With traditional Easter Hat Parades, egg hunts and visits from the Easter Bunny occurring in schools and pre-schools this week, News of the Area spoke to some of our younger community members to find out what they are looking forward to over the Easter break. Nine-year-old Ruby

Plummer said she always enjoys spending time with her family at their farm in Bulahdelah. “We always get up really early and Mum organises an Easter egg hunt around the farm which is a lot of fun,” she said. “My two brothers and I go searching and we always find lots of eggs.” Six-year-old Jade Pickett said she is looking forward to being at home over Easter.

ON Monday 7 March members of the Hawks Nest Bridge Club were delighted to share champagne and cake with Allan Stewart, celebrating his 101st birthday. “It seems only such a short time since we celebrated his centenary,” Linda Conroy told News Of The Area. Allan has been a long term member of the club and still plays two to three times a week. Mr Stewart said that playing has helped to keep his mind sharp. “He is a perfect example of the benefits that can be obtained from learning and playing bridge,” Ms Conroy said. Rock fishing concern By Dave BRAZIER

IT never ceases to amaze me to see the levels some people will go to catch a fish. I’m not talking about beach fishing or even from the confines of a vessel, but rock fishing. Rock fishing has been in the spotlight for many years now with many ‘fisho’s’ needlessly losing their lives by putting themselves in dangerous situations. Casting a line out into the blue yonder hoping to catch a feed of fish, on wet rocks, with dangerous and unpredictable swells is asking for trouble. Reacting to the growing number of fatalities from this style of fishing, the NSW Government has upped the anti by legislating that ‘Rock Fishers’ must wear a ‘personal floating device’, also known as PFDs.

q CONCERN: Robert Brown MP. That’s great some might say, but the current and approved life jackets that adhere to Australian Standard AS4758, according to NSW Shooters & Fishers Party MP Mr Robert Brown, “They don’t adequately cater for the unique environment of turbulent

waters that rock fishers face.” Speaking with News Of The Area, Robert Brown MP said, “Levels 275, 150 and 100 PFDs in the Standard are designed for offshore use and will keep the wearer face up in the water- but hinders their attempts to swim away from dangerous rocks in the wash zone.” “Whilst level 50 and 50S PFDs do cover those on the shore line, they specifically require the wearer to be an ‘able swimmer’ and ‘have help and a means of rescue close at hand’.” “Unfortunately, neither situation caters for rock fishers. Anybody caught in the wash zone will be in great difficulty,” said Mr Brown. “We’re all for proper safety devices for rock fishers, but they need to be custom-built for that specific purpose,” he said.

camping trip is always enjoyed by seven-yearold Charlie Garemyn. “I like going camping with my brother and sister because we always have a good time together,” Charlie said. “We always eat our Easter eggs as soon as we wake up.”

Art Expo to draw long weekend crowds

IT’S hoped that record numbers will turn out to this year’s Annual Art & Craft Expo at Tea Gardens Public School. Newly elected P&C President Fiona Mobbs said, “This is our biggest fundraiser, and without Instrumental people like Jude Woodfield, the whole P&C Committee and all of our volunteer helpers, we wouldn’t be able to raise these much needed funds.” The event will kick off on opening night by raffling many prizes.

Opening night is tonight by the way, Thursday the 24 March at 6:30pm. The commitee is urging locals and visitors to get along for a great night out whilst supporting the local school. The $20 entry fee includes a glass of bubbly, delicious supper, music by Carly Jacobson and Tanya Keys and a free courtesy bus service. Great Lakes Deputy Mayor Len Roberts said with other councils pushing for the merge, it would be difficult for Great Lakes to stand alone. “It is vital that our council, the fit council who has worked handin-hand with ratepayers, should not be penalised for that good work and the unfit ones rewarded,” he said. “I urge all residents to make a submission to Dr Tiley calling on those councils to be sacked if a merger goes ahead and allow Great Lakes to drive the process.” Residents are invited to attend Great Lakes Council’s information sessions and the Public Inquires with Local Government’s delegate Dr Ian Tiley. “I encourage all rate payers to look at the information on the website, attend the public

meetings and make a submission,” Mr Handford said.

