Today, we find ourselves in one of those moments, as Kamala Harris, a woman of diverse origins, has positioned herself as the first to challenge the barriers that have historically limited political power in the United States. Her rise from the daughter of immigrants to a possible president of one of the world's greatest powers symbolizes much more than an electoral victory; it represents a profound shift in the vision of what is possible, especially alongside the recent ascent of Claudia Sheinbaum as the first president of Mexico and North America, making a momentus point in history.
This special issue dedicated to Kamala Harris recounts her career, yes, but it also offers a detailed exploration of what her leadership could mean for the United States and the rest of the world. From her policies on economic equity and her firm commitment to women's rights to her stance on global issues such as climate change and the reshaping of international relations, Harris has proven to be a leader committed to the transformations necessary to address the challenges of the 21st century.

We also explore how the up coming years could be decisive for citizens and businesses facing a landscape of fiscal, technological, and labor reforms.
Beyond her political profile, the Democratic candidate has personified the hopes of many. The phrase she uttered when assuming the vice presidency –"Because every little girl watching us tonight sees that this is a country of possibilities"– still resonates as a reminder that leadership, diversity, and progress can coexist to create new opportunities.
We invite you to explore this special issue and discover what a presidency under her leadership could bring. Kamala Harris stands at a decisive moment in her career, and with her, so does the political and economic future of one of the most powerful nations on the planet.

KAMALA HARRIS,
THE JOURNEY OF A TRAILBLAZER
THE RISE OF A LEADER WHO DEFIES THE BARRIERS OF THE PAST
Kamala Harris is undoubtedly an iconic figure in today’s political landscape. Her journey stands as a testament to the advancement of diversity and inclusion within a nation historically marked by racial status and gender inequalities and the ongoing battle to overcome them. Harris is the first African-American and Asian-American woman to hold the office of Vice President of the United States, a role that has now positioned her as a contender for the presidency. In short, Kamala Harris has a real possibility of becoming the first female President of the United States, marking a trascendental moments in U.S. history.
Who is Kamala Harris and Where Did She Came From?
Kamala Devi Harris was born on October 20, 1964, in Oakland, California. Her mother, Shyamala Gopalan, emigrated from India in the 1960s, while her father, Donald Harris, hails from Jamaica. This immigrant background has provided her with a multicultural identity, which has undoubtedly influenced her approach to politics.
Harris earned her Bachelor’s degree in Political Science and Economics from the University of California, Berkeley, a prestigious institution renowned for its social and political activism.
In interviews, Harris has mentioned growing up surrounded by conversations about racial justice and equality, hinting at the deep impact this environment had on her political views. For her, politics serves as a tool to drive social change.
Later, she obtained her Juris Doctor degree from the University of California, Hastings College of Law (now UC Law SF), a leading law school on the West Coast known for its rigorous legal training and preparation for litigation and advocacy.
Early Steps in Politics
Harris’ political career began in the legal realm. In 1990's, she joined the Alameda County District Attorney’s Office as an Assistant District Attorney. Here, she gained firsthand experience in prosecuting violent crimes, which gave her insight into the challenges of California’s criminal justice system. Her primary focus was protecting vulnerable victims, including children and abused women. It was during this period that she discovered one of her lifelong passions: advocating for the most vulnerable.

Her progressive approach to law enforcement earned her recognition and a strong reputation within California’s legal community. In 1998, Harris transitioned to the San Francisco District Attorney’s Office, where her career continued to rise. By 2003, she was elected as District Attorney of San Francisco. For this election, the now-presidential candidate presented a platform that promised stricter law enforcement but with a reformist approach, while her opponent, Terence Hallinan, was known for a more lenient stance on crime prosecution. Kamala Harris won the election and became the first AfricanAmerican woman and person of Indian descent to hold the position.
During her tenure, Harris implemented innovative reforms that focused not only on crime prevention but also on the rehabilitation of offenders. Her approach, known as “smart on crime,” sought to balance firm justice with initiatives for the rehabilitation and reintegration of offenders into society. Through this approach, she established the San Francisco District Attorney’s Office as a model in crime prosecution, aiming to strike a balance between tough justice and opportunities for second chances.

BAExamples of her Work in San Francisco Include:
Death Penalty Stance: One of her most controversial decisions was her firm stance against seeking the death penalty, even in high-profile cases like the 2004 murder of police officer Isaac Espinoza. Despite political pressure, Harris remained consistent with her policy, to make consciousness.
Back on Track Program (2005): This initiative offered a second chance to nonviolent drug offenders facing their first arrest, providing job training, education, and other support to help them reintegrate into society, effectively reducing recidivism rates.
CIncreased Homicide Conviction Rates: Under Harris, San Francisco’s conviction rate for homicide cases increased from 52% in 2003 to 67% by 2006, countering the city’s previous reputation for being lenient on violent crime.
In 2010, Harris’ career continued to ascend as she was elected Attorney General of California. In this role, she maintained her “smart on crime” approach while tackling corruption, domestic violence, and defending the rights of minority communities. She also staunchly opposed strict immigration laws and actively advocated for criminal justice reform.
Her tenure was very active and consistent in defending social justice and equality. Among her notable actions was the lawsuit against the country’s five largest banks for fraudulent mortgage practices, which resulted in a historic $25 billion settlement in 2012. Additionally, Harris prosecuted several consumer fraud cases, including schemes involving online higher education institutions and private academies that defrauded students by offering worthless degrees.
She also worked to reform the state’s criminal justice system, reducing the prison population and increasing rehabilitation efforts for nonviolent offenders.
A Rising Political Career
By this time in 2016, Kamala Harris was elected U.S. Senator for California. During her tenure, she focused on promoting policies related to equity and social justice. Her legislative stance was marked by defending civil rights, fighting for universal healthcare access, and reforming the criminal justice system.
Among her notable actions was her support for the Justice in Policing Act, a law designed to address police violence and improve accountability within law enforcement agencies.
