Trade bodies warn of intensifying stir, if demands not met

DIMAPUR/KOHIMA/ MOKOKCHUNG/ WOKHA, SEP 16 (NPN): Normal functioning of shops and business activities throughout Nagaland were paralysed due to the one-day closure called by Confederation of Nagaland Chamber of Commerce & Industry (CNCCI) and Dimapur Chamber of Commerce & Industry (DCCI) on September 16 from 6 a.m. to 6 p.m. in protest against multiple taxation by Naga political groups and government agencies. The protest closure passed off peacefully without report of any untoward incident. Dimapur: All business establishments, including pharmacies, remained shut while vehicles also went off the road during the band period in Dimapur. Volunteers were seen stationed at strategic locations to ensure smooth and peaceful observance of the shutdown.

Prof. Mukhi to take oath as Gov today DIMAPUR, SEP 16 (NPN): Assam governor, Prof. Jagdish Mukhi, who has been given additional charge as Nagaland governor, will take oath on September 17 afternoon. According to a notification, Gauhati High Court, Kohima bench judge, justice S. Serto will administer the oath of office to Prof. Mukhi at Raj Bhavan, Kohima. Prof. Mukhi was given additional charge of Nagaland, until regular arrangements are made, after incumbent Nagaland governor R.N. Ravi was transferred as governor of Tamil Nadu, in a series of gubernatorial changes on September 9.

32 fresh Covid-19 cases, 2 deaths

DIMAPUR, SEP 16 (NPN): Nagaland on Thursday recorded 32 fresh cases while two more succumbed to the infection. Of the fresh cases, 11 were from Dimapur, Kohima-10, five each in Mokokchung and Phek and one in Wokha, taking the total caseload to 30763. Further, two more patients succumbed to the virus in Dimapur, pushing the death toll to 648 (including 14 non-Covid deaths with positivity).

Some of which read : “Delay in political solution root cause of multiple taxation”; “Settle Naga peace talks to end multiple taxation, DCCI for one nation one tax” etc. Addressing media at Hotel Saramati later, CNCCI chairman Dr Khekugha Muru explained that the trade bodies were left with no option but to call the shutter-down protest as they were not satisfied with the State government’s response. Dr. Muru said CNCCI had submitted four demands before the State government immediate resolution of multiple taxation by NPGs; removal of all forms of taxes/fees collected by civic bodies on items that

come under GST regime (which has subsumed all taxes under “One Nation, One Tax”); immediate implementation of SARFAESI Act and nominee representation of trade bodies in all municipal, town and ad-hoc town councils. He said though the government (on September 14) responded to all the four demands, yet CNCCI after thorough examination of the government’s response, found that two issues were not addressed as expected– immediate resolution of multiple taxation and nominee representation of trade bodies in civic bodies. Dr. Muru said though the government had directed the commissioner of police, Dimapur to immediately put in place a security grid and take other measures, yet

CNCCI demand for a strong State-wide mechanism to keep check on multiple taxation/extortion and not just for Dimapur district was not met since the issue affected the entire State. On nominee representation in civic bodies, Muru said they were not satisfied with the government’s assurance to include members from trade bodies in the advisory committees. He said their demand was for reserved nominee representation/member in the civic bodies, and not to have an advisory role. He also disclosed that the CNCCI will be submitting another representation to the government and that if the government still failed to address the demands, CNCCI will not hesitate to opt for more se-

vere agitation. “The one-day shutter-down programme was a token of expression of our angst. But, if our demands are not met, we will step up our agitation,” he warned. The CNCCI president claimed that the one-day closure of shops was successful due to the overwhelming support from various quarters and not just business bodies. Meanwhile, DCCI president Akashe Zhimomi said the business community can no longer bear multiple taxation. “A shopkeeper cannot serve 13 governments,” he exclaimed. He also clarified that DCCI was not against any particular NPG but mainly because the State government gave no concrete assurance or took a decision on multiple taxation.

Zhimomi said the State government will have to decide whether multiple taxation by several NPGs were actually extortion or taxation and that if the latter regarded it as “legitimate tax”, then the business community could pay but prices will shoot up as per the tax paid. Kohima: The total closure of shops in the State Capital passed off peacefully. Speaking to Nagaland Post, Kohima Chamber of Commerce & Industry (KCCI) president Medozhatuo Rutsa said the shutter-down protest was a huge success and ended peacefully. He acknowledged Kohima Village Youth Organisation (KVYO) and Angami Youth Organisation (AYO) and traders for their support and cooperation in this re-

He said more concrete response was expected from the State government, instead of just deploying security forces in some areas. In an order, DC informed that shops/business establishments dealing with essential goods and commodities such as vegetable, fish/ meat vendors, milk booths, bakeries, local grocery stores, public utility, services like LPG and E-commerce services etc will be allowed to remain open on all the days

from 6 a.m. till 8 p.m. However, all other shops/business establishments dealing with all kinds of goods/items/ articles will be permitted to remain open on Mondays, Tuesdays, Thursdays, Fridays and Saturdays from 6 a.m. till 8 p.m. The duration of the night curfew has also been further reduced and will be enforced from 9 p.m. to 4 a.m. DC also warned that any person violating the order will be penalised as per provisions of Sec. 51-60 of the Disaster Management Act besides legal action under Sec. 188 of IPC.