You must register to attend the public inquiries, either online at the Council Boundary Review website, or by calling 1300 813 020. If you wish to speak at the inquiry, this must be indicated when registering. Registrations close at 9am the day prior to the inquiry or earlier of the venue reaches its capacity. Under the new administration, the merged council could be represented by only nine Councillors, down from the combined 25 currently serving the three separate shires. Mr Handford said the report will be discussed at this week’s council meeting. The proposed merger has brought mixed reactions from the three councils. At last week’s Taree Council meeting it was deemed that the merger “will not solve the financial sustainability issues facing these councils.” Gloucester would prefer to stand alone but suggested the merger, while Great Lakes was deemed fit to continue as a standalone council.

As of 2 November 2015, the Conveyancing Amendment (Sunset Clauses) Act 2015 (NSW) came into force and applies to off-theplan contracts for sale of residential lots and restricts a developer from automatically rescinding an off-theplan contract under a sunset date clause. The government had expressed concern that developers were intentionally delaying the registration of plans past the sunset dates provided for in contracts, with the result that they could rescind and resell at higher prices in rising markets. Under the Act, the activation of a sunset clause does not automatically allow the developer to rescind an off-the-plan contract. If a developer wants to rescind, they must give the purchaser 28 days’ written notice of

the proposed rescission detailing why the developer wants to rescind and the reason for the delay in creating the subject lot. Prior to the new legislation, the onus was on the purchaser to prove that the developer’s delay in registering the plan was unreasonable. The effect of the Act has been to reverse the onus, requiring the developer to explain the delay. The Act further provides that rescission may only take place if each purchaser under the contract consents in writing to the proposed rescission or the developer obtains a court order permitting the proposed rescission. The first decision under the new Act has recently been handed down by the Courts and will be discussed in next week’s article.

Malicious attempts

RSL Club, finalist in awards

POLICE have reported a number of recent incidents relating to malicious damage and attempted theft at the Bulahdelah House Boats area and surrounding Marina. It is alleged offenders have added damaging substances to fuel tanks of a number of houseboats causing damage to the tanks and motors.

KARUAH and District RSL Club has been named as a finalist in the prestigious 2016 Clubs and Community Awards. The Awards recognise the immense contribution clubs make to their local area across a range of categories. Recognised for supplying healthy breakfasts to Karuah Public School students, the RSL Club has been involved in the program for over three years. Working in conjunction with Karuah Public School P&C Association, the program runs four days a week during the school year providing a healthy breakfast to 70 children each day. President of Karuah and District RSL Club Mr Peter Fidden, said the program has expanded over the years. “We became involved because a lot of kids were going to school without breakfast, but now they can start the day with a healthy meal,” he said.

Police also report that the offenders have attempted to steal motors and other equipment from the house boats. Bulahdelah Police are appealing for members of the public with information relating to the incident or for anyone who may have noticed suspicious activity or vehicles in the area to contact police.

Paterson MP Bob Baldwin congratulated the clubs for their contributions to their communities. “I commend the local clubs and their employees for reaching the finals of these prestigious awards and wish them well at the next round,”

Mr Baldwin said. “Local clubs play an important part in our community and I’m delighted that these clubs have been recognised for such different achievements.” Winners will be announced at the official Awards Ceremony on Friday 6 May at the Royal Hall of Industries in Sydney’s Moore Park.