Additionally, Harris advocated for immigrant rights, supporting the DREAM Act, which seeks to grant undocumented youth brought to the U.S. as children the opportunity to obtain legal residency. Furthermore, she was a strong proponent of policies promoting equal access to education and the empowerment of women.
Harris’ ability to navigate complex issues solidified her reputation as a progressive legislator and a key voice in defending human and civil rights.
U.S. ELECTIONS 2024 / 9
The Vice Presidency
Her significant political career reached new heights in 2020 when she was chosen as Joe Biden’s running mate in the presidential race. Harris’ candidacy was historic, as she became the first African-American and Asian-American woman to be nominated for a Vice President charge by a major party. The election of Biden and Harris was seen by many as a symbol of change and hope in a deeply divided nation.
Since taking office on January 20, 2021, Harris has played a crucial role in the Biden administration, actively addressing key issues affecting the population, such as managing the COVID-19, promoting racial equity, and defending women’s rights, with a particular focus on benefiting the country’s most vulnerable communities.
For example, she played a key role in promoting policies to address the migration crisis, focusing on tackling the root causes of migration from Central America by promoting economic stability, 10\ MUNDO
fighting corruption, and supporting regional development.
Of course, Harris has also been a champion for gender equity, advocating for initiatives that promote equal access to employment and closing the wage gap between men and women.
Her approach has been to build bridges, not only within her party but also with the opposition, in the pursuit of solutions that benefit all Americans.
Challenges and Opportunities
Despite the obstacles in her path, Harris has proven to be a resilient leader, using her platform to foster dialogue and action on crucial issues. Her commitment to social and economic justice has resonated with various communities, further consolidating her position within the current administration.
Kamala Harris is more than just a political figure; she is a symbol of progress and hope. Her journey, marked by hard work, dedication to public service, and an unwavering commitment to justice, has inspired many. Harris has shown that, through perseverance and determination, it is possible to break barriers and open new possibilities for everyone. U.S. ELECTIONS 2024 / 11
KAMALA HARRIS: A KEY FIGURE IN GLOBAL POLITICS
HER LEADERSHIP ROLE IN REDEFINING INTERNATIONAL RELATIONS AND ITS IMPACT ON LATIN AMERICA
Since Kamala Harris took office as Vice President in January 2021, her impact on U.S. politics has been significant. However, her relevance transcends the borders of the United States, as her influence extends to matters of governance, diplomacy, and international cooperation. To analyze what Kamala Harris represents for global politics, it is essential to understand not only her role as Vice President or her part in the Biden administration but also her presidential candidacy, which could transform U.S. foreign policy and international relations.
Female Leadership and Diversity in Power
Undoubtedly, one of the most significant aspects of Harris' role is being the first African-American and Asian-American woman to hold the U.S. vice presidency. This is a remarkable achievement in international politics, as the presence of female leaders in high-ranking positions has historically been scarce. Today, it is a sign of deep changes in the power structure worldwide.
Her presence in international politics has already made a difference, sparking a necessary conversation about the importance of empowering
Mundo Ejecutivo SPECIAL
women in key decision-making positions. This cultural and political shift, driven largely by figures like her or Claudia Sheinbaum in Mexico, affects not only the U.S. but also nations where women still face structural barriers to accessing power.
The symbolism behind her candidacy largely lies in her ability to break stereotypes that have dominated spheres of power in the U.S. and worldwide for centuries. Harris' background –a blend of African and Indian heritage– reflects the rich diversity that characterizes modern democracies, particularly in the United States.
Her presence in politics opens doors to the representation of historically marginalized groups in power. She has firmly advocated for equity and justice, both within and beyond her country. Her candidacy represents the possibility of having a leader who, through her personal and political journey, understands the struggles of diversity and is committed to translating those experiences into inclusive policies.
Kamala Harris symbolizes the breaking of racial and gender barriers in one of the world's most influential democracies. Her rise reinforces the perception that political leadership is no longer reserved exclusively for specific demographic groups. Her figure is a clear manifestation of this change, which has not only symbolic implications but also influences how leaders in various countries view the potential effects of this kind of representation on their internal and external policies.
Impact on International Relations
One of the areas where Harris could have the most significant influence on international politics is her stance on issues that concern virtually all nations. From the start of her tenure, she has consistently addressed foreign policy issues, incorporating discussions on the migration crisis, climate change, and international economic policy into her speeches. During her visit to Guatemala and Mexico in 2021, for instance, she made it clear that relations between the U.S. and Latin American countries would be built on deeper cooperation in economic and security matters.
All her efforts to strengthen multilateral relations sharply contrast with the unilateral decisions of previous administrations. Kamala Harris is evidently committed to restoring U.S. credibility in international forums, as demonstrated by her willingness to work with international partners to tackle global issues such as climate change and cybersecurity.
Migration and Diplomacy with Latin America
One of the most critical points in U.S.-Latin American relations is immigration policy, and Harris has been one of the key figures in this area for the administration. Since taking office, she has emphasized the importance of addressing the main reason of migration. During her visits to Mexico and Guatemala, she stressed the need to create economic opportunities and improve living conditions in the countries of origin.
For countries like Mexico and other Latin American nations, this approach represents a shift from the punitive measures of the past in U.S. relations. Moreover, her diplomatic efforts have been crucial in strengthening cooperation on mutual interests such as combating drug trafficking and promoting sustainable development programs in the region.
Social Justice and Human Rights: The Cornerstones of Her Agenda
One of the fundamental pillars of her career is her commitment to social justice. Since her early days as a prosecutor in California, Kamala Harris has advocated for deep reforms in the
criminal justice system –something that remains central to her political agenda. She has often mentioned the need to continue these reforms, emphasizing that a nation’s progress cannot be measured solely in economic terms but must also consider its ability to ensure equal opportunities and respect for human rights.
Harris has defended the implementation of policies aimed at leveling the playing field for all citizens in developing countries, particularly in Latin America and Africa. This approach could significantly impact U.S. foreign relations. If Kamala Harris were to become president, it is likely that her focus on social justice would shape her stance toward governments that violate human rights or perpetuate inequality.
