The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, July 7th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen and Tim Yeaton. Absent: Karen Tufty. A Public Hearing was held on Ordinance 629, FEMA Flood Plain Regulations. No public input was held. Public hearing was adjourned. Motion by Planning Commission Member Sample and seconded by Lillibridge to recommend approval of Ordinance 629, after the second reading is held. The following planning commission members voted aye: Bergjord, Lillibridge, Powers and Sample. Nays: None. Absent: Mike Witte. Motion carried.

Planning Commission adjourned their meeting at 6:35 p.m. Mayor Dan Sutton continued with city council meeting.

Visitors to Be Heard: None.

Mayor Dan Sutton expressed thanks to everyone involved in the successful events held in Flandreau over the past couple weeks, including Flandreau Fridays and the 4th of July festival. Sutton has visited with a few residents concerning the water-sewer project and even though weather has slowed down progress, Sutton said most residents seemed pleased with the work being done. The Housing Authority Committee will meet on July 10th at 11:30 to continue discussing the possible housing development on Broad Avenue.

City Administrator Cohl Turnquist also thanked community members and staff for their efforts in providing valuable events to the community recently. Turnquist stated that department heads and city staff have presented their preliminary budgets for 2026. Turnquist, along with IMEG Engineer Shane Waterman, recently met with DOT to discuss the future project on Pipestone Avenue, which is slated to begin in 2030. The city is hoping to be able to update utilities during that project. Turnquist also went on a walk-through of the proposed bike path with FSST and FDC members. Construction on that project is expected to begin in 2026.

Motion by Fargen and seconded by Yeaton to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried.

New Business: Shane Waterman, with IMEG Engineering, presented an update to the council on the utility improvement project stating that weather has hindered construction, but praised H&W Contracting for doing a good job of managing the mess, during all the recent rains. Waterman said no new areas will be torn up until the current ones are put back together. Crews are currently working on Prairie and Wind Street. The next public meeting to go over project updates is July 16th at noon at the city office. Waterman also explained Work Change Directive No. 1 stating 4 new valves are needed in order to make proper connections and to shut down water properly.

Motion by Ekern and seconded by Fargen to approve Work Change Directive No. (1) for the utility improvement project for replacement valves at the cost of $69,200. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried.

Motion by Bjerke and seconded by Yeaton to approve SRF Pay Requests (4) and (16) for the utility improvement project; sewer portion, $15,520 and water portion, $23,580. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried.

Motion by Fargen and seconded by Ahlers to approve ARPA Pay Request (3) for the utility improvement project; sewer portion, $91,521.15 and water portion, $73,995.83. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried. The first reading of Ordinance 629: FEMA Flood Plain Regulations was held. Ordinance 629 would adopt the FEMA FIRM map. No council action was taken and the second reading of Ordinance 629 will take place on July 21st, 2025.

The first reading of Ordinance 630: City Budget Timeline was held. Ordinance 630 establishes the city budget must be submitted to the city council no later than the first regular meeting in November and must be published prior to December 31st each year. No council action was taken. The second reading of Ordinance 630 will take place on July 21st, 2025.

The first reading of Ordinance 631: Amending Chapter 155.073 was held. Ordinance 631 amends the Flandreau Zoning Ordinance to allow indoor recreational facilities as a conditional use. No council action was taken. The second reading of Ordinance 631 will take place on July 21st, 2025. Administrator Turnquist presented a job description for ambulance director to the council. Motion by Ahlers and seconded by Ekern to approve the ambulance director job description and authorize job advertisement. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried.

Motion by Ahlers and seconded by Yeaton to approve a step increase for public works operator Donald Biles, placing him at Step 6 of public works operator wage scale, which is $23.15/hourly and the step increase for Tyler Waller, placing him at Step 5 of the certified police officer wage scale, which is $27.63/hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried. City Attorney Matthew Tysdal did a review of SD open meeting laws with the city council.

Administrator Turnquist shared that second quarter sales tax revenue is up approximately 18% compared to 2024 second quarter results. The city is on track to bring in what was estimated for sales tax revenue for 2025.

Motion by Yeaton and seconded by Fargen to approve the placement of Grace Krull at step 4 of WSI Wage Scale, allowing staff to pay $149.44 to Krull for completing WSI training. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Yeaton. Nays: None. Absent: Tufty. Motion carried. Motion by Bjerke and seconded by Ahlers to approve the agreement for professional services with Helm’s and Associates for airport project assistance. Council Comments: Mayor Sutton thanked Administrator Turnquist for issuing a statement on behalf of the City of Flandreau regarding the situation that occurred at the Flandreau Dam on July 5th. More information will be shared with the public as details become available. Alderman Bjerke also gave a brief update on the Fly-In event that was held at the airport on July 6th. Bjerke stated it was a successful event, with over 20 aircraft and 200+ people attending the breakfast. Bjerke thanked everyone involved, including city staff and the airport board for their help with this event.

Egan City Minutes June 18th, 2025

The Board of Trustees of the City of Egan, South Dakota met in regular session on June 18th, 2025, at Egan City Hall, 110 W 3rd Street, Egan, SD.

Present: Board of Trustees – Nancy Hansen, Cody Chamblin, Mike Hein, Jerome Olson, Michelle Ten Eyck and Finance Officer Kayla Charles. Also present: Egan Residents Don Hansen, Barb Warborg, and Cameron Burleson 6:00 pm meeting was called to order by Chairman Chamblin.

Motion by Ten Eyck, second by Olson to approve the agenda. All present voted “aye.”

Motion by Ten Eyck to approve the May 20th Regular Meeting Minutes, with the change of Jillian Relf to Lillian Relf, second by Olson. All present voted “aye.”

Public Comment: Barb Warborg addressed the council on the reference of the wrong South Dakota Codified Law in the May 20th meeting minutes. Charles will look in to the correct law to be referenced. Warborg also advised the council that they better get to reading on a new law regarding the review of meeting laws annually.

Zoning: Eng’s removed the partially burnt trailer. A building permit for a new house, fence, and removal of a nuisance property were all issued by Charles. Charles will send out letters to other property owners about nuisances that need to cleaned up and also take the next steps for the removal of noncompliant vehicles.

Old Business: Moody County May Sherriff reports were shared. FEMA- Charles will add checking the floodplain map to the building permit checklist.

New Business: Second Reading of Ordinance #157. Motion by Hansen, second by Olson to approve amendment to Ordinance #157. All present voted “aye.” Road Closure Bridge Days/All School Reunion events- Motion by Hansen to close a portion of 3rd Street to allow for parade and vendors on June 28th, second by Hein. All present voted “aye.”

Playground Equipment- Charles will work on organizing a group for the project next week

Public Hearing for Vacating Alley- Leinbach Addition- no one present. Road Work- Charles is struggling getting return calls for quotes. She will try two other businesses.

Committee Reports: Compliance/Code Enforcement: Discussed in zoning Maintenance/Streets: Discussed in New Business. Parks: Discussed in new business. Motion by Ten Eyck to approve the bid for $5662.31 to carpet the Senior Center and will check for discount if removal done by city, second by Olson. All present voted “aye.”
