GREAT Lakes Council receives its fair share of critisim at times, however the Local Council continues to shine above many of its LGA peers. Testament not only from the recent ‘Stand Alone’ announcements, where Great Lakes Council was named not to merge with other Councils, but also by way of yet another award won by staff. Procurement Coordinator, Ms Deb Tuckerman has won the 2015 NSW Local Government New Procurement Professional Award. The Award was announced at the 2015 Local Government Procurement Annual Conference held on 19 and 20 November in Sydney.

great year for all. Unfortunately not all of us will have a healthy and happy year. However, most of us have learned to bend with the breeze and cope with the storms. What are you hoping for in 2016? Will it be much different to 2015? We know that there will be a Federal election this year and that Local government elections have been postponed to 2017. This is also a census year. In August 15 million of us will complete a census across Australia taking a snapshot in time of whom and what makes Australia. The demographics of the Myall Coast will make interesting reading. 2016 is shaping up as an interesting and perhaps intriguing year for Great Lakes Council. Despite being deemed fit for the future with the right to stand alone, strange machinations have come into play. Dungog and Gloucester have been asked to merge and so to, Newcastle with Port Stephens. Proposals will go to the Boundaries Commission who will have the final say. The proposals being put forth by the merge partners may impact upon us. It is understood that Dungog and Gloucester are not necessarily happy with the proposal and may seek to rekindle the possibility of mergers with Great Lakes and Maitland or even both with us. There is some talk of the Stroud area

THE Myall Coast Chamber of Commerce and Tourism are excited and ready for a big year in 2016. Chamber president Mark McCormick said, “It is exciting to see so many tourists and visitors enjoying our towns during this festive season.” “All of our members are very busy providing quality accommodation, hospitality, food, retail and services to the crowds,” he said. The Chamber had a very active and productive 2015. Major highlights included raising much needed funds for the local Free Clinic Bus with a Trivia Night and hosting a successful and

entertaining Myall River Festival. Late December saw the installation of a CCTV system at the Tea Gardens Police Station with the generous support of the Holiday Coast Credit Union and the assistance and resources of Water Treatment Services. Mr McCormick said, “Soon there will be an official commissioning ceremony announcement, which will be held early in 2016.” The Chamber members are looking forward to a big 2016 and will keep you informed of activities with regular updates throughout the year.

If such an entity occurs there may even be boundary adjustments with us. Given that the Boundary commission is independent of Government any reasonable scenario is possible. There are too many variables for our council to waste time considering speculative results. Most people generally do not mind what local government area they are in as long as the rates are reasonable, roads fixed and services maintained. We will go about as ‘business as usual’. Our first meeting since the Christmas break will be at the end of the month. The councillors and senior staff will meet, probably for a couple of days in a row, to set the strategy for the year as well as tour the Shire to see what has been done and what needs to be done. Australia Day is our next big happening. There are activities around the shire. The Australia Day ambassador to the Great Lakes will be Father Chris Riley AM, Founder and CEO of Youth off the Streets. Father Riley will attend Council’s official Australia Day ceremony at Club Forster, which is a free event open to everyone, on Tuesday 26 January commencing at 10.30am with a free morning tea. The Australia Day Activities at Hawks Nest, sponsored by the TGHN Lionesses, will be held at Moira Parade Reserve. The morning commences at 8.30am with the official opening at 9.30am with a flag raising ceremony and announcement of the local Citizens of the Year.

THE annual award commenced in 2012 to recognise someone who has worked in the field of procurement for less than two years. Ms Tuckerman was also amongst 11 local government professionals from around NSW who completed a Diploma of Government (Procurement and Contracting) qualification this year. "We are very pleased to see Deb pick up this Award," said Council's Director of Corporate and Community Development, Mr Steve Embry. "Deb is a highly skilled professional with strong people engagement and facilitation skills. The outcome achieved

from her applying these skills to procurement over the last two years is a modern procurement policy, improved risk management in procurement decisions, improved value in procurement contracts, and professional support for staff involved in the purchase of goods and services across Council. "We now have positive progress in procurement systems and processes which set in place a solid platform for the next phase of procurement development at Great Lakes Council." Ms Tuckerman said the job provided a great opportunity to contribute to the organisation and the community. "It's not all about buying pens and pencils. Council is