Her progressive vision of justice, combined with her experience in the legal system –having served as a prosecutor at various levels in the U.S. judiciary– makes her a leader who not only proposes change but has also implemented concrete reforms. Harris began her career as a Deputy District Attorney in Alameda County, California, and later became the state’s Attorney General, a position she held until 2017 when she was elected to the U.S. Senate.
International Relations and Global Perceptions of Her
Harris’ candidacy also affects the U.S.’s international relations. Unlike the divisive and isolationist perspective of previous administrations, she has advocated for a diplomacy model that fosters multilateral cooperation. Harris believes that the global issues affecting the world –ranging from climate change to international security– can only be successfully addressed through strategic alliances and international collaboration.
Kamala Harris elicits varying opinions in different countries, but overall, there is significant confidence in her leadership and ability to manage global issues. According to a Pew Research Center study conducted across 18 countries, as of mid-2022, an average of 55% of respondents expressed confidence that Harris would make the right decisions on international matters. This support is particularly high in countries like Sweden, where 77% of those surveyed had a favorable opinion of her,
and in other European nations such as the Netherlands and Poland, where approximately 70% shared this view.
Conversely, in countries like Hungary, the perception is more negative, with only 23% expressing confidence in Harris. These variations in confidence also reflect factors such as gender and age. In many countries, including Canada, women and older people tend to view her more favorably than men or younger generations. This shows how her political stances, especially on social justice and equity, resonate more with specific demographic groups.
In Latin America, Harris has been seen as a key figure in advancing issues such as migration and economic cooperation. During her 2021 visit to Guatemala and Mexico, she emphasized her commitment to working with regional governments to address the root causes of migration, a message that was well-received in some sectors. However, her stance has also faced criticism for lacking more immediate and long-term solutions.
Overall, Kamala Harris’ international reputation is closely tied to her multilateral support and leadership on global issues. She represents a significant shift in global politics, as her figure is a symbol of inclusion and diversity –values that are increasingly appreciated in modern democracies. Her candidacy serves as a reminder that 21st-century politics must be inclusive and represent all sectors of society.

IS SHE READY FOR THE WHITE HOUSE?
KAMALA HARRIS’ CHANCES IN ONE OF THE TIGHTEST ELECTIONS IN RECENT HISTORY
This year’s U.S. presidential elections are expected to be among the most polarized in recent years, given the narrow margins between Kamala Harris and Donald Trump. Voters are divided on issues like the economy, the direction of the country, and each candidate’s leadership. The margins in key states are razor-thin, leaving the future of the White House hanging in a balance of great uncertainty.
Harris’ chances of success are being constantly evaluated as polls shift and campaign strategies are adjusted. Just days before the presidential elections, the race between Kamala Harris and Donald Trump has tightened even further.
Polls and Political Support
According to the most recent average of The New York Times polls at the close of this edition, both candidates are virtually tied in the seven most contested swing states. Seeing so many critical states in a technical tie is highly unusual and adds more tension to an already historically close election.
Polls suggest that Harris and Trump are deadlocked in key states such as Nevada, Arizona, Georgia, North Carolina, Pennsylvania, Michigan, and Wisconsin. These states, known as toss-ups, will determine the election, as the margin between the two candidates in all of them is less than 2%.
18\ MUNDO EJECUTIVO MIAMI
In terms of Electoral College projections, Harris and Trump are neck-and-neck, reinforcing the idea that even small polling errors or last-minute shifts in voter behavior could tip the scales.
A key factor in Harris’ campaign has been her political support within the Democratic Party, which has been solid, though facing challenges with certain demographic groups. While Harris enjoys strong backing from women, especially white women, she has lost ground among younger men, including African-American voters, which could weaken her electoral base in critical states like Georgia and Pennsylvania. This phenomenon intensified in the weeks leading up to the election, forcing Harris’ campaign to step up efforts to mobilize traditionally Democratic voters who may have leaned toward abstention or, in some cases, third-party candidates.
Harris vs. Trump, Who Will Win?
Harris’ greatest challenge in this race is the economy, an issue where many voters, including independents and those with basic or non-college education, trust Trump more.
According to experts, while many voters are uncomfortable with Trump’s legal controversies, they still view him as a better option for economic recovery, particularly in states where the energy industry plays a central role, such as Texas and Pennsylvania. This is partly due to the perception that Harris is more progressive on issues like climate change, a stance that doesn’t always resonate with industries like fossil fuels.
Despite this, Harris has positioned herself as a strong candidate on issues such as healthcare and civil rights, allowing her to maintain a narrow lead in national polls. According to an analysis by Decision Desk HQ, Harris led in simulations 54% of the time, though the margins were so tight that any significant change after this edition’s publication could shift the race in Trump’s favor.
The Electoral Landscape
In terms of electoral strategy, Kamala Harris has focused her campaign on mobilizing the groups that brought her to the vice presidency
Mundo Ejecutivo SPECIAL
i n 2020, such as suburban women and voters of color. However, some analysts suggested that Harris needed a more compelling narrative to attract younger voters, who, while seeing her as a defender of social justice, are less enthusiastic about her economic management. This dissatisfaction with the country’s economic situation could prove decisive in industrial states like Michigan, where voters are concerned about inflation and job loss.
Another challenge facing her candidacy is the growing polarization around her figure. While more conservative voters see her as too liberal, some progressive sectors feel she hasn’t been bold enough on issues like police reform and climate change, which are key to them. This division within the Democratic electorate could affect the party’s unity heading into the election.
Expert Analysis
Experts agree that the race will be extremely close. John Anzalone, a political strategist, noted that undecided voters make up a small but crucial group. These voters, who are predominantly white, without college degrees, and from middle -or lower- income households, are torn between concerns about the economy and their disdain for Trump’s behavior. For Harris, winning over these undecided voters could be key to securing states that have traditionally been Democratic strongholds but appear to be up for grabs in this election.