Sand an ongoing issue for beach front homes By Dave BRAZIER

WHILST the erosion problems at Jimmys Beach and Winda Woppa area along the Esplanade have been addressed by Great Lakes Council, there continues to be problems with the constant influx of sand covering the Esplanades narrow roadway and burying the lawns of residences. News Of The Area recently visited The Boulevard and within a week period, we were amazed at the amount of sand that has inundated the road surface and lawns. In some areas on the side of the road the sand is up to 50cm in depth and while we were investigating the area, a small car lost traction on the corner of the Esplanade and Gemalla Street. Nothing major, but none-the-less. The build up of sand is reduced to a minimum at the intersection of Kururma Crescent where native vegetation is still flourishing, acting as a break from the shoreline. With little to no native vegetation along the stretch

WEEDS officers from Councils across the Mid-North Coast in conjunction with other stakeholders delivered a series of well attended community workshops to introduce newly developed biological controls for managing some widespread weeds and to raise awareness of the new and emerging weed African Olive. Great Lakes Council’s Noxious and Environmental Weeds Coordinator Mr Terry Inkson said, “Approximately 240 land managers came from as far as the Liverpool Plains, Tamworth, the Central Coast and local Mid North Coast to Gloucester and Dungog to the very informative presentations over three separate days.” “Three workshops were held - at Telegraph Point (70 people)

Speaking with News Of The Area, Great Lakes Council’s Manager of Parks and Recreation, Mr Andrew Staniland said, “Great Lakes Council is aware that sand periodically blows onto the road in Winda Woppa and as part of the larger management of Jimmys Beach is considering options that include physical sand manipulation along Jimmys Beach; installation of additional hay bales; and a long term plan to encourage native vegetation to grow along The Boulevard to assist in the reduction of sand movement. POLICE have asked for people to be on the look-out for stolen jewellery following a break and enter at a Bulahdelah residential property. Police report on Thursday 17 March between 6.30am and 3pm an unknown person or persons have gained access to a home in Bombah Point Road by forcing open a window of the house. The intruders then ransacked the premises before fleeing with an undisclosed amount of cash and jewellery. Police have asked for anyone with information relating to the incident or any members of the public who are aware of jewellery being sold suspiciously to contact police.

ON Monday 14 March, Tea Gardens / Hawks Nest Yoga had a Yoga class at the Surf Club where money was raised and set to go to a very good cause. About twenty keen yogis attended the Yoga Class on the day, at Hawks Nest Surf Club, where teacher Jackie George donated all the money from the class. It’s not too late to still donate teacher, Jenny Winney told News Of The Area. “With $478 so far raised, the money will be used to buy books

for poor children in remote parts of Laos,” she said. Funds will benefit Luang Prabang Library (Book Tuk Tuk), an initiative to assist the children of Laos to read. This money will be personally delivered by Jenny and Jack Winney who will be taking a trip to Laos in April and May of this year. Laos is a rural community with many people engaged in subsistence farming, so people are poor and books are an unaffordable luxury. Some schools have no books, even if there is a school.

CLI operates the Lao Children’s Library boats, the only two in Laos, which brings books to children and others in 75 Mekong and Ou River villages, as well as giving book bags of 100 books to more villages. “You can help by just giving $2 (the equivalent to 20 000 kip), which will buy a Lao book for the book bag,” said Ms Winney. “$250 buys a whole book bag and you can join in with a oneday visit.” To find out more or to make a donation contact Jenny on pamoja@bigpond.net.au

IF you had been Peter, chances are you would have denied Jesus, too. Peter just couldn't understand what was happening. If Jesus were the Son of God, Peter must have wondered, why didn't he stop the abuse and mockery Peter was witnessing in the high priest's courtyard? How could someone who was supposed to be divine put up with that? Maybe it is just some tragic mistake, Peter may have thought. Perhaps, after all, Jesus is another sincere but misguided charismatic leader who has overwhelmed his followers with grandiose words and visions and thoughts of invincibility. And if that's the case, I'd better save my own skin while I can. "No," Peter insisted to the courtyard bystanders, "I don't know him." Later that day, Peter watched Jesus, now brutally beaten, spiked to a cross, then jerked upright in the sun to hang, and gasp for air, and finally die. If Jesus were the Son of God, how could he die like that? Peter was just as troubled the following Sunday when he ran to Jesus' tomb to find the body missing. The