taking a strategic approach to maximise value for money from its purchases." "It's about helping staff across the organisation to ensure we get the best possible value out of each dollar we spend and meet all probity and legislative requirements." Council had been without a dedicated procurement position for some time prior to Ms Tuckerman's appointment. Procurement RoadMap Program was facilitated by Local Government Procurement in 2012 which looked at Council's current level of procurement expertise and identified opportunities for improvement. "Staff across the organisation is responsible for purchasing

goods and services and managing contracts. Reviewing Council systems and practices has been a priority. My role is to provide support to these staff, as well as looking at strategic opportunities to achieve value for money. It's a team approach," said Ms Tuckerman. "There are a wide range of options available to councils these days in terms of how we buy goods and services and we are constantly reviewing the way we do things to help identify opportunities for savings which can be used for other organisational priorities and works. This includes looking at opportunities to work with other councils to achieve better outcomes," she said.

POLICE continue to detect poor driver behaviour and risk taking on Operation Arrive Alive [Day 17]. With another death on NSW roads yesterday, police continue to appeal to road users to slow down and concentrate on the task at hand, which is arriving safely. Saving water Aussie Day, next on calendar all together

REMINDING visitors to our region of the importance of saving our water resources responsibly is the aim of MidCoast Water’s ‘Saving together’ campaign. The campaign provides resources to support accommodation providers in the area share a water conservation message with their guests during the busy summer holiday period. The program provides shower hangers and stickers to tourism and accommodation providers to support them in promoting a water conscious message to visitors, acting general manager Darryl Hancock explained. “We ask our communities each summer to do their bit to reduce pressure on our water supplies by taking part in the summer water saving program, which limits outdoor water use to the hours before 9am and after 4pm. “The Saving Together program is about those who visit our region doing their bit by using our water

resources responsibly during their stay,” Mr Hancock said. To assist MidCoast Water has designed resources to promote a water saving message and, in some cases a general message about caring for our environment. The shower hangers ask guests to report leaks, take shorter showers and protect waterways during their stay, while a range of stickers have been produced. The stickers can be placed near hand basins, on toilet cisterns and appliances to promote using the half flush, turning off taps, using plugs and operating washing machines with full loads. More than 30 accommodation providers have already taken on the program and have the shower hangers and stickers in their businesses. THE next big event on the calendar, only are few short weeks away, is the ever popular celebrations of Australia Day. On 26 January we come together as a nation to celebrate what’s great about Australia and being an Aussie. We use the day to reflect on what we have achieved and what we can be proud of in our great country. Australia Day is celebrated as it is the anniversary of the arrival of the First Fleet of 11 convict ships from Great Britain, and the raising of the Union Jack at Sydney Cove by its commander Captain Arthur Phillip, in 1788. We also conduct many Citizenship ceremonies on this day and welcome new Australians into this great national family. We also conduct Citizen awards. Last year at this time, Tea Gardens resident Yvonne O’Donnell was touched when she was nominated for Great Lakes Citizen of the Year award. “I do it for myself as well as the community,” she said. “I think you get more out of volunteering than what you give. You get to meet interesting people and it gets you out of the house. “It’s very rewarding,” she told Myall Coast News. Yvonne continues to be a

tower of strength in the aged care sector in the Tea Gardens Hawks Nest area. She has prepared and delivered meals for Meals on Wheels for 15 years. She is also a volunteer for Neighbour Aid, the Myall Dolphins and a caller for Telecross and Telechat, checking on the welfare of the elderly. For almost a decade she has been secretary of the Tea Gardens Hawks Nest Red Cross. She is also a member of the Breakfast Club at Tea Gardens Public School, preparing breakfasts for 50 plus children. Waterway is the area’s draw card Busy Holiday Season with many visitors coming to the area