On the other idea, Greg Strimple, a Republican pollster, opined that Harris was struggling to mobilize young African-American men, a group that has historically been a pillar of Democratic support. While this phenomenon is not unique
to her, it could prove decisive in states like Georgia and Pennsylvania, where turnout among these groups is critical to securing victory.
A Tight Race: Harris and the Quest for Power
As the election approaches, Kamala Harris has the opportunity to become the first female President of the United States, but her path to the White House is far from guaranteed. The race against Donald Trump is extremely tight, and while Harris leads in several key states, the margins are so small that any fluctuation in the polls could swing the outcome.
Harris’ campaign faces the challenge of consolidating her support among young people and African-American voters while competing against Trump’s economic narrative, which remains a strong point for the former president.

KAMALA HARRIS’ PROPOSALS FOR A NEW U.S. ADMINISTRATION
PURSUING A MORE EQUITABLE AND TECHNOLOGICAL ECONOMY
As a presidential candidate, Kamala Harris has presented a set of economic, fiscal, and social policies that are ambitious, aimed at reshaping the U.S. economy, reducing inequality, and strengthening workers’ rights by promoting stricter regulations in certain sectors. In this article, we will analyze her main proposals and what can be expected from her administration in terms of economic recovery, support for working families, and the management of technology and the labor market.
Economic Recovery and Support for the Middle Class
Harris’ administrative proposals emphasize an economic plan that seeks to improve the situation for working families and the U.S. middle class. Her economic agenda suggests taking direct measures to assist households most affected by the rising cost of living.
One key example is the expansion of the Child Tax Credit (CTC). Harris proposes increasing the current credit from $2,000 to $6,000 for families
with children under five, while also making the credit fully refundable, thus providing greater benefits to lower-income families. This proposal to expand the credits is inspired by temporary measures applied during the pandemic, which she intends to make permanent so that family support becomes a long-term initiative rather than a seasonal measure.
Another significant measure in her proposals is the construction of three million new homes to address the current housing crisis in the U.S., driven by high costs. Harris aims to stimulate construction in areas with the greatest need for affordable housing by offering tax incentives to companies that build such homes, as well as providing direct assistance of $25,000 for down payments on first homes for eligible buyers.
Reducing Inequality and
Tackling
Economic Inequity
Harris has repeatedly emphasized that her administration would focus on creating what she calls an “opportunity economy,”
22\ MUNDO EJECUTIVO MIAMI
a concept that advocates for inclusive growth and reducing income inequality. One of the proposed measures to achieve this is extending the Affordable Care Act (ACA) health insurance tax subsidies and making them permanent so that they truly become accessible to more lowand middle-income families.
Harris also proposes increasing the Earned Income Tax Credit (EITC) for childless workers, a fiscal measure that would transform the current approach, as the EITC benefits have traditionally favored those with dependents. The idea is to expand the social safety net for low-income workers who face economic difficulties without the additional support of child-related tax credits.
Additionally, Harris has proposed a law to prevent sudden price hikes on food and other essential goods to stop large corporations from artificially inflating costs for consumers. This measure demonstrates her strong stance against predatory practices by major corporations.
Technological Regulation and Corporate Responsibilities
Kamala Harris’ views on technological regulation focus on ensuring that large tech companies do not exploit their market dominance to avoid accountability. During her campaign speeches, she has repeatedly expressed the need to regulate the algorithms used by large real estate technology companies to inflate rental prices. Her proposal, known as the Algorithmic Cartel Prevention Act for Rental Housing, aims to curb speculative practices in the real estate market that have long affected both renters and potential buyers across the United States.
In this area, another standout proposal is the creation of a $40 billion innovation fund to support local governments in addressing the shortage of affordable housing and reducing bureaucracy in construction projects.
Promoting Equity and Justice in the Workplace
Regarding workers’ rights, Harris has proposed a series of reforms aimed at protecting workers and promoting greater equity in the workplace. She advocates for raising the minimum wage and ending tax exemptions for tipped wages, ensuring that service sector workers receive a fair wage regardless of customer tips, and reducing income inequality in sectors with less labor protection.
Regarding market prices, she has also expressed her intent to lower the cost of medications like insulin, capping its cost at $35 per month, along with setting a $2,000 annual limit on out-of-pocket expenses for prescription drugs
Mundo Ejecutivo
Harris has also made it clear that her administration would fight for the creation of a national paid family and medical leave program, a priority for Democratic leaders for years. The family leave program would provide paid time off for workers to care for sick or newborn relatives, helping them balance work and personal life without jeopardizing their financial stability, as often happens now.
Harris’ New Economic Justice Framework
Harris proposes increasing the corporate tax rate from the current 21% to 28%, partially reversing the cuts approved during the Trump administration. Her goal is to ensure that large corporations pay their fair share of taxes, which would help fund social and infrastructure programs benefiting middle- and low-income households. She emphasizes that these tax
increases would not affect small businesses or working families; on the contrary, they would be the ones to benefit most from tax reductions and financial support.
She has also committed to encouraging job creation through tax incentives for small businesses. One of her proposals includes a tax deduction of up to $50,000 for new small businesses, far exceeding the current incentive, which is limited to a tenth of that amount. Her goal is to encourage the creation of 25 million new small businesses in the first two years of her term.
A Plan to Foster Economic Growth and Social Justice
Just a few weeks ago, Kamala Harris launched a series of proposals aimed at securing the support of a key demographic group: Black men (Afroamerican people). Her initiatives include creating one million business loans of up to $20,000, fully forgivable for Black entrepreneurs, along with training and mentorship programs in high-demand industries. Harris’ proposal is rooted in her efforts to achieve social justice, such as advocating for the national legalization of recreational marijuana, ensuring that Afroamerican men, who have historically been disproportionately regulated in this area, can equitably participate in the growing cannabis market.
Harris has also placed special emphasis on healthcare issues and proposed increasing research into diseases that disproportionately affect Afroamerican men, such as sickle cell
anemia. All of this is part of her Opportunity Agenda, which aims to provide tools to help Afroamerican men thrive economically, acquire property, and build wealth, something that has historically been denied to them.
