When Jenetta, local owner, operator, and baker of Jenetta’s Simple Treats moved to the Minot area as her husband got stationed at Minot Air Force Base, she was excited to continue her business in a new location Jenetta’s Simple Treats was opened in July of 2022 in Las Vegas, Nevada as a way of helping her with postpartum depression and anxiety, and has since grown to be a cottage bakery registered with her as she moved from Nevada to Florida, and now North Dakota

However, as Jenetta found herself in the business landscape of North Dakota, she found a roadblock that she hadn’t come across before: being unable to ship her products to other states. The North Dakota Century Code, subsection 3 of section 23-09.5-02, cottage food laws didn’t allow for her products to be sold across state lines, or to be sold by telephone or online, which hindered Jenetta’s opportunities to serve existing customers.

Jenetta was introduced to Minot Area Chamber EDC President | CEO Brekka Kramer at Business After Hours where she shared her story and the challenges she faced with state cottage food laws. Brekka was in Bismarck the next day, and with the deadline for Senators to introduce bills two days out, the North Dakota Military Commission moved quickly to help a military spouse. MACEDC worked closely with legislators to understand and provide a solution to the problem, that ultimately resulted in Senator van Oosting introducing SENATE BILL NO. 2386 - A BILL for an Act to amend and reenact subsection 3 of section 23-09.5-02 of the North Dakota Century Code, relating to cottage food transactions.

Minot Area Chamber EDC (MACEDC) spotlighted an incredibly successful 2024 and looked to the year ahead during the 2025 Annual Meeting on the evening of March 24.

North Dakota Governor Kelly Armstrong delivered the keynote address to over 250 attendees at the Regency Event Center in downtown Minot. In his presentation, Governor Armstrong praised the work MACEDC is doing to build and strengthen the local economy

“I appreciate the fact that your board and staff dedicate so much time and resources not just to growing the business community, but to making sure us as elected leaders, whether it's in DC, whether it's in Bismarck, whether it's at the local level, are always prepared and always know where you’re at, what you’re standing for, what the policy implications are of anything we’re working on,” stated Governor Armstrong. “Your advocacy, quite frankly, is what it’s supposed to look like for a community like Minot and there are a lot of places all over the country that could learn from you guys.”

Governor Armstrong added, “Thank you for always showing up Thank you for caring enough about your community to make sure it’s growing and looks great and you’re attracting new business You make my job easy, so thank you all very much ”

Outgoing 2024 MACEDC Board Chair, Cassidy Hjelmstad, expressed her gratitude for the previous year while sharing key moments that continue to move the organization, as well as the community, forward She discussed achievements and awards that were presented to the MACEDC in 2024 and stated, “While awards come and go, I remind you of all of these accolades because I want to highlight the level of excellence that the Chamber EDC staff is not only operating at, but doing so across the five main pillars that we support: Economic Development, Community Development, Workforce Development, Military Support, and Member Investor.”

Before handing over the gavel, Hjelmstad shared her inspiration for supporting MACEDC and said, “My ‘why’ continues to be to support our communities, to raise my kids in the best state in the nation, to ensure the next newest employee we hire can retire from our company if they ever choose to, and to support the great work that each and every member investor does to enhance our region and our economy ”

2025 Board Chair Ryan Ackerman took the stage to continue highlighting the five pillars that guide MACEDC’s mission, touching on each as he looked ahead to the future He expressed the importance of member investors and encouraged them to engage with MACEDC board and staff to consistently grow and learn, and is excited to continue celebrating economic development, workforce, and community successes throughout the year In addition, he emphasized the importance of Task Force 21 and support for our military friends and neighbors as the Minot area prepares for the Sentinel project.

“We have nearly 700 member investors and to each one of them: you matter,” Ackerman assured. “Your investment in our organization matters. It’s really a privilege to serve in this role. I thank you all for your engagement and your commitment to Minot: an exceptional place to invest, to live, and to work ”

The first State of the State Legislative Joint Session was held March 6 at the North Dakota State Capitol Senator Scott Meyer of Grand Forks originally brought this idea forward and worked with Senator Randy Burckhard to help facilitate the event.