SOP for reopening schools in rural areas PDMGDVA temporarily suspends stir

DIMAPUR, SEP 16 (NPN): State government has issued standard operating procedure (SOP) for reopening of schools for conduct of regular classes for students of Classes V-X in rural areas of the State with up to 50% attendance. In an order, chief secretary, J Alam, informed that the government has permitted the re-opening of schools in the rural areas (Classes V-X) with effect from September 20. In this regard, the government has directed that the re-opening would be subject to all teachers and non-teaching staff of the school concerned being fully vaccinated (taken

both the doses) against COVID-19 or having taken the first dose of vaccine against COVID-19, and at least 15 days having passed since taking the first dose. However, if the aforesaid criteria for vaccination was not fulfilled, then all teachers and non-teaching staff of the school should have been tested negative for COVID-19 through either RT-PCR or TrueNat or CBNAAT once in every 15 days. Further, the re-opening of schools would subject to adherence to all the provisions of the SOP on the preventive measures to contain spread of COVID-19.

DIMAPUR, SEP 16 (NPN): Phek District Maytas-Gayatri Damaged Victims’ Association (PDMGDVA) has temporarily suspended its total road blockade on both Chakhabama-Zunheboto two-lane road (under Phek district) and Pfutsero-Phek two-lane road, which began Thursday. In a press release, PDMGDVA convener Pushovoyi Nyekha and general secretary Kuvesa Medeo said that on mediation of state government through deputy commissioner (DC) Phek, the association temporarily suspended

the first phase of 48-hour total road blockade after six hours of imposition. It said that DC Phek held an emergency meeting with the association at Chozuba town. At the meeting, DC assured that state government would also give full support to the demand of the association by pressing upon the Centre the urgency to file its affidavit-inopposition within three weeks. The association has, however, affirmed to resume the second phase of agitation if Centre failed to file its reply to the court.

Centre allocates Rs 9,800 cr to NE states for Jal Jeevan Mission G U WA H AT I , S E P 1 6 (PTI): Centre has allocated Rs 9,800 crore as a grant to the North-eastern states under the Jal Jeevan Mission (JJM) which will enhance living conditions of crores of people in the region, Union Jal Shakti Minister Gajendra Singh Shekhawat said on Thursday. The JJM aims at providing tap water to all households in the country by 2024. Despite the Covid-19 pandemic and related disruptions, the government could provide 4.87 crore new tap

water connections during the last 23 months as compared to 3.23 crore connections in 70 years since independence, Shekhawat said. He was addressing a conference of the public health engineering department (PHED) ministers of North-eastern states. The Centre’s focus on the development of the region has led to an allocation of Rs 9800 crore this year as a central grant for these states under the JJM, he said. This mission is not only a programme to provide connec-

tions, but its primary aim is to ensure functionality, regular operation and maintenance to achieve assured water supply with quality, quantity and regularity, he added. The minister said the JJM will help in bridging the gap between urban and rural areas. The Mission will bring tap water to every home, thereby ending the drudgery faced by women and girls who now fetch water from outside, Shekhawat said. The minister pointed out that the soul of the programme is ‘community

participation’. “Therefore, under JJM, a lot of emphasis is given on support activities like empowering Village Water and Sanitation Committees or Pani Samitis, preparation and approval of Village Action Plans that will have the components of drinking water source augmentation, water supply infrastructure, grey water treatment and reuse, and operation and maintenance of in-village water supply systems,” he said. The states are organising intensive training and skilling

programmes for people in every village on water quality surveillance and related works, he added. The topics discussed in the conference include planning, implementation and progress made so far as well as the way forward so that all remaining households in NE states get tap water connections at the earliest. Wokha: In response to the call of CNCCI, Wokha District Chamber of Commerce & Industry (WDCCI) imposed a total closure of all business activities, including pharmacies/medical stores, at Wokha. WDCCI appreciated the support of the business community and cooperation of Wokha Circle Students’ Union, police and district administration in ensuring that the shutter-down protest passed off peacefully. Covid vulnerability may increase in Oct-Nov: Govt

NEW DELHI, SEP 16 (AGENCIES): Without mentioning the third wave, the threats of which are looming large in India, the Centre on Thursday said that the country’s Covid vulnerability may increase in October, November. Several projections earlier stated that the third wave of the pandemic may hit the country during that time. However, with over 62% of the population partially vaccinated, the situation will be different from the first and the second wave. The coming two, three months are crucial as whenever any surge is seen anywhere in the country, it has to be curbed immediately, Niti Aayog member (health) Dr VK Paul said during the press meet of the Union health ministry. On the question of increased vulnerability later this year, Dr Paul said projections say October and November are the most crucial months. “There are enough data regarding this in the public domain. These are also the months of festivities

and flu. We have to exercise special caution regarding these two months,” Dr Paul said. “Even if there is any small surge, it should not be allowed to grow,” he said adding that festivities have to be kept at a low key.

Govt stresses on vax, following Covid SOPs

As the festival season approaches, Centre cautioned against a spike in Covid-19 cases and stressed that the call of the hour is vaccine acceptance, maintenance of Covid-appropriate behaviour, responsible travel and responsible festivities. “Overall there is stabilisation in Covid-19 cases and Kerala has also reported drop in cases. Mizoram is a state of concern but we hope conditions will improve there by fast vaccination and pandemic response and containment,” he said.
