C.L.A.S.S. Grant Deadline is August 15

Area teachers could win $350 for their classroom

Teachers from across the region will soon be preparing for the upcoming school year and to give them a head start for 2025-2026, Sioux Valley Energy has brought back its C.L.A.S.S. Grant program. Many teachers purchase classroom supplies on their own. To help, the Co-op will provide 10 area teachers with a $350 grant to purchase supplies for their classroom. Teachers can submit an online entry to Sioux Valley Energy at SVEClassGrants.com. All entries must be submitted by 10 a.m. on Friday, August 15. The grant recipients will be selected through a drawing which will be held at noon on Tuesday, August 19 via Facebook. One teacher from each of the Cooperative’s 10 districts will be selected from the drawing.

Mayor Dan Sutton commended the FSST and everyone involved with the successful Pow Wow held over the weekend of July 18-20. Sutton also encouraged residents to attend the Moody County Fair, which will be the week of July 28th.

City Administrator Cohl Turnquist reported that he and Finance Officer Kneebone are starting to work on the preliminary 2026 city budget. Council members and/or members of the public are encouraged to reach out to Turnquist with 2026 budgetary priorities. Subsidy request letters have been mailed out to organizations who usually received funding from the city. Please reach out to the city office with any questions regarding the 2026 budget.

New Business: IMEG Engineer, Shane Waterman reported to the council on updates with the utility improvement project. Locations have been dug up for new valves, to assist in water shut-offs. When new valves arrive, there could be a broader shutdown of the water system, but residents will be notified if there will be a disruption to service. The next public meeting to go over utility project updates will be held on Wednesday, July 30th at 12:00 p.m. at the city office.

A discussion was had on the use of motorized scooters and electric bicycles within city limits. Police Chief Zach Weber was present to answer questions and concerns. The city’s current bicycle ordinance addresses pedal bikes. There is concern for public safety due to the the speed of the motorized bikes and the fact that some bicyclists aren’t following basic traffic laws. After much discussion, the city council recommended Administrator Turnquist bring back an updated Ordinance to address some of these safety concerns with motorized scooters and electric bicycles. No council action was taken at this time.

Motion by Ekern and seconded by Bjerke to approve the Letter of Engagement with Ketel Thorstenson for the 2024 Audit. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried. Randy Tollefson and Bridget Flannery presented information to the council about what it means to be a Purple Heart City. Mayor Dan Sutton read a proclamation declaring Flandreau a Purple Heart City and presented Tollefson and Flannery a certificate of proclamation. Signage will be provided declaring Flandreau a Purple Heart City.

Motion by Yeaton and seconded by Fargen to approve Wes Hall as the Ambulance Director, placing him at a part-time wage of $33.65/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Discussion was had on the upcoming City Employee Appreciation Event, which will be held on July 29th from 6:00-8:00 at the Aquatic Center. The pool will be closed to the public for this event.

Egan City Minutes July 16, 2025

The Board of Trustees of the City of Egan, South Dakota met in regular session on July 16th, 2025, at Egan City Hall, 101 N Irvin St, Egan, SD.

Present: Board of Trustees – Nancy Hansen, Cody Chamblin, Mike Hein, Jerome Olson, Michelle Ten Eyck and Finance Officer Kayla Charles. Also present: Egan

Residents Mike Larson, Barb Warborg, Larry MacDonald and Leon Blackwell

6:00 pm meeting was called to order by Chairman Chamblin.

Motion by Ten Eyck, second by Hansen to approve the agenda. All present voted “aye.”

Motion by Hansen to approve the May 21st Amended Meeting Minutes and Regular June 18th Meeting Minutes, second by Hein. All present voted “aye.”

Public Comment: Mike Larson would like the board to investigate updating street signs. The board advised they are on the waiting list with IMEG and will have Charles get a status update. Will update next month. Larson also asked where city worker Don Hansen would be hauling from on city property that he would be coming from the North of his house on July 2nd. Charles said she could not remember specifically but Hansen was doing something for Deb to be able to mow.

Zoning: Ten Eyck and Olson will provide a list and photos to Charles of properties not in compliance with zoning ordinances. Charles will send out letters. Hansen would like to see list before letters are sent out. Charles also advised the City of Egan was served with Notice of Taking Tax Deed on the Micheal Berhow trailer. Charles will reach out to see if any of the mowing or utility charges can be specially assessed to the property.

Old Business: Moody County June Sherriff report was shared. FEMA- Charles and Hansen attended the second county Flood Plan Mitigation meeting. Egan’s ordinance will be part of that plan along with the results

Any combination of related education and/or related experience will be considered if the candidate possesses the demonstrated ability. SHRM certification in human resources a plus.
