If you’re looking for a new home and feel discouraged because you’re not sure how to save for a down payment, you’re not alone. In today’s market, having the five, 10 or 20 per cent needed for a deposit and down payment on a home can feel out of reach for many people. And while it may seem as if amassing enough money is an impossible dream, there are some ways to help turn that dream into a reality.
There are government programs for first-time homebuyers that are incentives specifically designed to help you save funds to finance your first home. On page 14, our industry expert, Brittany Reimer, shares six ways you can make saving for a home easier. Some programs offer tax-free benefits while others involve rebates, and you can even combine two programs to maximize your saving. While there are some restrictions and guidelines, it’s worth educating yourself to see what works best for you.
For those of you who already own your own home but will need to refinance your mortgage, you’ll benefit from an up-to-date assessment of your property in case you need an appraisal to help determine the current comparable market value of your home. GOVERNMENT INCENTIVES FOR FIRST-TIME HOMEBUYERS
Looking to buy your first home? It’s certainly no easy feat. Luckily for new homebuyers in Canada, numerous government incentives are available to help make purchasing a first home a little bit easier.
Read on to discover the latest addition to government incentives — the First-Time Homebuyers Savings
Account (FHSA). Then, for everyone unfamiliar with the homebuying journey, we revisit a few other ways to save so you have all the information you need before you get started.
THE FIRST HOME SAVINGS ACCOUNT (FHSA)
In April of this year, the government announced its latest incentive for first-time homebuyers, the First Home Savings Account (FHSA). With this account, new homebuyers can save up to $40,000, tax-free. Contributing to the FHSA is tax deductible, and qualifying withdrawals to buy a home
are tax-free. Contributions can’t exceed $8,000 per year and if you don’t end up buying a home, any accumulated funds can be transferred to a registered retirement savings plan (RRSP) or registered retirement income fund (RRIF). To open an FHSA, you must be a Canadian citizen at least 18 years of age and have not lived in a qualifying home in the previous four calendar years.
THE HOME BUYERS’ PLAN (HBP)
The Home Buyers’ Plan (HBP) is a federal government-run program that allows first-time homebuyers to
withdraw up to $35,000 from their RRSP, tax-free, to buy or build a home for themselves or a relative with a disability. Keep in mind, while the HBP increases your home-buying budget, it reduces your RRSP, which can affect your potential tax-sheltered investment. As well, you must repay the amount withdrawn within 15 years. If you don’t end up paying it back, it will be counted as income and taxed by the Canada Revenue Agency. To qualify, you must be a resident of Canada, have an RRSP with sufficient funds, and plan to use the home as your principal residence within a year of building or buying it.
THE FIRST-TIME HOME BUYER INCENTIVE
The First-Time Home Buyer Incentive is another federal governmentsponsored program that helps first-time homebuyers reduce their monthly mortgage payments by providing a shared-equity mortgage with the government of Canada. The
program offers five per cent or 10 per cent for a first-time buyer’s purchase of a newly constructed home, five per cent for a first-time buyer’s purchase of a resale (existing) home, and five per cent for a first-time buyer’s purchase of a new or resale mobile/ manufactured home.
Because it is a shared-equity model, the government shares in both the upside and downside of the property value. This entails a potential increase or decrease of up to eight per cent per annum on the incentive amount from the advance date until repayment. The incentive must be repaid after 25 years or when the property is sold, based on the market value of the home at the time of repayment. To qualify, you must be a Canadian citizen or resident with an annual income below $120,000 ($150,000 for certain cities) and borrow no more than four times your income (or 4.5 times in specified cities). You must also be a first-time homebuyer and meet the minimum down payment requirements using traditional funds.
THE GST/HST NEW HOUSING REBATE
The GST/HST New Housing Rebate provides up to a $6,300 rebate on the Goods and Services Tax (GST) or the Harmonized Sales Tax (HST) for new homes. Homebuyers who purchase a new-build home, preconstruction, or make substantial renovations to an existing home can apply. You must complete an application form and provide supporting documents, and the rebate can be claimed within two years after the construction date.
THE FIRST-TIME HOME BUYERS’ TAX CREDIT (HBTC)
The First-Time Home Buyers’ Tax Credit (HBTC) is a government initiative that provides eligible firsttime homebuyers with a $10,000 non-refundable income tax credit, resulting in tax savings of up to $1,500. To be eligible, the home must be registered in the buyer’s name, and
they must be a first-time homebuyer who will use the property as their primary residence. The HBTC can be combined with other government programs, such as the Home Buyers’ Plan, the First-Time Home Buyer Incentive, and the GST/HST New Housing Rebate. Some provinces also offer home-buying programs.
LAND TRANSFER TAX REBATES
First-time homebuyers in Ontario, British Columbia, Prince Edward Island and the city of Toronto can apply for land transfer tax rebates. The rebates are available on the provincial and municipal levels, depending on where the property is located. The maximum rebate amount is $4,000 in Ontario and $4,475 in Toronto, while the rebate amount in British Columbia varies depending on the purchase price of the property. To qualify, the buyer must be a Canadian citizen or permanent resident and must be purchasing their first home. The amount of the rebate varies depending on the purchase price and the location of the property.

