There is mounting evidence that suggests that Omicron subvariants –BA.4 and BA.5 – are infecting people who have been vaccinated. “We need to be prepared for these #COVID19 waves -- each new #variant will be more transmissible & immune evasive -- higher numbers infected will translate into greater hospitalisations & sickness. All countries must have a data driven plan to quickly respond to changing situations,” Swaminathan tweeted on Thursday. She was tweeting in

response to a Twitter thread by Senior Advisor at World Bank Group Philip Schellekens who said that “we are seeing a global U-turn in COVID-19 mortality. Following months of decline, it has started to rise again,” which did not come as a big surprise “given properties of BA.5, relaxed attitudes towards infection control and 3/4 of the world not being up-to-date on vaccination.” Schellekens said the pandemic is intensifying in high-income countries and upper-middle-income countries are also seeing an

up-tick in new cases. He noted that the US, France, Italy, Germany and Japan are the “drivers of the global surge” among high-income countries and Brazil, an upper-middleincome country, is leading the developing world. “Mortality rates have started to edge up slightly,” he said, adding that the US and Brazil are currently the main contributors to global mortality. WHO Director-General Dr Tedros Adhanom Ghebreyesus, at a press conference earlier this week, said he is concerned that cases of COVID-19 are climbing -- putting further pressure on stretched health systems and health-care workers. WHO chief noted that the sub-variants of Omicron, like BA.4 and BA.5, continue to drive waves of cases, hospitalisation and death around the world.

DIMAPUR, JUL 15 (NPN): Nagaland deputy chief minister Y. Patton has re-asserted that impediment in arriving at a solution to the Naga political issue has been the insistence of NSCN(I-M) to include flag and constitution. Patton said this while interacting with media persons on the sidelines of the freshers-cum-annual day programme at Unity College here Friday. Patton said unless the NSCN (I-M) resolved the issue with the government of India, the UDA coalition government in the state was unable to do anything. It may be recalled that the NSCN (I-M) had signed the Framework Agreement with the government of India on August 3,2015 while WC, of the 7-member NNPGs also signed the

The secretariat also provided copies of the similar circular issued during the Congress-led UPA regime in 2013 and said such circulars are being issued for many years now. The bulletin, issued

ahead of the Monsoon session of Parliament beginning July 18, said the kind cooperation of members is solicited. “Members cannot use the precincts of the Parliament House for any dem-

onstration, dharna, strike, fast, or for the purpose of performing any religious ceremony,” the bulletin said. Reacting strongly to the circular, the opposition parties attacked the government. Congress general secretary and chief whip of the party in Rajya Sabha Jairam Ramesh was among the first ones to take to Twitter to attack the government. “Vishguru’s latest salvo - D(h)arna Mana Hai!,” he tweeted, sharing a copy of the circular issued on July 14. NEAN backs NIDA’s proposed stir DIMAPUR, JUL 15 (NPN): As the Nagaland In-Service Doctors’ Association (NIDA) prepares to go on a three-day agitation starting July 18-20 over the issue of increasing superannuation age of government doctors, the National Health Mission Employees Association Nagaland (NEAN) has extended “unconditional support” to proposed agitation. In a press release, NEAN general secretary Kewetso Kenye stated that the association at an emergency meeting held in Kohima on July 14, 2022 deliberated the matter at length and unanimously

decided to support NIDA. NEAN has appealed to its concern members (doctors) to coordinate and cooperate with NIDA official during the proposed agitation. It may be mentioned that NIDA on July 11 announced that it was left with no option but pursue the agitation mode in the form of delivering emergency services only with effect from July 18, 19, and 20, 2022. NIDA further threatened to call for a total shutdown of all health centres through cease work for an indefinite period from July 21, if the issue was not resolved or no positive

response received by then and cautioned that the State government would be held solely responsible in case of any untoward incidents. According to NIDA, it had written to principal secretary health & family welfare (H&FW) on April 26 and chief minister on June 10, with a request to review the cabinet decision on the superannuation issue. In the letter, NIDA expressed its opposition and inability to accept the decision of the cabinet to raise the superannuation age of all the doctors from 60 to 62 years, through “reemployment”.