Abortion and Reproductive Health
Kamala Harris has placed access to abortion and reproductive health at the center of her presidential campaign, pledging to protect women’s reproductive rights. This is particularly crucial given that several states have begun imposing restrictions or sanctions following the overturning of Roe v. Wade, a landmark 1973 Supreme Court ruling that recognized women’s constitutional right to terminate a pregnancy during its early stages. The decision in that case was a turning point, establishing that state laws could not ban or restrict access to abortion. However, in 2022, the Supreme Court reversed that decision, leaving abortion regulation in the hands of each state’s administration, leading to strict prohibitions in many of them.
In response, Harris has vowed to protect these rights at the federal level, ensuring reproductive rights are protected and accessible to all women, regardless of their state of residence. In addition to safeguarding access to abortion, she proposes measures to protect the use of mifepristone, a drug used in most medical abortions.
A Vision for the Future
Kamala Harris’ economic, fiscal, and social policies are designed to address the deep inequalities that persist in American society and promote greater equity and justice in all sectors. Her plans to reduce housing costs, ensure access to healthcare, and protect workers’ rights demonstrate her vision of creating a more inclusive economy. For example, her fiscal proposals aim to hold large corporations accountable and foster small business growth, which would spur job creation and innovation in various industries.
Mundo Ejecutivo SPECIAL
During her tenure as Vice President of the United States, Kamala Harris has played a crucial role in shaping foreign policy toward Latin America, particularly on controversial issues such as migration, trade, and security cooperation. Should Harris become president, it could be the ideal moment to strengthen bilateral relations and establish new strategic alliances throughout the region. With this in mind, we will explore the implications of her policies and proposals, and how they could impact Mexico and business leaders across Latin America.
Migration: Addressing Root Causes
Kamala Harris’ career includes a long history of involvement in migration and security issues, influenced by her time as California’s Attorney General and her role as Vice President. She was tasked by President Joe Biden with addressing the root causes of Central American migration to the U.S., working with regional leaders to tackle economic development and cooperation in finding long-term solutions to stabilize conditions in countries such as Guatemala, Honduras, and El Salvador. Her perspective is that improving living conditions in these nations will reduce the flow of migrants to the U.S.
In recent years, Harris has promoted the private sector investments in Central American countries to foster job creation and infrastructure development. Although her strategy holds much potential, it has faced criticism from Americans due to delayed results and the lack of immediate, tangible outcomes in reducing irregular migration. If she becomes president, it is likely that Harris will continue to pursue long-term solutions involving collaboration with the nations in question and increased investment in economic development across Latin America.
For Mexico, this could represent expanded bilateral agreements on managing migration flows along the borders, with a broader focus on common economic development policies. This would be a measure that could benefit Mexican businesses in construction, infrastructure, and technology sectors interested in expanding their operations into Central America.
In this regard, María José Espinosa Carrillo, Executive Director of the Center for Democracy in the Americas, noted that a Harris presidency could bring a fresh perspective to U.S.-Latin American relations, with a focus on social justice, human rights, and climate action –areas in which Harris has shown deep commitment. Her administration could strengthen cooperation in renewable energy and sustainable development policies, aligned with the region’s most urgent needs.
Trade and Investment: New Economic Opportunities
In terms of trade interests, Kamala Harris has been clear in supporting the expansion of multilateral agreements, though her position
interest in renewing agreements like the United States-Mexico-Canada Agreement (USMCA) to make it more inclusive, ensuring that small and medium-sized enterprises (SMEs) and workers also benefit from international trade.
A key aspect of her proposals in the trade arena is the promotion of fair labor practices and sustainability. As Vice President, Harris pushed for policies that sought to improve working conditions and protect the environment in countries across the region. If Harris maintains this stance, her focus on economic justice will likely encourage investments from industries interested in responsible practices, such as sustainable manufacturing and renewable energy, both in Mexico and the rest of Latin America.
Vanda Felbab-Brown of the Brookings Institution has commented that Kamala Harris will not bow to pressures that prioritize democracy and human rights over migration control, as she demonstrated during her vice presidency. The
addressing cartel issues and security in Mexico, but probably without the military focus some Republicans have proposed. Furthermore, she may leverage the USMCA review in 2026 to push for stronger labor and environmental protections.
Additionally, regarding foreign investment, as Vice President, Harris supported initiatives that encouraged U.S. businesses to expand into Latin America, creating local jobs and reducing reliance on migration from those countries. If she continues this policy as president, it could open up opportunities for Mexican companies to partner with U.S. technology and e-commerce firms.
Security and Regional Cooperation
Another major issue in U.S.-Latin American relations is security cooperation. Under Harris’ leadership, the fight against drug trafficking and organized crime would likely remain
a priority, but the approach could be more comprehensive. Rather than focusing solely on drug prohibition and enforcement, Harris has advocated for strategies that address the root causes of organized crime, including corruption and institutional weakness in some countries across the continent.
For Mexico, especially under the administration of Claudia Sheinbaum, addressing security challenges in this manner could result in joint collaboration with the U.S., where both nations work not only to secure the border but also to strengthen local institutions and promote crime prevention policies, moving away from typical punitive responses. This would benefit business owners operating in areas affected by insecurity, as greater stability would create a more favorable environment for investments.
The Region’s Biggest Challenges
One of the greatest challenges Harris faces regarding economic cooperation and security will be the capacity of Latin American governments to implement structural reforms that facilitate foreign investment and improve living conditions in their respective countries. As Vice President, Harris has expressed support for progressive leaders in the region, such as Guatemalan President Bernardo Arévalo, but poor governance and corruption continue to be significant barriers to the success of her initiatives. Additionally, Harris will have to deal with internal
tensions in the U.S., where immigration policy is a highly controversial and polarizing topic. Although she has sought to strike a balance between border security and supporting migrants, her position may face resistance from both conservative sectors and some progressives in her country, potentially complicating the implementation of long-term policies in the region.