Senator Meyer kicked things off by introducing Colonel Timothy A. Monroe, Commander 319th Reconnaissance Wing, Grand Forks Air Force Base.

Colonel Monroe provided the update, showcasing its economic impact, support for Ellsworth Air Force Base, and housing of the B-1 bombers in South Dakota Ellsworth Air Force Base is a part of Air Force Global Strike Command, along with Minot Air Force Base

Following the Grand Forks presentation, Senator Randy Burckhard introduced the Minot Air Force Base Wing Commanders. “Honorable colleagues, it is my great honor to introduce the two Wing Commanders from Minot Air Force Base. Colonel Jesse Lamarand is the commander of the 5th Bomb Wing where he ensures the wing’s combat readiness, strategic deterrence, and long-range, world-wide, strike capability ” Senator Burckhard continued, “Colonel Jimmy Schlabach is the commander of the 91st Missile Wing, leading the land-based Intercontinental Ballistic Mission there since he took command in June of 2024 Gentlemen, thank you for your leadership and taking the time to speak to us today ”

Colonel Lamarand and Colonel Schlabach both spoke in the House Chamber, highlighting the missions of the 5th Bomb Wing and 91st Missile Wing They shared the $651 economic impact that Minot Air Force Base had in 2024 and thanked the legislators for their work this past session, calling out the Governor’s proclamation to celebrate the Month of the Military Child each April and the collaboration with the North Dakota Military Commission to make North Dakota the most military state in the nation. The Commanders shared the legislation that was passed in 2023, including a psychologist compact, a counseling compact, virtual enrollment, community funding, family child care license exemption, state tax exemption, hunting and fishing privileges, and support for veterans. During this current session, additional compacts have made it through the first half of the session.

Both Commanders recognized the support the Minot community provides, receiving the Barksdale Trophy, a coveted award for outstanding Air Force Global Strike Command base support, in 2023 for the second time.

“Minot Air Force Base Commanders did an outstanding job at the First State of the Base, spotlighting the important missions at Minot Air Force Base, successes from this past year, and what lies ahead with modernization of the nuclear triad”, shared Brekka Kramer, Minot Area Chamber EDC President | CEO and member of the North Dakota Military Commission “Grateful for Senators Meyer and Burckhard for bringing the idea forward to hold a joint session As we continue to work to make North Dakota the most military friendly state in the nation, it’s important for leaders at all levels to understand the mission and for us to continue our work to educate and advocate for military ”

On behalf of the Economic Development Association of North Dakota (EDND) MACEDC provided testimony on two bills in March

The first bill was SB 2228, the Rural Grocery Store Sustainability Program, which was heard by the House Finance and Taxation Committee.Thebill appropriates $1 million from the general fund to the North Dakota Department of Commerce for a Rural Grocery Store Sustainability Grant Program for the 2025-27 biennium. The grants aim to preserve existing rural grocery stores and improve food access across the state. Priority will be given to sustaining current grocery stores before funding feasibility studies for reopening stores in communities without one. Funds cannot be used for food processing or offsite preparation, and the Department of Commerce will establish grant guidelines. This funding is a one-time appropriation.The committee gave the bill a do pass recommendation with a 12-1 vote.

The other bill was HB 1524, Regional Planning Council Appropriations, which was heard by the Senate Industry and Business Committee Thebill allocates $2 4 million to the North Dakota Department of Commerce for regional planning councils in the 2025-27 biennium Councils must develop biennial work plans addressing economic development, workforce, housing, and infrastructure Funds support staffing and services, with half distributed equally among regions and the rest allocated based on a funding formula The committee gave the bill a unanimous do pass recommendation, and it will now go to the Senate Appropriations Committee

SENTINEL

Minot Area Chamber EDC Task Force 21 (TF21) presented a Sentinel program briefing to nearly 100 attendees that included ND Governor Kelly Armstrong, North Dakota legislators and state leaders at the North Dakota Heritage Center & State Museum in Bismarck on March 18. The briefing featured an overview of North Dakota’s role in the country’s nuclear deterrence, discussed the program’s status, and highlighted opportunities for the state to prepare for the upcoming project.