Parliament House, calling it an attack on democratic rights of elected representatives. CPI-M leader Sitaram Yechury also took to Twitter to criticise the government and alleged that these are attempts to muzzle the voice of democracy. After the opposition uproar over the circular, Speaker Birla told reporters that political parties should refrain from making allegations without ascertaining the facts. The circular comes amid opposition outrage over another bulletin listing out certain words as “unparliamentary” which was issued by the Lok Sabha secretariat.

ted that the practice of jhum was not economically viable and ecologically sustainable. Hence, he suggested that the Union government should adopt policies and schemes in line with NMISF for Nagaland and the Northeastern region. Since most of the Centrally-sponsored schemes (CSS) had geo-physical constraints as they were to a large extent designed as “one-size-fit-all approach”, he urged policy makers to visit the Northeast, including Nagaland, observe the local farming practices on the ground and then prepare schemes for the benefit of

farming community of the region. He also highlighted implementation of NMISF post Covid-19 in the State. Sema claimed that the newly-initiated Naga model was expected to wean away farmers from traditional shifting cultivation and protect environment through judicious use of natural resources, ensure double cropping with provision of off-season irrigation facilities and water bodies to provide steady and stable income, promote value chain & marketing linkages through commodity-based farmer producer organisations (FPOs), encourage mi-

Traditional agriculture practices of Nagaland, NE different: APC DIMAPUR, JUL 15 (NPN): Agriculture production commissioner (APC) Y Kikheto Sema said the traditional system of agriculture practised in Nagaland and other North-eastern States was different and unique, which was not adequately included in the curriculum and syllabus of any university in the country. gineered Pan Naga Hoho (PNH) with chief minister Neiphiu Rio even going to the extent of stating that the Centre had not “rejected” separate Naga flag and constitution. Patton’s statement echoed the statements made on the floor of the assembly by state H&TE minster Temjen Imna Along. Imna Along had asked the state government to openly tell people that union home minister Amit Shah, on several occasions, had told state leaders that the demand for flag and constitution will never be accepted. Several media reports had also said that the mission of the Core Committee to Delhi to meet with Central leaders on Naga issue has more or less ended as Shah in meetings, chose to talk about development issues and not Naga political issue. gration from urban to rural areas for taking up farming and help develop agro-eco tourism/farm township. The APC also raised several issues with the Union Ministry of Agriculture & Farmers Welfare like release of funds during the fag end of financial years that were credited only in April, making it difficult to produce utilisation certificates (UC) for the same financial year. He also highlighted difficulties in digital payment systems like DBT, PFMS, etc, as 27 of the 74 blocks in Nagaland were unbanked. He also called for revision of cost norms

for CSS for Nagaland and the region as the cost norms were different from other parts of the country. The two-day conference was attended by Union Agriculture Minister Narendra Singh Tomar, Union Health & Family Welfare and Fertiliser Minister Mansukh L Mandaviya, Karnataka chief minister BS Bommai, Union Minister of State for Agriculture Kailash Choudhary, Union Minister of State for Agriculture Shobha Karandlaje, State agriculture ministers and APCs, agriculture secretaries and senior officers of States.

came into being with “its uniqueness and history for the Naga people.” The former chief minister said that other political parties came into existence to contest election and fight

for power. However, he said the birth of NPF had a different story. Dr. Shürhozelie said NPF was given birth in the Naga soil when the “heaviest bloodshed” was going on. Describing NPF as the only political party that was acting as a guardian body of the Naga people, NPF chief said the party would remain with the same aims and objectives till the Naga political problems were solved. NPF president also claimed that NPF does not envision for power and money, but to bring peace and justice and raise the voice of the Naga people. (Cont’d on p-8)

NE will drive India to be frontline nation: Jitendra NEW DELHI, JUL 15 (PTI): Union Minister Jitendra Singh on Friday said that North East and other hilly regions will play pivotal role in making India a frontline nation in the world. Addressing a rally in Kishtwar virtually from here, Singh, Minister of State for Personnel and in the Prime Minister’s Office (PMO), said that areas like Jammu and Kashmir, northeastern states and other hilly states suffered on many counts during the last 60-65 years, due to myopic policies of the successive central governments.

“But soon after the Modi government took over in 2014, Prime Minister had stated that every effort would be made to bring the North Eastern region, J&K and other backward regions at par with the more developed regions of the country,” he said. Singh said, areas with unexplored potential like Kishtwar, North East and other hilly regions will play a pivotal role in the next 25 years of India’s journey, rather than the saturated states, to propel India as a front when it celebrates 100th year of independence.
