he Royal Thai Navy and the U.S. Navy have kicked off the joint maritime exercise “Cooperation Afloat Readiness and Training” (CARAT 2017) in Chonburi province, in an effort to
enhance the tactical proficiency of both nations’ armed forces. Rear Admiral Donald D. Gabrielson of Commander, Logistics
Group Western Pacific and Deputy Chief of the Royal Thai Fleet Rear Admiral Somnuk Prempramote jointly presided over the opening ceremony of CARAT 2017 at the Royal Thai Fleet in Sattahip district. The joint maritime exercise includes training in seizure operations, joint flight operations, and communication drills. CARAT 2017 is meant to boost relations between Thailand and the United States. The exercise, which is being held until June 6th, is the 23rd since its inception in 1995.

n June 16, 2017, Lt. Jg. Chamnan Chairith, R.T.N., Managing Director of Bangkok Port (BKP), the Port Authority of Thailand (PAT), presided over BKP’s annual ISPS security drill of
the fiscal year 2017. Held in the area in front of Pier 22A, the drill was attended by representatives from the Marine Department, the Customs Department, Bangkok Shipowners and Agents Association (BSAA), the Counter Terrorist Operations Center, the Bangkok Port Immigration Office, the Patrol and Special Operation Division, the Office of the National Security Council, the National Intelligence Agency, the International Security Unit, the Ministry of Foreign Affairs, Tha Rua Metropolitan Police Station, Bangkholaem Metropolitan Police Station, and Khlong Toei Metropolitan Police Station, among others. The objective of the drill was to equip relevant personnel with readiness in responding to and defusing crises in order to restore normalcy. พิธีเปิดการฝึกผสม CARAT 2017 หรือ “การฝึกความพร้อมรบ ร่วมกันทางทะเล” จัดขึน้ ทีส่ นามหน้าสโมสรสัญญาบัตรกองเรือยุทธการ อ.สัตหีบ จ.ชลบุรี โดยมี พล.ร.ต.โดนัล ดี. เกรเบรสัน( Donald D. Gabrielson) ผูบ้ ญ ั ชาการ ส่งก�ำลังบ�ำรุงภาคพืน้ แปซิฟกิ ฝัง่ ตะวันตก สหรัฐอเมริกา และพล.ร.ต.สมนึก เปรมปราโมทย์ รองเสนาธิการกองเรือยุทธการ ร่วมกันเป็นประธาน ส�ำหรับการฝึกผสมความพร้อมรบร่วมกันทางทะเลระหว่างกองทัพ เรือไทยและกองทัพเรือสหรัฐ หรือ CARAT จัดขึ้นครั้งแรกในปี 2539 หรือทีเ่ รียกว่า การฝึกผสม “CARAT 1995” โดยไทยเป็นชาติแรก และ ชาติเดียวที่ท�ำการฝึกกับสหรัฐ โดยปีนี้เป็นการฝึกผสม CARAT ครั้งที่ 23 จะมีขนึ้ ระหว่างวันที่ 29 พ.ค. - 6 มิ.ย. 60 ในพืน้ ทีอ่ า่ วไทยตอนบน และ จ.ชลบุรี ซึ่งจะมีการฝึกรบในปฏิบัติการต่างๆ เช่น การปฏิบัติการ รบผิวน�้ำ การป้องกันภัยทางอากาศ การปราบเรือด�ำน�้ำ การปฏิบัติการ เกี่ยวกับทุ่นระเบิด และการปฏิบัติการตามล�ำน�้ำ ส�ำหรับก�ำลังทีเ่ ข้าร่วมการฝึกฝ่ายไทย ประกอบด้วย กองเรือยุทธการ หน่วยบัญชาการนาวิกโยธิน หน่วยบัญชาการต่อสู้อากาศยานและรักษา ฝั่ง กรมสรรพาวุธทหารเรือ และกรมแพทย์ทหารเรือ ขณะที่ฝ่ายสหรัฐฯ น�ำเรือรบและก�ำลังพลเข้าร่วม ได้แก่ เรือโจมตี ชายฝัง่ USS Coronado เรือกูซ้ อ่ ม เรือขนสิง่ อุปกรณ์ยกพลขึน้ บก เครือ่ งบิน P-3C Orion และก�ำลังรบยกพลขึ้นบก 1 กองพัน.

เมื่อวันที่ 16 มิถุนายน 2560 เรือโท ช�ำนาญ ไชยฤทธิ์ ผู้อ�ำนวย การท่าเรือกรุงเทพ เป็นประธานในการฝึกซ้อมแผนรักษาความปลอดภัย ISPS Code ของ ทกท. ประจ�ำปีงบประมาณ 2560 โดยมี ผู้แทนจาก กรมเจ้าท่า กรมศุลกากร BSAA ศูนย์ปฏิบัติการต่อต้านการก่อการร้าย สากล ด่านตรวจคนเข้าเมืองท่าเรือกรุงเทพ กองบังคับการสายตรวจและ ปฏิบตั กิ ารพิเศษ ส�ำนักงานสภาความมัน่ คงแห่งชาติ ส�ำนักข่าวกรองแห่ง ชาติ กลุ่มงานความมั่นคงระหว่างประเทศ กระทรวงการต่างประเทศ สถานีตำ� รวจนครบาลท่าเรือ สถานีตำ� รวจนครบาลบางคอแหลม ส�ำนักงาน เขตคลองเตย เป็นต้น เข้าร่วมการฝึกซ้อมฯ ณ บริเวณหน้าท่า 22 A เพือ่ เตรียมความพร้อมในการเผชิญเหตุและการฟืน้ ฟูเหตุการณ์ให้กลับสู่ ภาวะปกติ ซึง่ จะมีการบูรณาการทางความคิด และขัน้ ตอนการด�ำเนินการ การแก้ไขปัญหาและการท�ำงานเป็นทีม เพื่อเพิ่มประสิทธิภาพการรักษา ความปลอดภัยภายในเขตความรับผิดชอบของ ทกท.