THE silly season is proving to be one of the best years for a while within the Hawks Nest Tea Gardens communities. Visitors from far, wide, and even a little closer, have made the trip to the twin towns. Many are still around and some are still coming throughout the remainder of January. Tourism is one of the important drivers of the area and the attractiveness of the area is greatly attributed to the beautiful river, beaches and waterways. Spokesperson for the Myall River Action Group (MRAG), Gordon Grainger said, “The towns of Tea Gardens and Hawks Nest are dependent on the tourism business and our future lies in that development.” “The closure of the natural entrance to the Myall River resulted in a natural oceanic system changing to an estuarine appearance of cloudy, low salinity water. That resulted in a change of marine species and increased occurrence of fish diseases, reported ear nose and throat infections in swimmers, as well as the loss of our local oyster industry,” he said. “Obviously these reports had an adverse impact on tourism.” Mr Grainger said that the return to clean, fresh sea water has reversed this and we can now see clear seawater reaching past Tea Gardens. “Hopefully we will see a return of the oceanic species of marine life in the near future,” said Mr Grainger. “Authorities and bureaucratic nonsense delayed this outcome for 7 years—it is to be hoped that a

lesson has been learned and that the entrance will be cleared on a regular basis into the future.” “The decision by Council to use the dredged sand through a transfer system in the stabilisation of Jimmy’s Beach will assist and we can only hope that bureaucratic obstacles will no longer be put in their way,” he said. MRAG has been successful in improving the area’s attractiveness. They have been instrumental in the installation of the public wharf in Tea Gardens. They are currently working with authorities to achieve additional wharfage along the waterfront through the Better Boating Program and will be working to extend dredging up river where sand build up is impeding boat traffic into the Lakes. Hugo Elstermann from Hawks Nest newsagency said, “The first couple of weeks have been good especially the lead up to the festive season.” “People appear, at least this year, to have come earlier in numbers than in the last few years,” said Mr Elstermann . “The acid test will be the coming week as the weather has turned a bit for a few days which may sort out the campers.” Tea Gardens (waterfront) business owner Jim Rutter said that it has been a fantastic holiday period so far. “We say this every year and we are always pleasantly surprised when it gets busier and busier,” he said. “All our local businesses work hard to provide excellent service to

Photo: Gordon Grainger our visitors and that is what brings them back year after year.” Mr Rutter said, “There is also a bunch of work goes on through the year to attract more tourists particularly by the real estate businesses but also by the chamber of commerce.” “The low Australian dollar may also be keeping folk at home this year rather than overseas,” Mr Rutter said. “Busy ferries sustain our business all through the year but particularly at Holiday time and a good clean and healthy river makes the trip more appealing.” “The amount of river traffic has been much greater than in previous years and I am certain our recent dredging has been the reason,” Mr Rutter told Myall Coast News. Tea Gardens Real Estate Agent, also operating on the waterfiornt, Rick Wriaght said that apart from the weather this week, it has been the most heavily booked Festive season he has seen. “We have seen a significant increase in family bookings, particularly younger families with small children and older grandparents.” Mr Wraight said, “The Tea

PURCHASED from Australian Paper Manufacturers Ltd in the late 1960’s, former employees who worked as Jackaroos and Overseers on the property “Durness” at Tea Gardens for AMP (Australian Mutual Provident Society) came together recently for a reunion of sorts to reflect on the many memories of their younger days. Mostly young teenagers at the time, the dozen former employees visited “Durness” and caught up to relive days gone by and the working conditions that were normal for them some 40 years ago. Assisted by Max Keenan who is also a former AMP employee and now Stationhand and stockman of “Karuah” and “Murrels”, and Troy Wilton who manages “Durness”, the men were able to bring along their families and inspect the properties current facilities over a few hours in

August this year. Many people back in the day were eager to work on the Stations, but given average daily working conditions included employees leaving their accommodation quarters by 4.30am and saddling up their horses ready for a 7am start, and not finishing until later at night, some men just couldn’t handle it. On average employees would work 70 to 80 hours a week and collect about $55 for their efforts. After initial clearing and pasture improvements were conducted on the properties, Hereford Cattle were introduced to breed and feed on the 35,000 acres and at one stage a total head of cattle on the properties exceeded 12,000. Today and due to the hard work put in by employees all those years ago has enabled the properties to continue their viability for many years to come.