women told of angels' words that he had risen, but with his own eyes Peter had seen Jesus die. If he were a man-and he certainly died like a man--how could he return from death? Someone must have taken the body. Must have! It is this quandary men and women have struggled with for centuries. If Jesus is God, how could he die? And if he is man, how could he rise? The Roman soldiers guarding the tomb early that Easter morning were troubled by no such ponderings. One moment they sat mesmerized by the fire flickering in the chilly predawn hours. The next they were stunned by a brilliance of arc-light proportions, as the tomb's stone lurched aside and the radiant Jesus walked out alive! How can God die, and how can man live? Why, for that matter, was Jesus conceived by the Holy Spirit and born of a virgin? Because Jesus is God's Son, sent to earth to lead us to our Father, to die for our sins, and to rise from the dead to show us that he is the source of everlasting life. He is the God-Man. And what is that to me? His shameful death that Good Friday was a direct result of my sins. And his resurrection Easter morning was for me, as well. He died and lived for me. For me--and for you.

FEDERAL Member for Lyne Dr David Gillespie has congratulated Nationals Leader and Deputy Prime Minister Barnaby Joyce on delivering a significant win for small business after Federal Cabinet supported major changes to misuse of market power provisions in the Competition and Consumer Act (CCA). The Nationals have fought to secure these protections for small business against big business and multi-nationals companies. “This was a key commitment The Nationals included when a new Coalition agreement was required after the change of Liberal Leadership last year,” Dr Gillespie said.

GREAT Lakes Council employees and other service providers were recently asked “how would you like to be treated if you had dementia?” at an Alzheimer’s Australia Dementia Awareness Session. Almost 40 Council staff and 20 staff from service providers (like Community Transport), attended the session, delivered by Judy Bartholomew, Educator for Alzheimer’s Australia. A challenging part of the training involved watching a video featuring Australians with dementia describing their experiences in every day interactions with people. Participants were then asked to really consider how they would like be treated if they had one of the many different types of disorders collectively known as dementia. And now Council is asking you that question too. This proposal was put through by the other two councils who are in debt. It will create over time massive job losses and less staff to cover a bigger area as it has with essential energy. OVER 60’s Girls Group Luncheon was another great outing for March. 10 years after NZ trip Dear News Of The Area, LIKE that famous chip advertisement the ‘Original is the Best’. In 2006 some members and their guests of the MYWAG (Myall Wine Appreciation Group) undertook their first overseas trip to the South Island of New Zealand. Last week most of them got together on “The Wally” to celebrate the 10 year milestone and relive the high’s of that trip. There were no lows. Recounting that trip from the diaries of the many there was not a day that wasn’t filled with fun and excitement from sleep-ins, sniffer dogs, bus breakdowns, train travel, screaming smoke alarms, late nights, unlocked toilet doors, 1 or 2 wine tastings? And that early morning winery visit, spectacular upon spectacular scenery, helicopter

flights, cruising overnight on Milford Sound, numerous degustation dinners in exotic locations and the bonding of the 24 that beforehand may not have known each other that well. Whilst the “The Wally” cruise and lunch for 4-5 hours upriver was not the same as Milford Sound the fun and activities of the day just reminded us all that whilst there have been other fun packed overseas and local (interstate) trips, with much the same group, the original was still the best. Whilst the occasional wine toast suggested that anywhere in France should be considered for this intrepid group it will be hard to replicate that first trip. THE Minister for Local Government, Paul Toole has sanctioned a proposal for a forced three way merger between Great Lakes Council and the ailing Greater Taree and Gloucester Councils. Such a merger would have catastrophic consequences to the residents and businesses of the Great Lakes Local Government Area. It would effectively drain the life, livelihood and prospects from the region. In it’s business case for the merger, the NSW State Government has not provided any consideration for maintaining or improving the standard and quality of life for Great Lakes residents. Great Lakes Council is currently assessed as ‘Fit for the Future’. Greater Taree and Gloucester are not, with both having significant issues providing basic services. This unnecessary merger will impose hardships and bring on the downfall of otherwise thriving communities. It will severely reduce the capacity to attract tourists and contribute to a continual downward spiral of socio-economic conditions in our towns. If the merger goes ahead the

resources and residents of Great Lakes Council will be asked to largely support the overall ability of the new combined Council to service a $290M infrastructure backlog. The heavy lifting already shouldered by Great Lakes residents in achieving the ability to stand alone will reap no benefits and instead be extended for years to come.