Opportunities for Latin American Entrepreneurs
For business owners in Mexico and Latin America, having Kamala Harris in the U.S. government could open doors to new forms of collaboration with their northern neighbor. Her openness to job creation and infrastructure development in the region could generate business opportunities for those interested in sectors such as construction, technology, and energy.
Moreover, Mexican SMEs, particularly those aligned with the labor and environmental standards that Harris champions, could benefit from the promotion of fair-trade agreements aimed at sustainability.
Stephanie Brewer from the Washington Office on Latin America highlights that Harris has led diplomacy in Central America with a focus on private investment and employment opportunities, leading to a reduction in migrant numbers from Northern Triangle countries. However, Brewer notes that for these efforts to succeed, it is
crucial that a potential Harris administration strengthens the rule of law and human rights in the region, without sacrificing these values in the name of migration control.
A Future of Collaboration
If Kamala Harris reaches the presidency, U.S. relations with Latin America will undoubtedly be shaped by a focus on economic cooperation, security, and development based on green and environmentally friendly projects.
While the candidate faces significant challenges ahead, her commitment to the Latin American region could represent vital opportunities for business leaders and governments willing to align with her policies. Mexico stands to benefit from a more collaborative bilateral relationship and the possibility of attracting new investments in key sectors of the national economy.

HARRIS AND THE MARKETS: WHAT EXECUTIVES NEED TO KNOW
OPPORTUNITIES AND RISKS
The potential presidency of Kamala Harris presents both uncertainties and opportunities for the American business sector. Although Harris has maintained a relatively low profile regarding economic policies, her background as California Attorney General and her track record in the Biden administration shed light on the direction she might take in terms of economic policies and trade regulations.
As California Attorney General, she was well known for her strong stance against the banks. A significant example is how she negotiated an $18 billion settlement to compensate customers affected by excessive lending practices during the 2008 financial recession. Throughout her career, she has made it clear that she is willing to take decisive action against what she views as improper banking practices. Her time in the Senate further solidified her commitment to promoting stricter financial regulations.
Mundo Ejecutivo SPECIAL
The Biden administration has followed a strict consumer protection agenda, primarily through the Consumer Financial Protection Bureau (CFPB), which has focused on medical debt and bank fees. Harris has supported these proposals, meaning that if she wins the election, she is likely to maintain these rules, which would present challenges for banks already opposing specific regulations through lawsuits aimed at stopping CFPB rules.
Regarding financial markets, experts indicate that a Harris administration would bring less instability, particularly if Democrats regain control of the House of Representatives and retain control of the Senate. This would provide political stability and allow legislative reforms to move forward without the usual obstruction of a divided Congress. However, for the financial sector, tougher regulations would increase compliance costs and lower
profit expectations, negatively affecting various financial entities and big bank stocks.
Technology: Privacy and Cybersecurity
Harris’ relationship with the tech industry is complicated. As California Attorney General, she worked on initiatives that focused on data privacy and has recently supported the regulation of digital platforms. Tech company executives should prepare for a stricter regulatory framework that places greater emphasis on customer security and privacy, with higher penalties for inadequate data protection.
Tech companies may face stricter scrutiny over acquisitions and mergers, especially if they hinder competition. It is expected that, at the federal level, there will be greater collaboration with partners on issues like technology regulations and cybersecurity, ensuring more balanced
global competition. However, these policies could negatively affect companies that require specific procedural changes while also complying with new regulations.
Furthermore, Harris has expressed interest in bolstering digital infrastructure and cybersecurity, making it likely that she would continue this focus in her administration if elected president. This would benefit companies involved in defense technology and cybersecurity but could also mean additional costs for businesses needing to upgrade their security measures.
Climate Changes and Energy: Increasing Renewables
Regarding energy, Harris has aligned herself with the Biden administration in promoting policies that benefit renewable energy to combat climate change. If Harris becomes president, she would likely continue offering incentives to the wind and solar industries, promoting tax credits and subsidies for clean energy initiatives, which would benefit companies in these sectors and lead to increased demand for related products and services.
However, fossil fuel industries could face significant hurdles under a Harris administration due to stringent environmental legislation and possible carbon taxes. Laws aimed at reducing greenhouse gas emissions could impose further restrictions on oil and gas production and exploration, which would negatively impact companies that rely on these resources. Projects related to fossil fuels would likely become less
attractive under a Harris administration, prompting companies to shift their portfolios toward more environmentally friendly alternatives.
New Healthcare Initiatives
Harris is a passionate advocate for equitable access to medication pricing and healthcare. Under her administration, policies aimed at lowering costs and expanding healthcare coverage are expected to continue. These initiatives would include extending subsidies for private health insurance, which would benefit pharmaceutical companies by increasing the sale of drugs covered by insurance.
On the other hand, private insurers could face more challenges if government healthcare programs like Medicare expand. Harris has pointed to a more inclusive healthcare system as a priority. Another initiative supported by Harris aims to ease the financial burden on Americans, improving financial stability, though this could have consequences for lenders and collection companies in the healthcare sector.
Fiscal Policies and Taxes
Her approach to taxes suggests that high-income taxpayers and large corporations would face increased pressure. The proposal to reduce deductions for the wealthy and raise the corporate tax rate to 25% aims to increase government revenue, though it would also impact companies’ profitability, leading to a restructuring of fiscal strategies to mitigate the effects of higher taxes. While the tax increase might pose an obstacle
Mundo Ejecutivo SPECIAL
for businesses, the goal of using this revenue to invest in social programs and infrastructure projects could create long-term collateral benefits, such as improving childcare services and access to education –areas Harris has championed.
International Relationships and Trade Policies
In terms of trade, Harris’ administration is expected to strengthen international alliances. Opening new trade agreements with Asia and Europe could create opportunities for companies looking to expand into international markets, though it would also increase competition for the domestic market.
Relations with China could become strained with policies that involve tariffs and challenges to exporting technology. Manufacturing and tech companies would need to closely monitor
changes in trade regulations that could affect their production and distribution, as national security and intellectual property protection could hinder their operations.