With all these incentives available, it is important to note that eligibility requirements, program details, and availability may vary by province or territory. If you’re interested in one of the above options, consult with a financial advisor or mortgage professional to determine which programs you may be eligible for, and the ones that best suit your needs.

When you are purchasing a home or refinancing your mortgage, the lender will require an up-to-date assessment of your property’s value and an appraisal may be required.
Before the lender can approve the loan and the amount borrowed (with a mortgage and/or a home equity line of credit) they need to confirm the current market value of the property being financed.
The appraiser’s responsibility is to check the general condition of the home and determine the current comparable market value based on other homes like yours in the same area.
The following are some helpful steps that will allow you to enhance your home’s appraisal value and ensure you get the highest possible market value.
• Clean up: Remember that the appraiser will assess your property’s value based on its appearance. Treat the appraisal as if it is an open house. Thoroughly clean and declutter every room, vacuum, and scrub to make it as presentable and appealing as possible.
• Enhance curb appeal: First impressions matter during an appraisal. Spend some time to ensure the outside of your property, from the driveway and entrance to the front steps, is clean and inviting. A well-maintained exterior can make a world of difference.
• Ensure visibility: The appraiser must be able to see every room of the home, no exceptions. Refusal to allow an appraiser to see a room can cause issues and potentially jeopardize the mortgage approval. Address any issues in advance to grant the appraiser full access to your home.
• Highlight upgrades and features: Communicate any improvements or special features to the appraiser. Create a detailed list, covering everything from plumbing and electrical updates to new flooring and appliances. This way they have a reference as to what has been updated and how recent or professional the work was done.
• Be mindful of upgrades: While kitchen and bathroom renovations are popular, they can be costly. Consider cost-effective changes such as fresh paint, updated light fixtures, plumbing improvements, and new flooring to give your home a fresh look without overspending.
• Know your neighbourhood: You have a better understanding of your neighbourhood than the appraiser. Research similar homes in your area to determine their sales prices. This
knowledge will serve as a reference point in case your appraisal falls short, allowing you to discuss your property’s value based on local examples.
• Be courteous: Appraisers aim to complete their work efficiently. Avoid asking them too many questions or making comments. Instead, be prepared to answer their questions once they have finished their assessment. That would be the right time to address any concerns you may have.

A VIABLE, VIBRANT ALTERNATIVE TO FREEHOLD

Although leasehold strata is a time-honoured tradition in many areas of the world, in BC, it remains something of a rarity. It’s seldom discussed, frequently misunderstood, and often perceived as a second-best alternative to freehold or fee simple.
Today, the popularity of strata leasehold is on the rise, especially with the increasing number of First Nation properties currently under development.
There’s also one potential bonus that’s easy to overlook. Sometimes leasehold creates an opportunity to live in places you wouldn’t be able to live otherwise. For example,
at UBC, there’s virtually no freehold land and at SFU, there’s none. If you want to be part of the campus lifestyle, leasehold is a way to be able to do it.
In this issue, NextHome chats with Richard Bell, principal at Bell Alliance, about some of the myths and realities of the leasehold market.
New Home + Condo Guide: Is leasehold recognized as a valid form of homeownership under the regulations of BC’s Condominium Act?
Richard Bell: Yes, part three of the Condominium Act specifically addresses strata leasehold properties.
New Home + Condo Guide: So, a leasehold development is effectively the same as a freehold in terms of getting a mortgage or leaving the property to a beneficiary of your will?
RB: Exactly. You’ll also be subject to paying property tax the same as other types of homeownership. One difference worth noting, though, is that if your lease is with First Nations, there is a different land title registration process.
NH+CG: Are there different types of leasehold properties?
RB: Leases are either prepaid, meaning the cost is built into the
purchase price with no further payments until that lease expires, or they’re non-prepaid, meaning the owner will have a monthly lease payment in addition to strata fees and any mortgage they’re carrying. Most, but not all leases today are prepaid for a certain amount of time—usually 99 years.
NH+CG: What happens at the end of the lease term?
RB: The property title reverts to the owner. Depending on the lease,
there may be a right of renewal. However, where there is no right of renewal, there may be the ability to negotiate an extension such as what is currently taking place with the city of Vancouver on the False Creek leaseholds.
NH+CG: There is a fair amount of anecdotal information suggesting leasehold properties appreciate at roughly the same rate as freehold, especially well-located, well-designed condos from a quality builder. Is that true throughout the entire lease period?
RB: If you’re thinking about a leasehold purchase, you need to consider how close your “expiry date” is, because as you approach the end of the lease, the value of your asset will go down. If you’ve just bought a new home with a 99-year