BUSINESSES WILL CLOSE AND UNEMPLOYMENT WILL RISE The largest employment sector in Great Lakes Council is retail trade. With small and medium businesses in the outlying regions already struggling with minimal permanent populations and seasonal tourism opportunities,

Tea Gardens and Hawks Nest would become a forgotten and desolate backwater within the supersized LGA. A population of 3,500, would represent around 3% of the combined LGA of 90,000. Of the proposed 9 councillors, the area would be represented by 1/3 of 1 Councillor, or only 3.7% of the total representation within the combined Council with which to compete for severely reduced available resources and services. While reducing duplication may be said to help the budget, there will be less resources to maintain public facilities and provide services to the total population. All of this is avoidable. Greater Taree Council is unsustainable due to gross mismanagement. The immediate appointment

of an administrator and proper management to streamline procedures and reign in spending will see that Council achieve the desired ‘Fit for the Future’ status in time. Gloucester Council, being one of the smaller councils, is eligible to become a rural council under the authority of the NSW Government and supported with the backing of the Hunter group of councils. Together we can stop this unnecessary attack on our future. I strongly urge everyone in the Great Lakes LGA to join with the Myall Coast Chamber of Commerce and Tourism in stopping this merger before it decimates our region. THE second round of the Pennant Competition was played on Tuesday 15 March. The weather had cooled off a little, and apart from the breeze, the conditions were fairly comfortable. Our Grade 2 side competed against Soldiers Point, at Soldiers Point. Unfortunately for Tea Gardens, both our teams had losses. Nola Jackson’s team lost 10 – 29, while Maynie Robert’s team went down 11 – 25., giving Soldiers Point a win with 54 – 21. Grade 3 side played against Cardiff here at Tea Gardens. Both of our teams had losses. Lynne Green’s team lost 17 – 27, while Liz Kelly’s team went down 12 – 27, with Cardiff winning with a score of 54 – 29. Our Grade 4 side competed against Cardiff at Cardiff. One bright spot in the day, Loretta Baker’s team had a slight win with a score of 19 – 18. Wendy Brands 36 – 33. Could that be called a “close loss?” In our Home Competition, one game of 3 bowl triples took place. The winners were, Pauline Perry, Dorothy Thompson and Elke Jones, with a score of 20 – 10. Thursday, 17 March. (St. Patrick’s Day ): Round 3 of the Pennant Season was played today. Our Grade 2 side played against Stockton at Stockton. Both teams lost their matches. Maynie Robert’s team went down 14 – 19, while Nola Jackson’s team lost 18 – 21, giving Stockton a win of 40 – 32. Grade 3 side competed against Mayfield West at Mayfield West. Both teams won. Lynne Green’s team had a winning score of 19 – 15, while Liz Kelly’s team won21 – 20. A win to Tea Gardens with the score 40 – 35. Go girls. Our grade 4 side played against Soldiers Point at Soldiers Point. Both teams lost. Loretta Baker’s team lost 19 – 21, while Wendy Brand’s team went down 12 – 29. A win to Soldiers point 50 – 31. Social Bowls: The Home Competition continued today. The format was one game of triples, with Elke Jones the swinger. The winners were, Elke Jones, Susan Gate and Dorothy Thompson.

