by Air Force Global Strike Command Public Affairs
Representatives from Headquarters Air Force/Security Forces and the Female Defender Initiative visited Minot AFB this week to discuss issues faced by women serving in security forces careers
The FDI team chose to visit Minot AFB due to the large number of security forces Airmen stationed here. The program, which is entering its second year, was initially created to address retention and job satisfaction concerns among security forces women.
“FDI is focused on creating environments where women can thrive,” said Maj. Kimberly Guest,
identify policy barriers and environmental barriers re things that can be addressed through policy, and some of those just need to be shared with commanders so we can be aware of what our blind spots are ”
The team met with Airmen and leaders assigned to the 91st Security Forces Group and the 5th Security Forces Squadron during their visit The representatives facilitated open dialogue with both female and male security forces Airmen at all levels to get an idea of the logistical and cultural challenges faced by women serving in security forces careers
“We got some really good feedback,” said Col. Jason Medsger, HAF/SF officer career manager. “Things we didn’t even think about, like why isn’t there cold weather gear for pregnant females? That’s a moment where I sit back in my chair and say, ‘I don’t know but thanks for telling me.’”
The team expressed hope that the FDI will continue to grow, and that any programs and resources created as a result will benefit all security forces Airmen, regardless of gender or any other point of difference.
“At some point an initiative is no longer a thing you started, it’s just a thing you do,” said Guest. “I think we’re all excited to see what’s next ”

As part of this month-long celebration, we are encouraging our member investors to participate. You can show support is by:

LOCALFINANCIAL INSTITUTIONSREASSURE DEPOSITORSINWAKEOF OTHERBANKFAILURES
In March, the collapse of Silicon Valley Bank marked the second-largest failure of a financial institution in U.S. history. The bank based in California was highly utilized by tech startups.
In response to the collapse of this and other banks, the U.S. Treasury, Federal Reserve, and FDIC announced that all deposits would be honored despite the failures
Meanwhile, local banks and credit unions have commented on the matter with the aim of calming any unease depositors may feel in the wake of the news Here's what a few of our Cornerstone member-investor financial institutions had to say:
"It is important to know that the banks who have failed are so very different from First International Bank & Trust (FIBT) and other strong community banks," said Steve Stenehjem, CEO/Chairman of FIBT in a message on the institution's website "They had significant exposure to tech sector and cryptocurrency interests that when combined with economic factors created tragic outcomes "
"As a family-owned, independent community bank, FIBT is FDIC-insured To date no one has ever lost a dime of FDICinsured deposits up to $250,000," Stenhejem added
"Community banks are in the best position to support local consumers and small businesses," wrote First Western Bank & Trust in a news release "As a community bank, First Western remains well-capitalized and well-positioned to continue to serve our customers and communities. We have dedicated the last 59 years to serving our communities and look forward to continue that service for generations to come."
Town & Country Credit Union President/CEO Brad Houle also urged depositors to remain confident. "One area in which we are similar to banks is that your deposits are insured. The National Credit Union Administration (NCUA) has a standard share insurance amount of $250,000 per share owner for each account ownership category, which ensures your deposits are safe."
Bravera Bank said community banking has numerous benefits "Instead of catering to a national or global market, we focus on building strong relationships with customers in our immediate area," the bank said
United Community Bank also reminded depositors of its FDIC coverage "Your deposits are insured up to $250,000 of individual accounts and up to $500,000 for joint accounts (two owners)," UCB wrote in a news alert

BUSYCONSTRUCTIONSEASONAHEADIN2023
Construction season will soon be upon us, and 2023 is shaping up to be a busy time for the City of Minot.
This year, the City has scheduled its largest chip seal project ever and will also use a roadway resurfacing process for the first time
“It’s called a microsurface, which is a slurry of asphalt, cement, and fine aggregate that gets mixed and applied to the roadway,” City Engineer Lance Meyer said “It’s not as intensive as a mill and overlay, but it’s like an enhanced chip seal ”
The first pass over a roadway lays down a layer that helps fill ruts and even out the roadway Then a second pass adds a final protective layer
“It keeps building up the roadway so eventually you fill the voids and have a nice protective coating over the top of it,” Meyer said. “The process has been around for a long time, but this is our first time using it. You get a better result than a chip seal, but it costs a little more, so there’s always a balance.”
Meyer said microsurfacing will be used in a few locations this year:
On 16th Street SW from near the interchange to 14th Avenue SW
On East Burdick Expressway from 27th Street SE to the river bridge by Roosevelt Park Zoo
On 13th Street SE, from 37th Avenue to 18th Avenue
“It’s not as disruptive as a mill and overlay, but we only want to use it in areas where we don’t have a lot of driveway traffic because it can be a little inconvenient for residential driveways,” Meyer said. “But it’s a pretty quick curing process, so in an hour or so we can have traffic back on the street ”
The chip sealing scheduled for this year is the largest chip seal project the City has ever planned, including 572,824 square yards Work will take place in several locations around Minot, including in the areas near Edison Elementary, Washington Elementary, and several spots in the Bel Air area, including Crescent Drive, Tuxedo Road, and Academy Road
Chip sealing is also scheduled on several arterial roads that have been resurfaced in recent years, including 16th Street SW, 31st Avenue SW, 20th Avenue NW, and 31st Avenue NW.
“Our North Dakota climate is really tough on asphalt pavement. Almost as soon as you pave them, the pavement starts going through a process called oxidation,” Meyer said. “The sun and elements start breaking down the asphalt layer. If you don’t seal the roads quickly enough, they start to deteriorate That initial seal is critical to extending the lifespan of the asphalt ”
“We’ve made significant investments in mill and overlays on major arterial roads like 16th Street SW, 37th Avenue SW and others Now we need to protect

