Mega rally in Kohima for repeal of AFSPA

KOHIMA, DEC 17 (NPN): Thousands of people took part in the mega ‘peoples’ rally’ organised by Naga Students’ Federation (NSF) here on Friday to demand repeal of the Armed Forces (Special Powers) Act, 1958 (AFSPA) and justice for the innocent civilians killed by security forces in Mon on December 4 and 5. Participants mostly students were seen holding placards some of which read: “Nagas Lives matter too”, “India show your sincerity to peace”, “How many more years before you take us as people”, “Justice for Oting victims” etc. The participants walked from Old MLA Hostel junction to Raj Bhavan where the NSF president Kegwayhun Tep, peoples’ rally organising committee convener Vipopal Kintso, North East Students’ Organization (NESO) advisor Samujjal Bhattacharya and other leaders submitted a memorandum to Prime Minister of India through the gover-
Man gets 20 years jail for rape DIMAPUR, DEC 17 (NPN): Special POSCO court, Zunheboto Friday sentenced a 71-year-old man to 20 years rigorous imprisonment for sexually assaulting a minor girl in 2018. On December 14, 2021, the court had held the accused Iheshe Yeptho guilty and convicted for committing offences punishable u/s. 4 (2) of the POCSO Act, 2012 and Section 376 (3) of the IPC, 1860. In an order, the special POCSO judge Zunheboto Ajongba Imchen also directed the convict to pay a fine of Rs. 10,000, and in default to undergo imprisonment for six months for the offence under section 4 (2) of POCSO Act.
Dimapur police traffic advisory
DIMAPUR, DEC 17 (NPN): Dimapur police has issued traffic advisory in view of the eviction drive to take place on December 20 at Lahorijan Block-3 at Dudu colony, Borjan Mouza by the district magistrate of Karbi Anglong. In a press note, PRO Dimapur police has informed that the diversion of traffic will be through Dimapur-Dillai road instead of the usual Dimapur-Bokajan road on the said date till the completion of the eviction process.

(Full text on p-6) The memorandum also raised three demands– i) immediate justice for the Oting victims and expedite delivery of justice in all cases related to excesses committed by the Indian armed forces upon Nagas, ii) immediate repeal of the draconian AFSPA and iii) expedite Naga political solution. Earlier, addressing the gathering before the rally, NESO adviser Dr Samujjal Bhattacharya expressed solidarity with the Nagas and also paid tributes to the Oting victims.
He said the attack on the innocent civilians was not just on the Nagas, but on all the indigenous people of the Northeast. Bhattacharya assured that NSF was not alone in its fight against the draconian Act and nor were the Nagas at this juncture as NESO and all indigenous people from the seven States of the region were with them. He observed that government of India behaved as if the country ended at Kolkata while neglecting the North-eastern region. He asserted that the people of the region would not accept mere statements or inquiry by the Centre in
the Oting incident unless the perpetrators were brought to justice and AFSPA repealed from the region. Bhattacharya also demanded that Union home minister Amit Shah must withdraw his statement given in parliament. He cautioned that government of India should not think the Nagas were alone or that the Northeast was divided because, even if the region was divided in to several States politically, the people were emotionally united. He said that the people would continue to fight until AFSPA was totally withdrawn from the region and disclosed that
NESO was starting a movement in the seven States. He asked government of India how many lives it needed before the Act was repealed and added that he was willing to be the next victim if it meant that the Act would be repealed. In his brief remark, Angami Public Organisation vice-president Neivor Rutsa said much Naga tears had been shed under AFSPA. He extended solidarity to NSF in its stand against the “black and savage law” in the guise of AFSPA, which he added was a blot on the largest democratic country in the world. He asked why the law was enforced in the State or why Nagaland was declared a Disturbed Area. He wondered who was disturbing whom. Rutsa made it clear to Delhi that if it did not consider Nagas as good citizens then it should leave them alone in their own land to live in peace and serenity. He called on everyone to come together to embark on a new journey together.