Sentinel is the weapon system proposed to replace the aging Minuteman III intercontinental ballistic missile system It represents the modernization of the land-based leg of the U S nuclear triad and would extend its capabilities. On-base construction will focus on construction or modifying facilities and infrastructure as necessary to support Sentinel maintenance, training, storage, testing, and support at Minot Air Force Base. Off-base construction includes the missile alert facilities, renovation of all 150 existing launch facilities in the missile fields in North Dakota, launch centers, utility corridors, communications towers, and more

“It is critically important to continue our support of Minot Air Force Base and learn everything we need to for Sentinel,” said Cassidy Hjelmstad, chair of the newly formed TF21 Sentinel Working Group “We are doing everything we can to prepare the community and state for this major modernization project We look forward to welcoming people to our community – whether temporarily or permanently – to assist with Sentinel completion.”

BRIEFING

While the specific timing for the Minot missile field is still being discussed, initial construction activities for the required updates on Minot Air Force Base are expected to begin in 2027 Maj Gen Connor emphasized that Minot is pivotal during the entirety of the modernization efforts, and shared some of the specifics that will come with construction, transition, and replacement of the current weapons system.

“It’s an honor to have someone as knowledgeable as Maj. Gen. Connor taking the time to attend our event and speak to so many local leaders about how Sentinel is going to affect the people of North Dakota,” said Pete Hankla, Task Force 21 Chair “With two legs of the nuclear triad, the world’s eyes are on Minot, and we want to make sure as a community we’re doing everything we can to support our country ”

CREATING COMMUNITY AND SHARING THE IMPORTANCE OF COMPASSION WITH MIKE ZIMMER

On March 13, the Start Up Minot Networking crowd got the chance to hear from Mike Zimmer, Executive Director of the Minot Area Men's Winter Refuge Mike discussed his story of moving from working as a sports writer to becoming the director of a non-profit, and shared many of the things he’s learned throughout the last decade as an executive director

Under Mike's guidance, the Men's Winter Refuge has provided shelter, food, clothing, transportation, basic nursing care, employment assistance, and housing assistance to more than 1,500 homeless men and has helped more than 2,500 others in need through homeless prevention services. Mike shared the importance of the community and volunteers in supporting those who need help, and answered questions from the audience. We want to thank Mike for taking time to speak with us, and are thrilled to have someone who cares so much championing the Minot area

If you bring food, they will come. Independence, Inc., a local nonprofit dedicated to empowering North Dakotans with disabilities, held its 9th Annual Chili Bowl March 6 at the Grand Oasis Hotel in Minot.

Local restaurants and chefs showcased their best chili recipes, competing for the title of Chili Bowl IX Champion as judged by a panel of experts Minot Area Chamber EDC staff is made up of foodies, and when Independence Inc offered an opportunity to try chili from local restaurants, the team was on the case!

MACEDC was a sponsor of the event which allowed the staff to not only taste test, but present their best in show to Maria Romana’s Mexican Restaurant who also won overall Critic’s Choice and People’s Choice awards for their delicious recipe. Congratulations to all the restaurants who participated and thank you for making the choice so difficult.

Minot Area Chamber EDC is proud to announce its 38 annual Prairie Warrior Auction This year’s event will take place on Thursday, April 24, at the North Dakota State Fair Center Doors open at 4:30pm and opening remarks at 5:30pm. Proceeds from the event will be used to help fund team building and morale boosting activities for our airmen on Minot Air Force Base and send first-term airmen home to see their families between Thanksgiving and Christmas with Operation Home for the Holidays. th

LOCALCOMPETITIONSETFOR NATIONALCIVICSBEE

The local competition for the National Civics Bee will take place April 11 at Minot State University’s Aleshire Theater in Hartnett Hall The event is the only one in the state, and will feature the top 20 students from western North Dakota who submitted essays Judges screened the essays submitted by local 6th, 7th and 8th graders from area public and private schools