FISHING

BULAHDELAH Social Fishing Club members baited their rods and wet their lines at their monthly club competition held last weekend. With competitors taking up positions on the waters around the Mungo Brush area, the weekend competition had a decent turnout of anglers landing more than 85 fish between them. Rough water conditions proved to be challenging for the competitors with a south-easterly change bringing rough seas on Friday. The conditions eased by the end of the weekend with calmer conditions enjoyed on the water. A jewfish weighing in at 3.5kg landed by Paul Shultz took the title of the largest fish caught. The most unusual species category was claimed by Christopher Duncan who managed to land a saltwater hairtail. Despite an abundance of tailor caught during the competition, the number of fish hooked overall during the weekend was down on previous years. Fishing Club President Mr Darren Carrall said despite disappointment with the low numbers of catches, the club remained optimistic about future competitions. “Although we had less fish caught this time around, generally after Easter and onwards with cooler conditions we always see a greater number of fish,” Mr Carrall said.

“It becomes a more productive time for fishing competitions.” The post-competition weigh-in occurred at the Bulahdelah Bowling Club on Sunday with a competitor’s lunch. The Fishing Club’s next monthly competition will be held on the weekend of 1-3 April.

The Hawks Nest / Tea Gardens Progress Association wishes to advise that the following traffic and parking arrangements have been approved by Great Lakes Council for the holding of the ‘Grey and Thespian Mardi Gras’ on Saturday 9 April 2016 between 7am and 5pm. • The temporary closure of the Hawks Nest Village Square (previously known as the mall). • The temporary closure of Tuloa Lane at both sides of the Hawks Nest Village Square. • Barricading of four parking spaces in the Booner St service road at the southern end of the Village Square. • Barricading of the entrance to the western most car park in Yamba St. These temporary closures are required to ensure the safety of the public during the holding of the ‘Grey and Thespian Mardi Gras’. PUBLIC EXHIBITION Planning Proposal and Draft Development Control Plan Provisions for Detached Dual Occupancy and Secondary Dwellings in Rural Areas Council is exhibiting a Planning Proposal to: •Allow Dual Occupancies (detached) with consent in the RU2 Rural Landscape zone of Great Lakes Local Environmental Plan (LEP) 2014 on properties where dwellings are permitted. •Establish requirements for when detached dual occupancy and detached secondary dwellings will be allowed with Council’s approval. The Minister has delegated the making of the Local Environmental Plan to Council. Council is also exhibiting draft amendments to the Great Lakes Development Control Plan (DCP) to clarify the objectives and controls for detached dual occupancies and detached secondary dwellings within rural residential, rural and environmental areas. Exhibition Period and Public Submissions The Planning Proposal and draft development control plan provisions are on exhibition from Wednesday 23 March to Friday 13 May 2016 inclusive and may be inspected as follows: •Council Administration Office – Breese Parade, Forster (8.30am to 4.30pm Monday to Friday, public holidays excluded) •Tea Gardens Customer Service Centre – Myall Street (9.00am to 4.00pm Monday to Friday, public holidays excluded) •Stroud Customer Service Centre - 6 Church Lane (Monday to Friday, 9.00am - 12.00pm, public holidays excluded) The documents can also be viewed on Council’s website. New annual event to tee off GOLF

THE Hawks Nest Golf Club is hosting the “Inaugural Grey Nomads’ Cup” in conjunction with the Grey & Thespian Mardi Gras on Friday 8 April 2016 as part of Seniors Week Celebrations. Organiser David Gilbert said he is looking forward to seeing a great turn-out of players on the day. “This is a 4-personambrose event which has been sponsored by Palm Lake Resorts,” he said. Mr Gilbert said there will be a host of great prizes on offer on the day including a Perpetual Trophy and four replica trophies for the winning team plus prizes for the

placegetters, nearest the pins and longest drive. “We are hoping to attract players from many clubs all around the outlying areas for this year’s event. But of course we will be building on making The Grey Nomads’ Cup a bigger and better event where hopefully we can attract players and travelling nomads from all around NSW and even VIC in future years,” he said. The cost of $50 per head includes green fees, a meal and a drink voucher for each competitor. All players must have an Australian Golf Link number and be aged 50 years or older.
