DIMAPUR, JUN 2 (NPN): Assam chief minister Dr. Himanta Biswa Sarma arrived Dimapur Thursday to hold a consultative meeting with the Core Committee on Naga Political Issue (CCoNPI) headed by chief minister Neiphiu Rio and to acquaint himself with the latest development following the May 28 meeting between CCoNPI and NSCN(I-M). Sarma, as convenor of North East Democratic Alliance (NEDA) has been co-opted by the union home ministry to act as a “catalyst” to the efforts of the “facilitators” (the political leadership of the UDA government) for supplementing efforts towards early solution to the Naga political issue. NASSA two-day ‘pen down strike’ on June 3 & 4 DIMAPUR, JUN 2 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) Thursday announced that as part of its first phase agitation, the members would be holding two-day “pen down strike” from June 3-4, 2022. In a press release, NASSA general secretary Talirenla said the proposed strike was to register protest against the state government appointing Dr. PJ Antony (retired officer) as principal secretary, under the establishment of the NLA secretariat. On Wednesday, the NASSA alleged that Dr. PJ Antony had “unilaterally” amended the existing Service Rules to suit his interest of service extension by inserting a provision where a superannuated officer can be appointed on deputation in the Assembly Secretariat till the age of 65 years. NASSA said the whole exercise of amending the service rules was arbitrarily done without observing any procedural norms and guidelines and without consulting any senior administrative officers or the Service Rules Amendment Committee, constituted with a mandate to make recommendation for revision/amendment of the existing service rules. Though the Cabinet had approved creation of the post of principal secretary, NASSA said it strongly objected to the proposal of Antony being made the principal secretary.

Education ministers conference resolve to make education system more robust

Abolish post of PD school education: RPP DIMAPUR, JUN 2 (NPN): Rising People’s Party (RPP) has demanded abolishing of the post of principal director, department of school education (DoSE). In a press release, RPP alleged that PD post was “specifically created” by the cabinet to do their “khushikhushi” in the department by bringing in ‘flexible’ and ‘servile’ administrative officers. LAUNCESTON (AUSTRALIA), JUN 2 (AGENCIES): Indian oil refiners are sucking up cheap Russian crude, but the risk is that their exports of refined products will eventually attract sanctions from countries determined to cut Russian energy out of global markets, reports the Reuters. Imports of Russian crude by India hit a record high in May, and will likely rise again in June, according to data compiled by commodity analysts Kpler. India imported 840,645 barrels per day (bpd) of Russian crude in May, up from 388,666 bpd in April and

136,774 bpd in May last year, Kpler data showed. June imports are estimated at 1.05 million bpd, meaning that Russia’s share of India’s total imports will rise to just under one quarter, a dramatic spike considering that they were around 2% of the total last year. Indian refiners are happy to buy heavily discounted Russian crude, which is being offered at up to $40 a barrel below benchmark Brent crude prices. Centre proposes to amend social media rules NEW DELHI, JUN 2 (PTI): The Centre plans to set up an appellate committee to look into appeals filed by individuals against the decisions of grievance officers of social media platforms. Besides, the panel has to dispose of the appeals within 30 days of receiving them and its decision will be binding on the intermediaries or the large social media companies concerned, according to a notification to amend the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. The proposed move assumes significance against

the backdrop of instances of accounts, including that of celebrities, being blocked by social media platforms such as Twitter for alleged violation of respective community guidelines. “The central government shall constitute one or more Grievance Appellate Committees, which shall consist of a Chairperson and such other Members, as the central government may, by notification in the official gazette,” the Ministry of Electronics and Information Technology (Meity) said in the draft notification. The aggrieved person can appeal against the decision of the grievance officer concerned before the com-

mittee within 30 days of receipt of the order. “The Grievance Appellate Committee shall deal with such appeal expeditiously and shall make an endeavour to dispose of the appeal finally within 30 calendar days from the date of receipt of the appeal. Every order passed by the Grievance Appellate Committee shall be complied with by the concerned intermediary,” the draft notification said. The committee will provide an alternate grievances redressal mechanism but the complainant will also have the right to seek judicial remedy on the grievance at any point of time,

as per the draft notification issued on June 1. The rules for social media companies came into effect from May 26, 2021. It mandated large social media platforms like Facebook and Twitter to enable identification of the ‘first originator’ of the information that undermines the sovereignty of India, the security of the state, or public order. Under the rules, significant social media intermediaries -- those with over 50 lakh users -- are required to appoint a grievance officer, a nodal officer and a chief compliance officer. These personnel have to be residents in India. As per the draft notifi-

cation, intermediaries have to acknowledge suspension, removal or blocking of any user or user account or any complaint from its users in the nature of request for removal of information or communication link within 24 hours and dispose of the complaint within 15 days. In the case of any complaints in the nature of request for removal of information or communication link carrying defamatory, obscene, pornographic, invasive of another’s privacy, libellous, false and untrue information, those should be redressed within 72 hours of the reporting, according to the draft notification.

Australia imposed a ban on imports of Russian oil and refined products on March 11, which came into force on April 24. It’s not clear whether the ban applies to fuel refined from Russian crude in a third country, such as India. But it’s likely that the Australian government is going to be asked these questions.

NPCC reiterates demand for ballot paper system in polls