The 20 students will answer quiz questions on their tablets during the first and second rounds of competition. In the final and third round, the top five students will then provide a summary of their essay they wrote to be in this competition. They will also have Q & A with judges. The top three students will receive a trophy and cash while the top 10 students will go on to the state competition in Bismarck that will be July 11

In 2022, a proclamation was made that each April will be Month of the Military Child. Prairie Grit Adaptive Sports is calling on community members to volunteer for the 2025 iCan Bike Camp, taking place July 14-18 at the Minot Family YMCA. This five-day program helps individuals with disabilities learn to ride a traditional two-wheeled bicycle, a milestone that fosters independence, confidence, and mobility. Volunteers are essential to making this possible.

Each volunteer is paired with a rider, walking or jogging alongside them as they progress through the program. No prior experience is necessary just a commitment to encouraging and supporting participants.

“This camp is life-changing for our riders, and none of it happens without volunteers,” explains Krystal

Butgereit, Executive Director of Prairie Grit Adaptive Sports “It’s an incredible opportunity to be part of someone’s journey toward greater independence, and we need the community’s help to make it happen

Minot State University is proud to announce the launch of a fully accredited online Bachelor of Social Work (BSW) program in Summer 2025 The program is designed to provide greater access to social work education for students in rural communities, tribal and community college graduates, and working professionals who need a flexible, high-quality path to completing a social work degree.

"Social work isn’t just about knowledge. It’s about connection, resilience, and the ability to truly understand and support others,” said Lacy Corneliusen, assistant professor, Department of Behavioral Sciences and Criminal Justice. “We don’t just teach theory; we mentor, challenge, and guide students to become competent, ethical professionals in the field Just because the program is online doesn’t mean it will be distant Our faculty are deeply committed to building relationships with students, ensuring they graduate not just with a degree but with the confidence, skills, and heart to make a real impact “Our hope is to inspire students to love the field of social work as much as we do and to see the profound impact it can have on individuals and communities.”

This four-year degree program mirrors MSU’s established in-person BSW program by maintaining a commitment to student success, cost-effective tuition, and skills-based program content. Upon completion, students will be prepared for a meaningful career in the field and will be eligible to sit for the national bachelor’s-level social work licensure exam

The online program offers opportunities to complete concentrations that allow students to cross-train and specialize in high-demand social justice arenas, including addiction studies, human trafficking awareness, and special education. Students who declare a concentration complete 12 elective credits (four classes) specific to the concentration. The addiction studies concentration, which, when paired with addiction-specific practicum hours, allows graduates to qualify for dual licensure in both social work and addiction counseling This added credential expands career pathways while addressing the growing need for professionals trained in both fields

"We designed this program to be flexible without sacrificing the quality of learning or the relationships that make social work education so impactful,” said Nancy Gordon, assistant professor and program director. “Our MSU faculty bring years of real-world experience and are committed to making sure students feel supported, challenged, and prepared for the realities of the field. This is more than just an online program. It’s an interactive, supportive learning experience that prepares students to confidently step into the field of social work and make a real impact in their communities ”

A distinguishing aspect of the BSW program is the depth of practice experience brought by its faculty Each professor is an experienced, licensed social work professional with diverse backgrounds in multiple fields, including clinical settings, child welfare, mental health services, policy development, crisis intervention, corrections, disability services, geriatrics, transplant/dialysis, and medical social work. Faculty members bring real-world knowledge from the front lines of social work, allowing students to learn from instructors who have navigated the rewards and challenges of the profession.

Minot Area Community Foundation (MACF) is thrilled to announce Match Madness, an exciting initiative designed as a year-long celebration that strengthens our local nonprofits and our community as a whole. As part of our 25th Anniversary Celebration, we are launching PHASE ONE: Endowment Matches a unique opportunity for nonprofits and donors to maximize their impact through matching funds. In Phase One of Match Madness, we are committing $150,000 to fuel endowment growth through strategic matching opportunities:

$100,000 Existing Agency Endowment Match

20 existing MACF agency funds will each have the opportunity to receive a $5,000 match when they raise $5,000+ in new money (organizations may not use operating reserves). This dollar-for-dollar match helps nonprofits build financial sustainability and secure their futures.

