ven though transaction volume continues to slow in the lead up to the festive holidays, it seems that some buyers have been shopping for luxury condos in prime districts 9 and 10. The most expensive apartment sold in the last week of November in terms of price per sq ft was for a unit on the 50th floor of The Orchard Residences. It fetched $12.3 million, or $4,312 psf, according to a caveat lodged with URA Realis on Nov 29. The 2,852 sq ft apartment contains four bedrooms, of which one is a master suite and the other a junior master suite, while the other two common bedrooms are also en suite. There is private lift access and a spacious balcony to enjoy the panoramic views of the city. While there were no prior transactions recorded on URA Realis for the four-bedroom unit, the Singapore Institute of Surveyors and Valuers’ database showed that the unit was first purchased in April 2007 for $11.3 million ($3,949 psf).

Completed in 2010, the 175-unit The Orchard Residences is a luxury 99-year leasehold residential project jointly developed by CapitaLand and Sun Hung Kai. It sits on top of the ION Orchard shopping mall, which is linked in the basement level to the Orchard MRT Station on the North-South Line. The residences are on the ninth to 54th floors of the 56-storey development. The four penthouses at The Orchard Residences were snapped up in late 2007 at successive record prices of $5,000 psf, $5,400 psf, $5,500 psf and $5,600 psf. Meanwhile the observation deck, the ION Sky, is on the 55th to 56th levels, and is open to the public. Owing to the seventh round of property cooling measures introduced at the start of the year, which included a hike in the additional buyer’s stamp duty for foreigners to 15%, as well as the of the total debt servicing ratio for all property purchases (which took effect on June 29), transactions at the top-end of the condo segment have dried up. The luxury condo segment has traditionally been dominated by foreign buyers and the latest measures have cooled interest. Hence, this year saw only two transactions in The Orchard Residences. Prior to the recent deal in November, the last unit that changed hands was a 1,808 sq ft, three-bedroom apartment on the 34th storey that fetched $6.2 million ($3,417 psf) on Jan 4. The seller had sold the unit at below the 2007 purchase price of more than $6.3 million ($3,508 psf). Given the rarity of the project as the first luxury condo to sit on top of a shopping mall and the Orchard MRT station, most owners of units in The Orchard Residences are holding on to their asking prices, says Jeffrey Tan, a realtor with Shang Properties, who is marketing several units in the project. “If they cannotget the asking price that they are looking for, they will continue to hold on to their units. Some even leave it vacant for use as a second home when they visit Singapore,” he adds. Tan is marketing a similar sized, mid-level apartment at a guide price of about $11.38 million ($3,990 psf). According to Tan, asking prices of units at The Orchard Residences are currently in the range of $3,500 to $4,200 psf, depending on the level and the orientation of the units as well as the views. Rental rates of units in The Orchard Residences remain healthy, says Tan, with four-bedroom units being leased at rental rates of $20,000 to $24,000 a month. Units at The Orchard Residences are favoured by expatriates with families who want the convenience of living on top of a landmark shopping mall and MRT station, as well as its location right in the heart of Orchard Road, he adds. In the posh Nassim Road neighbourhood, another four-bedroom apartment changed hands at the upscale Nassim Park Residences. The 3,466 sq ft unit was sold for $13.2 million ($3,800 psf), according to a caveat lodged with URA Realis on Nov 28. The fourth floor unit has four en suite bedrooms, a private lap pool on the balcony and private lift lobby. The unit was purchased brand new in June 2008 for $10.3 million ($2,958 psf). This was the only transaction recorded at NassimPark Residences for 2013, while last year, there were three transactions. The 100-unit luxury condo was developed jointly by UOL Group, Kheng Leong Co and Orix Corp, and completed in 2011. The development contains exclusively four-bedroom apartments and penthouses in a low-rise fivestorey block with sizes ranging from 3,175 sq ft to 6,803 sq ft. The Nassim area is the most prestigious Good Class Bungalow neighbourhood, where the last recorded transaction was for a 24,187 sq ft freehold development that was sold for $43.5 million ($1,800 psf) in April 2010. Very few units at Nassim Park Residences come up for sale as most of the buyers were owner occupiers, says Jason Yong, marketing director for ERA Realty Network. Yong is marketing a 3,477 sq ft, four-bed-

room unit there with a price tag of $12.1 million ($3,480 psf). Units in the development are also sought-after among expatriate tenants. According to Yong, the unit he is marketing was put up for lease late last year, and found a tenant in less than a month. It is currently leased at a monthly rate of 18,000, which at the current asking price, translates to a gross yield of about 1.8%. However, the owner, who has several other properties, is “a motivated seller”, he says. Nassim Park Residences was very popular among foreign buyers, especially Indonesians, given its prestigious address. However, demand has dropped off as a result of the recent property cooling measures, say Yong. Now, most of the interested buyers he sees are wellheeled locals who are shopping for property with potential for further capital appreciation. But there are few who are willing to commit to an apartment purchase above $10 million at this point, he concedes. At SC Global’s The Marq on Paterson Hill, the 66-unit development that set the benchmark in the ultra-luxury condo segment when a unit was sold for $6,840 psf two years ago, saw only one transaction this year. It was for a four-bedroom, 3,089 sq ft unit on the sixth floor that fetched $12.5 million, or $4,046 psf, in August, according to a caveat lodged with URA Realis. These transactions, though few and far between, are evidence that there are still good deals to be found even in the most exclusive condos in the topend of the Singapore market, says Samuel Eyo, di-

rector of Savills Prestige Homes. When overseas property markets start to look less attractive, for instance, with the recent introduction of a capital gains tax on foreigners in the UK, and also in Malaysia, Singaporeans and even foreigners may once again return to the local market. “They feel that they may be better off shopping for something in the Singapore market now,” he adds. This bodes well for the Singapore luxury condo segment, which has seen tepid E sales for much of the year.