Wrong to generalise human rights are violated in NE due to AFSPA: NHRC
GUWAHATI, OCT 17 (PTI): Justice Arun Mishra, the chairperson of the National Human Rights Commission (NHRC), on Friday said it would be wrong to generalise that human rights get violated due to imposition of AFSPA in some of the North Eastern states. He also pointed out that the NHRC cannot examine or hold a debate on the legality or constitutionality of the Armed Forces Special Powers Act (AFSPA). “It cannot be generalised that human rights are violated due to imposition of AFSPA. The government should be reviewing the need for application or withdrawal of the Act,” Justice Mishra told reporters, after the conclusion of a two-day camp in Guwahati. He, however, asserted that the commission views custodial deaths or extra-judicial killings “very seriously” and all cases must be reported or it may take suo-moto cognisance. It is barbaric and cannot be allowed. The law must take its own course”. “At the same time, we cannot allege that all encounters are fake. Some may be fake, but we take up each complaint and examine the merit of each case...,” he said.

On Friday, the five Congress legislators led by their legislature party leader, Dr. Mazel Ampareen Lyngdoh met chief minister Conrad Sangma at the secretariat and made the surprising offer in “public interest.”. “We would now like to get into a different plane of
governance where we feel that supporting the government, partnering with the government on agendas that are going to be productive for the people in general is something which is going to be far more productive than always presenting a hostile disconnect with the government of the day,” Lyngdoh said. “This is not an outside support for the government. We remain an independent lobby within the opposition,” she added. The r uling Meghalaya Democratic Alliance (MDA) is comprised of NPP, BJP, UDP, NCP and
other regional political parties. The Congress as an opposition has been the National People’s Partyled MDA government’s staunchest critics and has raised several issues of public interest. There were other instances where issues were raked up just for the sake of opposing. “This constant political manoeuvring would be disadvantageous for the public. So, the CLP (Congress Legislature Party) has unanimously decided we should now rise above our own concerns politically and focus on what is in the
best interest for the public,” Lyngdoh said. “We will rise above that and we will take head on an opportunity to work and partner with the government on important agendas that we placed before the Chief Minister,” the senior Congress legislator said, adding that, “So by and large, we are telling the people of Meghalaya that the Congress today will not be a hostile Congress.” This sudden change in approach within the Congress, which has lost its opposition status, would certainly turn the political heat up.
NEW DELHI, DEC 17 (PTI): The two-day nationwide bank strike called by United Forum of Bank Union ended on Friday, impacting normal operations across the country. Lakhs of employees of public sector banks were on strike to protest against the proposed privatisation of banks by the government. Banks will work as usual on Saturday, as it is a working day. United Forum of Bank Union (UFBU) is an umbrella body of nine bank unions, including All India Bank Officers' Confedera-
tion (AIBOC), All India Bank Employees Association (AIBEA) and National Organisation of Bank Workers (NOBW). Services like deposits and withdrawal at branches, cheque clearance and loan approvals remained paralysed due to the two-day strike. ATMs at different parts of the country went dry on the second day. Government treasury operations, negotiating of import and export bills, grant of loans, cash transactions, etc. were not possible and clearing operations were affected. In the three clear-
ing centres of Mumbai, Delhi and Chennai, about 39 lacs cheque worth about Rs 37,000 crore could not be taken up for clearance, (AIBEA) general secretary C H Venkatachalam said. AIBOC General Secretary Soumya Dutta said that about 7 lakh bank employees across the country enthusiastically participated in the two-day strike. To facilitate privatisation, the government has listed the Banking Laws (Amendment) Bill, 2021, for introduction and passage during the current session of Parliament.
ED attaches assets of 3 NSCN(I-M) Armed miscreants open fire at Wapher village members in money-laundering case NEW DELHI, DEC 17 (PTI): The Enforcement Directorate (ED) has attached assets worth Rs 7.65 crore belonging to three members of Naga insurgent group NSCN (I-M) in connection with a money-laundering investigation against them linked to charges of alleged extortion. The attached properties belong to Alemla Jamir alias Mary Shimrang alias Atula Tongar, PH Shimrang alias James Jamir and Massasosang Ao and some other
members of the NSCN(IM), the probe agency said in a statement. Funds parked in 17 bank accounts, three fixed deposits and a residential property bought by Alemla Jamir in her name at Mohammadpur in RK Puram area of Delhi have been attached as part of a provisional order issued under the Prevention of Money Laundering Act (PMLA), the Enforcement Directorate (ED) said. Alemla Jamir is the wife of ex-army chief
of NSCN (I-M) Phunthing Shimrang. While she and her brother-in-law Massasosang Ao are currently lodged in Delhi's Tihar jail, P Shimrang is absconding, the ED said. It said Alemla Jamir, her husband, Massasosang and other NSCN (I-M) members had “created a network for terrorising businessmen and disrupting their operations with an intent to collect extortion/illegal tax money from them.” (Cont’d on p-8)
DIMAPUR, DEC 17 (NPN): Unidentified armed miscreants reportedly opened indiscriminate firing at Wapher village Shamator under Tuensang district on December 17, at around 5:30 a.m. damaging some residential buildings and huts. Vehemently condemning the firing incident, the Wapher Village Citizens’ Union (WVCU) said that the dastardly attack was carried out “with criminal intent to kill innocent villagers.” In a press release,