A Nuanced Administration
A Kamala Harris administration would likely continue many of the objectives of the Biden administration. Given her background in consumer protection and justice, it is expected that she would take a strict approach to regulating the energy, financial, and tech sectors. Business leaders should anticipate regulatory changes and adjust their strategies to minimize risks and seize every opportunity that arises in a more regulated environment. They should prepare for a scenario where public policies favor consumer protection and equity, while potentially facing high compliance costs. Different sectors will need to adapt to new regulations and find ways to remain competitive.
THE HARRIS EFFECT: INTERNATIONAL REPERCUSSIONS
HOW WOULD KAMALA HARRIS' PRESIDENCY IMPACT GLOBAL RELATIONS?
Kamala Harris' foreign policy, while aligned in many respects with Joe Biden’s, has nuances that could alter the U.S.’s perspective on the international stage. President Biden tends to view international relations through the lens of “American exceptionalism” and the old struggle between democracies and autocracies. In contrast, Harris adopts a more pragmatic approach, valuing the rule of law and international norms. This could reduce confrontation with historically undemocratic countries and lead to a pursuit of more compromises and greater cooperation, especially in regions like Asia, where she has already pushed for strategic alliances.
Should Kamala Harris become President of the United States, U.S. foreign policy and relations with countries like China, for instance, would likely change? A strengthening of alliances with Europe is expected, and Harris’ leadership could reshape NATO’s future, as she champions diplomacy, climate change action, and international collaboration.
China: Balancing Competition and Cooperation
Kamala Harris takes a firm stance on issues such as trade, human rights, and security in U.S.-China relations. This position is inherited from the Biden administration, which has emphasized holding China accountable for unfair trade practices and human rights violations, particularly in Xinjiang and Hong Kong. However, Harris has pointed out that the U.S. must seek areas of
cooperation with China, especially on global challenges like climate change and public health. This contrasts with more aggressive policies that could strain trade and security relations between the two nations.
A Harris administration would likely continue the strategy of “strategic competition,” seeking to balance the U.S.-China relationship by addressing economic and technological competition while keeping the door open for dialogue and cooperation on common interests. The decisions made between these two powers would have worldwide repercussions, as their relationship directly affects global financial markets, trade, and political stability.
Although Xi Jinping’s October 1st speech did not explicitly mention Kamala Harris or her potential presidency, it did shed light on China’s expectations for its relationship with the U.S. Xi reaffirmed China’s commitment to its development model, highlighted domestic achievements under his leadership, and rejected external interference, signaling strength and confidence amid U.S. criticism on human rights and trade issues.
If Harris becomes president, her approach to China is likely to follow a “third way” between confrontation and cooperation. She has consistently stressed the importance of keeping communication channels open, which could facilitate negotiations on critical issues like climate change or trade. While tensions would

likely remain in the U.S.-China relationship, Harris would strive to find a balance that fosters cooperation on global concerns, such as carbon emissions and public health.
Relations with Europe and the Future of NATO
In terms of relations with Europe, Kamala Harris has been a staunch supporter of NATO and the transatlantic alliance. She has emphasized the importance of maintaining a strong mutual defense commitment, particularly regarding the war in Ukraine and the growing threats posed by Russia.
However, her presidency could herald a new era in U.S.-European relations, as she represents a generational shift in American foreign policy. While still committed to Europe, Harris may

focus more on building strategic relationships with Asia and Latin America. The U.S. would remain a pillar of NATO, but Europeans would likely need to take greater responsibility for their own security. Though European military capabilities are still dependent on U.S. support, Harris is expected to encourage European countries to invest more in defense and move towards greater autonomy.
Climate Change: A Pillar of Her Foreign Policy
Kamala Harris has been a vocal advocate for combating climate change and has made environmental issues a priority on her political agenda. During her time as Vice President, she was instrumental in promoting the Inflation Reduction Act, which represented the largest investment in clean energy and green

technologies in U.S. history. Harris has made it clear that she will continue these efforts if elected president, both domestically and as part of a broader foreign policy.
Regarding international relations, Harris has committed to strengthening multilateral agreements like the Paris Agreement and working with the world’s leading economies to reduce carbon emissions. This would not only involve closer cooperation with Europe, which shares similar climate goals, but also the formation of new alliances with developing countries in Asia and Latin America to help them transition to more sustainable economic models. The importance of this policy is evident: Harris seeks to position the U.S. as a global leader in the fight against climate change, while also creating economic opportunities
through technological innovation and clean energy investments.
Global Challenges and Multilateral Relations
On a broader level, Harris has emphasized the need to strengthen multilateralism and international institutions. She believes this would restore trust in global collaboration, which has weakened in recent years. While other approaches are more isolationist, Maintaining cohesion would likely be one of Harris’ biggest challenges in this area, given an increasingly divided world due to the rise of authoritarian powers like Russia and China. Harris has been clear about her intent to promote democratic values and human rights, a controversial stance for governments seeking to diminish Western influence. Furthermore,
Harris’ foreign policy advocates for alliances and partnerships within organizations like the United Nations and the World Trade Organization to address pressing global issues, from pandemics to cybersecurity. U.S. ELECTIONS 2024 / 43
international cooperation would be essential to addressing threats such as terrorism, mass migration, and global economic crises.
A New Leadership
If Kamala Harris becomes president, her proposals and perspectives on international cooperation, climate change, and strategic competition with China would shape her entire foreign policy. Her administration would aim to present the U.S. as a responsible global leader, committed to stability, security, and sustainable development. At the same time, Harris would transform the U.S.’s relationships with Europe and Asia and shift priorities in the country’s international engagement.
Regarding relations with Russia and the conflict in Ukraine, Harris and Biden both support Ukraine, but their motivations differ. Harris focuses on legal and sovereignty issues, while Biden frames the conflict as a moral struggle between democracy and autocracy. On other critical issues, such as the IsraelPalestine conflict, Harris could exert more pressure on Israel to respect the rule of law and Palestinian rights, signaling a divergence from the more traditional policies of Biden and previous presidents.
