Buyer interest seen in Serangoon Garden Estate

T
he Serangoon Garden estate has been reenergised in recent years, with the opening of more cafés, including Arbite, Relish by Wild Rocket and The Coffee Daily. Besides this new generation of cafés, there are the long-established Chomp Chomp Food Centre and my Village shopping mall. As one of the oldest and most established residential estates in Singapore, Serangoon Garden has been earmarked by the government as one of the “identity nodes” to be preserved under the URA Master Plan 2013 unveiled last month. Among residents who have grown up in Serangoon Garden, the estate is fondly known as “ang sar lee” (red roofs in Hokkien), coined during colonial days, as many of the homes built then had red roofs. In the week from Nov 26 to Dec 2, three transactions were recorded in the landed housing estate of Serangoon Garden, based on caveats lodged and up-dated as at Dec 16. The highest price was achieved by a three-storey 999-year leasehold semi-detached house at Bodmin Drive, which fetched $4.43 million ($1,582 psf), according to a caveat lodged with URA Realis on Nov 29. The property has a land area of 2,799 sq ft and is under reno vation. It last changed hands in April 2012, for $2.6 million ($929 psf). A short distance away, a 999-year leasehold two-storey terraced house with a land area of 2,799 sq ft was sold for $3.4 million ($1,214 psf). The last transaction for the property was recorded in March 2010, when it was sold for $2.07 million ($739 psf) on Dec 2. Meanwhile,
a 999-year leasehold single-storey terraced house with a land area of 2,788 sq ft, located a few streets away on Brockhampton Drive, was sold for $3.25 million ($1,165 psf) on Nov 26. There were no prior transactions recorded on URA Realis for the unit. Fred Teo, agency director at Knight Frank, observes that there has always been buyer interest in Serangoon Garden. “Sales are encouraging, but it takes a longer time to sell a property with the introduction of the total debt servicing ratio [TDSR],” he says. Properties in the estate that used to be sold within three to six months now take six months to a year to find a buyer, he adds. “Buyers have to fork out more cash under the TDSR,” he says. “For properties with a higher quantum, the amount of cash that buyers have to pay now compared with the pre-TDSR days could be a difference of a few million.” In addition, sellers are also confident of achieving their asking prices and are therefore not lowering their price tags to accommodate the higher cash upfront that most buyers now have to cough up because of the TDSR as well as the higher additional buyer’s stamp duty (ABSD). Thus, prices of houses in Serangoon Garden have remained relatively flat. Renovated and upgraded properties in the estate are now priced from $1,500 psf, whereas older houses in their original condition range from $1,100 to $1,200 psf, says Teo. He reckons that houses that are still in their original condition constitute about 30% of the total stock in the estate. According to Teo, most of the buyers of houses in the area grew up there and are upgrading from a smaller property. “These buyers are asset-rich and may have enoughcash for a con-

do but prefer buying a landed property because the prices are more stable, unlike condo prices, and there’s also limited stock,” says Teo. With the TDSR in place, however, some buyers are hesitating, as selling their smaller property to upgrade to a larger one implies having to top up with more cash. “So, some buyers are adopting a wait and see approach,” he adds. Teo, who been marketing houses in Serangoon Garden for the last 16 years, has a current listing of 30 houses for sale and for rent. While resale transactions have slowed, the rental market is still active, he says. Houses in Serangoon Garden command rental rates of $2 to $2.50 psf per month. For instance, an unrenovated terraced house can fetch monthly rental rates of $7,000, whereas a renovated one can command $10,000. Meanwhile, semi-detached houses can command even higher monthly rental rates of more than $10,000. Serangoon Gardens is popular with French and Australian families because international schools such as the Lycée Français de Singapour and Australian International School Singapore are just a short drive away. In addition to schools, the housing estate is located near the CTE and is a 15-minute drive to Orchard Road E and the CBD.