The union said that a first information report (FIR) has also been lodged with Shamator police station in connection with the incident. WVCU has demand-
ed that the state government thoroughly investigate the matter and arrest those responsible for “this reprehensible incident”. Failure of the government to take action, the union cautioned that “the public of Wapher shall have the right to defend the respect and dignity of the village.” Meanwhile, Tikhir Students' Union (TSU), the apex student body of Tikhir tribe, also vehemently condemned the firing incident.

Centre warns against non-essential travel as Omicron spreads NTC memo to President demands India’s Omicron count now 111 after single day rise of 24 cases NEW DELHI/MUMBAI, DEC 17 (PTI): India’s Omicron COVID count crossed the 100 mark on Friday after recording the highest single day rise of 24 fresh cases of the new variant, even as the Centre advised people to avoid non-essential travel and mass gatherings and keep New Year celebrations at low intensity. As Omicron tally from 11 states and union territories stood at 111 exactly 15
days after the first case of the potentially more contagious COVID variant was detected in Karnataka, 20 new cases were reported from Maharashtra (8) and Delhi (12) to take their total to 40 and 22 respectively. Telangana and Kerala recorded two more cases each to take their tally to eight and seven respectively. Centre also warned it is likely that the spread of Omicron will outpace the Delta variant where there is community transmission. Addressing a joint news conference, joint secretary in health ministry, Lav Agarwal said though daily COVID-19 cases are
below 10,000 for the past 20 days, there is a need to stay vigilant in view of the new Omicron variant and rising cases in other countries. According to Central and state officials, Maharashtra has reported 40 cases, Delhi (22), Rajasthan (17), Karnataka (8), Telangana (8), Gujarat (5), Kerala (7), Andhra Pradesh (1), Chandigarh (1), Tamil Nadu (1) and West Bengal (1). “As Omicron variant is spreading very fast across Europe and most parts of the world so need to avoid nonessential travel, avoid mass gatherings and it is time to observe low intensity festivities and ushering in
new year celebrations has to be at low intensity,” said ICMR director general Dr Balram Bhargava. Citing the WHO, Agarwal said the Omicron variant is spreading faster than the Delta variant of the coronavirus in South Africa, where Delta circulation was low. It is likely that Omicron spread will outpace Delta variant where community transmission occurs, he said quoting the WHO. Agarwal said “Omicron is spreading at a rate we have not seen with any previous variant. We are concer ned that people are dismissing Omicron as mild.” In response to a
question on whether we are in community transmission of Omicron, Agarwal said, “We cannot at this point say that Omicron variant is widespread in India.”

The fresh case was reported in Dimapur, taking the total caseload to 32165. The death toll remained unchanged 701 (including 16 non-Covid deaths but with positivity).

DIMAPUR, DEC 17 (NPN): The clamour for withdrawal of Armed Forces Special Powers Act (AFSPA) from the State is only getting louder. Nagaland Tribes Council (NTC), in a representation to President Ram Nath Kovind, copies of which were marked to governor Prof Jagdish Mukhi and chief minister Neiphiu Rio, demanded withdrawal of AFSPA and “Disturbed Area” tag from Nagaland. NTC president Toniho Yepthomi and general secretary Nribemo Ngullie in their representation stated categorically that if peace
was to be given a chance, then civilian killings and atrocities should be stopped. They said if government of India was honest and sincere at ceasefire and dialogue, then the Disturbed Area tag and AFSPA 1958 cannot be imposed on Nagaland. Alleging that the “double standard” policy of Centre proved that Nagaland was brought to the Union to be suppressed indefinitely, NTC urged President to take immediate steps and impress upon the Centre to revoke extension of “Disturb Areas” tag and AFSPA in Nagaland forthwith.
