SUMMARY OF FLANDREAU CITY ORDINANCE TITLE 5, ARTICLES 5.3.1.p. AND 5.4.2.2., SNOW AND ICE REMOVAL
The City shall notify all owners or persons in possession of property abutting on sidewalks to keep such sidewalks free from snow and ice and to remove the same within 72 hours after every fall or accumulation of snow or ice. The notice need not be given personally but may be given generally through the official newspaper annually.
The owner or person in possession of any property abutting on any sidewalk shall keep such sidewalk free from snow and ice and shall remove any snow and ice from the sidewalks within seventytwo (72) hours after the termination of any snow fall, snow or ice accumulation.
The owner or person in possession of any property abutting upon any sidewalk that ends at an intersection or crosswalk shall maintain the sidewalk free from snow and ice to the edge of the street and will also clear any snow and ice deposited on the sidewalk during the street removal process.
Those sidewalks not cleared of said snow and ice within seventytwo (72) hours will be considered a public nuisance. The City may cause said snow and ice to be cleared from those sidewalks in violation of said Ordinance and will bill those costs to the property owner.

Mayor Sutton reported recent incidents of break-ins and vandalism occurring within the community. Letters have been sent to residents regarding code enforcement violations. He also noted the success of the community event held at The Merc over the past weekend. Additionally, Mayor Sutton provided an update on the housing development project on Broad Avenue, stating that the project remains in progress.
City Administrator Cohl Turnquist reported that a Trunk or Treat event will be held at the Boys and Girls Club on October 31, 2025, from 5:00 to 7:00 p.m. The City and the Flandreau Police Department will participate in the event. Turnquist noted that the city park campground has been closed for the season.
The first reading of Ordinance No. 634, the 2026 Appropriation Ordinance, is scheduled for November 3, 2025. He also reported that the intersection of Wind and Elm Streets is temporarily closed due to the ongoing water and sewer project and the recent installation of valley gutters.
Additionally, Turnquist informed the Council that the Airport Board met on October 20, 2025, to review current activities and updates at the Flandreau Airport.

New Business: Shane Waterman with IMEG Engineering provided the Council with an update on the Utility Improvement Project. He reported that utility work is currently underway on the south block of Prairie Street. The grading crew will be working on four blocks in total, including two on Prairie Street, one on Crescent Street, and one on Elm Street. Concrete work is anticipated to begin during the first week of November, with some areas potentially receiving dormant seeding prior to winter.
Waterman requested Council approval for the contractor to continue work beyond the first milestone deadline of October 31, noting that additional work could extend into mid-November, with final cleanup expected by Thanksgiving. Council members concurred, allowing the work to proceed as long as weather conditions remain favorable and the project site is properly secured for winter. Waterman also reviewed snow removal procedures that will be implemented within the project area. The next public meeting for project updates will be October 29th at noon at the city office.
The city received a special funding request from ROCS Transportation for a vehicle match of $15,000 to go towards the purchase of a new van. This request is in addition to the $9,000 the organization requested for operational assistance.
Motion by Fargen and seconded by Bjerke to approve $7,500 to ROCS for the vehicle match, contingent on them procuring the full match amount. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.
Administrator Cohl Turnquist presented the third-quarter sales tax report to the Council, noting that if current trends continue through the fourth quarter, the City is projected to meet its 2025 sales tax revenue budget. Turnquist presented information to the council on the possibility of establishing a consent agenda for council meetings. A consent agenda is a parliamentary tool designed to streamline the council’s consideration of routine or non-controversial items. Items typically placed on the consent agenda include the approval of meeting minutes, employee step increases, licenses and permits, and other administrative actions that do not require separate discussion.
Motion by Bjerke and seconded by Ekern to approve the establishment of a consent agenda for future council meetings. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen and Tufty. Nays: None. Absent: Yeaton. Motion carried.

The Board of Trustees of the City of Egan, South Dakota met in regular session on October 15th, 2025, at Egan City Hall, 101 N Irvin St, Egan, SD.

Public Comment: Mike Larson discussed his ideas about letters of concern or complaints and how they should be handled. Nicole Schwebach asked the council to investigate signage issues. The sign placed at her house has address listed as North, it should be south. Donna Koehn asked the council for permission to host and open house at the senior center now that renovations are completed, council agreed She also asked the council to purchase two swings for the ball diamond park. Ten Eyck has the swings and will put them up after winter.
Zoning: John Steinhauer received a building permit to place a roof on an existing deck.
Old Business: Snowplow Operator- Mike Larson asked if the city could set the hours the snowplow operator would work to make sure it is done in a timely manner. Council advised that they could not guarantee that with how hard it is to find a snowplow operator. Charles will reach out to Brad Hemmer as a possible operator. If he his not interested she will post the position.
New Business: SDML Conference- Ten Eyck provided an update to the board on the SDML Conference Olson and her attended. The update included open-minute laws, lawyer suggestions, correspondence and letters of complaint Lawyer-Charles will coordinate for the possible lawyer to be at the special meeting on November 3. Public Hearing Date for Special Assessments will be November 3 at 5pm. Budget Second Reading of Ordinance 337, motion by Hansen to approve the 2026 Budget, second by Ten Eyck. All Present voted “aye.”

We would like to thank Tom Ehrichs and John Hay who joined our committee from the start to coordinate with Bridge Days and to help with the many addresses we needed to update after 10 years. To Bonnie Hemmer and the American Legion family for putting out flags and coordinating the parade; to the Vanguard Squadron who did a fly over to start the parade. Special thanks to the Flandreau Alumni Band for taking part. Thank you to the people who worked to bring Bridge Days activities together, including but not limited to, activities at the bridge and the canoe races.
We would like to thank Blue Jays for the catered meal and hosting the evening entertainment on Friday and Saturday nights. It was a great time! Special thanks to Deon Jensen and Barbara Steffensmeier for making the decorations and decorating for the dinner at the Colman-Egan School. Also thank you to the Colman-Egan Music Dept. for cleanup after the dinner and the Colman-Egan School for letting us use their gym.
We would also like to thank the Museum for the special display of Egan memorabilia. We hope a lot of you were able to see it.

Job Summary: Ensures a safe environment of care is maintained by completing assigned maintenance tasks in accordance with current federal, state and local standards, guidelines and regulations governing the facility and ensuring the facility is maintained in a safe and comfortable manner.

Education/Experience:
• High school or GED required
• Previous work experience with a Skilled Nursing or Long-Term Care facility
• Working understanding of physical plant repairs/preventive maintenance and grounds maintenance.
Specific Requirements:
• A valid driver’s license
• Must pass a P.L. 101-630 background check
• Pass a pre-employment drug and alcohol testing
• Must be able to read, write and speak and understand the English language.