VISIONS ON KAMALA HARRIS
WHERE WILL THE U.S. HEAD IF SHE REACHES THE WHITE HOUSE?
When Kamala Harris became Vice President of one of the world’s largest political and economic powers in 2020, she delivered a line that has followed her throughout her time on stage with President Joe Biden: “Because every little girl watching us tonight sees that this is a country of possibilities.”
Four years later, the daughter of immigrants faces one of the most significant moments of her political and personal career as she challenges Republican candidate Donald Trump for the presidency of the United States.
After Biden’s decision to step down from the presidential race, many Democratic Party supporters saw renewed hope, as Harris became a strong candidate, despite some analysts believing her vice presidency lacked major successes and charisma. Nevertheless, the backing Harris received from opinion leaders, personalities from the arts, influencers, and her party members propelled her to face Trump in a debate, where many media outlets declared her the winner.
A CNN poll shared after the debate revealed that 63% of registered voters who watched the event on ABC believed the Democrat had won, compared to 37% who sided with the former president. However, these numbers, according to political strategists and opinion makers, are not conclusive in determining the winner.
The outcome will depend on other factors, such as results in swing states, which are known for having evenly divided electorates and represent key percentages that help define the candidate. Every four years, states like Arizona, Nevada, Wisconsin, Michigan, Pennsylvania, North Carolina, and Georgia decide the new president, making the candidates’ policy proposals in these regions critically important.
In this context, some foresee a promising future for the next four years, regardless of whether the nation turns red or blue. What will the economic, social, and foreign relations consequences be if the Democrats win? How much will the country change if the first AfricanAmerican woman to run for president of the United States assumes office?

The renowned historian Allan Lichtman, also known as the “Nostradamus of U.S. elections,” has accurately predicted nearly every presidential election outcome for four decades. His success comes from using a unique prediction system based on 13 key factors called “The Keys to the White House.” For the upcoming November elections between Harris and Trump, Lichtman has already made his prediction.
In an interview with the New York Post, Lichtman explained that through his “keys,” he can predict a winner. In his view, Harris’ party has six critical points in its favor: primary elections, the short- and long-term economy, the absence of scandals, the lack of charisma of the challenger, and policy changes. However, he cautioned that victory will also hinge on
other key factors, such as social unrest and potential foreign military success or failure. Despite these considerations, Lichtman, who predicted Trump’s 2016 victory and Biden’s in 2020, stated, “A lot would have to go wrong for Harris to lose.”
The Economy in Kamala Harris’ U.S.
The Spanish media outlet elEconomista.es, which specializes in economics, business, finance, stock markets, and other related topics, analyzed how the economy might behave if the Democratic Party wins the election. According to their analysis, “a Trump victory would favor the dollar and short-term yields, while a Democratic win would increase risk assets, i.e., those whose returns are not guaranteed and whose value can fluctuate significantly due to market changes or global events.”
Steven Bell, chief economist at Columbia Threadneedle Investments, said, “A Harris victory would represent less uncertainty and lower volatility in financial markets, as she supports more fiscal aid and fewer tax cuts.” On the other hand, David Page, from AXA Investment Managers,
declared that “Trump’s policies focus on tax cuts, tough immigration control, deregulation, and geopolitical tension,” which distances them from economic growth. However, he added, “The Republican agenda would boost the dollar and short-term yields,” making the outcome ambiguous for riskier assets.
Although Kamala Harris has only revealed glimpses of how she will manage the economy, some analysts have pointed out possible directions she might take, considering her time as California Attorney General, where she maintained a “tough” stance on banks and oil companies, and her opposition to broad-based tariff imposition.
Alliances and Conflicts
While the election outcome directly affects American citizens, an important aspect to consider is how foreign relations will unfold, and what the U.S. government’s position will be in global conflicts.
In August of this year, during the Democratic National Convention held in Chicago, it was declared that if Harris wins, she will continue
to support Ukraine in its armed conflict with Russia, while also aiming to “strengthen NATO.”
Regarding relations with Venezuela, although Harris has not deeply addressed her political action plans for the country, she did send a letter to María Corina Machado and Edmundo González, committing to “supporting a respectful and peaceful transfer of power following the controversial election results.”
However, one of the issues that has generated the most anticipation is the ongoing economic conflict between the U.S. and China, which is considered the second-largest global economic power. While her campaign has focused more on issues that directly impact the American community, Harris has made it clear that she will continue Joe Biden’s policy and has stated, “I will ensure that the U.S., not China, wins the 21st-century competition.”
Commitment to Her Voters
Without a doubt, a Kamala Harris victory in the November elections will have a significant impact on U.S. society, particularly on her voters, who see her as a representative of their interests and a leader committed to fulfilling basic rights
for women and girls, along with promises for improvement in sectors such as housing, which affects the middle class.
In this regard, one of the most results-oriented programs is her “opportunity economy” plan, which, according to her, aims to “lower housing costs, including a $25,000 payment assistance,” so that “citizens can buy a home, pursue education, or start a small business.”
Additionally, during her campaign, Harris criticized her opponent’s stance on abortion and defended women’s reproductive rights. She has declared that this will be a key issue during her presidency if she wins, referring specifically to the overturning of Roe vs. Wade, a decision that has stripped women and girls of the right to choose over their bodies, even in cases of rape or incest.
Moreover, Dan Mallinson, Associate Professor of Public Policy and Administration at Penn State Harrisburg, stated that Harris should continue programs related to expanding parental leave and strengthening social safety nets like Medicare and Medicaid.
The Future
For now, we must wait for Election Day to determine whether the predictions of political and economic analysts were correct. Should Kamala Harris win the presidency, marking a historic event for the United States, Biden’s progressive policies, including immigration reform and economic equity, must continue— though updated to better meet the needs of minorities and Democratic voters.
Additionally, she could prioritize post-pandemic economic recovery, with special attention to the working class and small businesses.
What we can be sure of is that a Kamala Harris presidency would play a decisive role in shaping the political, social, and economic future of the United States in the coming years.