Lakeside Street, between 20th Avenue NW and 21st Avenue NW “This road has completely fallen apart, so it’s time for a reconstruction,” Meyer said
10th St SW, from 14th Avenue to 16th Avenue This section was part of a project last year, but completion was delayed when crews discovered bad soil.
7th Avenue SW, from 16th Street heading west. “Part of that road is new, and parts of it are old. We’ll do a mill and overlay on the older sections of the road to get a better ride,” Meyer said.
that investment by putting down this chip seal,” Meyer said.
The stretch of 4th Avenue between Broadway and 25th St NW will also be chip-sealed, and then new pavement markings will be installed to change the roadway from four lanes of traffic to one lane in each direction with a center turn lane and outside bike lanes.
Meyer said that stretch of roadway eventually will be a candidate for a reconstruction, with new utilities and replacing the pavement with concrete But that work will have to wait until the Maple Diversion phase of the Mouse River Enhanced Flood Protection project is done
“We don’t want to put a lot of work into that roadway because when they build the Maple Diversion phase of flood control, they’ll have to haul out a lot of material and 4th Avenue will take a beating with truck traffic,” he said “When that project is completed, we’ll evaluate the road condition and see what’s the best plan moving forward.”
Work on the Maple Diversion phase could begin in 2024, and would likely take three years to complete. Several mill and overlay projects are scheduled for this summer, including:
Two Safe Routes to School sidewalk projects are planned this year, one in the Washington Elementary area that will construct sidewalks on both sides of Hiawatha Street between 16th Avenue SW and 11th Avenue SW The other project is near Bel Air Elementary, on 25th Street NW, 27th Street NW, and 10th Avenue NW
The North Dakota Department of Transportation will lead a few projects in the Minot area in 2023 that will impact vehicle travel, including work on the Burdick Expressway viaduct
“That bridge is over 40 years old and it hasn’t had any major work done on it,” Meyer said. “They’ll jack the approach slabs because they’ve settled a bit, and replace some of the concrete on the piers, replace the street lighting, and the fencing. Essentially, they’ll make sure everything on the bridge is up to safety standards and update the aesthetics of it at the same time.”
The project is scheduled to be completed before the North Dakota State Fair starts in July, and the bridge will have head-to-head traffic while work takes place on two lanes at a time The City of Minot has a 10 percent cost share on the project
The DOT will also be chip sealing the West Bypass, and doing some bridge maintenance on the eastbound lanes of the Highway 2/52 bridge near The View and on the northbound lanes of the Highway 83 Bypass bridge over the railroad tracks

NEWCITYBUSROUTESAREINTHEWORKS
The City of Minot is expanding its bus system by adding two new routes
Brian Horinka, transit superintendent, said work is continuing on finalizing the new routes
“We have the routes pretty much designed, but we need to do a little more research to make sure the timing works with the current routes,” Horinka said.
The new southwest route will go to the new Trinity hospital, The Tracks housing development, and east on 37th Avenue to WalMart, among other locations.
“This route gets us to the hospital, provides twice as much service to Wal-Mart, service to the west section of 20th Avenue near CVS and the Social Security office, and then on 16th Street SW so riders can easily get to Hobby Lobby, Kohls, and other businesses in that area,” Horinka said. “This route adds some good value to riders and provides a better service to that area of town.”
The new north route will go north on Broadway near Job Service and up to 36th Avenue, an area that current routes don’t service. The route will also hit the high-density apartment area north of the airport, and go west past Erik Ramstad Middle School.
“That will be a very productive route hitting areas that we haven’t been in before,” Horinka said. “Now, we’ll have bus service on Broadway from 37th Avenue South all the way to 36th Avenue North, and that’s a good thing I’m estimating conservatively that we’ll add between 8,000 and 10,000 new rides with these two routes ”
Horinka said he hopes to start the new routes between June 1 and Aug 1, but that will depend on how soon two additional bus drivers can be hired
“We can’t make the new routes work without two new drivers, so a lot of this hinges on the ability to hire those drivers We’re taking applications until the end of March, and then we’ll see where we’re at with applicants,” Horinka said Applicants don’t need to have a commercial driver’s license to apply, but must have the ability to obtain a CDL with passenger and air brake endorsements The City will provide the appropriate training, Horinka said Find out more about this job and others with the City of Minot at https://www minotnd gov/Jobs aspx
“We don’t want to make major route changes during the school year,” Horinka added. “If we can’t get drivers hired and trained in time to start the routes by Aug. 1, we’ll likely have to wait until 2024.”
