A.K. Mishra on mission for resolving Naga, ENPO issues

NEW DELHI/DIMAPUR, APR 11 (NPN): The government of India is making a renewed push to secure long awaited solution to the Naga political issue including a road map for resolving Eastern Nagaland People’s Organisation (ENPO) demand for ‘Frontier Nagaland’. Government of India representative for Naga talks, AK Mishra will arrive Dimapur on April 12 and head to Police complex Chümoukedima where he is scheduled to hold talks with NSCN (I-M) members on April 13. Mishra is also likely to meet other Naga groups and members of the civil society organizations during his stay. Sources also said that

As reported earlier, a Central team was working on a new set of ‘formulation papers’ which would include both new and old set of offers so as to facilitate inking of a final peace pact at the earliest. some parameters– Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. However, NSCN (I-M) was firm to stand by the August 3, 2015 Framework Agreement for an early, honourable and acceptable solution to the vexed Naga political issue.

Sources also said that the MHA officials had categorically reminded the ENPO delegation that there was no question of bifurcating Nagaland to carve out ‘Frontier Nagaland’ out of six districts of the State. Even as both the Centre and ENPO had mutually agreed to work out a “new arrangement” for Eastern Nagaland-- ‘Frontier Naga Territory’, both sides were yet to sign the Memorandum of Understanding/ Settlement. Sources said that there were some issues that needed to be resolved, which has delayed the signing of the MoU/MoS. Since the meeting was inconclusive, sources said that another round of meeting has been scheduled for next week.

iPhones of journos, politicians hacked NEW DELHI, APR 11 (IANS): The fear of Pegasus-style spyware attack resurfaced on Tuesday after researchers at Microsoft and the digital rights group Citizen Lab identified new victims in North America, Central Asia, Southeast Asia, Europe, and the Middle East -- once again from an Israelbased spyware maker. Hackers used QuaDream spyware to send malicious calendar invites and hack the iPhones of journalists, political opposition figures, and an NGO worker. “Based on an analysis of samples shared with us by Microsoft Threat Intelligence, we developed indicators that enabled us to identify at least five civil society victims of QuaDream’s spyware,” Citizen Lab said in a statement. The researchers identified traces of a suspected iOS 14 zero-click exploit used to deploy QuaDream’s spyware. (Cont’d on p-8)

Rebellion within NSCN (YA); Naga army deposes Yung Aung DIMAPUR, APR 11 (NPN): Naga army personnel of the Myanmar basedNSCN (K) faction rebelled against the leadership of president Yung Aung citing “mal-administration system” of the government. Issuing a statement purportedly on behalf of all Naga army officials, ‘maj. gen.’ Langnyei Konyak General Staff Officer (GSO)-1 (D) GHQ, Naga Army, informed that the decision was taken at the executive meeting of all Naga army personnel held at GHQ on April 8, 2023. The statement, however, disclosed that the Naga army will to continue to serve the national cause under the leadership of Naga Army’s commander-in-chief Kumchok and deputy commander-in-chief Thungching. The meeting noted that from April 2012, NSCN/GPRN had entered

into a ceasefire agreement with the Government of Myanmar during which the latter had sanctioned several developmental activities, including 45 vehicle licence. But, all those developmental activities had gone without the knowledge of Naga Army, it said. After the demise of former NSCN (K) chairman SS Khaplang on June 8, 2017, the Naga Army personnel alleged that the administrative system of NSCN/ GPRN had decayed/deteriorated. Further, they said huge number of arms and ammunition that had been dumped in armoury without their knowledge had been snatched away by the Myanmarese army, while also alleging financial misappropriation. They claimed that they were unaware of foreign diplomacy and foreign aid, and that meeting with other

factions were held without their knowledge and were never consulted. They said Naga Army officers were not allowed to hold any meeting or conference till 2023. Several attempts were made by 16 tribes of western Naga people who were the pioneers of Naga revolution to meet NSCN/GPRN president, but the latter did not meet anyone by ignoring the humble request made by the Naga people. They pointed out that the people of eastern Nagaland were in dilemma by bringing different Christian denominations, leading to misunderstanding among themselves. The meeting further alleged that top NSCN/ GPRN members were expelled without trial or statements from the membership of the council without the knowledge and consultation with the council members.

IMD forecasts Covid mega mock drill in Nagaland Paiwang inspects Mon Medical College site normal monsoon D I M A P U R , A P R 1 1 Correspondent the visiting team decided NEW DELHI, APR 11 (PTI): In a relief for the agriculture sector, India is expected to get normal rainfall during the southwest monsoon season despite the evolving El Nino conditions, the India Meteorological Department (IMD) said on Tuesday. IMD prediction comes just a day after a private forecasting agency, Skymet Weather, predicted “belownormal” monsoon rains in the country. India has already seen four consecutive years of ‘normal’ and ‘above-normal’ rains during the monsoon season. Normal rain is critical for India’s agricultural landscape, with 52 percent of the net cultivated area relying on it. It is also crucial for the replenishing of reservoirs critical for drinking water apart from power generation across the country. “India to see normal rainfall during the southwest monsoon season (from June to September). It is likely to be 96 per cent (with an error margin of 5 per cent) of the long-period average of roughly 87 cm,” M Ravichandran, Secretary, Ministry of Earth Sciences, said at a press conference. There is a 67 per cent probability of ‘normal’ to ‘above normal’ rainfall, said Mrutyunjay Mohapatra, Director General of Meteorology, IMD. While Skymet had predicted a 20 percent chance of ‘deficient’ monsoon rainfall, the IMD put it at 16 percent. (Cont’d on p-8)