$25,000 New Agency Endowment Match

The first five non-profit organizations that establish a NEW agency endowment fund with at least $5,000 will receive a $5,000 match. This must also be new money (organizations may not use operating reserves). This is a unique opportunity to strengthen your financial future by creating an endowment that will enhance long-term sustainability for your organization's mission

$25,000 New Individual Donor-Advised Endowment Fund (DAF) Match

The first five individuals to create a new Donor-Advised Endowment Fund (DAF) with $5,000+ will receive a $5,000 match to jumpstart their philanthropic giving

The Minot Community Endowment Fund is currently accepting grant applications for the 2025 grant cycle A total of $69,360 is available Only applications submitted online will be accepted, and technical assistance will be available for anyone who needs it. Applicants must be designated by the IRS as a 501(c)(3) nonprofit organization, or a government agency. Groups without such designation seeking to apply may enlist a fiscal sponsor. Applications must be submitted by May 31.

“Minot State University's new biomedical science program is the ideal preparation for students with a passion to contribute to the health and well-being of others,” said Nigel George, Minot State associate professor. “By emphasizing research, modern healthcare, and the study of human behavior, and by offering flexible tracks developed in consultation with professional programs, we are ensuring our students have a distinct advantage in their pursuit of careers in healthcare Our faculty's commitment to each student’s success truly distinguishes our program ”

Minot State University’s Department of Science will offer two new degrees beginning Fall 2025: biomedical science and environmental science.

The biomedical science degree is an interdisciplinary program blending biology, chemistry, exercise science, and psychology that prepares students for graduate school in the healthcare field In contrast, the environmental science degree explores the complexities of the environment through an integrated study of biology, chemistry, and geoscience

“I’m very excited to see this program started,” said Department of Science Chair Bryan Schmidt. “This degree was intentionally designed to not only help students get into graduate or professional school but to succeed in those advanced programs and beyond in a biomedical profession.”

The Bachelor of Science in Biomedical Science has a curriculum focused on the core sciences of modern medicine, with specialized tracks for different healthcare professions such as primary healthcare (pre-medicine, pre-dentistry, preveterinary, pre-pharmacy, and pre-optometry), allied health (pre-chiropractic, pre-occupational therapy, and pre-physical therapy), and research professions

The Bachelor of Science in Environmental Science has core courses covering all three disciplines, so students can tailor their degree by choosing from the three specialized tracks: conservation (biology focus), earth systems science (geoscience focus), or environmental health (chemistry focus).

“The environmental science program is an interdisciplinary way to learn the biology, geology, and chemistry of the environment around us,” said Joseph Pettit, Minot State assistant professor. “The tracks within allow students to learn about conservation, earth systems, or environmental health but also give students real tools that make them competitive in the job market These programs were designed to put students into jobs with nongovernmental organizations or agencies like the US Fish and Wildlife, Game and Fish, or the US Geological Survey We do this by learning new technologies and how they can be applied to modern problems ”

April is the month of the Military Child. The Minot Public School Foundation (MPSF) supports military families all year with their Flat Parent / Hug a Hero program. There is not one school in the Minot Public School System that doesn't have a military child enrolled in it. This program provides a seventeen inch pillow doll and or life size cut out "flat parent" with the service member's photo to students whose parent is deployed. The dolls are washable, can fit into a backpack and come with a voice recorder for the parents to record a special message to their child. The pillow parent dolls offer much comfort to students while their parents are away serving the country This program has been around since 2007 and has given out over 42 dolls this school year alone "It sounds like a small thing to do, but it is very impactful " said Jamie Swenson executive director of the Minot Public School Foundation

Norma Theis, the founder of the program and guidance counselor at North Plains Elementary at Minot Air Force Base, said the program doesn't just benefit the kids She knows of a family who have the pillows and cutouts at the dinner table, and they even take them to school concerts, sporting events and weddings. "It really impacts every member of the family, even their pets." One of the families that received a flat parent sent Norma a video of their cat interacting with the cutout. The cat was withdrawn and hardly eating while the dad of the family was deployed. Once the three foot flat parent arrived in the living room the cat's behavior turned around.

