (Cont’d on p-8)
DIMAPUR, JUN 5 (NPN): Nagaland Voluntary Consumers’ Organisation (NVCO) said it was shocked to see the appeal made by some major Dimapur-based frontal organisations to partially reconsider the blanket ban on tax levied by Dimapur Municipal Council (DMC). In a press note, NVCO said the state government was compelled to remove all police check-gates, paycounters lying on highways except inter-state gates as this was the only solution to stop illegal taxation/cash collection at check gates and on any highways, keeping in mind that there was no provision to charge or collect any other tax/cash as Nagaland state has already implemented the Goods & Services Tax (GST). Instead of appealing for partial
reconsideration of the blanket ban, NVCO said denizens of Dimapur must come out stronger to support the government’s order, taking note of how various transport unions/associations had called for chakka jam/strike not to enter Dimapur due to forceful and illegal tax/cash collection, while on many occasions drivers and handymen were physically assaulted for not paying to their demands. While strongly urging the state government to not reconsider its decision in any circumstances, NVCO said that the reconsideration of one district would paralyse all other district as it would demoralise the so-called District Inspection Team and would also tantamount to contempt of court (Gauhati High Court, Kohima Bench’s order).

KOHIMA, JUN 5 (NPN): A private commercial bus (Blue Hills) carrying over 45 passengers met with an accident while on its way to Dimapur on Sunday morning at around 7 a.m. in between Tsiesema and Peducha.