(NPN): Along with the rest of the country, a mega mock drill was conducted in Nagaland too on April 10 and 11. The mock drill was conducted to take stock of hospital preparedness with regard to drugs, beds, including ICU beds, medical equipment, medical oxygen, capacity building of human resources on existing guidelines and vaccination coverage. This was done on account of the rising cases of Covid-19 in the country. LH reiterates disassociation from NMA

DIMAPUR, APR 11 (NPN): Lotha Hoho (LH) on Tuesday reiterated that it had, along with other Lotha organisations, disassociated from the Naga Mothers Association (NMA) after the 2017 urban local bodies (ULB) election imbroglio that resulted in the “death of several Naga youth”. In a press release, LH chairman Er. Mhondamo Ovung and general secretary S Abenthung Ngullie stated that the Lotha organisations had , therefore, not nominated any representative to the NMA. LH asserted that if NMA still exists, then it has no mandate from the Lotha tribe.

Further, the hoho clarified that the Lotha Hoho or Lotha Eloe Hoho have no knowledge of any member from the Lotha community being involved in the activities of NMA. LH has, therefore, affirmed that any Lotha member was involved with the NMA, then the Hoho disowns such a member. LH cited Lotha and Naga customary heritage, wherein in case of the existence of any NMA, such organisation was expected to function for the welfare of the mothers, but not act as a hindrance to the common interests of the Nagas. “So why should the mothers

interfere in the affairs of the Nagas, like going to the court of law or playing political roles?” LH questioned. In spite of customary heritage, the hoho said it could consider if inclusion of women members in any welfare group was necessary, but not as opposition to community interest, “as is seemingly being done by the un mandated NMA.” Therefore, the Lotha Hoho said it does not consent to the “act of the un mandated NMA” challenging the authority of the state government and that of the Naga tribal organizations. It stated that Naga mothers “may act like moth-

ers”, but not to the extent of hindering the common initiatives for common good. Opposing NMA activities “like challenging the authority of the state and the legitimate Naga tribal organizations”, the Lotha Hoho urged the state government and elected Naga leaders to streamline the applications of the Article 371A in the activities and affairs of the state government and the common Naga public. So far, LH stated that Naga leaders and state government have not given due consideration for the applicability of the constitutional provisions under Article (Cont’d on p-8) 371A.

economic activities with the neighbouring Bangladesh, Japan’s Ambassador to India Hiroshi Suzuki said here on Tuesday. Addressing the 3rd India-Japan Intellectual Conclave on the theme of “North East India, Bangladesh and the Bay of Bengal in the Indo-Pacific: Building Partnerships – The Way Forward” here, he said that in the Bay of Bengal region, comprising Bangladesh, northeast region of India and West Bengal, 300 million people are living ensuring a good prospect of trade and economy. “Bangladesh could be the industrial hub of the

ties, which had also been lagging behind in many areas. Describing as “injustice” if North East students were made to sit for CUET along with students from other parts of the country, Jyrwa said the education system was far more superior in mainland India compared

to the education scenario in the region. NESO chairman underscored the urgent need for technical and non-technical institutions in all the north eastern states. He also urged upon the Government of Nagaland to commission the medical college by this academic year. Jyrwa also reiterated the resolution adopted at its 6th general conference held in November, 2022 in Tripura, wherein the house demanded implementation of Inner Line Permit (ILP) in all the remaining States of North East. He called upon the government of Nagaland to effectively implement the ILP regulation in the state.

On illegal immigration issue, he informed that NESO would continue with the democratic form of agitation in the coming days to impress upon the central government to seriously take up the issue, which was affecting the microscopic indigenous communities of the whole of the region. On “Indo-Naga” political issue, Jywyra said that NESO has always maintained that there should be political dialogue with all the armed groups, adding that there should be “honourable” “Inclusive” “Acceptable” solution in a time-bound manner.

SHILLONG, APR 11 (PTI): Researchers from the Zoological Survey of India (ZSI) have discovered a new species of frog from deep inside a cave in Meghalaya’s South Garo Hills district which was recently published in an international journal, of(Cont’d on p-8) ficials said on Tuesday.

This discovery is the second time that a frog was discovered from inside a cave in the country, the first being the discovery of the Micrixalus spelunca in 2014 from a cave in Tamil Nadu, researchers from ZSI said. “Researchers from the Zoological Survey of India office here and the Punebased ZSI have discovered a new species of cascade ranid frogs from deep within the Siju cave system in South Garo Hills district,” Bhaskar Saikia, one of the researchers told PTI.