Families of any branch of service are eligible for this program Each child in the family can receive their own pillow parent doll and either one three foot or six foot "flat parent" photo cut out Educators say the program helps reduce some of the anxiety children experience when a parent is deployed Our educators have shared that not only do these dolls and flat parents help with the students emotional well being but have helped improve some students reading scores Some students get their at home reading time in by reading to their pillow parent Deployed parents get a kick out of seeing photos of where they (their doll or flat parent) has been while they were deployed. The Minot Public School Foundation is happy to continue with this program to show military families they are supported and appreciated.

This program is made possible through community support. NORTHWESTARTSCENTERPRESENTS 2025JURIEDSTUDENTARTSHOW

The Northwest Arts Center proudly presents new work by Minot State University Students. The Annual Juried Student Art Show opened with a public reception on March 27, and is on view until April 24, 2025.

The exhibition has been an annual campus tradition since the 1970s and is key to preparing students for a professional gallery experience. Students gain valuable skills in preparing their artworks and will see the results firsthand in the Northwest Arts Center’s Walter Piehl Gallery.

The opportunity provides students across all disciplines and majors the ability to showcase their skill, creativity, and dedication Students can submit work in any medium, and entries this year span painting, drawing, photography, ceramics, sculpture, mixed media collage, and more presentation of their hard work and resulting skills

“This will be the first exhibition since students have been back in the Art Department,” says Northwest Arts Center Director Greg Vettel, referencing the recent Hartnett Hall renovation “We’re excited to see student artwork created in our new space for the first time ”

The competition invites area and regional artists, educators, and other art professionals to serve as jurors each year. This year the Northwest Arts Center is excited to welcome Rachel Alfaro, local museum professional and MSU Alumna. Alfaro is the Executive Director of the Taube Museum of Art in Minot, ND. She currently serves on the board of the Minot Area Council on the Arts and is the Board President of the North Dakota Art Gallery Association. Originally from Florida, Alfaro has called North Dakota home since 2012 and has a B.F.A in Traditional Arts from Minot State University. She is a mixed-media textile artist, arts advocate, and mother of two.

The exhibitions are available for viewing Tuesday through Friday, 10 a.m. to 5 p.m., and Saturday 1-5 p.m. It is closed holidays The Walter Piehl Gallery is located on the lower level of the Gordon B Olson Library at Minot State University, with its own entrance on the south side of the library The exhibition and related events are free and open to the public

The Plum River Native Prairie project invites families, educators, and community members to attend Family STEAM Day on Saturday, April 26, from 10 to 11:30 a m at the Plum River site, located on the former grounds of Erik Ramstad Middle School

Plum River Native Prairie is a collaborative initiative to restore the site into a thriving native prairie ecosystem The project is supported by Minot State University, Minot Public Schools, Audubon Great Plains, the Ward County Soil Conservation District, AmeriCorps, and the CIRCLES Alliance. Family STEAM Day will feature hands-on exhibits showcasing science, technology, engineering, art, and math from MSU programs and community partners. Attendees will also receive red clover seeds to plant at home and learn why red clover was chosen as the first step in restoring the prairie. The decision to plant red clover in early May reflects months of collaborative research. MSU undergraduate Patrick Baker, a medicinal plant chemistry major and AmeriCorps member, has been working through AmeriCorps and the CIRCLES Alliance with Ruth De La Cruz of Nueta Hidatsa Sahnish College and the Ward County Soil Conservation District to determine the most effective cover crop

Family STEAM Day will conclude at 11:30 a m , allowing attendees to head over to the MSU Powwow Grand Entry, making it a full day of community, culture, and learning The event is free and open to the public
