City Administrator Cohl Turnquist reported that the city office will be closed on October 13th in observance of Native American Day. There will be a city council budget workshop on October 8th at 5:30 to discuss the preliminary 2026 city budget. The city park campground will close for the season on October 20th. October 5-11 is public power week. The Boys and Girls Club will be having a trunk or treat event on October 31st from 5:00-7:00 PM.

Motion by Fargen and seconded by Ekern to approve the Administrator’s Reports. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

New Business: Mayor Sutton read a proclamation declaring October 5-11, 2025, as National 4-H Week throughout Flandreau. 4H member Bennett Lewis, along with his mother Jessica Lewis, were present to receive the proclamation certificate.

Nathan Phinney, with IMEG Engineering, updated the council on the utility improvement project. Phinney stated concrete work is taking place and some sidewalks and driveways have been started in the project area. Claflin Excavating will be assisting with gravel work and paving is expected to begin in parts of the project area during the third week of October. The next public meeting is October 15th, at noon at the city office, to go over project updates.

Motion by Bjerke and seconded by Ekern to approve Change Order #2 of the Utility Improvement Project, which modifies section 4.03 of the contract milestone. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Fargen and seconded by Tufty to approve ARPA Pay Request #6 for Water for $217,399.54 and Sewer #6 for $260,316.74 for the utility improvement project. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Tufty to approve SRF Pay Request #19 for Water for $19,650 and Sewer #6 for $19,400 for the utility improvement project. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Several organizations had representatives present to speak on subsidy requests for 2026. Jody Hernandez, Boys and Girls Club; Andrea Irwin, ROCS Transportation; Sharon Dailey and Tammie Hammer, Holiday Parade Committee; Tonya Pavlis, Destiny Jorenby, Kelly Wosje, Wholeness Center; Wendy Schutte, City Band; Erica Knippling, Crystal Theatre; Don Whitman, Housing Authority; Bret Severtson and Emily Pieper, Flandreau Fridays; and Bret Severtson and Eric Beltman, Flandreau Recreation Center. No council action was taken. Further discussion on community subsidies will take place at the city’s budget workshop on October 8th at 5:30 PM.

Motion by Yeaton and seconded by Fargen to approve the updated summer recreation job description, which includes the hiring of umpires. A roll call vote was taken. The following members voted aye: Ekern, Fargen, Tufty and Yeaton. Nays: Ahlers and Bjerke. Absent: None. Motion carried. The First Reading of Ordinance 633 was held. The proposed ordinance would change the city election date to be held on the first Tuesday after the first Monday in June and shall be combined with the primary and school board elections if possible. No council action was taken, and the second reading of Ordinance 633 will be held on October 20th, 2025.

Motion by Tufty and seconded by Ahlers to approve step increases for the following city employees: Jaymes Zollner/Step 3/$37.08-hourly; Andy Wede/Step 8/$24.48-hourly; Tarek Alobaidi/Step 3/ $26.25-hourly. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Ahlers to approve the bid from Wes Jepsen for airport farmland for $315 per tillable acre. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Fargen to approve State Financial Assistance Agreement for Runway Realignment for Airport Project 3-46-0077-17-2025. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Bjerke to approve State Financial Assistance Agreement for Land Acquisition for Airport Project 3-46-0077-16-2025. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Ahlers and seconded by Yeaton to approve a merit salary increase for Police Chief Zach Weber to $38.72/hourly. A roll call vote was taken. The following members voted aye: Ahlers, Ekern, Yeaton. Nays: Bjerke, Fargen, Tufty. Absent: None. Motion failed due to a tie vote.

COUNCIL PROCEEDINGS October 8th, 2025

The City Council of the City of Flandreau, South Dakota, met in a special session on Wednesday, October 8th, 2025, at 5:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.

Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist and Finance Officer Lori Kneebone.

The proposed agenda was reviewed. Motion by Yeaton and seconded by Ahlers to adopt the proposed agenda. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried. New Business: The proposed 2026 budget was reviewed in a workshop-style session, during which Administrator Cohl Turnquist and Finance Officer Lori Kneebone presented the plan to the City Council. The budget outlines a vision for Flandreau that prioritizes strategic investments, the enhancement of public amenities, and a continued commitment to fiscal responsibility.

A significant change in 2026 will be the City’s assumption of responsibility for the local Ambulance Service. Although the service is expected to operate at a financial deficit, it is considered essential to maintaining the health and safety of the community.

The Council held an extensive discussion regarding community subsidy requests, totaling nearly $190,000 from 16 organizations. Several council members expressed concern about approving these requests given the current financial constraints within the general fund.

The city’s enterprise funds are expected to remain stable in 2026.

The budget workshop was live streamed and will be available to view on the city’s website.

Additional discussions on the City’s proposed 2026 budget will occur during upcoming council meetings. The first reading of the 2026 Appropriation Ordinance is scheduled for the first regular council meeting in November.

The Mayor declared the meeting adjourned at 8:36 p.m.