A FIRST aid course could save a life according to Red Cross and that life could be a young child. Children and young adults are particularly at risk, toddlers under four account for one in ten drowning fatalities and young people from 15 to 24 account for 15%, knowing the basics of first aid can save lives according to Red Cross. Ensure children are supervised when they go into the water even if they are strong swimmers, do not enter the water if someone appears to be drowning unless you are specifically trained, follow the basic life support procedure and do not endanger yourself, always call ‘000’ at the first opportunity to make sure help arrives as soon as possible. A single day of training could potentially save the life of a friend or family member this summer and Red

Cross offers a wide range of training courses in every state and territory. First aid trainer Anthony Cameron believes at least one person in every household should know first aid. Mr Cameron said told Myall Coast News, “First aid training is something you should do for the people you love.” “Having the skills and confidence to react and respond correctly in an emergency can minimise the impact of an injury, assist with recovery and even save a life, it means you can relax a little more this summer,” he said. The funds generated from first aid training support the everyday work of Red Cross such as providing breakfast for school children who might otherwise go to school hungry, a daily phone call to check on the welfare of an elderly person living alone or clean water for families from remote villages in Myanmar and Timor-Leste.

q TURNING: The Seal Rocks Road intersection on The Lakes Way now has a dedicated turn lane to improve safety at the intersection. GREAT Lakes Council has completed work to reconstruct a 650 metre length of The Lakes Way through the village of Bungwahl. “Significant improvements to the road width, drainage and pavement condition have been made,” said Council’s Director of Engineering Services, Mr Ron Hartley. Improvements were also made to the intersection of Seal Rocks Road with The Lakes Way as it did not meet current design standards. “From The Lakes Way there is now a right turning lane into Seal Rocks Road, an improvement to road safety at the intersection given the number of vehicles turning into Seal Rocks Road.” “The intersection has also had street lighting erected,” said Mr Hartley. Council Operations staff undertook the construction project. “The project progressed well and is a credit to all Council staff involved,” said Council’s Operations Manager, Mr Robert Fish. “We thank businesses and locals in Bungwahl and motorists who regularly use The Lakes Way for their patience whilst the work was undertaken,” said Mr Fish. “The work has been undertaken through Council’s Regional Road Construction program with funding provided from Roads and Maritime Services Repair Program and the Regional Roads Block Grant,” said Mr Hartley. “Further work on The Lakes Way in Bungwahl is expected to be undertaken in the 2016 - 2017 financial year as part of Council’s ongoing commitment to upgrade The Lakes Way,” said Mr Hartley.

Many homes might be losing water

UNDETECTED leaks are one of the biggest water wasters and can end up costing unsuspecting property owners significantly when it comes time to pay their water account. MidCoast Water is urging all residents to take some time out this summer to do a simple water meter check, as part of the summer water saving program. This program asks all Manning, Great Lakes and Gloucester residents to watch their water use during the summer months by refraining from using fixed hoses, sprinklers and watering systems during the hottest part of the day – between 9am and 4pm. Supporting the summer water saving program will not only help water supplies, it will help when it comes time to pay your bill, acting general manager Darryl Hancock said. “Keeping an eye on your water meter is the easiest way to save water,” Mr Hancock said. “Undetected leaks on properties can end up costing property owners when it comes to account time and the best way to ensure you don’t have something untoward happening at your place is to perform a meter check every now and then.” Mr Hancock said this is as simple as reading the meter last thing at night and then first thing in the morning – or during another period when you can be certain no water is being used. “If you are concerned about the amount your water meter ticks over when you know the household is not using water it is a good idea to get a plumber in to investigate.” Even a small split in a pipe can leak a substantial amount of water over time, wasting a resource and unnecessarily raising your bill. LAST month, leading into the Festive period, was a very busy one for the Tea Gardens Hawks Nest Surf Life Saving Club who was awarded the honor of hosting the first combined North Coast & Street’s Series surf boat competition. In excess of eighty crews from the Central Coast to the Queensland Boarder joined forces to compete in this two day event. Bennetts beach looked a spectacle, covered with tents and boats.
