City of Colman Initiates Partnership with Sioux Valley Energy
The City of Colman, SD, took initial steps this week to form an electrical utility partnership with Sioux Valley Energy. Official action was taken at a city council meeting on Tuesday August 19, 2025 to declare intent to transfer its municipally owned electrical assets to Sioux Valley Energy. The council also took action in July to deliver notice of contract termination with the city’s current power supplier after that contract expires in December of 2055.
Colman City Council discussions regarding the future of its 75-year-old-plus electric system began over a year ago. Soon after council members learned that the cost to fund electric infrastructure upgrades may approach between $2 6 million and $3 million. Initial estimates indicated that infrastructure investment may potentially double or triple electric rates for Colman residents in addition to any effect that potential increases in power costs may have on those rates. After learning of the potential for a substantial increase in associated infrastructure costs, the city initiated discussions with Sioux Valley Energy.
“If approved, this partnership with Sioux Valley Energy will benefit the residents of Colman,” said Colman Mayor Mike Preheim. “Sioux Valley Energy already provides maintenance on our electrical system so the transfer would be seamless. We would also see improved service through their online energy management system and various programs as well as access to 24/7 local dispatch services and emergency restoration.”
“As a not-for-profit cooperative, Sioux Valley Energy can re-invest in and more efficiently upgrade the Colman electrical system over a period of time. This is a win-win for everyone,” said Tim McCarthy, Sioux Valley Energy General Manager and CEO.
There will be readings of the proposed resolution at Colman’s September and October city council meetings.

Visitors to Be Heard: Jody Hernandez from the Boys and Girls Club presented information to the council regarding the construction of the Early Childhood Learning Center, now referred to as the Flandreau Clubhouse. The project is underway and expected to be complete by March of 2026, with an opening date scheduled for May 4th, 2026. More information about the center can be found on the city’s website in the government section on the early childhood learning center presentation tab.
Mayor Dan Sutton reported that he is pleased the newspaper is back in business. The Moody County Enterprise will continue to be the city’s official newspaper.
City Administrator Cohl Turnquist shared several important upcoming dates and events with the council. The Aquatic Center officially closed for the season on Saturday, August 16th. There will be another water service disruption for residents in and around the project area on August 19th from 8:00 am to 3:00 pm. City crews will be spraying mosquitoes on August 21st beginning at 8:30 pm. The city office will be closed for Labor Day on Monday, September 1st. The first City Council meeting in September will be Tuesday, September 2nd at 6:30 pm, along with Planning Commission meeting that day at 5:30 pm. City wide clean-up will occur on September 6th for wood items. Community organizations requesting funds from the city for 2026 subsidies can present their information to the council at the meeting October 6th at 6:30 pm. There will be a 2026 budget workshop for city council members on Wednesday, October 8th at 5:30 pm.

Old Business: Motion by Yeaton and seconded by Tufty to take off the table the discussion of personnel policy and procedures manual: amending health insurance coverage rates. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.
Further discussion was had on amending the city’s personnel policy and procedures manual to increase the city’s contribution for group health insurance from 50% paid by the city to 75% paid by the city. Alderman Bjerke spoke with concern over the cost and would like to see more security in the budget before making this decision, especially with the city incurring additional costs by taking over the operation of the ambulance in 2026.
There was a motion by Alderman Yeaton to update the city’s contribution to group health insurance to 65% paid by the city. Due to the lack of a second, the motion failed. No council action was taken on this matter but discussion on insurance coverage will continue during the 2026 budget workshop.
New Business: Shane Waterman, with IMEG Engineering, gave an update on the utility improvement project. Waterman stated that water service lines have been completed on Wind and Park Ave. As stated earlier, there will be another disruption to water services on Tuesday, August 19th. Crews plan to move to Crescent and Elm next. A revised project schedule was received by H&W, slating 10 blocks of the project to be completed in 2025 and 14 blocks completed in 2026. The next public meeting for project updates will be Wednesday, August 27th at noon at the city office.
The First Reading of Ordinance 632 was held which addresses wheeled, electrically propelled devices. Ordinance 632 states that any wheeled, electronically propelled devices shall comply with all state and local bicycle ordinances and obey all traffic signs. There are helmet requirements and speed restrictions in the proposed ordinance. No council action was taken, and the second reading of Ordinance 632 will be held at the council meeting on September 2nd.
Council members were given an opportunity to share their 2026 budget priorities. Mayor Sutton expressed the need for funding for curb and gutter repair, along with making improvements around the community center, especially to enhance the parking. Sutton would also like to see funds delegated for maintenance at the Aquatic Center. Alderman Bjerke agreed that parking at the community center should be addressed in the 2026 budget and suggested the city plan ahead for street repairs, including possible replacement of pavement in areas, if needed.

Flandreau Santee Sioux Tribe Long Term Care Center
The Tribal administrator is responsible for oversight on tribal management and departments. The Tribal Administrator provides support and guidance to all tribal programs and other contracted and/or grant programs. This will also include preparing contracts for consultants, superv ising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports.

IMIPLEMENTATION OF CAMGROUND RESERVATION DEPOSIT TO ADDRESS NO-SHOWS AND CANCELLATIONS tabled
AMENDMENT TO UTILITY BILLING SCHEDULE AND DEPOSIT REFUND POLICY In response to community concerns regarding the timing of utility bill delivery by the USPS, the Council has reviewed and approved the following changes to the billing cycle: Meters will be read on the 1st of each month, determining usage and charges for the current billing cycle. Your bill will indicate a full month’s usage and the newly generated bill will be mailed on the 1st day of the month. Utility bills will now be due on the 5th of each month. To avoid a $20 penalty, payments need to be received to the office by 2:30pm on the 20th of each month, at which time a report will be generated determining past due accounts. It was also noted that if the past due amount is not received by the last day of the month, the account is subject to disconnection on the 1st day of the following month. Service will not be reconnected until full payment for the outstanding usage is received at the office, along with a $50 reconnect fee. Motion by Uhing, 2nd Heiter to approve utility billing changes. 5 ayes, carried. Criteria Refund Eligibility for Homeowners: utility accounts having not been assessed a late fee for 12 consecutive months will be eligible to receive a utility deposit refund.
