Mayor Dan Sutton reported the city employee appreciation event was well attended. Sutton also offered condolences to Police Officer Wallert and his family on the recent passing of his daughter.
City Administrator Cohl Turnquist thanked the council for hosting the city employee appreciation event. Turnquist informed council he is working on updating the bicycle ordinance and plans to hold the first reading at the August 18th council meeting. The 2026 preliminary budget will be discussed on August 18th to determine 2026 budgetary priorities. The official budget for fiscal year 2026 will be approved by the council in November.

New Business: Shane Waterman, with IMEG Engineering explained the fourth pay application for the utility improvement project stating the costs so far at around $1.1 million. Waterman stated an updated project schedule has been requested from the contractor to determine the amount of work that will be completed before winter. New valves have arrived for the water isolation issue and will be installed August 5-August 7 and potential water shut-offs could occur during this time. Residents affected by the disruption in service should have received a door notice and more information is available on the city’s website and Facebook page. The contractor plans to move to Crescent Street next. The next public meeting to discuss project updates will be August 13th at 12:00 pm at the city office.

Discussion was had on amending the health insurance coverage rates to the city’s personnel policy and procedures manual. The current policy states a single health insurance premium is paid 100% by the City; Family and Two-Party premiums are paid 50% by the city and 50% by the employee. The proposed change would increase the Family and Two-Party premiums to 75% paid by the city and 25% paid by the employee. The single health insurance premium would still be paid 100% by the city.

Tribal Police Officers are responsible for patrolling the reservation and tribal trust lands to prevent crime and enforce laws and regulations, responding to all calls for service, and performing specialized technical, administrative, and/or investigative assignments. C.L.A.S.S. Grant Deadline is August 15 Area teachers could win $350 for their classroom
Teachers from across the region will soon be preparing for the upcoming school year and to give them a head start for 2025-2026 Sioux Valley Energy has brought back its C.L.A.S.S. Grant program. Many teachers purchase classroom supplies on their own. To help, the Co-op will provide 10 area teachers with a $350 grant to purchase supplies for their classroom. Teachers can submit an online entry to Sioux Valley Energy at SVEClassGrants.com. All entries must be submitted by 10 a.m. on Friday, August 15. The grant recipients will be selected through a drawing which will be held at noon on Tuesday, August 19 via Facebook. One teacher from each of the Cooperative’s 10 districts will be selected from the drawing.
